根据合同工程范围、工作内容、工程量及工期要求，设置现场管理机构，设决策层、管理层和作业层。明确各层级单位、个人的工作任务分工和管理职能分工。根据进度计划充分考虑各阶段的施工强度及工作内容，合理配置资源，进行人力资源计划及设备进场计划。 项目班子成员由分公司任命，根据需要由分公司抽调人员组成项目管理团队，组织专业队伍完成项目施工任务。 由分公司人力资源部按项目需求调配人力资源分期进场。 由分公司设备物资管理部门按项目需求调配或采购施工设备分期进场。

典型项目施工组织机构图

用 P3EC编制进度计划，编制过程中加载工作面移交、设备到货、节点目标等限制条件，并按设备安装调试流程、工位占用、工装配置等要求设置逻辑关系，保证总进度计划的合理和科学。 采取科学合理的施工强度指标和人性化管理模式排定施工日程，注意维护职工身心健康，实现均衡生产和文明施工，确保工程的施工质量和安全生产。 分公司技术管理部门为项目总进度计划监控责任部门。

项目总进度计划编制

逐年、月、周分解进度计划，按计划配置资源，完成技术准备，安排生产任务。 在任何一个限制条件发生变化时及时更新，重新计算进度，及时调整，保证计划的真实。 每月在根据进度完成情况进行计划进展对比，根据对比结果确认进度是否受控，必要时采取措施进行调整，以保证总目标工期。

项目进度控制

根据合同约定的技术标准规范要求、设计要求、制造厂要求编制施工方案并经过相关审批。 常用的标准系列有： GB、 DL、 GBJ、 SD、 SDJ、 JB、 AISI、 ANSI、

ASME、 ASTM、 IEEE、 IEC、 ISO、 OSHA、 NEMA、 NFPA、 DIN等。

项目技术管理

按照 GB/T 19001-2008、 GB/T 24001-2004、 GB/T 28001-2011和 GB/T 50430-2007标准及过程模式建立质量、环境与职业健康安全管理体系，形成质量、环境与职业健康安全管理手册及其程序文件，加以实施和保持，并通过日常监测、内部审核和管理评审，确保管理体系持续适用和持续改进。

按业主要求及企业要求确定项目质量目标。 明确各级、各岗位人员质量职责，实行全面质量管理。 实体工程施工过程实行“三检制”，保证产品质量。 提前策划，改进外观质量。 对定子下线、 GIS安装调试、机组回装等区域实行封闭管理。执行出许可审批制度进、进出登记制度、进入封闭区域作业人员特殊劳保配置制度，封闭区域监控管理制度。 机组起动前，在业主、监理、设计联合检查前，由分公司组织专家组进行专项检查。
