K. Summary of my Activities and Future Plans
Since receiving my PhD in 2011, I divided my time between my field work and strengthening my research into
legal and ethical aspects of health and public health, and especially into the legal and ethical interactions between
the two disciplines – Curative medicine and Public health.
In my professional capacity I serve as a clinical ethicist (ethics advisor) at Bnei-Zion Medical Center, where I
complement this role by also serving as both the Head of the center's ethics committee and as a legal consultant for
its research ethics committee. I also serve as either the head or the vice head of 3 more ethics committees, am
recognized as one of the foremost experts in Israel on the subject of clinical ethics committees, and constantly work
to farther this issue with the cooperation of the Ministry of Health. I've extensively been working with the Israeli
Ministry of Health on other issues as well, amongst which: Intersex-people rights in health care; Tools for health-
related proxy decision making and immunization policy.
My clinical work and experience are widely mirrored in my academic practice. They serve as a backdrop to my
teaching – which largely centers on the education of health professionals, as well as to the academic positions that I
have taken upon myself – as the head of the Faculty's research ethics committee, as well as Haifa University's
representative to the Israeli universities' working group on research in the academia, and the driving force behind
that venture.
Both my research and my practical professional work are driven by the thesis that Curative medicine and Public
health are not dichotomous disciplines, to be governed and regulated separately, but continuous and tightly related
practices, that must be viewed as such when analyzed ethically and regulated legally. To that end, in my research I
aim to shed light on the veiled public aspects, lying in the core of the personal and curative, and warranting or even

demanding policy-making and governmental intervention – all the while exploring communitarian approaches.
Consecutively, I research human and personal rights, to be reckoned-with in any public health endeavor – calling
into effect bioethical-liberal frameworks.
Topics like consent to screening and immunization, compulsory treatment, tobacco regulation and research with
human subjects – which I’ve written about in the past, and continue to research in the present – are core issues in
the interface between public health and curative medicine, and as such are highly relevant to policy making – both
on the regulatory and on the judicial level.
Looking forward, I hope to contribute to the gathering of empirical knowledge, regarding the impact of policy and
regulatory making on the practice of health-professions, as well as to farther the normative debate as to how such
policy and regulatory endeavors ought to be drawn and applied.
