Dear Health Center Colleagues:

On behalf of the NACHC Board, my thanks to you for your ongoing support and commitment to the Health Center Mission. In our work together, we have made possible the growth of a strong community- based system of primary care. Today that system is recognized as vital to the nation’s health as was reflected in the bipartisan support and recent passage by Congress of an extension of the Community Health Center Fund.

We have reason to stand proud. Across the nation, health centers are helping millions to better health and better lives. They are helping foster solutions to an array of diverse health needs, but also taking on a larger role in public health. Each day they are proving their immense value reducing health disparities, improving health, and lowering health care costs.

Moving forward into 2018, our goal is to build on our progress. Health centers continue to face a complex, challenging environment. The future demands greater collaboration and teamwork to ensure health centers remain at the forefront of leadership and surpass expectations in all facets of performance. Moreover, the future requires our unity and advocacy to ensure a strong collective voice for our patients and communities in the shaping of sound health policy.

Our Mission:

To promote the provision of high quality, comprehensive and affordable health care that is coordinated, culturally and linguistically competent, and community-directed for all medically underserved populations.

About NACHC:

The National Association of Community Health Centers (NACHC) is the only national health care organization dedicated exclusively to expanding health care access for the medically underserved through the Community Health Center model. In this role, NACHC represents and supports the collective mission and interests of the nationwide network of over 1,350 community, migrant, homeless, and public housing health center organizations, which serve over 27 million patients via more than 10,000 sites in all 50 states, Puerto Rico, the District of Columbia, the U.S. Virgin Islands, and Guam.

In fulfilling its mission, NACHC:

• Serves as the major source for information, data, research, and advocacy on key issues affecting Community Health Centers and the delivery of health care for the medically underserved and uninsured in America;

• Provides education, training, technical assistance, and leadership development to health center staff, boards, and others to promote excellence and cost-effectiveness in health delivery practice and community governance; and

• Builds partnerships and linkages that stimulate public and private sector investment in the delivery of quality health care services to medically underserved communities.

NACHC works closely through a shared mission with all 50 states, State/Regional Primary Care Associations, and key strategic partners, including Community Health Ventures and Capital Link.

S Who We Are

The Community Health Center Movement is a remarkable story of the human spirit and the passionate belief that we can improve the human condition. The program evolved as a bold experiment that harnessed the resources of the government and the creative thinking of a few reform-minded physicians, community activists and organizations to expand access to health care. In 1965, a small grant program was established under the federal Office of Economic Opportunity to help fund the Columbia Point Health Center in Dorchester, Massachusetts, and Delta Health Center in Mound Bayou, Mississippi. These two small demonstration projects served as the seeds of what has grown into the largest and most successful primary care network in the country, reaching 27 million medically underserved and 1 in 12 Americans.

What We Have Become

Numbers alone never tell the full story when it comes to measuring success, but in the case of health centers the evidence is significant. Health centers are invaluable assets. Health centers save the U.S. health care system $45 billion a year in reduced hospitalizations and visits to the ER. Health centers generate $26.5 billion in total economic activity. Health centers also foster stability – helping communities address a host of costly health, social and economic problems by looking beyond the medical chart and focusing beyond illness prevention by addressing the factors that may cause it. The community-based health center model of care did not set out to revolutionize health care delivery – but did so anyway. It did not aim to be a leading innovator in primary care – but became the primary care medical home model today emulated across the country. That is why health centers have earned broad public support and strong bipartisan support in Congress that has enabled their growth and development nationwide.

Health Centers Tomorrow

Health centers are expanding into communities and changing the health care experience. With the high-quality, patient-centered care that health centers provide, there is no one-size-fits-all approach, no cookie-cutter treatment plan. Today, with so much uncertainty about what will happen in health care, health centers remain anchored in their communities and stay true to their mission to provide affordable, effective health care to people and communities in need. Health centers remain a sound investment and the best prescription for our nation’s health.

Interim Leadership ServicesInterim Leadership Services provides health centers with access to experienced, qualified, and talented individuals who have all served as CEOs, COOs, and SFOs of health centers throughout the country. Combining more than 125 years of direct hands-on executive health center leadership, these individuals provide immediate assistance to health centers facing executive leadership transition for any reason; including retirement, illness, or leave of absence.

Permanent Clinical PlacementRecruiting qualified and dedicated clinical staff is a continuous challenge for any health care provider including health centers. NACHC – through its Value in Staffing (ViS) program – offers health centers a portfolio of recruiting partners that fit a variety of health center needs while also offering their services at significant discounts to NACHC members. Comprising the NACHC ViS portfolio for permanent clinical placement are Merritt Hawkins & StaffCare.

Merritt Hawkins is one of the largest permanent recruitment agencies in operations today having filled more clinical job openings than anyone in the industry. In addition to being the nations leader in physician employment search and consulting services, they also recruit and place select mid-level and allied health, dental, and behavioral health professionals.

Temporary Clinical Placement The need for health care continues, even when doctors and nurses leave to pursue other opportunities. To continue delivering care, health centers often need to enlist temporary help. In other cases, temporary placement is needed while a permanent candidate search is being conducted by a health center. For all these reasons, NACHC has contracted with Staff Care and AMN Healthcare. They have successfully worked with many Federally Qualified Health Centers and Look-A-Likes to provide staffing assistance over the years.

Direct Technical AssistanceNACHC has a limited amount of technical assistance capacity to help CEOs and executive directors solve intractable problems that affect financial or operational performance. EMERITUS GROUPThe Emeritus Group is a group of retired health center executives, who are available to build peer-to-peer relationships that allow them to informally share knowledge and experience with today’s health center and PCA managers. They share their expertise primarily through confidential phone dialogues in areas such as board relations, financial crises, human resource management, succession and retirement planning, and much more. Leadership Development Institutes (LDIs) NACHC and S/RPCAs in collaboration with university faculties have developed model curricula for training health center leaders with a particular emphasis on training executive directors and chief executive officers, chief financial officers, chief medical officers, chief operating officers, human resource managers and mid-level managers. They focus on a number of key areas to address the present and future workforce needs through changes in state and federal policy. COMMITTEE PARTICIPATION/CHAIR AND VICE-CHAIR POSITIONSIndividual Members who are staff or board members of Organizational Member centers, or staff of Associate Members, or Chartered State and Regional Primary Care Associations are eligible for appointment to NACHC’s Committees, Subcommittees, and Task Forces, as committee members.

REGIONAL REPRESENTATIVES TO NACHC BOARDIndividual Members who are staff or board members of Organizational Member centers, Associate Members or Chartered State and Regional Primary Care Associations; and have actively participated in two of NACHC’s Committees, Subcommittees, and Task Forces in the past five years; are eligible for election as Regional Representatives to the NACHC Board. (These representatives are annually elected by NACHC members in each of the ten NACHC regions.)

HEALTH CENTER BOARD MEMBER REPRESENTATIVES TO THE NACHC BOARDTwo additional NACHC board seats are designated for Health Center Board Members (HCBM). Elections are held annually at the House of Delegates meeting for one (1) HCBM seat for a two-year term. Individuals must meet the requirements for Regional Representatives above.

CLINICIAN REPRESENTATIONTwo additional NACHC board seats are designed for Clinicians. The clinician must be actively providing direct clinician services at a NACHC Organizational Member health center, and must meet the requirements for Regional Representatives above. Elections are held annually at the House of Delegates meeting for one (1) Clinician Representative seat for a two-year term.

ELECTED OFFICERSNACHC’S elected officers are: Chair, Chair-Elect, Speaker of the House, Vice-Speaker of the House, Secretary, Treasurer, and Consumer/Board Member Representative. Eligible candidates 1) have been an Individual Member for the past three consecutive years, 2) staff or board member of a NACHC Organizational Member or Staff of a Chartered State or Regional Primary Care Association for the past three consecutive years, and 3) actively participated on at least two of NACHC’s Committees, Subcommittees and Task Forces in the past five years. MEMBERSHIP TYPES & BENEFITSOrganizational MembershipOpen to nonprofit or public health care entities that provide comprehensive primary health care services, are governed by a representative, consumer-majority Board of Directors, and are committed to the mission and goals of NACHC. This is a voting membership.

HCCN Associate MembershipThis NACHC membership category is a non-voting category open to any separately incorporated health center-controlled network entity that is not otherwise eligible for NACHC Organizational Membership but supports the mission of NACHC. Member benefits apply to individuals who are employed by the HCCN. HCCN board members and consultants are not eligible for member benefits through the HCCN’s membership.

Corporate MembershipOpen to any for-profit organizations and companies that provide services or products to primary health care programs and support the mission and goals of NACHC. This is a non-voting membership.

Associate MembershipOpen to nonprofit primary health care organizations committed to the mission and goals of NACHC, but are ineligible for and/or do not meet the criteria of Organizational Membership. This is a non-voting membership.
