Technical Report
Abstract
This project was primarily focused on the dissemination of information
contained in the reports of IPCC Working Group II and III and recent findings
related to climate change in Sri Lanka (e.g. AIACC-AS12). This was
accomplished by conducting 25 seminars at many administrative districts of Sri
Lanka within a period of 20 months. The composition of the participants in
these seminars represented different stakeholders including policymakers,
district level administrative, school teachers and students. Six Leaflets on
climate change issue, which were prepared under the project, were distributed
among the participants of each seminar. A documentary film, which was
produced under the project, was also screened during the last several seminars
and on a national TV channel.

1.0 Introduction
Climate Change is a major environmental threat the world community faces
today. Intergovernmental Panel on Climate Change (IPCC) was established in
1987 due to the need for an international consensus on global warming issues.
Third Assessment Report (TAR) of the IPCC (working groups II and III) discuss
the impacts and adaptation of climate change and what measures could be
taken to mitigate climate change in global extent.
Since the effect of climate change has been experiencing by the humans in a
longer time scale, consequences of these changes are difficult to convince the
civil society. The best example for this is the rising of sea level by 0.88 meters
by the year 2100 under the highest emission scenario proposed by the IPCC.
The people are not prepared to believe this without experiencing themselves.
However after the tsunami incident on the 26th December 2004, people are
much more vigilant about coastal flooding, inundation, etc. Therefore this
project is very effective in creating awareness on climate change and related
issues for the civil society, because the people are now prepared themselves to
listen about these changes after the devastating event of tsunami.
The subject of climate change has not been directly addressed in almost all the
existing policies. However, there are a number of environmental policies, legal
enactments and plans. That contains provisions to contribute in reducing or
mitigating the effects of climate change. There are also many acts, which deals
with the subject areas of climate change. These however have not been
effectively implemented due to enforcement weaknesses. General measures
that would increase resilience to climate change include -the protection of
arable soil, improvement of water management, enhancement of agro-
technology, formulation of land use policies, maintenance of food reserves and
provision of emergency disaster relief. There is a need for revising existing
policies taking into account the climate change impacts.
Sri Lanka is an island, located just south of southern tip of Indian sub continent,
having an aerial extent of about 65,610 square kilometres lies between 6 and
10 0N latitudes and between 80 and 82 0E longitudes. It has a long coastline of
about 1660 kilometres. The climate of Sri Lanka is conductive to forest growth
and the entire land area with a few exceptions was once covered with forests.
Over the last century much of this forest cover rich in diversity has been
destroyed and today less than 1/3 of the area is under forest. Deforestation has
seriously diminished timber supplies, made soils less productive and affected
the natural water supply.

Sri Lanka's response strategy to anticipated climate changes includes the
implementation of both mitigation and adaptation measures. The country's
contribution to the emission of greenhouse gases is considerably negligible.
Even so, every effort has to be made to maximize the country's potential
contribution towards controlling the amount of gases being emitted to the
atmosphere. Though, Sri Lanka has no direct commitment under the Kyoto
protocol, Sri Lanka has volunteered to participate in CDM projects (through
renewable energy), which in turn gain some foreign exchange to the country.
Adaptation measures are required to develop in minimizing the potential
impacts of climate change. A few measures have already been adapted in some
sectors such as agriculture and energy to promote improved environmental
management. Some adaptation measures have already been identified in the
Tea and Coconut sectors in Sri Lanka with the AIACC project (AS-12) funded by
the GEF/UNEP/TWAS, which was concluded early this year.
The awareness raising on the overview of the climate change issue as a whole
should be a pre-requisite to starting a more targeted programme on any
specific subject areas of climate change. Therefore, this project was primarily
focused on the dissemination of information contained in the reports of IPCC
Working Group II and III, coupled with some key and essential activities to
raise public awareness on the general issue of climate change (including the
findings of the AIACC project of Sri Lanka - AS-12).
As the first step in meeting these overall objectives of raising awareness, the
specific subject areas of technology transfer (adaptation) and mitigation are
addressed.
In order to meet aforesaid objectives, awareness programmes are conducted
for the benefit of key stakeholders such as policymakers, district level
administrative officers, master teachers, university lectures & students, school
children, private sector, NGOs, etc.

2.0 Seminar Outputs
Twenty five (25) public awareness seminars were conducted under this project.
The total number of participants was 3448 with an average of 138 at each
seminar representing, policy makers, district level administrative, technical
officers private sector representatives, NGOs, school children, teachers and
academic experts. Table 1 gives the details of each seminar conducted.

Six leaflets on climate change and allied issues (in Sinhala medium) were
prepared. The themes of the leaflets are “Science of Climate change”, “Climate
change and extreme events”, “Mitigation of climate change”, “Climate change
and agriculture”, “Adaptive measures in mitigating Thunder and Lightning”,
“Climate change and Cyclones”. In addition, three leaflets in English medium
were also prepared on “Science of Climate change”, “Climate change and
extreme events”, and “Mitigation of climate change”. One thousand five
hundred (1500) copies from each were printed and distributed among
participants.
A documentary film, running for about 30 minutes, named “Kalaguna Aguna”
(The adverse effects of climate change) was also produced and screened at last
several seminars. In addition this was also screened on a national TV channel in
Sri Lanka.
Interim report of this project was also published in the Centre for Climate
Change Studies website (www.meteo.slt.lk/cccs)

2.1 Colombo Seminar on 25th October 2005
The first seminar of the sires was held at the Auditorium of the Department of Meteorology under the patronage of Hon. Minster of Environment and Natural Resources, Mr. A.H.M. Fawzy. Several senior government officers also participated to graze this occasion.
Presentations on Science of climate change, Climate change Impacts and Adaptation in the fields of Agriculture, Water Resources and Health, Climate change and extreme events and Climate change policy matters including Clean Development Mechanism (CDM) were delivered by the sector specific experts drawn from the different institutions (see appendix).

2.2 Nuwara Eliya Seminar on 12th December 2005
This was held at the Auditorium of the District Secretariat office of Nuwara Eliya in collaboration with District Secretary. Several government officers, master teachers were also participated.

Members of the up country tea planter’s association including superintendents, field officers and research officers of TRI were also participated.
Presentations on Science of climate change, Global and local variation of climate, change Climate change and future projection of Tea productivity of Sri Lanka, Impacts of climate change on vegetable production, Climate change and extreme events and Climate change impacts adaptation / mitigation in the field of water resources were delivered by the sector specific experts drawn from the different institutions (see appendix).

2.4 Kandy Seminar on 16th January 2006
This was held at the Auditorium of the Mahamaya Girls’ college, Kandy in collaboration with the Zonal Education office & Department of Agriculture, Peradeniya for the benefit of teachers and school children.

2.25 National Conference on Climate Change- Kukuleganga on 16,17th March 2007
Two day national conference on climate change was held at the Kukuleganga Holiday Resort, Kukuleganga on the 16th and 17th March 2007. Policymakers, Sector specific experts, Medical Doctors, University Lecturers, Private Sector, Printed and Electronic Media Personals were participated in this event. Mr. P.D. Amarasignhe, the Secretary to the Ministry of Disaster Management & Human Rights participated as the chief guest to graze this event. Mr. G.H.P. Dharmaratne, Director General of Meteorology who is also the Scientific Planing Group Member of Sri Lanka with the APN, also participated as the guest of honour.
Three (3) technical sessions were conducted. Nine presentations were delivered by the sector specific resource persons who were drawn from various disciplines. Climate change – Present and Future Prespective of SriLanka, Impacts of Climate change on Extreme Events, Climate change and Ozone Depletion were presented in technical session 1. Impacts and adaption of Climate change in Agriculture, Impacts and adaption of Climate change in Water resource and Impacts and adaption of Climate change in health were presented in technical session 2. Polices related to the Climate Change in Sri Lanka, Mitigation of Climate Change in the field of Energy sector, Mitigation of Climate Change in the field of industrial sector and Documentary video film on adverse effects of Climate Change (Kalaguna Aguna), which was produced under this project, was also screened in the technical session 3.

During the breakout group session, draft recommendations for adaptation strategies and mitigation options were formulated in the field agriculture, water resources, health, energy and industry. Recommendations for environmental policies, in relations to climate change, were also fomulated during the two-day conference.
Sector specific draft recommendations were prersented at the plenary session and refinements / improvements were made in Synthesizing the draft final recommendations.

Energy and Industry with respect to Climate Change
i. Do not resort to non cost effective renewable sources and Energy conservation measures merely for the sake of GHG emission reduction

1. Facilitate Energy Efficiency measures to reduce consumption
2. Promotion of Solar PV for individual houses in identified remote areas where grid is not reachable at any time in future
3. Promotion of Off grid village community electrification with renewable such as Hydro, Biomass, Wind and Biogas etc
4. Use nature based architectural designs in new building designs with special focus on Natural lighting and Ventilation
5. Implement the government policy of generating 10% of the electricity generated through new Renewable Energy resources (for energy security reason)
6. Promote all cost effective renewable energy based electricity generations subjected to technical limitations (even exceeds above 10% limitation)
7. Establish benchmarks for industrial activities promote achieving such targets
8. Promote Energy efficient technologies among industries and Commercials
9. Discourage the Use of High potential GHG sources (such as SF6) in industrial applications

10. Public awareness raising on Energy conservation and climate change
11. Government involvement in media programme on Climate change and Energy efficiency / alternative energy
12. Creating an Endowment Fund based on tariff on mini hydropower sales exclusively for catchments development.
2.25.1.4 Policy Issues on Climate Change
1. Analyze the existing policies or/and draft policies. Whether the policies are addressing climate change issues properly? If not, make necessary corrections.
2. If there are no policies, introduce new policies covering all aspects of climate change in a multi stakeholder consultative process.
3. Take maximum effort to utilize nationally beneficial opportunities from Multilateral Environmental Activities.
4. As a developing country, in making policies, more emphasis on adaptation practices rather than mitigation.
5. Prioritizing the issues in a national context with consideration to sustainable development.
6. Translation of policies in to action, their proper legalization, proper implementation with supervision and follow up action
2.3 General Outcome of seminars After the seminar, participants took part in discussions, sharing their experiences with respect to their own sectroal issues. Some of the main issues raised at the discussion are given below sector wise. Agriculture:
Is the breeding program of the agriculture related institutes geared towards drought, salinity, high temperature and pest and disease tolerance? Is there an increasing trend of soil salinity development of drier regions of the country? Is there a significant impact of increasing temperature on the country’s rice, potato and tomato production? Are the paddy fields of Sri Lanka emitting Methane? Is the plantation agriculture sector vulnerable to climate change?
Water resources Is the country’s cascade of tank system prone to rapid drying up due to increasing temperature?

Is there a danger of dam breaching due to climate change? Will there be deterioration of water quality in surface water due to climate change? What is the fate of the country’s ground water sources under a changing climate?
Health
Will Malaria resurgence occur in the wetter regions of the country in future? Is the present increasing trend of Dengue fever due to the climate change? Will there be a impact on nutrition of children and pregnant women due to climate change?
Extreme events Is the present trend of frequent Tornado occurrence due to climate?.
Is the number of lightning victims increasing due to increased temperature?
Does the southwest monsoon show en erratic nature at present?.
Mitigation (CDM)
Is the Carbon fixation data available for relevant tree species in Sri Lanka?
Is country’s newly drafted CDM policy compatible with existing financial and foreign policies? Is there any hidden agenda behind CDM projects to indirectly acquire the country’s rain forests?
In addition, general issues pertaining to the sea level rise, El Nino and Tsunami were raised at most places. Most of the participants were very critique about the mitigation options from the agriculture sector at the expense of production. There was a general consensus about adaptation measures to climate change that have been already proposed in the First National Communication.
3.0 APN-Funded Participants
Not applicable as there was not APN funded participants for this series of seminars.

4.0 Conclusions
Even though possible impacts of climate change on the environment and the
society have already been well documented, those information has hardly
outreached the public. As a result, vulnerability of the society to the climate
this project was primarily focused on the dissemination of information
generated recently in the field of climate change both locally and internationally.
Having successfully completed 24 seminars throughout the country, it was
found that general public is eager to know the latest findings of climate change.
It clearly reflects in the statistics of the participants at each seminar, their
active participation in the panel discussion and unprecedented requests for
similar kind of seminars by macro institutes and NGOs.
The most recent weather extreme experienced in the country, floods and
associated landslides have been well handled by the respective authorities with
minimum damages to the human being and infrastructure compared to the past
events. In general, authorities admit that it was mainly attributed to their
updated knowledge on such weather extremes gained through this series of
seminar. It has been noticed that fund allocation to disaster preparedness and
evacuation activities has been increased during recent times by respective
public agencies and NGOs. This could be probably attributed to the attitudinal
changes of administrators and policy makers after attending these awareness
seminars.
However, it is understood that required information is yet to reach the grass
root level of the society where the actions are really taking placed. Hence,
there is a timely need to educate the field officers of different sectors including
school teachers on Impact, Adaptation and Mitigation of Climate change
through a suitable mechanism for which further support of APN is envisaged.
