(a) the steps being taken by the Government to promote the Inter-faith Harmony in the country;

(c) the steps being taken by the Government to prevent such violencein the country?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) As communicated by the Ministry of Religious Affairs and Interfaith Harmony,the following steps have been taken to promote interfaith harmony in the country:

• Allocation of 05% Job Quota for Minorities in all FederalGovernment Services, in addition to open merit.

• Declaration of 11th August as Minorities Day.

• Reservation of four (04) seats for minorities in Senate of Pakistanunder the 18th Constitutional Amendment Act, 2010.

• Celebration of religious festivals of minorities at official level.

• Re-construction of National Commission for Minorities (NCM).

• Convening National Conference on Inter faith Harmony titled “LivingTogether with Diversity: Inter faith and Inter-cultural Dialogue” on20th & 22nd February 2013 at Islamabad.

• Institution of Minorities welfare fund for grant of financial assistanceto the poor and needy minorities & scholarships to minorities onmerit and for execution of small development schemes for the repair/maintenance of the religious/ worship places of minorities.

• Meetings held by Minister of RA & IH with Ulemas and leader of allreligions to promote interfaith harmony.

(b) As per reports received from the quarters concerned the personsmartyred in sectarian attacks from 2011 onward are as follow:—

i. The government keeps a close watch on sectarian activities throughPolice, intelligence Agencies and other Law Enforcement Agencies.

ii. National Internal Security Police (NISP) recognizes the threat posedby violent sectarian elements and deals with sectarian and other threatsto internal security in a comprehensive manner.

iii. Sectarian killings are also included as offences under Protection ofPakistan Ordinance, thereby ensuring prompt investigation andadjudication.

iv. Proscription of violent sectarian organizations.

v. Action against publication and distribution of hate literature.

Will the Minister for Interior and Narcotics Control be pleased tostate the number of Afghan Refugees registered by National AlienRegistration Authority (NARA) during the last six months in thecountry?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):No Afghan Refugees have been registered by NARA during the last six (06)months, as registration of Afghan Refugees does not fall within the purview ofNARA

192. *Ms. Munaza Hassan:(Deferred during 10th Session)

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that gender inequality is one of the hurdles inour economic growth; if so, the steps taken by the Governmentto end the said inequality;

(b) the details/categories of major socio-economic indicators wheregender inequality is highest at present alongwith the percentagethereof; and

(c) whether funds have been allocated by the Ministry to improvethe health and education standards of women living inunderdeveloped areas of the country?

Minister for Planning Development and Reform (Mr. Ahsan Iqbal):(a) Women constitute almost half of the population and 22 percent of labour forcein Pakistan (Pakistan Economic Survey 2012-13). It is a fact that the genderinequality and exclusion of a large population of women from mainstream socialand economic development leads towards unsustainable economic growth anddevelopment. The gender inequality, discrimination and multifaceted exclusionsfaced by women also impede women to share the benefits of economic growth,prosperity and social development.

Under the 18th amendment, the subject of women development has beendevolved to the provincial governments. In the Federal Government, Ministry ofLaw, Justice and Human Rights deal with human rights aspect of womenempowerment_ and gender mainstreaming. The National Commission on the Statusof Women (NCSW) at the federal level examines national policies, programmesand plans for women’s development and gender equality.

At the national level major initiatives include Women Crisis Centersestablishment, Women’s Empowerment Policy, the National Plan of Action, theGender Reform Programs, and the Benazir income Support Program (BISP) forwomen empowerment besides ensuring bias free workplace through law. On the

political front. Women parliamentary Caucus is working as a bipartisan and acrossthe board group of all women parliamentarians; legislation for ‘women such asgranting of 10 percent quota in public sector and reserving seats in parliament andat union council level is facilitated.

A targeted cash subsidy of the Income Support Programme (BISP) tofemale member of poor households, has led to increased empowerment of womenwithin household. A large number of CNICs were issued to women for the firsttime which resulted in bolstering socio-economic status of women in Pakistan.

Skill development project has been initiated by the Federal Governmentat the estimated cost of Rs. 800 million. Almost 34 percent females will be trainedin this project. In addition, Prime Minister’s Youth Business Loan Scheme hasreserved 50 percent loans for women.

The major legislative developments during the recent years have been thepassage of numerous legislations and amendments in discriminatory laws:

(i) The Protection against Harassment of women at the Workplace(Amendment) Act, 2014

(ii) The Anti-Rape Laws (Criminal Laws Amendment) Act, 2013

(iii) Prevention of Anti Women Practices (Criminal Law Amendment)Act 2011

(iv) National Commission on Status of Women Act 2012;

(v) Acid Control and Acid Crime Prevention Act 2011;

(vii) The Domestic: Workers (Employment Rights; Act, 2013;

(ii) Reproductive Healthcare and Rights Bill 2009;

(b) According to the Pakistan Millennium Development Goals Report2013, the status of gender related indicators is given below:

• Gender Parity Index in schools at primary level ratio: 0.9

• GPI at secondary level ratio: 0.81

• GPI for youth literacy ratio: 0.81

• Share of women in wage employment in non agriculture sector: 10.45percent and

• Proportion of women holding seats in the National Parliament: 22percent .

(c) Under the 18th constitutional Amendment, the education and healthsectors have been devolved to the provinces. Further the provincial share in NFCAward has also been increased to provide fiscal space to provinces/ areagovernments to increase spending on schemes related to education and healthsectors. The purpose of these initiatives is to improve education standards andhealth of women living in underdeveloped areas of the country. The provincial/area governments are implementing different programmes/schemes through theirAnnual Development Programmes to address the desired goals.

Federal Government is funding vertical programmes of health as perdecision of Council of Common Interest (CCI) dated 28-04-2011. M/oNationalHealth Services Regulation & Coordination has been created at the federal level.

Targeted interventions in education and health sectors include:

(a) National Maternal, Neonatal and Child Health Programme (MNCH)

(b) National Program for Family Planning & Primary Health Care

(c) Shaheed Benazir Bhutto Mother & Child Health Care Centre,Nawabshah city.

(d) Establishment of 400 Bedded Women Hospital & Chest DiseasesCentre, Rawalpindi

(e) Capacity Building of Teachers Training Institutions of MoE andtraining of Elementary Schools Teachers in ICT, FATA, GB & AJK.

(f) Improving Human Development Indicators in Pakistan

(g) Prime Minister’s Special Initiatives for Hunarmand PakistanProgramme (NAVTTC)

(h) Capacity Building of Teachers Training Institutions & Training ofElementary Schools Teachers in Balochistan, KPK, Punjab and Sindhprovinces.

(i) Provision of Quality Education Opportunities for Students ofBalochistan & FATA.

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) whether it is a fact that import consignments of raw material ofcloth, steel sheet, machinery, auto parts and other various itemsare being cleared under the disguise of industry;

(b) whether it is also a fact that the national exchequer faces lossof tens of millions of rupees monthly due to said corruption; ifso, the reasons thereof; and

(c) the steps being taken by the Government in this regard?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) No. The category of“manufacturer” is determined on-line in customs clearance system on the basis ofstatus given in Sales Tax Registration and NTN.

(b) No.

(c) Following steps have been taken to prevent mis-declaration ofgoods:—

i. An in-depth exercise has been completed for elimination ofdiscretionary concessions and minimization of exemptions based onend use verification.

91. *Ms. Parveen Masood Bhatti:

Will the Minister for Interior and Narcotics Control be pleased tostate the steps being by the Government to control the illegal entryof the foreign nationals through national borders?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):The following steps have been taken by the Government to control illegal entry ofthe foreign nationals through national borders:

Establishment of Inter Agency Task Force (IATF) comprising ofrepresentatives from Intelligence Agencies, ANF, Provincial Forces,Coast Guards, Rangers, FC etc. in 2005 to control illegal migrationon Pak - Iran border through land and sea routes;

Establishment of Integrated Border Management Systems (IBMS)at 26 entry sites (air, land and sea) to record the entry of all travelersand maintain their travel history.

Compilation of ECL and Black list by Ministry of Interior andDirectorate of Immigration & Passports and their entry into IBMS;

Liaison with Immigration Liaison Officers of all the countries toexchange information about illegal migrant;

Liaison with International Organization for Migration (IOM) andUNODC for exchange of information on illegal migration;

Strict implementation of Visa Policy as devised by the Ministry ofInterior;

Establishment of FIA Link Office in Muscat-Oman to coordinatewith Gulf Countries to curb human smuggling;

Installation of forgery detecting machines at airports to ensurethorough checking of travel documents;

Samples of visa stickers of respective foreign countries have beencirculated amongst immigration check-posts for thorough /continuouscheck on the movement of foreigners;

Accountability and zero tolerance policy for FIA Staff in general andImmigration Staff in particular.

Establishment of Immigration Vigilance Unit and InternalAccountability Unit at FIA HQ to control illegal activities ofImmigration staff at airports;

Capacity building courses are being held at FIA Academy forinvestigators and Immigration Staff.

92. *Ms. Nighat Parveen Mir:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state whether there is any proposalunder consideration of the Government to increase the rate of profiton National Savings Schemes; if so, when it will be implemented?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): No such proposal is underconsideration of the Government. In any case, the rate of profit on National SavingsSchemes (NSSs) is linked with 95% weighted average yield of Pakistan InvestmentBonds (PIBs) and Treasury Bills of the relevant tenors.

93. *Rai Hasan Nawaz Khan:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(c) if so, whether investigations have been Initiated for thoseirregularities; If so, the present status thereof; and

(d) the time by which it will be finalized?

(a) the steps taken by the Government for rehabilitation of thepeople of those areas of Azad Jammu and Kashmir which werebadly affected by natural disasters during the period from 1-1-2008 to 30-6-2012; and

(b) the name of authority established to deal with the said disasters?

98. *Dr. Arif Alvi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state:

(a) the steps being taken by the Government to bring back assetsof the country which are illegally deposited in Swiss Banks; and

(b) whether there is any proposal under consideration of theGovernment to take help of the Swiss Law, 2010 “Restitutionof Illicit Assets Act” (RIAA)?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): (a) & (b) Federal Governmen isseriously working to seek help of the new Swiss laws popularly known as TheRestitution of Illicit Assets Act, 2010 (RIAA) that now allows Swiss Governmentto exchange heretofore confidential information about ill-gotten monies stashed upin the clandestine Swiss banking industry. The operational design through whichadvantage of the changes in Swiss laws can be taken is by amending/renegotiatingthe existing Pak-Swiss Tax Treaty, in which regard the following actions havealready been completed:—

(i) A Summary was placed before the Federal Cabinet seeking itsapproval to re-negotiate the existing (deficient) Pakistan-SwitzerlandTax Treaty (Annex-A).

(ii) Federal Cabinet duly approved the aforementioned Summary in itsmeeting held on September 20–2013 (Annex-13).

(iii) Per laid down procedure, FBR forthwith took up the matter withMinistry of Foreign Affairs to approach the Government ofSwitzerland expressing Pakistan’s intent to renegotiate the existingTax Treaty, and seek a suitable set of dates and choice of venue tostart the negotiations at the earliest possible date (Annex-C).

(iv) Swiss authorities have expressed willingness to renegotiate the TaxTreaty either on July 8-10, 2014 or August 26-28, 2014 (Annex-D).

(v) Federal Board of Revenue has accepted the Swiss proposal to holdnegotiations on August 26-28, 2014, to upgrade the existing Pak-Swiss Tax Treaty (Annex-E).

99. *Dr. Arif Alvi:

Will the Minister Incharge of the Prime Minister’s Office be pleasedto state:

(a) whether radioactivity exists around uranium mines in thecountry; and

(b) whether said mines are secured; if so, the details thereof?

Minister Incharge of the Prime Minister Office: (a) No Radioactivityexists around the uranium mines in the country except naturally existing.

(b) The mining is being carried out by in situ mining technique. Thistechnique is safe and environmentally friendly, Wherein no open pit or tunnelmining is required. Environment Protection , Agency (EPA) has approved thismining, technique.

100. *Ms. Tahira Aurangzeb:

Will the Minister for Interior and Narcotics Control be pleased tostate:

(a) the present status of law and order situation in Islamabad;

(b) whether it is a fact that the ratio of crimes specially murders,dacoities, robberies, rape, kidnapping for ransom, car lifting,mobile/purse snatching and sectarian violence are drsticallyincreasing in Islamabad;

(c) if so, the total number of said cases registered in Islamabadduring the last one year; and

(d) the steps taken by the Government to control the said crimesalongwith ratio of conviction for said crimes separately duringthe last one year?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Due to recent two incidents of terrorism i.e. F-8 Katchery and Sabzi / FruitMandi took place in Islamabad, law & order situation was disturbed andgovernment showed a concern on such incidents. Eventually, in compliance withthe directions passed by the government to make foolproof security of the citizendwelling within Federal Capital including the foreign diplomats, the security dutiesi.e. static and patrolling have been enhanced. Various plans for providing foolproofsecurity to the citizens as well as at the key installations have been chalked out andround the clock security arrangements/deployment has been made in order toavoid any unpleasant incident in future.

(b) Comparative analysis of crime for the year 2013 and 2012 underthe head of murder, dacoity, robbery (the mobile/purse snatching is included underthis head), rape, kidnapping for ransom, car lifting is given at Annexure-A, whichreveals an increase whereas, under sectarian violence, no case has been reportedduring the year 2013 and 2012.

(c) Detail of the cases registered under the above said heads of crimeincluding the total crime during the year 2012 and 2013 with comparative analysisis given at Annexure-A.

(d) The steps taken by ICT Police to control the above said crimes areas under:—

PATROLLING:

The patrolling system within ICT has been revamped. Besides, regularpatrolling from the concerned Police Stations on vehicles as well as Motorbikes,22 Commandos ATS vehicles, have also been included in Patrolling fleet towork in three shifts for surveillance to prevent terrorism.

SURVEY OF KACHI ABBADIES:

It is stated that survey of Kachi Abbadies have been carried out and 24Kachi Abbadies has been identified with the population of 84,591.

Moreover, Survey of Bharakau and Tarnol have also been carried out,which shows that there are population of 82613 and 76834 persons dwellingrespectively.

JOINT SECURITY PLAN:

A meeting of senior officers of ICT Rawalpindi Police and Pak Rangerswas held for the discussion of Joint Coordination Security Plan for twin cities i.eIslamabad and Rawalpindi. It was decided that following strategy shall be followedfor the adequate security of twin cities:—

a. Prompt exchange of Information.

b. Establishment of Joint Pickets at Inlets/Outlets.

c. Joint Patrolling Plan

d. Joint Operations

e. Search Operations in Kachi Abadees.

f. Deployment of Rapid Response Force by Rangers.

g. Joint Working Group.

h. Establishment of Joint Wireless Room.

i. Conducting of Mock Exercises.

j. Establishment of two Joint pickets at Faizabad and Adventure Innon Muree Road.

k. Joint patrolling of vehicles of ICT Police, Rawalpindi Police and PakRangers on IJP Road.

l. Conducting of Joint search operations in the adjacent areas ofRawalpindi and Islamabad apprehend the suspicious persons if foundresiding in Kachi Abadies situated in the jurisdiction of Islamabadand, Rawalpindi.

In this regard a Joint Coordination Security Plan for Rawalpindi/ IslamabadPolice & Pak Rangers has been issued and Joint Patrolling of ICT & IslamabadPolice is being conducted at IJP road and adjoining area to curb the crimes/criminals.

SURVEYS OF MOSQUES /DEENI MADARIS:

In order to curb the crime in general and terrorism in particular, a detailedsurvey of Mosques situated within ICT have been carried out and strict directionshave been issued to all the quarters concerned for regular surveillance of the activitiesof the students studying in the Masjid is Madaris and if anyone is found involved inany illegal activity, legal action may be initiated against him regardless of his creedand caste.

ESTABLISHMENT OF NAKAS:

In order to ensure the foolproof security of the federal capital, a totalnumbers of 49 Nakabandi points have been established on various key points ofICT which are functioning round the clock to locate the suspicious persons/vehiclesincoming or outgoing from Islamabad. Besides, random checking is also beingcarried out at different venues and places on odd and even hours to curb thecrime/criminals.

It is further mentioned that a control room has also been established atRescue-15 under the supervision of a Gazzeted officer and progress regarding theperformance of NAKAs is being monitored on daily basis.

DISPLAY OF ARMS:

As the Arms and ammunition play a vital role in commission of crime aswell as terrorism. Hence, to curb the menace of transportation of arms/ammunitionwith the federal capital, strict directions have been issued to all quarters concernedeven at ground level to implement the Pakistan Arms Ordinance, 1965 in trueletter and spirit and no grey area will be left unattended. Accordingly, the violatorsare being dealt with strictly in accordance with law, irrespective of their status.Furthermore, to deface the criminals involved in trafficking of illicit arms andammunition, general hold ups at outgoing/incoming roads are being conducted.Additionally, display of arms/ ammunitions is also declared prohibited under section144 Cr.P.C by the District Administration from time to time and during theenforcement of bane under section 144 Cr.P.C, if any violation is found, the violatorsare also being dealt under section 188 PPC to award them more punishment.

SURVEILLANCE OF PREVIOUS CONVICTS:

In addition, the previous convicts are also being checked frequently bythe ICT Police through physical checking as well as through informers. The attentionof public is also invited to co-operate with police by disclosing the names ofsuspicious persons to Police. Leaflets and pamphlets are distributed for educatingthe inhabitants of the capital city.

EXCHANGE OF INFORMATION WITH LEAs:

The important/secret information are also being exchanged with the localpolice of the adjoining district Rawalpindi as well as, the other Law EnforcementAgencies to prevent the crime as well as to maintain law & order situation withinIslamabad.

ANTI TERRORISM SQUAD:

The ICT Police has already established a separate ATS Unit comprisingof officers/officials trained to combat the terroristic activities and their services arefrequently utilized as and when required.

It is pertinent to point out that the conviction rate of total crime has beenmentioned whereas the conviction rate of aforementioned crimes separately cannotbe ascertained at present as most of the cases registered under the above saidheads during year 2013 are presently subjudice in the various Courts of competentjurisdiction and after decision the ratio of conviction could be ascertained.Moreover the Material for supplementary is attached at Annexure-B, please.

(a) whether it is a fact that the cases of drug abuses are increasingin the country;

(b) if so, the steps being taken by the Government to provide medicaltreatment to drug addicts specially to low income and to preventthe non-medical use of drugs including sedatives andtranquilizers?

Minister for Interior and Narcotics Control (Ch. Nisar Ali Khan):(a) Yes. According to Survey Report-2006, number of drug users in the countrywas 5 million. This number has increased to 6.3 million as per UNODC SurveyReport 2012. This figure also includes patients who are using sedatives, tranquilizersand other such medicines without doctors prescription.

3 treatment centers are being run by ANF at Quetta, Karachi and Islamabad,where free of cost treatment to drug addicts is being provided. However, facilitiesto treat drug addicts who misuse sedatives and tranquilizers etc, without prescriptionare not available.

102. *Ms. Zahra Wadood Fatemi:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization for be pleased to state the steps being taken toincrease the tax base and tax to GDP ratio in the country?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar):

i. The non-reporting and under-reporting of income is a matter of gravepolicy concern. Such persons do not contribute to state revenuedespite the fact that they can afford to and are liable to pay duetaxes. On the other hand they demand services of the state.

ii. In order to identify persons not filing due taxes FBR is collectingdata regarding person purchasing real estate property in posh areas,expensive motor vehicles, incurring heavy utility bills and school feesand engaging in taxable business activities.

iii. So far notices requiring filing of return have been issued to 91,849potential taxpayers during current financial year. In response to theseNotices more than 8,600 persons have filed returns. Provisionalassessments in cases where the person did not respond to the noticehave been framed in more than 12,000 cases. A tax demand of Rs.4,851 Mn has been raised in such cases.

iv. The government aims to bring 100,000 potential taxpayers in the netduring the current financial year and an additional 100,000 in each ofthe following years.

v. The efforts of the government to create a deterrent against non-payment of tax has resulted in increase in number of persons filingreturns of Income Tax for Tax Year 2013 by more than 100,000 ascompared to preceding year.

103. *Ms. Sajida Begum:

Will the Minister for Finance, Revenue, Economic Affairs, Statisticsand Privatization be pleased to state the steps being taken by theGovernment to devise a combination of fiscal, monetary and financialpolicies to boost-up growth without impairing macro economicstability and balances in fiscal and current accounts?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The following steps have beentaken by the government to devise a combination of fiscal, monetary and financialpolicies to boost up growth:

i. Effective fiscal policy tools are being utilized in order to contain thefiscal deficit. In this regard following measures are being taken duringthe current fiscal year:—

a. 30 percent cut on current expenditure excluding debt servicing,defense payment and allowances and grants.

b. Reducing untargeted subsidies through phasing out of electricitysubsidies.

c. Revenue collection and expenditures are being monitored onmonthly basis.

d. Restructuring of PSEs to overcome the huge losses and movingtowards the privatization process.

ii. Due to above measures, the fiscal deficit is contained at 3.0 percentof GDP during July-February, FY14 against 4.2 percent of GDP inthe same period of FY13.

iii. Developing revenue mobilization strategy through formulating aneffective tax system in order to create fiscal space. During July-March,FBR tax collection stood at Rs.1,574.6 billion as compared toRs.1,352.3 billion during the same period last year showing a growthof 16.4 percent.

iv. FBR is working on comprehensive strategy to increase the tax toGDP ratio from lowest level of 8.5 percent to 15 percent in next fewyears. This will help the government to contain its borrowing forbudgetary support from banking system.

v. Government borrowing for budgetary support has also reducedsignificantly during July-18th April, FY14, as it stood at Rs.326.0billion against Rs.948.4 billion in the same period of FY13.

vi. Successful launching of Euro bonds worth $2.0 billion, CSF inflowsand auction of 3G/4G license are further strengthening government’seffort for resource mobilization and to uplift the economy.

vii. On monetary side, interest rate has been increased by 100 bps from9.0 to 10.0 percent during current fiscal year in order to controlinflation.

viii. Credit disbursement to agriculture sector increased to Rs.255.7 billionduring July-March, FY14 against Rs.231.0 billion during the sameperiod of FY13, posted a growth of 10.7 percent.

ix. Credit to private sector increased to Rs.322.9 billion against thelevel of Rs.118.9 billion in the comparable period last year, thusposted a growth of 9.6 percent during July- 18th April, FY14 against3.5 percent in the same period last year.

x. Strengthened the balance of payment position through effectivepolicies of attracting remittances, entered into IMF program,confidence of multilateral organizations for boosting foreign inflows,strengthening exchange rate and improving the reserve position.

xi. Revival of the investor’s confidence remained one of the priorityarea by taking number of measures to bring peace and stability whichresulted in a remarkable performance of capital market.

xii. Effective measures are being taken to contain inflation and to maintainthe stability in prices and supply situation.

xiii. Government has launched measures to address the energy relatedissues and developed an energy policy to provide a roadmap toovercome the present energy crisis and fully meet the future needs ofpower in the country.

xiv. In order to ensure availability of food items and maintain smoothprices, food security policy is being finalized.

xv. Launching of PM Schemes for Youth to provide employmentopportunities and skill development.

• It is not mandatory for guarantor to reside in the same cityof theapplicant.

• No net worth is required if guarantor is a Government Employee.

• There is no age limit for guarantors who are not GovernmentEmployees.

• Any grade-15 or above Govt. officer with 8 or more years remainingservices can be a guarantor. Only salary slip is required.

Minister Incharge of the Prime Ministers Office: (a) New BalakotCity will be established after acquisition of land from Government of KhyberPakhtunkhwa. Recently Chief Minister, Khybe Pakhtunkhwa, held a meeting inwhich it was reiterated that they would provide encumbrance free land to ERRAfor completion of project.

(b) The Government has already considered and decided to establishNew Balakot City. Federal Government has paid Rs.1.5 Billion for acquisition ofland for this project. The Khyber Pakhtunkhwa Government ensured that therequisite shortfalls in funds would be made good. The meeting of the ERRA Councilis being convened shortly for further consideration of the project. ERRA has thecapacity to complete the project in 18 months if encumbrance free land is provided.

(c) ERRA is responsible to develop the land and the plots. Oncompletion of this assignment, the same will be handed over to KPK Governmentwhich shall allocate the plots in line with criteria which was basically to accommodateaffected families of Old Balakot Town. The criteria for allotment of Plot will bebased on total covered area of the House destroyed in old Balakot. Nevertheless,the sizes of the Plots will be from 7 Marla to 1 Kanal, which will be allocated byKPK Government after the development of the land.

(b) No, it is not a fact that all public sector organizations (PSOs) arebeing privatized. Only those PSOs are on privatisation list, which have beenapproved by Council of Common Interests (CCI) for privatisation (Annex-A).

(c) Yes, some of the organizations on the privatisation list are renderingprofit (Annex-B: as per available data).

(d) In terms of Privatisation Policy, Privatisation of an entity isconducted in consultation with all stakeholders and during the course of privatisationprocess all the steps i.e. post sale administrative control, national security,employment and larger public interest is ensured.

(e) Privatisation Commission is responsible for privatisation ofentities, as far as ensuring of privatisation advantages, the administrative/lineorganizations and various regulatory bodies have mandates to ensure implementationof public policies in the organization under their domain. As such, regulatorymechanism exists but enforcement of their function/powers is not in the purview ofPrivatisation Commission.

ii. HBFCL will enter into real estate market for generating funds. In thiscontext, the company envisages a disbursement target of Rs 50.4billion from 2014 to 2020.

iv. A new competent professional has recently been appointed asManaging Director, HBFCL for carrying out the above tasks.

113. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Planning, Development and Reform be pleasedto state:

(a) whether it is a fact that a project to install Water FiltrationPlants at Union Council level under Clean Drinking Water forAll was initiated by the previous Government;

(b) whether the said subject has been transferred to PlanningDivision after Constitution Eighteenth Amendment;

(c) whether it is also a fact that the Ministry has failed to makeideal coordination with provinces to execute the said project inletter and spirit and consequently the project is suspended atpresent; and

(d) if the answers to part (a), (b) and (c) above are in affirmative,the budget earmarked/released and utilized for the said projectduring the last six years by the Government; and

Government to ensure financial discipline, 100% financial audit andstrict monitoring in Government institutions/departments?

Minister for Finance, Revenue, Economic Affairs, Statistics andPrivatization (Mr. Muhammad Ishaq Dar): The Department of the AuditorGeneral of Pakistan ensures financial discipline and strict monitoring in Governmentinstitutions/departments by conducting audit of financial transactions. Followingsteps have been taken by AGP:

(a) A regular audit is carried out in all Government institutions/departments.

(b) A code of ethics has been implemented through introduction ofFinancial Audit Manual.

(c) Field audit activity is supervised and monitored by Deputy Directorand Directors, while overall supervision is made by the DirectorGeneral.

(d) Two quality assurance committees are constituted each at the levelof Deputy Auditor General (BS-21) and Addl. Auditor general (BS-22) to oversee and ensure quality of output of the department.

As far as 100% financial audit is concerned, no audit department of anycountry in the world conducts 100% audit due to huge cost, time and humanresource involved, which is not affordable. Pakistan Audit department conductsthe audit on test check basis and the percentage of audit is about (1015%) whichis far better than the Audit Departments of other countries. However 100% auditis conducted in exceptional cases only depending on the risk and loss reportedand on the request of Chief Executive of the Government. As per ‘Financial AuditManual’ and International Standards of Supreme Audit Institution (ISSAI) theconcept of 100% audit of government organizations has been replaced by variousaudit techniques, sampling depending on the size of financial transaction andidentification of high risk areas. The Public Accounts Committee (PAC) afterdiscussing these audit reports issue their directives to the concerned quarters forimplementation as the first step. Usually PAC also constitutes one of its sub-committee under the title “ Monitoring and Implementation Committee of PACDirectives/Actionable Points”

(b) No duty is paid on US Army / NATO/ ISAF cargo. However, afee of Rs. 24,000 per Goods Declaration (GD) is being collected since 09.07.2013.The said fee is levied on Goods Declarations, irrespective of the number ofcontainers.

(c) No duty is collected/paid on US Army/ NATO/ ISAF cargo. Thusno target has been fixed.

(d) Nil.

(b) Yes, agreement has been signed with China for construction ofK-2/K-3.

(c) The studies regarding provision electricity from K-2/K-3 areunderway. The generated Power may be supplied to Karachi city and to adjoiningareas through national grid.

(d) The first of these Plants will be installed 2020 and second10 months after the first plant.

According to the latest Labour Force Survey (2012-13), 6409persons are estimated as unemployed computer graduates, based on the estimatedpopulation of 181.72 million on 1st January, 2013.

A 45 Bedded Model Addiction Treatment &Rehabilitation Centre is established at Thanda Pani, opposite SoldierCNG, Lathrar Road, Islamabad. This centre is working since 2005with the capacity to provide free of cost medical treatment andrehabilitation to 360 drug addicts per annum.

(2) Model Addiction Treatment & Rehabilitation Centre Quetta.A 45 Bedded Model Addiction Model Addiction Treatment &Rehabilitation Centre is established at House No 83/A, ChamanHousing Scheme, Airport Road Quetta. This centre is working since2005 with the capacity to provide free of cost medical treatment andrehabilitation to 360 drug addicts per year.

(3) Treatment at Adyala Prison Rawalpindi. A 10 beddeddetoxification ward was established in Adyala Jail Hospital atRawalpindi, in March 2010. In this ward, drug addict prisoners areprovided detoxification facility under the supervision of medical staffof MATRC Islamabad.

(4) Model Addiction Treatment & Rehabilitation Centre Karachi.A 55 bedded Model Addiction Treatment & Rehabilitation Centrewas established in May 2010. This centre is situated at Kalri (Lyari),Karachi. The centre is working with a capacity to provide free ofcost medical treatment and rehabilitation to 360 x drug addicts peryear.

(b) The projects are being run by professionally trained Project Managersunder the supervision of respective Regional Directorate, Force Commanders ofANF. There is a special wing/ project in Narcotics Control Division i.e. Planning& Monitoring Unit (PMU) which carries out monitoring of the projects on quarterlybasis. The account matters of the projects are monitored/ audited by a team ofAGPR.

(c) MATRCs Islamabad & Quetta are scheduled to complete theirproject life on 30th June 2014. PC-Is of both the projects were forwarded toNCD on 02-01-2013 for placing the projects before DDWP. However SecretaryNCD agreed that ANF to submit PC-IVs of the projects and forward proposalsfor placing them on permanent footing i.e. conversion from development to non-development budget, instead of putting up revised PC-Is of the projects beforeDDWP meeting for another period of 3x years. This was duly complied and case

was forwarded to Planning Commission through NCD. Planning Commission(Health Section) commented through letter addressed to Secretary NCD that thesponsors are obliged to intimate and submit PC-V in order to check the sustainabilityand output of the project especially after devolution of the subject sector. Further,it has been conveyed that the concerned section (Planning Commission) supports-the closure of the project and conversion of the centre and its staff fromdevelopment to regular/non-development budget and supports clearance of thePC-IV for further necessary action.

Minister Incharge of the Prime Ministers Office : (a) The ACP 1000design of K-2/K-3 include the addition of multiple layers of safety, with emphasizeon safety systems that do not require electrical power to operate i.e. which wouldfunction on natural process such as density and temperature difference and gravityeven in case of a station blackout.

K-2/K-3 is generation III NPPs with improved system far mitigation ofsevere accidents so as to minimize effect on the environment. The enhancedsafety features include passive heat removal systems, double containment andrelease only after filtration.

For major external threats, the ACP 1000 containment as an outer shellon it. The outer shell is designed to take a commercial airplane crash withoutletting it penetrate through. This also provides protection against threats such asshelling by terrorist groups.

(b) PACE is a national organization of Government of Pakistan with anational mandate to use nuclear technology for the benefit of the nation and ensurethat there will be no threat to the population and environment due to nuclear powerplants.

Pakistan nuclear Regulatory Authority (PNRA) is an other independentGovernment organization which has the mandate to regulate all discharges andscrutinize this aciivity as a completely independent body.

All nuclear power plants in Pakistan including ones in Karachi are providingenvironment friendly nuclear electricity and no adverse effect is reported for thepopulation and en vironment till yet. The nuclear plants administrations haveprepared comprehensive emergency. plans to cater for a y nuclear accident.
