INTRODUCTION

All India Council for Technical Education (AICTE) was established by an Act of Parliament in 1987 with a view to promote proper planning and coordinated development of technical education system throughout the country. AICTE helps promotion of qualitative improvements in technical education in relation to the planned quantitative growth and regulates proper maintenance of norms and standards and matters connected therewith. The technical education covers programmes of education, research, training in Engineering & Technology, Architecture, Town Planning, Management, Pharmacy, Applied Arts and Crafts and other related areas in Engineering & Technology.

As a part of its functions, AICTE provides financial assistance to promote research and development in technical institutions and to enhance industry Institute Interaction under various schemes like Industry Institute Partnership Programme (IIP), Entrepreneurship And Management Development (EMD), National Facilities in Engineering and Technology with Industrial Collaboration (NAFETIC) and Nationally Coordinated Projects (NCP) in the field of Engineering & Technology through the Bureau of Research & Institutional Development. To ensure effective implementation of these programmes, the Council has set up a high powered Board of Industry Institute Interaction (BOIII) comprising eminent scientists, engineers, academicians, industrialists and technologists. Guidelines for applying under the Scheme of NAFETIC are given in this brochure.

PREAMBLE

The new economic policy and the WTO regime have facilitated the entry of multinationals and have resulted in a competitive industrial environment in the country. To survive and grow in this environment, Indian industry will have to effectively assimilate the latest advances in engineering and technology and maintain global standards of quality, cost, reliability and service.

In this effort, Industry, will not only need creative and competent people who could provide critical intellectual input, but also sophisticated facilities for design, instrumentation, testing and manufacturing. Technical institutions of higher learning should come forward to set up such facilities at National level in collaboration with industry, in emerging areas of engineering and technology.

OBJECTIVE

AICTE launched a scheme of National Facilities in Engineering and Technology with Industrial Collaboration (NAFETIC), aimed at establishment of National Facilities in the frontier areas of engineering and Technology in collaboration with industry.

Some of the representative activities admissible under proposed National Facilities are as follows:

1. To provide state-of-the-art R&D facilities in specific areas of engineering and technology for intramural research and development, education and training.

2. To provide sophisticated testing, instrumentation and design facilities to industry in specialized/ emerging areas of engineering and technology.

3. To provide necessary expertise, facilities and know-how for undertaking R&D projects on a turnkey basis, in emerging inter-disciplinary areas of relevance to industry.

4. To aim and achieve break–through in relevant specific technology areas.

5. To aim at intensifying technology transfer from participating Institution for the benefit of industrial development.

6. Provide technology incubator facility in the early stages of commercialization of new technologies.

7. To plan, coordinate and execute integrated R&D programmes, involving interested institutions, R&D organizations and industries, at national level.

8. To promote the culture of hardware and applied research relevant to socio-economic needs of the country in academic institutions.

9. To provide advanced knowledge and know-how to industry in the new areas of relevance through short-term training/continuing education programmes.

10.To provide effective linkage between industry and academic institutions for sponsored research and consultancy.

General Information

The areas where a national facility is to be setup must be clearly identified by an academic institution / university in consultation with industry, keeping in view its own strength with regard to availability of expert manpower and infrastructural facilities within the institution. The National Facility should be planned so as to run on a corporate basis, and to be self-supporting from the resources generated from the use organisation by providing testing, design, training, fabrication and R&D services.

The participating industry/ industries will be entitled to avail various facilities/services established at NAFETIC on a priority basis at concessional rate of payment. The rate of payment may be based on a percentage discount on the financial contribution made towards the capital cost of the national facility and/ or the profit share earned by NAFETIC at mutually agreed rates indicated in the approved MOU.

FINANCIAL ASSISTANCE

A) AICTE Seed Grant

The academic institution proposing to set up a National Facility shall prepare a detailed project report in consultation with the concerned industry/ industries. This may require meeting with the industrial partners, visits to and from industry, brain–storming sessions/ workshop etc.

AICTE will facilitate this activity by sanctioning a one-time seed grant not exceeding Rs.50,000/- . Any additional money needed for this purpose shall have to be provided by the academic institution.

Before applying for the AICTE seed grant as per the prescribed format given in the Appendix-1 the institution is expected to have carried out preliminary discussions with the industry/ industries and to have obtained letters of intent from the industry/ industries to collaborate in setting up the proposed National Facility on cost sharing basis as outlined earlier.

The application for AICTE seed grant for preparing the DPR must be accompanied by a brief write up, giving justification for the setting up of the National Facility, the suitability of the institutions to undertake the work and the letters of the intent from the partner industry/industries to collaborate in the programme.

Educational institutions having good rapport with industries can submit proposals for the AICTE seed grant of up to Rs.50,000/- to prepare the Detailed Project Report for setting up of NAFETIC in emerging or thrust areas of engineering and technology.

B) DETAILED PROJECT REPORT (DPR)

Of the total seed money, AICTE shall initially release Rs. 40,000/-. All activity for preparing the Detailed Project Report for NAFETIC including interaction with the participating industry/ industries letters of intent/ the MOU/protocol signed with them etc, should be completed within 3 months of the receipt of the first installment and reported to AICTE. The remaining installment up to a maximum of Rs. 10,000/- shall be reimbursed on submission of Utilization Certificate, Statement of Expenditure and the Detailed Project Report.

In the event of non-submission of DPR within the stipulated time frame, the sanctioned AICTE seed grant must be refunded back to AICTE.

The academic institution proposing creation of NAFETIC will prepare a Detailed Project Report, (DPR) in consultation with industry/ industries, which should include the following aspects:

1. Pertinent details of the institutions and the concerned Departments.

2. Justification for the creation of proposed Faculty.

3. Details the facility proposed.

4. Infrastructural requirements and equipment needed.

5. Particulars and academic profile of the faculty to be involved with NAFETIC.

6. Manpower requirement.

7. Details of management and governance proposed for NAFETIC.

8. Details of Capital investment required for the establishment of NAFETIC .

9. Recurring expenditure for a transition period of 5 years (given in a tabular form) during which the NAFETIC is expected to become self-supporting from revenue earned from the user organization/ industries for providing expert service.

10.Time frame for establishing and commissioning NAFETIC (give a bar chart).

11.List of collaborating organizations/ industries, their brief profile and the financial contributions committed by each one of them. (Enclose copies of MOU/protocols signed)

12.Services that would be provided by NAFETIC for testing/ design/fabrication/R&D work etc.

13.Since the level of obsolescence in design and sustenance of the NAFETIC are anticipated to be very high the DPR must indicate steps proposed to be taken to overcome these grey areas either through external funding/ collaboration, which will sustain them beyond AICTE funding.

C) AICTE Financial Contribution for NAFETIC

The financial contribution of the partner/participating industry/industries for creating the facility must add up to minimum of 50% of the estimated total cost (capital &recurring) of NAFETIC. The facility is required to become self- supporting after a five–year period of development.

Fifty percent (50%) contribution of the partner industry/industries could be partly in cash and partly in kind. The remaining 50% of the estimated total cost of NAFETIC will be provided by AICTE in installments on approval of the proposal.

The maximum limit of grant-in-aid (from AICTE) is Rs.Fifty Lakhs for a period of three years.

PROCEDURE FOR APPLICATION

1. The University/ Institute may nominate a permanent staff member as Chief Coordinator preferably not below the rank of Reader to coordinate the activities of the cell and also nominate a Co-coordinator not below the rank of Assistant Professor.

2. Proposals under NAFETIC scheme should be submitted in the prescribed proforma to the Bureau Research and Institutional Development of AICTE through the executive head of the Institute / University duly certifying that the Institution /department will discharge all its obligations.

3. Proposals from Departments of self-financing Institutions shall be considered, only if

they are accredited by AICTE. However, this condition does not apply to the five years old Institutions located in the region of Jammu & Kashmir and North Eastern States.

ENDORSEMENT FROM THE HEAD OF THE INSTITUTION

It is certified that:

1. the institution / University agrees to set-up the proposed NAFETIC and will provide the necessary infrastructure and other support.

2. the institution agrees to provide additional funds, if needed for preparing DPR for the proposed industrial interaction required to set up the proposed NAFETIC over and above AICTE seed grant of Rs. 50,000/-

3. the institution agrees to refund the first installment of AICTE seed grant, amounting to Rs. 40,000/-, in the event of non submission of DPR within the stipulated time frame.

ANNEXURE-X

ALL INDIA COUNCIL FOR TECHNICAL EDUCATIONNEW DELHI

TERMS & CONDITIONS

For Implementing the Programme sanctioned under NAFETIC

1. Each Programme sanctioned by AICTE is assigned a specific File No. All Correspondence addressed to AICTE regarding the programme must invariably quote this number along with the year in which the programme was sanctioned and should be addressed to the concerned Bureau Officer.

2. The chief coordinator/ University/ Institute should inform the council of their consent to implement the programme as approved, by way of Acceptance Letter. If the Acceptance Letter is not received by the AICTE within one month of issue of letter, it may be presumed that Chief Coordinator/ University/ Institution is not interested to take up the programme, and the approval of the programme shall stand withdrawn.

3. The date of receipt of the Bank Draft of the first installment of the grant by the Institution shall be taken as the date of commencement of the programme. The Institutions/ Coordinator should intimate this date immediately to AICTE. The approved duration of the programme is reckoned from this date.

4. A separate Bank Account shall be opened in a Nationalized Bank in the joint name of the Chief Coordinator of the programme and the institutional head or its nominee.

5. The grant-in-aid will be utilized strictly for the specific programme and should be exclusively spent on the programme and within the time frame as specified in the sanction letter. Re-appropriation of funds from one stipulated head to another head is not permitted without prior approval of council.

6. If the University/ Institution is unable to start the programme within six months of the receipt of the grant-in-aid, the approval shall ipso facto lapse.

7. Any expenditure incurred prior to the issuance of the approval letter and after the expiry of tenure of the programme is not allowed for any adjustment in the grant-in-aid.

8. Interest earned on the programme fund, if any, shall be treated as a part of the sanctioned grant-in-aid and shall be used to procure equipment or for other purposes of the programme approved by the Council.

9. The grant-in-aid released under these programmes cannot be spent on creating infrastructural facilities such as construction of roads and building, purchase of vehicles, air-conditioning.

10.AICTE reserves the right to terminate the project at any stage if it is convinced that the grant-in-aid has not been properly utilized and/or sufficient progress is not achieved towards the purpose for which the grant -in-aid was sanctioned.

11.The assets acquired out of the grant-in-aid shall be the property of the Institute. No assets acquired out of the grant-in-aid shall be disposed off without the permission of the Council.

12.The council shall not provide any maintenance grant-in-aid after the expiry of the incubation period for the programme.

13.The Comptroller and Auditor General of India and/or AICTE or its authorized representative shall have the right to access the books and accounts of the Institute in respect of the grant received from AICTE. The Institute must, therefore, maintain separate records of expenditure and audited accounts of the project.

14.The Grantee Institution shall observe all financial norms and guidelines as prescribed by the AICTE/GOI from time to time.

15.The technical Institution/ technical departments of the University should form an Annual Performance Committee to review and monitor the performance of the IIP Cell in respect of various benefits to be accrued of the same. The composition of the committee should be as follows:

A Director / Principal / Dean of the Institute / College / University (Chairman of the Committee).

B Dean (Research/ Planning) (Member)

C Head of three Departments (by rotation) (Member)

D Three to five representatives from different industries of the region (Member)

E Chief coordinator (Convenor / Secretary)

Minutes of the meeting should be sent to the AICTE.

16.The Chief- Coordinator must submit Annual Progress Report in the prescribed format, which is given at Annexure - I every year indicating the progress of the cell and the status of the grant-in-aid utilized. If it is found that the grant-in-aid released is not utilized for the purposes for which it was intended for and the progress of the programmes is not satisfactory, the programmes may be closed down. Action may be taken to seek refund of grant released. Further extension of financial support from AICTE shall be based on the progress of the cell and effective utilization of the earlier grant-in-aid provided.

17.The chief coordinator must take steps to ensure that the audited Utilization Certificate and statement of accounts for the grant-in-aid are submitted by the Institute/University department as stated below:

A The statement of expenditure and Utilization Certificate should be certified by the Accounts Officer and countersigned by Finance Officer, Registrar/ administrator of the University/ Institute and submitted to AICTE WITHIN ONE MONTH OF COMPLETION OF FINANCIAL YEAR.

B An audited statement of expenditure and U.C. duly certified by the statutory audit authority of the Institution should also be sent in the due course.

18. AICTE shall review the progress of the cells from time to time. The Chief Coordinator will be invited to present the progress of the cells before the experts in the Monitoring Committees to ascertain the progress of the cell and guide the Chief Coordinator in implementing the programme. The recommendations of the Committee may be conveyed to the Chief Coordinator / Institution / University for implementation. AICTE may also constitute a Monitoring Committee to visit the Institution to review the progress of the programme and to verify proper utilization of grant-in-aid.

19. If the chief coordinator leaves the institution, retires, or goes on long leave, the institute will appoint another Chief Coordinator to the programme, under intimation to the council immediately.

20. As per govt. of India’s Decision (7) (b) under Rule 149 (3) assets created procured out of the project grant should be submitted to the funding agency. The assets thus created/procured out of the grant-in-aid should be maintained and submitted to AICTE, as per the format as given in Annexure XV, along with the progress report.
