Welcome to Austin and the NALHFA 2012 Annual Educational Conference

Dear Colleagues:

Welcome to the NALHFA 2012 Annual Educational Conference—Meeting the Challenge: Creating Opportunities and Developing New Solutions in Affordable Housing.

Known for its casual, playful spirit, Austin is the playground of Texas. Located at the center of the Lone Star State, the city stands as the gateway to the Texas hill country and the highland lakes. As the state capital and home of the University of Texas, Austin plays host to a politically-charged and rich cultural environment. It’s hip, trendy and high-tech.

Despite its cultural wealth and considerable offerings, the Austin region faces many of the same challenges as other cities and regions throughout the country. Since 2005, when NALHFA last held the conference in Austin, the city’s metropolitan area has continued to experience fairly high unemployment, signifi cant population growth, a low homeownership rate and an in-migration of less educated, lower-income, single-parent families.

Austin has one of the higher median home values in the nation at $186,400, with a homeownership rate of 45.1%—more than 20 percent lower than the national average. Rental occupancy rates in Austin have increased to 96 percent in the past fi ve years, raising demand for the production and preservation of affordable rental housing. All of this creates a huge challenge for Austin and the region’s housing agencies.

Housing professionals in Austin have addressed these needs through innovative campaigns such as the City of Austin SMART (Safe, Mixed-Income, Accessible, Reasonably Priced and Transit-Oriented) Housing program. They have also partnered with government leaders, private businesses and citizens. Many of these professionals will share their successes with you during the next few days.

I am pleased to note that a pre-conference workshop, “Creating Partnerships for Tax-Exempt Multifamily Housing Bonds and 4% Tax Credits,” will be offered again this year. This workshop is the result of a partnership between NALHFA and our affi liate member, Novogradac & Company, to help local HFAs discover additional ways to increase their scope of operations and develop new sources of operating revenue while expanding their role in providing needed housing.

I would like to thank our conference hosts, the Capital Area Housing Finance Corporation and the Travis County Housing Finance Corporation, for their contributions toward the success of this year’s conference. I would also like to thank our many sponsors for their support.

In recent years, the IRS has stepped up its audits of tax-exempt bond-funded multifamily projects. Hear from issuers and experienced bond counsel on how to avoid the pitfalls that might trigger a bruising audit.

Success Stories in Special Needs HousingBallroom B

Local HFAs are often called upon to finance housing for those with special needs—elderly persons, disabled persons and the homeless—all with requirements for housing and services. This session will explore several examples of programs that provide assistance to those with special needs, allowing them to live independently. New statutory changes initiated by the Frank Melville Supportive Housing Investment Act of 2010 provide incentives to leverage other sources of capital (Low-Income Housing Tax Credits, HOME funds and tax-exempt bond financing) with HUD Section 811 funding, which expands the supply of permanent supportive housing.

Austin Resource Center for the Homeless (ARCH)The ARCH, which opened in 2004 and is operated by Front Steps, is a multipurpose facility designed to meet the needs of many segments of the homeless population. It includes a 100-bed shelter for men, a day resource center and a health clinic.

Commercial Revitalization of East 11th and 12th StreetsUsing a combination of federal, local and private resources, this commercial revitalization program has contributed to an improved, sustained and culturally rich area. The businesses currently located in the area have created 40 new low- and moderate-income jobs, provided services and improved the quality of life for the community.

Foundation CommunitiesFoundation Communities M Station Apartments is a new affordable rental housing community, located near the MLK train station. M Station includes 150 apartment homes and a 16,000-square foot childcare center. In addition, it incorporates numerous green practices and has achieved an LEED Platinum rating. 10 percent of the apartments are designated as supportive housing for high-need families, and 10 percent are market rate.

Mueller RedevelopmentWildflower Terrace is the newest addition to Mueller Redevelopment, an award-winning redevelopment of Austin’s former 700-acre Robert B. Mueller Airport. Completed in March 2012, Wildflower Terrace is a 201-unit mixed-income, mixed-use development designed specifically for an aging 55+ population. Financed through the 9 percent Low-Income Housing Tax Credit program, the development offers affordable one and two bedroom apartments to persons with incomes at 30 percent, 50 percent and 60 percent of the area’s median income.

General Session Overcoming Challenges in Financing Manufactured Housing to Meet Affordable Housing Needs

Longhorn Room

Improvements in regulation, financing and design have not led to a significant change in the image of manufactured housing. Several communities, non-profit agencies and developers have used manufactured housing as a flexible way of creating in-fill developments while providing cost-effective and energy-efficient affordable housing. However, financing manufactured housing creates challenges. Presenters will discuss these challenges and provide recommendations for changes in federal policy that would assist the Government-Sponsored Enterprises, Freddie Mac and Fannie Mae, in carrying out their manufactured housing “duty to serve” responsibility.
