Dallas serves as an ideal backdrop for the NALHFA Annual Conference. About the City of Dallas Housing Finance Corporation Serving as host for the 2016 NALHFA Annual Conference is the City of Dallas Housing Finance Corporation (HFC), which supports citywide efforts to provide affordable housing for low- to moderate-income persons. To accomplish this, the Dallas HFC facilitates financing for the development and redevelopment of multifamily rental housing and, since 1985, has supported homeownership by providing Mortgage Credit Certificate and Mortgage Revenue Bond programs.

Conference Sessions Developing Model Inclusionary Housing Practices Hear how localities are utilizing inclusionary housing requirements to fund the development and preservation of affordable housing. The session provides an opportunity to understand the legal implications faced by communities, as well as the practical challenges to implementation. TBA 2.0 and What’s Next for Single-Family Finance Local HFAs have used mortgage-backed securities (MBS) and the to-be-announced (TBA) market to fund affordable lending programs with effective results. Learn how servicing and compliance changes will impact TBA programs going forward, as well as effective strategies for maximizing revenue and attracting investors. In addition, hear how single-family affordable housing programs could potentially evolve in the near term. Multifamily Finance: Case Studies in Creative Finance and Deal Layering This session will focus on strategies employed by local HFAs to structure multifamily deals using a variety of financing layers, including tax-exempt bonds, housing credits, HUD resources, as well as Fannie Mae and Freddie Mac products. How New Fair Housing Rules Impact Local Affordable Housing Activity This session is designed to help attendees better understand the implications of HUD’s Affirmatively Furthering Fair Housing (AFFH) final rule and the Supreme Court’s disparate impact decision for affordable housing development and finance. Learn about the impact new fair housing planning and regulatory requirements will have on HFAs and local governments and actions that can be taken to ensure compliance. Trends in Housing Bonds for Local HFAs This panel will provide an overview of the latest trends in multifamily and single-family bond structures, including a discussion of current market dynamics as well as legal and regulatory considerations.

Hot Topics in Loan Servicing This panel will cover what HFAs and their participating lenders need to do to comply with mortgage servicing rules, including CFPB, FHA and GSE guidelines. Learn how HFAs can manage compliance and liability issues, as well as strategies for maintaining quality control. Policy and Political Outlook: What Does 2016 Mean for Housing 2016 is expected to be a contentious election session—with control of the White House and Congress in the balance. With policymakers focused on elections, find out what Congress and a lame-duck Administration will actually be able to accomplish, this year. Where does housing rank in the national policy debate? How will affordable housing be addressed by a new Congress and Administration? Bonds for Beginners: Part I Do you need a refresher course in private activity bond issuance? If so, this session answers all of your basic questions. Set in an instructional, yet interactive setting, discussions pin point all of the fundamental concepts: the definition of a bond and its relationship to other financing instruments, measuring price, interest and yield, how a public agency issues bonds, the key players, the key documents and the flow of funds. Come prepared to work in a group.

Opportunities for HFA and GSE Collaboration Learn how your local agency or jurisdiction can effectively collaborate with Fannie Mae, Freddie Mac, Ginnie Mae, and the Federal Home Loan Banks. The session provides attendees an opportunity to hear about the latest GSE affordable lending initiatives their efforts to promote affordable housing. Connecting with RAD HUD’s Rental Assistance Demonstration (RAD) program was established to provide housing authorities a powerful new tool to preserve and improve affordable housing and address the $26 billion nationwide backlog of deferred maintenance. Learn how local agencies are utilizing RAD and how they navigate the legal requirements of conversion. Also, learn how the program can be utilized in specialized applications, such as rural areas and in conjunction with Moving-to-Work. Bonds for Beginners: Part II This session builds on the basic concepts presented in Part 1. Discussions include credit enhancement, cash flow analysis, the role of the rating agencies and disclosure in a bond transaction. After these two sessions participants will have an understanding of the more complex areas of tax-exempt bond financing.

Growing your HFA’s Single-Family Lending Capacity Learn tactics and strategies utilized by local HFAs for promoting and growing their single-family programs, including expanding their lender and origination network; marketing to new segments of borrowers; reaching underserved markets; and staying competitive in a crowded lending field. Innovative Housing Resources: HFAs on the Cutting-Edge Learn about innovative programs and new funding sources being utilized by local HFAs to increase availability of affordable housing resources; develop unique housing finance mechanisms; improve delivery of services; and enhance revenue. General Session: Legal, Compliance and Regulatory Issues Facing HFAs Local HFAs face an ever expanding array of legal and compliance concerns and increased scrutiny from an increasing number of regulatory watchdogs. This session will provide insights and updates on key regulatory and compliance concerns for HFAs, advisors, investment bankers and local officials.
