Re: Crestview Knoll and River Run Park 2013 Playground Renovations Project

Action and Motion Requested:

Move to award the contract for the Crestview Knoll and River Run Park 2013 Playground Renovations project to Green-Up Landscape, LLC in the amount of$302,134.

Background/Analysis:

The scope of work proposed at both parks includes the renovation of the existing playgrounds. The renovations involve removal of existing play equipment and site furnishings as well as installation of new play equipment, concrete flatwork, site furnishings, and landscaping.

A total of eight (8) contractors submitted bids for the project and the results are as follows:

A total of$320,000 is allocated in the 2013 Capital Budget for the playground renovation projects. Park District staff chose to accept the base bid and recommends adding a 5% contingency to the contract amount to allow for additional costs associated with any unforeseen conditions. The contingency is included in the action requested contract price. Construction is expected to begin this summer with the intent to reach substantial completion later in the fall.

Green-Up Landscape, LLC successfully completed the play equipment and surfacing installation at Knoch Park in 2011. The company has also completed similar playground renovation projects for the Westchester Park District, New Lenox Community Park District, and the Manhattan Park District. All references expressed that the contractor was reliable and completed the contract work to the highest degree of satisfaction.

In closing, staff has determined that Green-Up Landscape, LLC is the lowest responsible bidder for the reasons listed above. Staff recommends that the Park Board award the Crestview Knoll and River Run Park 2013 Playground Renovations project to Green-Up Landscape, LLC.

Knoch Knolls Nature Center Project- Bid Package #18: P.V. Panels

Action and Motion Requested:

Move to award the contract for Bid Package #18: P.V. Panels for the Knoch Knolls Nature Center project to Genesis Electric, Inc. in the amount of$75,837.

Background/Analysis:

The scope of work for the Knoch Knolls Nature Center project includes construction of a 4,500 sq. ft. L.E.E.D. Platinum nature center, nature themed playground, trails, pervious pavement parking lot, expanded disc golf course, canoe launch, shoreline restoration and landscape work.

The Park District commissioned Wight Construction, Inc. in March 2013 to perform construction management services for the Knoch Knolls Nature Center project. As part of the contract and change order #1, Wight provided a Guaranteed Maximum Price (GMAX) of$5,202,787, including all construction management and construction fees. As identified in a March 28, 2013 Board Memo, included in the GMAX is a $200,000 contingency to cover the cost of unforeseen conditions that may arise from construction related work. Funds are allocated within the Capital Budget to cover project costs in 2013. In addition, the 2014 Capital Budget will include funds to support the remaining portion of professional services and construction activities associated with project development.

Wight divided the total scope of work into twenty-six project bid packages. The Park District approved several of the bid packages at previous Park Board meetings. The remaining bid packages are expected to be ready for contract approval later in the summer. At this time, the

construction activities associated with the project are anticipated to be under the GMAX amount of$5,202,787. Construction activities are planned to commence in July 2013 with a guaranteed 12-month construction schedule for the total scope of work.

The construction management team conducted a scope review with Genesis Electric, Inc. and contacted references. Furthermore, Genesis Electric, Inc. has successfully completed projects for the construction management team. All references expressed that the contractor was reliable and completed contract work to the highest degree of satisfaction.

In closing, staff has determined that Genesis Electric, Inc. is the lowest responsible bidder for the reasons listed above. As such, staff recommends that the Park Board award Bid Package #18: P.V. Panels for the Knoch Knolls Nature Center project to Genesis Electric, Inc.
