" N. 27 - June 2013 THE PROJECT DIR.MI OF THE PROJECT MATTONE INTERNAZIONALE The "newborn" project DIR-MI is a tool, designed in the context of the project Mattone Internazionale, to support the implementation process of the Directive 2011/24/EU "application of patients' rights in cross- border healthcare", with the full cooperation of the Ministry of Health and the Regions (through the coordination of the Mobility of the Health Committee of the State-Regions Conference). DIR-MI, which intends to drive the creation of a "system of relations and information" between different actors (and the various project initiatives), involved in the process of implementation, is divided into 4 work packages: 1. The creation of a control room that foresees the direct involvement of technical representatives of the institutions (the Ministry of Health, the Italian Regions, the National Institute of Health, the AGENAS-National Agency for Regional Health Services and the AIFA -Italian Drug Agency) that move, with different roles and responsibilities, in the context of the Directive and its implementation; 2. The realization of Communication and Information activities, through a series of cognitive activities and sharing of content and procedures 3. The implementation of training actions addressed to healthcare professionals and administrative staff who will work at the forefront for the application of the Directive 4. The realization of an evaluation study to monitor the operation of the instruments used. The project will start in occasion of the first residential workshop organized in Rome on the 2 nd and 3 rd of July. The event has very practical objectives such as identifying among participants the training needs at various levels, outlining the expected results for each issue addressed (Rates, Drugs, Networks and Centres of Excellence, Legal Aspects), and defining indications to be offered to decision makers. 1 JULY 2013 BRUXELLES - REFERENCE SITE AWARD CEREMONY
On July 1, 2013 Brussels, at the Plaza Hotel, will host the award ceremony
for the reference site candidates for the European Partnership for Active
and Healthy Ageing Innovation. This event will be an occasion not only
reward the work of the Reference Sites, but also to give them an
opportunity to share their best practices with a broader audience and to
advertise for the replicability of their models across Europe.

EU HEALTH PRIZE FOR JOURNALIST
The European commission has presented the fifth edition of the EU
Health Prize for Journalist. It is awarded to stimulate high-quality
journalism that addresses the issues of health care and citizen's rights.
This year the themes highlighted are focused on four areas (disease
prevention, health care, health systems and citizen’s rights) with 12
specific topics, among wich dementias and active and healthy ageing.
Journalists are invited to submit their articles published in any EU
Member States between 01 August 2012 and 30 September 2013.
Winners will receive cash prizes and will gain EU wide recognition for
excellence in health journalism.

Outcomes of events founded by notice n.1 of Project Mattone Internazionale
WORKSHOP “LIVING IN AN ACTIVE AND HEALTHY AGEING
CONTINENT”- 3 JUNE 2013 BOLOGNA
Living in an active and healthy ageing continent. It's a good omen for the
future of old Europe but also it’s the title of an international workshop
organized by the Region of Emilia-Romagna. The event was held in
Bologna on June 3 and it was funded in the framework of Notice 1 of the
project “Mattone Internazionale”.
The meeting - while not giving Continuing Medical Education credits - was
attended by nearly 190 people, including professionals in the Regional
Health Service, academia, regional officials, decision and policy makers.
To these must be added those who have followed the live streaming
(about 40). The Emilia-Romagna Region – which was nominated in 2012
as the reference site in the framework of the European Innovation
Partnership for active and healthy ageing (EIP-AHA) – began a long
process of activities dissemination and coordination, designed to
encourage the general objective of EIP-AHA: to raise 2 years the
European citizens expectancy of life in good health by 2020. To reach the
ambitious goal of two years in good health, EIP-AHA has defined activities
and paths which reference site candidates must follow to get back in the
experimentation. Usually these activities are grafted onto paths and
(best) practices that the different existing Regions, Municipalities and EIP-
AHA European institutes have taken since long time.
The Emilia-Romagna Region, which ranks among the Italian regions with
the greatest longevity (population forecasts to 2030 estimate in fact an
increase in life expectancy at birth from 1 to 4 years for women and from
2 to 5 for the men), has decided to face the challenge of aging on two
fronts simultaneously:
The Communication
Emilia-Romagna Region is awarded by the importance of confronting
inside and outside regional and national boundaries to provide innovative
and practical responses to aging and
conveys information relevant on their territory;
organizes meetings to foster the exchange of experiences and the updating of own resources.
The Regional Coordination
Managing existing experience with new practices and experimentation
inside and outside its’ borders is a challenge, that must be taken to avoid
wasting resources, skills and priorities. At this purpose the Region has
created a regional Coordination that identifies and defines the strategies

Deadline for submission of proposals: 11 July 2013
The proposals shall focus in particular on the priorities described below:
Ensure the expansion of the knowledge base, the exchange of
information and identification and dissemination of good
practices in the area of drug-demand reduction.
Develop approaches in selective prevention targeted at
vulnerable groups at high risk of developing problem drug use
(e.g. families at risk, young offenders, homeless, prisoners);
develop preventive and treatment approaches that take into
account the needs of specific drug user groups (e.g. sex workers,
(pregnant) women, migrant and minority groups, specific age
groups), and in particular also approaches addressing
comorbidity between drug-related substance use disorders and
other mental illnesses;
