Travelling Tripper” complete in all respects including all Mechanical, Civil & Structural steel works and Electrical, Control & Instrumentation works and covers the furnishing of all labour, material and services required for the turn key execution of the contract
We do not envisaged any kind of civil work in bidder’s scope. Please clarify.
Civil works are prima-facie envisaged in the following: NIT Annexure II, Cl. 3.3.2 Holding down anchoring devices NIT Annexure II, 4.6 D Last line, In case it requires modification or replacement as per manufacturer’s design.
2 1.0 SCOPE OF WORK, 1.1 GENERAL 1.2 SCOPE
Ship loader to be delivered shall be at site in fully assembled condition Ship loader shall be assembled and tested prior to dispatch.
To make our bid economical, will it be possible to road transport the sub assembly & these assemblies shall be fully erected at site. We request you to provide land facilities for erection at site if possible.
Not acceptable. The berth belongs to VPT and is a multi-user facility. No space can be provided for erection. Follow NIT.
3 Load bearing capacity of the jetty in terms of maximum operating wheel load is provide in the attached drawing SKM-1 for bidders’ reference. Drawings of existing Ship loader shall be supplied to successful bidder after award of contract. Max. Wheel Load - 20 tonnes (operating/ storm).
Kindly furnish the load bearing capacity of existing jetty / corner loads of existing wheel / bottom clearance on jetty / G.A. Drawing of existing ship loader for designing the ship loader.
Wheel load, wheel dia. and wheel c/c distance, etc. are provided in NIT for referfence. Necessary drawings availacle shall be provided.
4 Travelling Tripper on (existing) berth Conveyor SBC3
For deciding the outer dimensions/ rail gauge & fitting the new travelling tripper into the available existing space, you are requested to furnish the G.A. drawing of existing berth conveyor.
i) Replacement of Ship loader long travel rails on Berth WQ-5, ii) Replacement of traveling tripper long travel rails on berth Conveyor SBC-3
We do not envisage the scope of physical health check-up of existing rails as well as berth conveyor.

8 1.5 WORK BY OTHERS FOR TESTING / COMMISSIONING OF SHIPLOADER
Cargo (Alumina) will be provided by Purchaser for testing and commissioning of the Ship loader in accordance with the mutually agreed program.
We understand cargo charges for testing will be in purchaser’s account.

9 13.1 Programmable Controller, (0),
PLC shall have necessary interfacing port for control/data interface the Central Control Room (CCR) of the plant.
The scope of the interfacing port with other ports shall be excluded from this package.

10 4.4.2 Design Parameters
Ship size - 25,000 DWT to 70,000 DWT
Kindly furnish the overall dimensions of ship.
Information of dry bulk careers available in the public domain can be used for design.
11 [B] Loading Arm Air Slide, [C] Gantry Air Slide
Loading arm Air Slide Gantry feeder shall be fixed Air Slide type
We would like to propose belt conveyor in place of air slide gantry / loading arm conveyor. We will ensure pollution free operation of machine per requirements specified in tender. This is subject to your approval, please confirm.

12 5.7.5 Major Components of the Ship loader Equipment & Sub-assemblies
We would like to propose additional suppliers for slew, hydraulic, telescopic chute, elevator etc. subject to your approval.
Noted, however bidder is requested to funish alternative maker’s list alongwith bid.
13 4.7 TRAVELLING TRIPPER 5.2.8 Wheels
Material of wheel shall be forged steel. minimum hardness of 350 BHN. Wheels shall be of forged steel. The treads shall be hardened to min. 300 BHN
We would like to propose casting GS 42 CrMo4 subject to your approval.

14 4.5 Control Philosophy
Belt Weigher location
As per NIT belt weigher is on SBC-3 but as per Nalco /VSP/G/001 drawing belt weigher is on SBC-1. Need to clear for connectivity to hook with loader.
Belt weigher is located on SBC-1 & 2 as well. Hook up from control room to new loader including signal cable and require hardwere is scope of bidder.

Gantry having Two Frequency drive which will shared total gantry motor equally in case one frequency drive fail gantry crane be run with low speed approximate at 50 % speed, VVF by passed not a safe system and same not consider.
If system having alternate arrgemets for atleast to run at 50% speed in case of one VVF fail then bypassed system not require.

Scope of Work and Basis of Offer
Kindly confirm that there shall be a single contract basis on EPC basis for design, manufacture and supply of Machinery and Equipment including structural, as well as for Erection and
Divisibility of the contract shall be as per cl. No 1.0 of Annexure V of NIT.

Contract Price Kindly confirm that the Bidder is required to quote prices exclusive of SGST and CGST or IGST, which shall be payable / reimbursable by the Owner extra at actuals, as per the applicable rate, which shall be indicated separately. Any statutory variation and new levies shall be to Owner’s account which shall be paid / reimbursed by the Owner at actuals on all the supplies and services. Kindly also confirm that the quotes prices shall be firm for scheduled completion period. In case of delay due to reasons not attributable to the Contractor, Owner shall provide for escalation as per the mutually discussed and agreed formula.
The bidder has to confirm as per cl. No 4.0 (Taxes) of Annexure V and cl.no10 of AnnexureVIII of the NIT. Statutory variation in GST,if any,up to the CDD shall be borne by Nalco.Any increase beyond the CDD shall be borne by the vendor. To cofirm as per cl. No 12.1 of Annexure- III & Annexure-IV. Quoted price for the entire scope of work shall remain firm & fixed till complete execution of work.
Demurrage, Wharfage etc. Kindly confirm that any demurrage, wharfage and other expenses if any incurred for any reasons not attributable to Contractor shall be to Owner’s account.

Kindly confirm that the maximum aggregate liability under Liquidated Damages towards delay in completion and for shortfall in performance on all counts (not by way of Price Reduction) shall be limited to 10% (ten percent) of the basic contract price.
As per NIT. 1. For Delay in supply as per clause 12 of Annexure V (Addendum) – Cap limit is 5% of total contract price. 2. For Peformance shortfall as per clause 10.6.7 – Performnce Test Clause.- Cap limit is 5% of total contract price (Annexure-I). 3.Contract cum performance BG for 10% of total contract value towards short fall in execution of contract as well as in performance. 4. For the time for commissioning and intergating as per scope (cl. No 1.2 of Annex- I) – 0.5% per day & max 10% + Charges and levies by VPT.
Bidder wants to specify that the details of drawings, data and documents to be submitted shall be as per schedule finalized during the kick off meeting after the award of contract. Contractor will not be furnishing any drawings, data, documents and calculations for the items which are proprietary in nature. Bidder requests confirmation that the methods and procedures of inspection / testing shall be as per the Quality Assurance Plan (QAP) finalized. The costs and expenses for any special test and third party inspection are excluded from Contractor’s scope and shall be borne and paid by the Owner. In case the Owner doesn’t arrange for inspection within 7 days of the notice for inspection served appropriately by the Contractor, the Contractor shall, on the basis of its own inspection certificate, be entitled to dispatch the Machinery and Equipment.
As per NIT. -The bidder has to quote prices inclusive of all testing & inspection charges. -Cl no 24 of Instruction to Bidders, ATC &BOQ. Bidder shall submit QAP for approval of Client/ Consultant.
Power to Vary or Omit Bidder understands that the Contractor shall carry out any changes/ modifications only after the financial implications and delivery extensions are mutually agreed and such changes are made within the permissible time.

The reference to Arbitration shall be as per the provisions of Arbitration & Conciliation Act 1996 and any statutory modifications or amendments thereof.
However deviation if any , may be given in the deviation statement by the bidder.
11 Annexure –IV Commercial Indigenous. Clause No 31.0
Termination of Contract
Any termination of contract by either party shall be only for breach or failure by either party which cannot be remedied, or for bankruptcy or insolvency of either party and for causes which are beyond the control of either party. In the event of termination of contract by the Owner the Contractor shall be entitled to receive all payments for the supplies effected, services provided and for the work in progress up to the date of termination, as per terms mutually agreed between the parties. Contractor has the right to terminate the Contract if the Owner fails to pay the Contractor the amount due within 90 days from the expiry of the due date of payment, or in case of prolonged suspension that affects

Time is the Essence of Contract for both the parties subject to the terms and conditions of the contract and Owner fulfilling all its contractual obligations in time as per agreed schedule and further subject to Force Majeure conditions.

Work at Site
The Contractor shall be responsible for the safety and security of the area allotted to the Contractor’s scope of services. The general lighting will be arranged by the Owner at their cost. The overall safety and security will be arranged by and be responsibility of the Owner.
-As per NIT cl. No 44.14 of Annex-IV. -Third party Insurance at site and insurance of contractor’s personnel employed at site as required under Workmen’s compensation act.

Liability for Accidents and Damages
Bidder understands that since the Owner is covering the total insurance of the project, the responsibility for any loss or damage to the plant or equipment until take over shall be the responsibility of the Owner and the Contractor shall carry out rectification or replacement after receipt of fresh Purchase Order as per mutually agreed terms and hence the stipulation under this clause requires to be modified suitably as mutually discussed and agreed after award of contract.

15 General Limitation of Liability
