The National Archives and Records Administration (NARA) has been
accepting electronic records into its holdings since the early
1970s. Documentation in paper format has accompanied each transfer
of electronic records. This documentation is necessary to
understand the meaning of the digitized bits of information within
the electronic records.
Over the decades, NARA has had different procedures to compile
documentation into an organized unit for researchers, and different
expectations regarding the content and extent of any NARA-produced
portions of the documentation. Consequently, the structure,
organization and contents of the documentation reflect the
procedures in place when the documentation was compiled and
arranged. So one should expect differences in the structure,
content, and organization of the following documentation from the
documentation for other series of electronic records that is
available on the NARA web site.
The following documentation may include out of date addresses,
telephone numbers, or other items of un-revised information related
to the agency that created or transferred the documentation and
electronic records to NARA, to the NARA unit that processed these
materials, or to the physical media of the electronic records
files. The readability and visual quality are also variable. In
addition, for scanning purposes NARA staff has made a deliberate
selection of pages from the technical and/or supplementary
documentation available for this series or file(s). Consequently

Supplemental Note Regarding DoD Manual for Standard Data
Elements,
DOD-5000.12M
When code groups were compiled by the Department of Defense for
use with the Combat Area Casualties Current File (CACCF), some of
them were taken from the DoD Manual for Standard Data Elements,
DOD-5000.12M. The manual is referenced, along with other documents,
in the Department of Defense Instruction, Number 7730.22, of March
20,1973, which is included in the agency documentation. In addition
to this reference are other citations by selected code tables:
Table 1-DoD Component, Table 2 -Country of Casualty -Southeast
Asia, Table 5 -Service Component, Table 11-Race, Table 12
-Religious Denomination, Table 13 -Sex, Table 14 -Marital Status,
and Table 15 -Home State, Territory or Country. Codes for the last
table were not found in the 1March 1970 revision of the April
27,1965 edition.

Validation Statement
When the National Archives acquired custody of this file,
the
accessioning procedures called for a manual comparison of
the
documentation to a printout of a portion of the records in the
data
file. This manual comparison is referred to as a
"preliminary
assessment8* or 88validation. Three records were compared to
a
record layout prepared by the staff of the Center for
Electronic
Records from available information on the data file.
Available information included the Department of Defense
Instruction 7730.22 (March 20, 1973), codes previously assembled
by
the staff of the National Archives, and record layouts
previously
prepared by the staff of the National Archives. This is a
statement of the results of the preliminary assessment or
validation.

No discrepancies were noted during hand validation between
the
record layout prepared by and docurnentation assembled by the
staff

File
(CACRAF), as of March 1989, as transferred to the Center for
Electronic Records of the National Archives from the Special
Projects Division, Directorate for Information, Operations,
and
Reports, Washington Headquarter Services, Office of the
Secretary
of Defense includes records containing information about
possibly
living individuals. In keeping with the Freedom of
Information
Act (b)(6) exemption, some information about individuals is
exempt from disclosure to prevent an unwarranted invasion of
personal privacy.
In the CACRAF, information in the Social Security (Service)
Number (positions 44-52) and religion code (positions 105-106) data
elements have been masked on the records to prevent an .
unwarranted invasion of personal privacy.

Guide to Documentation
This guide to the Combat Area Casualties Returned Alive File,
as
of March 1989, is intended to provide information regarding
the
use of the documentation package. Elements of this
documentation
package were collected from the Manpower Management
Information
Division, Directorate for Information, Operations and
Reports
(DIOR), Washington Headquarter Services, Office of the
Secretary
of Defense; Special Projects Division, Directorate for
Information, Operations and Reports (DIOR), Washington
Headquarter Services, Office of the Secretary of Defense;
and
staff of the National Archives.
The introduction to the documentation provides a brief
narrative of the Combat Area Casualties File (CACF) database
and extracts from the CACF including the "Returned Alive"
file. Included in the introduction is a brief description
and history of the CACF and description of the purpose and
maintenance of the database. In addition, a copy of
Executive Order 11216 is included.
Prepared by the staff of the Center for Electronic Records
is a record layout for the data file and a data element code
crossreference list. The crossreference list provides the
researcher with information necessary for identifying the
appropriate table in DoD Instruction 7730.22 (March 20,
1973) containing the codes for various data elements in the
CACCF. In some cases, codes are not reported in the
instruction and are reported in the endnotes of the
crossreference table.
Department of Defense Instruction 7730.22 (March 20, 1973)
forms the heart of the documentation package. Included in
this instruction are data element identifiers and tables
providing codes for the data elements. Tables 4a through 4d
and Table 15 have been amended or corrected and appear in
the documentation directly following DoD Instruction
7730.22.

Introduction
The Combat Area Casualties File (CACF) contains selected
descriptive data about U.S. military personnel who were
casualties in the six countries of Cambodia, Communist
China,
Laos, North Vietnam, South Vietnam, and Thailand during the
Vietnam conflict.
The CACF was created by the Comptroller of the Office of the
Secretary of Defense by directive on January 20 , 1967. ' The
original designation for the project is the Combat Area Casualties
Data Base (CACDB) (see DoD Directive 7730 .22 , March 20, 1 9 7 3 )
. The Center received 10 transfers of the CACF between August 1980
and May 1986. The original transfer of data from August 1980 was
not retained. The CACF contains final and non- final records for
those who died or were declared dead and records for those returned
alive to military control. See . accession dossier ("3-330-80-003)
for information regarding the original transfer and agreement to
transfer annual updates to the CACF beginning in 1988. The Office
of the Secretary of Defense began transferring separate ItCurrenttt
(CACCF, final records), tlHistorytl(CACHF, non-f inal records) ,
and IIReturned Alive" files (CACRAF, final records) in June 1988
(see accession dossier "3-330-90-004) . The CACF is a dynamic data
base currently maintained by the
Special Projects Division; Directorate for Information,
Operations, and Reports (DIOR); Washington Headquarters
Services;
Office of the Secretary of Defense. This data base is in the
Records of the Office of the Secretary of Defense (Record
Group
3 3 0 ) .
2) PurDose and Maintenan ce of the CAC F
The purpose of the data base was to Itconsolidate guidance
and
procedures for reporting U.S. casualties in combat areas into
one
issuance; add uniform procedures and formats for reporting

automated weekly detail on casualties; and designate a
single
point of contact for maintaining the official DoD Combat
Area
Casualties Data Base.*12 The combat area was designated on
April
24, 1965 in Executive Order 11216. Included in the
documentation
is a copy of the Executive Order.
Each of the four military services of the Department of Defense
(DoD) and the U . S . Coast Guard of the Department of
Transportation provided the data. Information is usuallyextracted
from DoD Form 1300, **Reportof Casualty.1t In accordance with a
formal arrangement, DIOR maintains the CACF data base online and
transfers 'snapshots' annually to the National Archives. DIOR also
sends updated information to the National Park Service for use in
connection with maintaining the Vietnam Veterans Memorial. These
transfers are generally for the purpose of adding new names.
Occasionally, there are spelling and other corrections. DIOR
corrects data when the remains of a serviceman or woman are
recovered and identified by military forensic morticians.
To do this it has been DIOR's practice, at least for some
periods, to add new records rather than to change the old
ones,
by inserting a flag to indicate that it is a new (Itfinallt)
record. This creates an audit trail for statistical
research.

recordtt) identified as lll.ll If the position is blank or contains

the data base. However, DIOR has not been consistent in this
process.
Since June 1988 (see accession dossier "3-330-90-004), DIOR
transfers three data files extracted from the CACF to the
National Archives. The data files are arranged by I'Last
Record
Code11 (final or non-final) and thereunder by "Type of
Casualty"
code. *@Typeof Casualtyt1 code is found in positions 4 and 5,
and
defined in Table 9 of DoD Instruction 7730.22 (March 20,
1973).
The "Returned Alive" file contains f inal records (ItlI1in
position119) for the 772 servicemen who are coded as B5 - Missing
and Returned, B7 - Captured and Returned, and D5 - Nonhostile,
Missing and Returned. This data was transferred in March 1989.

6. Service OccuDation Code (Military Specialty) (MOS). Dositions
89-93 - During the Vietnam conflict, MOS codes differed by military
service. Not all of these codes have been made available to the
National Archives, and thus to researchers. The following MOS
guides are included in this documentation package: MOS - Army
-Enlisted, 1960-1975; MOS - Army - Commissioned Officers,
1960-1975; MOS - Air Force - Enlisted, 1960-1973; and MOS - Air
Force -Commissioned Officers, 1961-1974.
7. peason. position 102 - The code 'H' was later added as a
possible code for this data element. This code is identified as
'Multiple-Fragment Wounds.'
8. Lenath of Service in Years, positions 107-108 - Data in this
field are frequently omitted and an asterisk ( * ) is placed in
position 108. An asterisk may also identify persons whose length of
service was less than one year.
9. Date Tour in Southeast Asia Beaan (YYMMDD) (Date Commenced
Tour), Dositions 113-118 - In the records of some personnel who
were declared dead from a missing or captured status, this element
apparently reflects date originally missing or captured.

A. Responsibility. The Directorate f o r Information Operations,

o f f i c i a l DoD Combat Area Casualties Data Base from
information derived from data submitted as prescribed in enclosures
1 through 8, and (2) seme as the central data repository f o r
casualty information on all 0. S. conf l ic t s (i.e., historical
data on prior conf l i c t s t o the extent that data are
available, cuzrent, and future emergency s i tuat ions) .

This instruction is effective immediately. Two copies of imple-
menting instructions shall be forwarded to the ASD (Comptroller)
