Bharat Sevak Samaj is the National Development Agency,Established in 1952 by Planning Commission,Governmentof India to ensure public co-operation for implementingGovernment plans. The main purpose behind theformulation of Bharat Sevak Samaj is to initiate a nationwide, non official and non political organization with theobject of enabling individual citizen to contribute, in theform of an organized co-operative effort, to theimplementation of the National Development Plan. Theconstitution and functioning of Bharat Sevak Samaj isapproved unanimously by the Indian Parliament.
The Bharat Sevak Samaj was promoted by thePlanning Commission, Government of India, in thebackground first FiveYear Plan in 1952 to provide nationalplatform for contructive work, after the achievement ofIndependence. Father of the nation Mahatama Gandhivisualized the formation of an organization named as'LokSevak Sangh' to take up the programmed of socio-economic reconstruction of the country. The idea wasfurther pursed by two of his gretest stalwarts PrimeMinister Pt. Jawahar Lal Nehru and Shri Guljari Lal Nanda,then Minister of planning with tha launching of the plannedeconomic development of nation.The National AdvisoryCommittee of the Planning Commission for public Co-operation concretized the idea after holdingconsultations with prominent public leaders and lining andleading politicians of all parties. Smt. Indira Gandhi, ShriShahnawaz Khan one of the closest associates of NetajiSubhash Chandra Bose, Prof. N.R Malkani renownedGandhian and few other eminent men were the foundermembers of Bharat Sevak Samaj under whose signaturesits constitutions was registerd and the Bharat Sevak Samajwas finally launched on 12 August 1952.
Pioneering work:The Bharat Sevak Samaj undertook anumber of pioneering works such as Vocational TrainingInstitutes, slum service, legal aid to the poor, nationalconsumer service, night shelters for pavement, dwellers,Lok Karya Kshetras for rural development,institutions forhandicapped Children, training of voluntary socialworkers yogic exercises for all, launching of labour co-operatives, food for work programmers, voluntarymobilization of manpower known as shramdan for localdevelopment works, inculcating the dignity of labouramongst the students and youth and elimination ofmiddlemens profit in the construction activity. It alsosponsored a non political youth organization known asBharat yuvak Samaj for mobilizing youth power toconstructive work.Particular mention of the Bharat SevakSamaj participation in construction work may be made of
Kosi Project in Bihar during 1955-59.The Third FiveYearplan document has acknowledged that the Samajparticipation brought forth evidence of substantive costreduction and improvement in the quality of work as wellas the speed in execution.Against the original estimate ofRs. 11.5 crores the actual expenditure in the Kosi Riverembankment project was Rs. 6.5 crores only. It wascompleted in 1958 against the target of 1960.
Many schools for the poor and middle class childrenare being run to promote health habits and schooling inthe children of age group between 3 to 5 years.Full fledgedvocational and IT Education programs at different part ofthe Country to enrich the youth and bring them to thetechnology and makes them self sufficient to sustain theirlivelihood..A number of Girls Institutions, Junior and HighGirls Schools have been sponsord to promote womeneducation in country Specialy mention may be made ofJabalpur Girls Higher Secondary School in MadhyaPradesh where fifteen hundred students are admitted forgetting education of all road development.
After winning the war of independence with ashocking division of our motherland separting Pakistan asanother state,Mahatma Gandhi, father of our Nation,wasof the opinion that Congress should abandoned as apolitical party and continue as a social organization, toguide and help the people to development the societythrough a strong democracy.
Pdt. Jawaharlal Nehru,however,convinced Mahatmajithat there is no other well established political partyhaving roots in every nook and corner of the country. So,congress had to shoulder the responsibility of governingour great nation through an established democraticprocess to all-round development.
As First Prime Minister of Govt. of India, Pdt. JiIntroduced planned economy in our democratic set upthrough it is a Communist Economy`s domain. Toimplement plans,funds are needed,which was a Herculeantask for our country those days. But NehruJi introducedpaved our path stating that we have vast labour resourceslying in millions of hands, this hands can dig big canals,channels, tanks, dams for water supply, can build skyscrapers for housing& the like. So why not harness thisresource for development of our nation? Hence, the ideaof Bharat Sevak Samaj (Hence forth referred to as BSS) asan institution to achieve this purpose appeared in politicalscenario.
Pdt. Ji called a meeting of all the leaders of politicalparties and discussed that as political leaders they will befighting elections which will result in frictions. Hence,group leaders of political parties will not be able to getsupport of each other in public projects e.g. construction

of roads, school buildings, etc. and digging of wells, tanks,etc.which are a must for a agricultural nation as ours, andthe like. Hence is the need for a non-political, non-official,non-religious organization for the following:
To organize camps for students,village youth leader tohelp some projects.These camps were run in rural as wellas urban slum areas and contributed to the ideas of co-operation, abolition of untouchability by living under oneroof,patriotism, free manual labour, sports ,oratory i.e. anall-round development environment.Thus, they were animportant part of Samaj`s activities.They were run whilereceiving only part grants from Central and several Stategovernments.
Lok Karya Kshetra:- BSS whole time workers had toselect an area of ten to twelve villages and try develop theregion with good transportation facilities, mainland
connections via roads, etc., harness water resources,Balwadies (i.e.Montesary School), small libraries,(maternity centres etc. all with help and contribution ofvillagers.
Night Shelters: It is remarkable scheme for workerswthout a roof after whole day works–outs. BSS used tohave a hall with basic civic amenties and blankets, etc.withsome educational magazines etc., where labourers orstrangers could stay overnight on contribution of one ortwo rupees only.
Family Planning:As some religious are against familyplanning it is very tough to convince public on the issue,the labour class too, do not co-operate. But BSSorganizers were running family planning work camps quitesuccessfully in the remote areas of villages. BSS wasorganizing many health centres too.
Apart from this Bharat Sevak`s always came forwardto keep the morale high of Jawan Brethem on the borderwhen there was a war with China & Pakistan. In Tejpur atone time there was only BSS flag flying high.
BSS also helped drought flood,famine,earthquake etc.effected areas as well.
In the year 1960 Pdt. Ji wanted BSS to be self sufficientand hence BSS Construction Services came intoexistence. BSS has completed kosi dam project withoutforeign exchange and within a short period.Thus throughits construction activity BSS saved many crores of rupeesfor public exchequer which otherwise could not be saved.
