“Value articulation” for Engineering is a MUST

• Themes like “Frugal Engineering” , “Products for all”

• Target India as market (also applicable to local players to focus on

domestic market)

• Government spending to boost engineering, similar to COMAC initiative

to build an aircraft in China

• Brand “Innovate with India for the World”

Prototype and Testing Labs - Recommendations

• Current Situation• Government investments in Automotive industry has helped ESO in Automotive industry.

Similar investments are lacking for other industries

• Recommendations• To make investments for other industries like Aerospace, semiconductor, telecom, Energy, life

sciences, industrial machinery, industrial electronics etc.sciences, industrial machinery, industrial electronics etc.

• Role of Government:• Initial investment, location and infrastructure, support from education/ research institutes, and lab

equipments.E ti tili ti f th il bl l b th h i d t ti i ti• Ensure optimum utilization of the available labs through industry participation

• Ongoing upgrades and maintenance on the same

• Industry role:• Could be run professionally by an industry body – similar to ARAI.

C t i t f th t t l i iti l i t t ld b h d b i t f th• Certain percentage of the total initial investment could be shared by premium sponsor customers for those test labs.

• Volume commitment by other key industry players for utilization of the test labs.• Year on year additional maintenance fees to be shared by industry/ based on membership fee.

Innovation Infrastructure - Recommendations

• Innovation Relay Center

• To guide industry bodies and new companies on Government investments in Science and Technology areas and cross country collaboration, incentives etc.

• In key Indian cities and industry clusters

• It can be run as a private consultancy organization. All Government effort should be synergized and well communicated to the industry bodies .

• Innovation network

• Networking all research institutes, CSIR labs, and top education institutes all over India

• Industry players and institutes could actively participate in new technological areas /Industry players and institutes could actively participate in new technological areas / innovations

• High end computing facilities for large scale simulations and modeling complex engineering problems.

S t k f ifi i h• Sector parks for specific niche areas

• Innovation grants/ incentives

• To motivate the industry players and educational institutes to work on next generation technologiestechnologies

IP Protection - Recommendations

• Current Situation• IP Protection and IP ownership sharing are concerns of ESO

• Recommendations• To bring out detailed guidelines on IP Ownership sharing with other countries• Country specific strategic advice on Complex IPR issues on technology advances

tetc• Incentives for IP registration in India• Motivating Indian companies to create IPR assets• Tax incentive for IP created in India including from export revenue

Policies to enable ESO - Recommendations

• Current Situation• Currently under SEZ there is no industry classification for Engineering services outsourcing. Under the

SEZ rules, the classification is applicable only to IT / ITES type of work.SEZ rules, the classification is applicable only to IT / ITES type of work.

• RecommendationsSEZ t ll h i l h d t ( d) t t t t t ti ti iti (b th• SEZ to allow physical hardware movement (new or used) to carry out prototype, testing activities (both capital equipment and also complete products)

• Need ESO specific simplified processes in customs and other places to enable quick movement of products to ensure time to market the products.T ll C f hi h d ft ’ b t STP d SEZ f ESO l t d k• To allow Common usage of high-end software’s between STP and SEZ for ESO related work

• At times, the Engg Services companies may have to engage local testing organizations to carryout specific testing and deemed export status is not available to these testing organizations if they are not EOUs. Allow deemed export for services rendered by non-EOUs who have provided services for export of Engineering Servicesexport of Engineering Services

• This industry needs used components and field repairs to improve the designs and also to do the redesigns etc. At this moment as per Para 6.6.1 of Hand book of Procedures does limit importation of used components. Government should allow used components import for this purpose and also allow duty benefits for those componentsy p

Dual Use Technologies - Recommendations

• Current Situation• Indian companies are not allowed to work on Dual use technologies as classified by US and

Europe. p

• There are many areas under these dual use technologies which are either already available in India or those technologies have more of commercial usage.

S t I di l ti f t t l li it i di t f i i i• Scomet – Indian regulation for export control limits indian export of engineering services on aerospace and electronics

• Recommendations

• It is important for Indian government to initiate talks with US and European Union countries to revisit the Dual use technologies list and connect that with the offset obligations.

• To discuss with US Commercial department / Export Control to enable transfer of Dual use• To discuss with US Commercial department / Export Control to enable transfer of Dual use technologies which has large opportunities in commercial use.

• Required security setups on avoiding any misuse of the technology on non commercial usage can be discussed and can be monitored by BIS through VEU site visits.y g

• Scomet – To elaborate and detail out the regulation in such a way it doesn’t affect ESO
