The need of the hour is to tune up the Agricultural Marketing System of the country to enable the farmers to face the new challenges and reap the opportunities as well. Here Cooperatives play an important role as the cooperative movement in India has taken deep roots in various sectors including agriculture marketing where it is making a significant contribution towards economic development and social progress of the people of India.

NAFED, at the national level, has been playing a pivotal role in marketing of agricultural commodities and also helping the Government in realizing farmers a remunerative price for their produce through PSS and PSF Schemes for various oilseeds and pulses. Over a period of time, NAFED has built strong systems both for procurement and disposal of commodities, which are working well. With the advancement of IT Division in the Federation, the flow of information has been fast and accurate, which helps in timely payment to the member cooperatives for onward remittances to the farmers in a time bound manner. This needs to be reviewed periodically so that changes required, if any, could be brought in so that NAFED continues to serve the farmers of this country in an efficient manner.

As I have taken over as the Chairman of NAFED in my second stint in May 2019, I wish the ‘NAFED News’ all success and congratulate the Managing Director for his contribution to the development of the Federation in all possible fields.

Dr. Bijender Singh

Since the introduction of Procurement of Pulses at Minimum Support Price under Price Support Scheme of Govt. of India, Nafed has been facing a challenge of disposal of procured Pulses in open market. It was observed that disposal after the closure of the procurement operation entailed heavy losses as the market sentiments depressed with the announcement of disposal of the holding stock of the PSS commodities.

Unlike, Food Corporation of India, Nafed did not have a defined exit mechanism for utilization of pulses as in the case of Rice & Wheat. This ultimately negatively impacted the positives of the procurement operation under PSS of Pulses & Oilseeds.

With this background and record volume of Pulses available with Nafed, a draft Scheme for utilization of Pulses at subsidized rate for utilization under the Welfare Schemes of Central/State Governments was suggested to the Department of Agriculture, Cooperation & Farmers’ Welfare, Ministry of Agriculture & Farmers’ Welfare, Govt. of India in August/September, 2018. The Scheme was approved as a one time measure for a period of 12 months from the date of first supply or complete disposal of 34.88 LMT of pulses stock, whichever is earlier. The Scheme provides a subsidy of Rs. 15,000 PMT over the issue price, (the loose mandi rate) for distribution of holding stock of Chana, Masur, Arhar, Urad and Moong.

The Scheme under implementation since October, 2018, has been very well received by the States/UTs with active participation of 13 States/UTs availing pulses with discount for utilization under their Schemes. As of June, 2019, allocation, a quantity of 8,70,547MTs of Pulses have been allocated to the States with their advance payment received and lifting of 7,42,081MTs lifted.

Maharashtra, Tamil Nadu, Tripura, Himachal Pradesh, Karnataka, Andhra Pradesh, Gujarat, Kerala, Madhya Pradesh, Chhatisgarh, Nagaland, Uttar Pradesh and Daman have participated in the Scheme. It is hoped that other States will soon avail the Pulses from this Scheme.

The twin benefits of the Scheme ensure price stability of the Pulses post closure of the procurement operation since limited stock will be available to the trade in open market disposal. Further, the losses reported in the open market alongwith the subsidy enables the States to distribute the lifted Pulses at almost half of the open retail prices to the targeted beneficiaries of the Welfare Schemes, to address the nutrition deficiency of the under privileged class.

The policy suggestion of creation of buffer stocking of pulses in 2015 by Nafed alongwith this Scheme may be a game changer, achieving the dual objective of self-sufficiency in Pulses, market stabilization of Pulses as well the issue of nutrition sufficiency in days to come, alongwith business opportunity to Nafed for rotational procurement and disposal for buffer and PSS stock.

“This MoU comes at a crucial time for the pulse industry, with challenges in the area of market access, but also unparalleled opportunities for growth as consumer interest in healthy and sustainable foods drives up demand for our products”, said GPC incoming President Cindy Brown. “At the same time, it is vital that we don’t take markets with high per capita rates of pulse consumption for granted. We have work to do on the consumption side in India, too, and I look forward to working with NAFED to build a fruitful future based on our mutual interests”.

“With this MoU, I envision a free flow of pulse-related information, both in terms of production and market strategy,” said NAFED Additional Managing Director, Sunil Kumar Singh. “In the past decade, India added 10 million tons to its production. Pulses and Oilseeds procurement by NAFED touches 19.04 lakh

MT during Rabi 2019-20 Season

NAFED has procured a quantity of 19.04 Lakh MT of Pulses &

Oilseeds valuing around Rs. 8418.33 Crore during Rabi 2019-20

providing benefit of the price support scheme to around 9.00 Lakh

farmers in different states. Procurement is continuing in the states of

Telangana, Tamil Nadu, Rajasthan, Uttar Pradesh, Karnataka and

Odisha. This season, due to drought conditions in the state of

Maharashtra and inclement weather condition in several other states,

the crop of Gram and Masoor has been affected and it is felt that the

production may less in comparison to last Rabi season.

NAFED is continuing disposal of stocks procured under PSS/PSF and

during the quarter of April-June 2019, around 5.68 Lakh MT of Pulses

and Oilseeds valuing Rs 2369.00 Crore has been disposed off through

open market sale.

supply of 6,962 MTs Gram Whole. Meanwhile, ITBP too, for the first time, has placed order for 120 MTs of Gram Whole and 259 MTs Barley.

Continued association with sentinels of nation’s external and internal security speaks volumes of NAFED’s professionalism and commitment.

The central subsidy scheme of the Government of India is continuing wherein the central government is allowing subsidy of Rs.15/- per kg to the States on purchase of pulses out of PSS/PSF stocks towards utilization for different welfare schemes of the states such as PDS, MDM and ICDS. NAFED has offered its integrated milling and supply services to various States and bagged contracts for supply of 6700 MT from Gujarat and 9000 MT from Kerela during the ongoing financial year.

Supply of milled pulses to State Governments continues

NAFED transfers 8.37 Lakh MT of Pulses to buffer stock of GOI

NAFED renews contracts with Army and CPMFs for Supply of Pulses for 2019-20

On the direction of Department of Consumer Affairs (DoCA), Ministry of Consumer Affairs, Food & Public Distribution, NAFED has transfered 8.37 Lakh MT of PSS stock of pulses to PSF account for buffer stocking and further quantity of 3.24 Lakh MT of PSF stock of pulses utilized under Central Subsidy Scheme of Rs 15/kg has been replenished with PSS stock. The buffer stock has been created with the objective of keeping a check on the prices of pulses and making the same available to the consumers at affordable prices. The scheme has been highly successful in achieving the desired objectives since its launch.

Supply of pulses to Army and CPMFs in 2017-18 and 2018-19 has been an extremely successful operation. NAFED had supplied a total quantity of 54,350 MT of pulses valuing Rs. 458 crore approx. to the Forces during the two years. Reposing renewed faith and confidence in the

ability and commitment of NAFED to ensure timely and quality supplies, the Army and CPMFs have placed their annual orders with NAFED for supply of 37,512 MTs & 2017 MTs of pulses respectively to be supplied during 2019-20. Additionally, the Army has also placed order for

Maize is the second most important cereal crop in the world in terms of acreage and it is called the queen of cereals. The global production data of 2016-17 for maize is 1040 Million MTs. The USA is the biggest producer with a 38% share of the global production followed by China with a share of 23%. India’s share is only 2% with the production of around 26 million MTs in the year 2016-17. In the subsequent year of 2017-18, the production rose to 28.75 million MTs to drop to

27.82 Million MTs as estimated by 3rd Advance Estimate.

Besides human consumption, maize is a major raw material of poultry/ Animal feed industry. It also has industrial use for the production of starch and is extensively used in the production of Ethanol.

Market Scenario in India

In India, there are mainly two crop seasons for maize (Rabi & Kharif).

• In Rabi season, maize is harvested in the month of mid April to August.

• In Kharif Season, maize is harvested in the month of mid October to November.

• Presently maize prices are ruling firm. In Bihar maize prices are ruling at 2200/- and In South, maize prices are ruling at 2700/-.

Incidentally, maize happens to be one of the neglected crops in the procurement map of Govt. of India at Minimum Support Price. Food Corporation of India, the agency responsibile for procurement of maize under PSS insists that the procured stock is utilized in the State schemes only. As a result, neither the State nor the Central Government buy the Maize under PSS. The maize farmers suffer particularly in Bihar where the crop is cultivated thrice a year.

However, at present overall cash markets of Maize are trading from steady to firm due to low crop arrival. This firmness in the market is expected to continue in the short term. The Government of India has

allowed NAFED and MMTC to import 50,000 MTs each under Tariff rate quota to ease the present acute supply position but the firmness is likely to continue till mid-October when fresh domestic arrivals would start.

Coming to area wise position, in Bihar maize is likely to trade from steady to firm due to low arrival and traders/ stockiest are holding with the hope of prices going up very soon.

A similar situation is prevailing in Nizamabad region. Due to high trade prices, many farmers are likely to sow more Maize this season. Maharashtra, MP, Rajasthan and AP may see increased acreage.

The exports from India have been very low due to domestic high prices and demand. The overall trend seems bullish for maize in the short term.

Opportunities for NAFED

1. We may strengthen our presence in remote maize producing area by activating cooperative based mandi system. Nafed and Farmers will benefit.

2. This arrangement will help us in connecting the farmers and industry with smooth reliable end to end supply chain solutions.

3. The end users may provide finances/ bank guarantees to cover or hedge our financial risks. We may position ourselves as procurement/ buying agency for the industry.

4. Bihar may be the area where we may establish ourselves as reliable suppliers as the Bihar market lacks credibility and integrity. Nafed may provide the credibility gap between farmers and users. It will be a win-win situation for all.

However, NAFED has started rake loading from Bihar and West Bengal to one of the largest Milk Federation of Karnataka.

To conclude, maize trading may emerge as a major commercial opportunity for NAFED in the changing environment of agriculture marketing.

Wheat procurement in Uttar Pradesh touches 92,259 MT

NAFED undertakes record procurement of 53359 MT of onion valuing Rs. 6565.70 lakh under PSF

NAFED procured 92,259 MT of wheat valuing Rs.16975.58 lakh in the state of Uttar Pradesh under PSS during RMS 2019-20 against the target of 2.00 lakh MT allocated by Govt. of Uttar Pradesh . The procurement was carried out in 206 centers all across the state providing benefit of the scheme to 14,958 numbers of farmers.

Nafed is nodal agency under price stabilization fund scheme of Department of Consumer Affairs (DoCA), Ministry of Food, Public Distribution and Consumers Affairs, Government of India. During the current year 2019-20, DoCA entrusted NAFED the challenging task for procurement of 50,000 MT onions from the fresh arrivals of Rabi 2019 season for creation of central buffer stock. Nafed made advance planning and arrangements for procuring the targeted quantity of storage worthy onion from major onion producing states of Maharashtra and Gujarat.

The procurement was commenced in first week of April 2019 and till th30 June 2019 Nafed had procured a total quantity 53359 MT of onion

valuing Rs.6565.70 lakh, out of which 7828 MT was procured in Gujarat and 45531 MT onion in Maharashtra. This is a path breaking record procurement of onion in annals of Nafed since start of the PSF scheme in 2015-16. The procurement during the current year is 5 fold increase against its procurement of 2016-17. Govt. of India has now increased the target to 60,000 MT and NAFED is making best efforts to achieve the revised target.

The procured stocks are being stored in Nafed’s own state of the art storage structures in Lasalgaon and Pimpalgaon in Nashik District of Maharashtra and also in the hired storage structures of farmers through FPOs, NHRDF and other storage space owners. The storage is mostly in naturally ventilated structures located at the Farm Gates. More than 140 such centres have been utilized to store the onion. Around 45 farmer producer organisations (FPOs) have been engaged directly or through state level FPOs federations for the procurement operation.

In Maharashtra, Nafed is procuring onion directly from farmers in open auction through member societies at centres like Lasalgaon, Nashik, Ahmednagar, Aurangabad, Pune, Osmanabad and Jalna and also through direct procurement from farmers at farm gate through Farmer Producer Organisations (FPOs) and MAHAPC , the state level Federation. In Gujarat Nafed is procuring from farmers through Farmer Producer companies at farm gate at Mahua in Bhavnagar District.

NAFED has entered into an Agreement with North Eastern Regional Agricultural Marketing Corporation Limited (NERAMAC), a Govt. of India subsidiary for providing marketing support for their organic and other products. As per the understanding, NAFED will offer the services of NAFED bazaars and other outlets of NAFED for retail marketing and promotion of North East products.

Earlier, NAFED had bagged a favorable judgment from National Consumer Disputes Redressal Commission (NCDRC) against New India Assurance Company Ltd. NAFED has now filed an execution application before the commission for execution of the judgment.

Govt. of India has allocated 50 clusters in the State of Uttarakhand ( Nainital ) and 50 clusters in the State of Bihar ( Champaran) to NAFED under the Paramparagat Krishi Vikas Yojana (PKVY). To motivate farmers, NAFED has appointed Society for the Upliftment of Villagers & Development of Himalayan Areas (SUVIDHA), Haldwani for the state of Uttrakhand and APOF Organic Certification Agency, Bangalore for the state of Bihar as technical partners for co-implementing the organic farming projects.

The newly recruited officers of NAFED visited important mandies in Rajasthan like Alwar, Khairthal, Kothputli etc. to have an understanding of the functioning of mandies, system of open auction of farmers’ produce, SOPs for procurement of stocks in mandies including the system of procurement of stocks directly from the farmers through the cooperative network. The officers also visited the warehouses and interacted with the societies to understand the prescribed procedure of procurement under PSS which includes visit of farmer to the mandi as per SMS received, verification of documents by the society, purchase of farmers produce after verifying quality as per FAQ parameters, system of billing, collection and verification of necessary documents and release of payment directly to the farmer. The field visit was a great learning experience for the officers.

In order to augment its seed and bio fertilizer business, NAFED has decided to modernize Nafed Seed & Bio-Fertilizer Division (formerly NBF) Indore. NAFED floats RFP for construction of 10,000 MT godown

NAFED to use sugar mill wastes for production of BIO CNG

DGFT allocates quota of 50000 MT to NAFED for import of yellow maize

NAFED has issued Request for Proposal (RFP) for construction of approximately 10000 MT State of art godown at Raichur, Karnataka on Build-Operate-Transfer Model.

Taking a step further towards the aim of creating a greener tomorrow and a “Swachch Bharat” through setting up of Bio-Fuel plants pan India, NAFED is in the process of making relationships with sugar co-operatives of various states for use of sugar mill waste as raw material for production of Bio CNG. The Punjab and Haryana Sugar Federations have principally agreed for setting up of the Bio-Fuel Plant in the two states and use the sugar mill waste as raw material to produce Compressed Bio Gas (CBG), organic manure and other bye products in association with NAFED. Meanwhile NAFED has signed an MoU with M/s. Turquoise Bio Energy Pvt. Ltd. for setting up 150 MT Bio-Fuel plant in Bharuch, Gujarat.

DGFT has allocated quota of 50000 MT to NAFED for import of yellow maize under the Tariff Rate Quota (TRQ) scheme for 2019-20. The decision is in the wake of unprecedented shortage of feed grade maize in the country due to droughts, pest attack and significant reduction in cultivable areas under maize.

DGFT had invited applications from State Trading Enterprises for import of feed grade maize under TRQ scheme at 15% custom duty. The imports, which are meant for use by actual users of poultry feed manufactures, are expected to provide relief to the industry, which has

been facing great difficulty on account of high ruling prices and scarcity of poultry feed. NAFED has already initiated the process for import.

In order to meet the growing requirement of manpower and to cope up with the work pressure, 16 Junior Field Representative and 15 Accounts Assistants have been recruited by NAFED on regular pay scale during the quarter.

Wearing the company T shirt with the emblem/logo of the company inspires a sense of belonging and unity amongst the employees. The employees are able to see the larger picture where they’re all part of an organization and working towards achievement of a common organizational objective. This not only inculcates a sense of pride but also enhances the brand image of the organization. It is for this reason that wearing company T shirt is a common practice in the corporate world. Keeping this in mind, NAFED has also distributed white T-shirts bearing NAFED logo to the employees of the federation free of cost. The T shirts are to be worn by the employees on all Fridays.
