Th e fl oods have had a devastating eff ect on South-East Queensland. Lucky for us, the Sunshine Coast managed to escape the fl ood waters. So, was it a stroke of luck or a stroke of genius that it missed us? As Queensland mops up aft er the devastating fl oods, the Sunshine Coast can heave a collective sigh
of relief that it was spared, but it does raise the old question, could such large-scale water damage happen here?
Th e answer, quite simply, is almost certainly not.
Aft er weeks of rain, the region is well and truly at saturation point and although there are still more king tides and a cyclone season to come, history points to most Sunshine Coasters being able to rest easy.
While there has been huge residential development and various fl ood plains turned into canal developments during the past three
decades, the region has successfully – excuse the pun – weathered the storm.
It’s not a coincidence. While engineers take one-in-100-year fl ood levels into account and build to standards above and beyond government requirements, we also have reference to history. And history has shown that it is some of the longest-established residential areas that bear the brunt of fl ooding while more recent estates stay high and dry. Even if water cuts roads and swirls around them, houses stay above damage level.

dramatic fl ood images. On the coast, Bradman Avenue, which was among the fi rst collections of holiday shanties beside the Maroochy River, will go under long before the Maroochy Waters canal estate behind it will even start to feel any pain.
Engineer Phil Tyrer, the project manager at Pelican Waters, gives an excellent example. “Gympie was developed in the gold rush of the 1870s when they didn’t have the advantage of more than 100 years of rainfall records and computer modelling. Th ey came to mine the gold but every time it rains the Mary River comes up and the town fl oods,” he says. “Knowing what we know now, nobody would be building Gympie in that spot today.”
It also helps that the Maroochy River
1954 a cyclone that crossed the coast at Coolangatta caused structural damage on the Sunshine Coast and then, on January 1, 1963, Cyclone Annie damaged houses and crops when it crossed at the Sunshine Coast.
Cyclone Daisy hit Fraser Island on February 11, 1972 and whipped up the seas and caused severe fl ooding here. It also washed away part of Pacifi c Boulevard at Kawana, prompting the State Government to increase the minimum frontal dune height from 12.5 to 15 feet.
Over the next 20 years, houses sprouted like mushrooms, many of the new estates emerging from swamp and fl ood plain. Sand was dug from swamp to build a canal and pumped on to land to create building blocks.
Despite the rapid growth, though, it all passed the test when on March 17, 1993 Cyclone Roger passed close to Fraser Island and aft er moving back to sea, passed close to the coast causing some damage along the way.
Cyclone Yali, on March 26, 1998, passed seawards and while it was responsible for some beach erosion, the houses stayed safe. A hybrid cyclone on March 5, 2004 caused severe fl ooding, but still nothing to compare with the damage experienced along the Queensland coast during the past month.
Surveyor Bill Freeman knows the area better than most. He grew up in Palmwoods and later become a key player in some of the major residential developments on the Coast. He says history has proven the engineers

responsible for early developments did the job well. “Cardno & Davies were consulting engineers to the then Maroochy Shire Council and came up with the Cornmeal fl ood plain study aimed at draining the side of Buderim,” Bill says. “Th ey then did the River Breeze canal system, a fl ood study for the whole of Kawana. Th ey established the parameters and none of these areas have ever had a fl ood problem.
“We have a contained catchment in the Mooloolah, Maroochy and Noosa rivers and their tributaries. Th ere can be some fl ooding from Eudlo Creek when you go on the Sunshine Motorway on ramp near Trader Dukes but it was left a bit lower so that in the event Eudlo Creek does break its banks, water fl ows across and escapes into the canals.”
Graham Tamblyn, a director of Cardno engineering and resident for more than 30 years, recalls the construction of Maroochy Waters, which was one of the region’s fi rst canal estates when it was built in the late 1970s.
“It was all done with conservative levels when knowledge of fl ood heights was more limited, yet no houses were inundated when the Maroochy River fl ooded in 1998,” he says. “Water comes up over the land but the canals are designed so it can rise and the houses will be safe.”
Graham says anyone who fears fl ooding in canal estates needs only to understand how a fl ood plain works. “Kawana has a major bypass channel that functioned very well in this last lot of fl oods. It is all modelled and the hydrology works. You just have to make sure the fl oodwaters get away. It’s not rocket science but just plain good engineering,” he says.

doesn’t have as big a catchment as, for example, the Mary River and it is also very wide, so that even when 30 metres of water rushes through Nambour, by the time it gets to Maroochydore it has little eff ect on river levels. Much of the water usually spills from its tributaries – Petrie Creek, Paynter Creek, Eudlo Creek – and the low-lying areas around them which, for the most part, remain undeveloped.
Nambour has learnt from bitter past experience and its most notorious fl ood spot around Petrie Creek at the northern end of Currie Street has been turned over to car parking.

ocean, the more certainty you have about water levels, but fl ood risk areas have long since been identifi ed. “Areas of Nambour, for example, had development encroach on fast-fl owing streams so that it is now expected to fl ood and it does,” he says. “Horton Park is a fl ood area and will have to be developed properly and have channels modifi ed. It will be engineered to be fl ood immune.”

“It’s far from any drainage point, so it simply takes longer for water to fl ow away,” Graham explains. “Th ere are a lot of places like that which were built to a diff erent standard. It is about pipe capacity, mainly in older areas, and seldom threatens homes.
“Th ese are annoyance fl ood situations but they are not wetting the carpets.”
Graham says there have been some “good intensity” storms in recent years but the Sunshine Coast canal systems have performed as they were analysed and designed to do. “We are unlikely to ever see the damage that fl ooding has caused in Brisbane,” he says.
Phil Tyrer says the advantage of modern canal subdivisions is that they have been designed with the benefi t of more than 100 years of rainfall records. “With that knowledge, engineers can compute a model of a number of diff erent scenarios, calculate fi ll heights and drainage outfl ows and protect property,” he says. “We build to one-in-100-year fl ood levels but we build a free board, a factor of safety above that.”
Free board is the amount of surface between a given level of river water and the lowest possible entry point during fl ooding.
In May 2009, catchments around Little
Mountain into Pelican Waters had a 100-year event and there was no property damage at all. “In those circumstances, the underground pipe system can’t cope with the volume of rainfall but the road system is designed to carry overland fl ow to protect property, so even though the water comes up, it doesn’t get into houses,” Phil says.
“Engineers can calculate fl ood heights and storm surge levels, even a cyclonic storm surge level, which is diff erent from water running through a creek system, and that is used as a basis for the fi ll level.
“At Pelican Waters, for example, we are working to a level of 2.6 Australian Height Data. Th e free board is 300 millimetres above that so with the house slabs it is closer to three metres, well above the Q100 level for property protection. We are now also providing for climate change as well.”
Kevin Covey of Covey Associates engineers sums up that it’s all about good engineering design. “You can develop anywhere if you throw the right sort of design at it,” he says. “Our new estates are sound. Th e council won’t allow a development that can’t cope with twice the number of houses actually being planned.”

The Queensland fl ood is a game changer, which will at least place a temporary hold on the normal
market dynamics and potentially alter Brisbane’s urban landscape. Last year, many of my regular readers thought my weekly blusters were too bearish, but I was trying to report on reality rather than writing what some wanted to hear. Now, without being too much of a hypocrite, things have changed and a more optimistic tone is warranted. Way too much of the fl ood commentary is overly negative.
Please note that the fl ood’s true impact is a watching brief, but there are things that I think need to be said, some of which are not being commented upon (yet) in the mainstream media.
• Th is is a year of two halves. Business will be hard hit for the next three to six months, aft er which things should improve, and markedly. Assuming that most legitimate insurance claims come through, the Queensland economy is likely to be stronger during calendar 2011 than would have been the case without the fl ood. Yes, you have read that right! Next year and beyond looks even better. We just have to get through the next three months or so.
• Interest rates could fall and by 0.25 per cent in coming months, correcting the unnecessary hike last November. Remember, other parts of the country are now fl ooding too. Rates could stay low for much of this year, despite lift s

in headline infl ation. Th e underlying rate of infl ation will rise, but I think not persistently enough to warrant a rate rise.
• Th e 28,000 properties aff ected represent
around two per cent of the total housing stock in the wider area. Th ere could be substantial drops in value of owner-occupied properties that were totally inundated (but away from the Brisbane River) if the owners try to sell before their homes are completely restored. Putting a fi gure on the drop is near impossible at present and those doing such (in other words, declines of up to 50 per cent) should be challenged as to how they are arriving at such. Th ere are few lessons to be learnt from 1974 in this regard.
• While a quarter of the 850-odd houseson the Brisbane River were fl ooded, this property is tightly held and most owners are likely to renovate and stay put. Despite claims of Armageddon, I don’t think values along the Brisbane River are likely to change much.
• Just 1.5 per cent of the securitised
mortgages across Queensland have been aff ected. We expect end values across South-East Queensland to drop between fi ve and eight per cent as a result, much of this in the fi rst half of this year, with most of these losses potentially being regained during fi nancial 2012. We were forecasting
a fi ve per cent decline in values for the fi rst half of 2011 before the fl ood.
• Th e real uncertainty involves inundated
investment property, with up to 10,000 households (our estimate) now seeking temporary accommodation. Th is, coupled with the annual infl ux of tertiary students, is already pushing rents upwards. In and around the fl ooded areas, rents are likely to rise by as much as 10 per cent. But how far this rental pressure will spread is questionable, as there are close to 25,000 properties available to rent across the state, most of which are in the South-East. Th ose investors without landlord insurance might elect to sell their properties, which presents an opportunity for those willing to take a risk. A mass investor sell-off , however, could have a marked negative impact on values across the city, making our fi ve to eight per cent very bullish. Hopefully, the fi nancial institutions appreciate this predicament.
• While there will be calls to ‘future
proof ’ the South-East via more and better infrastructure and changes to management, warning systems and evacuation plans, I fear that some of the changes imposed will be excessive. Remember, 98 per cent of the homes in the region didn’t fl ood. We need ‘function over form’ – that means the right type of development, levee banks, and more river crossings, more appropriate stormwater drains and no doubt another dam or two – some of which mightn’t look as nice as a park or a mangrove-lined riverfront and we might need to displace a lungfi sh or two, but them’s the breaks.
• We also need to plan for fl oods and
not try to totally mitigate against them. Brisbane will continue to fl ood and there is really little we can do about it. What we need is an accurate national fl ood mapping scheme, which provides property owners with certainty and allows insurance policies to be properly priced. Also, all mortgage holders (and body corporates) need to hold the appropriate insurance, without which funding cannot be secured.

• Building forms in fl ood-prone areasneed to change – apartment complexes perhaps shouldn’t have basement parking (yes, they might now be taller) and new detached homes might need to be triple storey, with the bottom level being inhabitable. Some properties, as is already the case in Brisbane, need to be bought back as they fl ood somewhat frequently, but to totally blackball all new development in a potentially fl oodable area is a gross overreaction. Most of the newly developed areas along the Brisbane River didn’t fl ood last week and if they did, there was limited real impact.

last week that those aff ected will try to rebuild their lost wealth, which in time will generate demand in construction, retail and other labour-intensive industries, resulting in a stronger Queensland economy (again, in time), than otherwise would have been the case. Newcastle’s rebound aft er the 1989 earthquake was remarkable, surprising many – some of whom had claimed the city was all but fi nished. Once the insurance money starts to roll in and the rebuild starts in earnest, the region is likely to follow a similar trajectory.

We couldn’t have started 2011 with a greater shock than what is being described as the largest
natural disaster in Australia’s history. As a property investor considering what the future holds, I feel a bit like we’re at the start of the roller-coaster ride as the carriages are caught on the chain that drag them up the fi rst rise with the anticipation of an exciting ride ahead.
Since the fl oodwaters swept through the Brisbane CBD there has been a swell in the analysis of the eff ect on the economy with commentators taking a largely ‘negative’ focus of infl ation. But for property investors who have a structured plan, infl ation is a great thing. It means the economy is doing well and history shows that when the economy does well, so too does the property market.

minus imports). A major impact of this has been our lowering unemployment rate as competition for labour increases. Th e reconstruction eff ort required as a result of the fl oods will only make the labour market much tighter, creating even greater pressure on wages.
Other prices will rise in the short term, such as food (Queensland produces almost a third of the country’s fruit and vegetables). Some export commodities have already increased and are likely to stay high due to a reduction in supply that we simply can’t make up. So while there is no doubt that the impact of the fl oods on the economy will be a reduction in our production (GDP) as a nation in the short term, it is also likely this will be made up in the next 12 to 18 months. Not just putting us back on track, but propelling us into an even more positive future. Of course the bumps in the ride caused by rising interest rates as a result of this infl ation
will cause some short-term challenges for investors and home owners who are not adequately prepared.
Keep in mind that as wages increase so too does aff ordability (a fundamental factor aff ecting capital growth rates in housing) with wages likely to outpace infl ation and house price growth for the next one to two years.
Locally we were fortunate, as not only was the impact of the fl oods limited on the Sunshine Coast, but we were already well-positioned for growth with billions of dollars to be spent on infrastructure in the next fi ve years.
Th e competition for labour and resources in the construction of projects such as the new university hospital (which commences this year) with the construction demand from rebuilding in areas as close as Gympie and Brisbane to other projects in the state (including $60 billion of gas projects recently approved) will have a positive fl ow-on
eff ect through our community creating further jobs and opportunity.
Th e fl oods, while devastating, will cause a short-term bumpy ride, yet we can be excited about the many positives that will come with the reconstruction.

Hidden away in the hinterland near Coolum, many residents in Maroochydore and Caloundra
have probably not even heard of the suburb of Valdora, let alone visited it. Th is little slice of Sunshine Coast is a mix of lush green fi elds and forest with a smattering of country homes.
Aurora is a small estate of 20 lots on Valdora Road, and while just three lots have sold, the rest are expected to be snapped up by tree-changers looking for private, aff ordable blocks 10 minutes from the beach.

A direct bus service between Coolum and Nambour is set to begin soon, but fi rst the Sunshine Coast
Regional Council needs the local residents’ thoughts on the proposed route and timetable.
Residents are asked to visit council’s website for the draft information and to provide their thoughts on the trial service by Wednesday February 9, 2011.
Integrated Transport Systems Portfolio Councillor Vivien Griffi n says the new service, which is funded by the Public Transport Levy, will greatly improve the access from Coolum to Nambour.
“Th is will be the fi rst time a direct service has been off ered between Coolum and Nambour,” Vivien says.
“We aim to create a useable service for the local people – whether they are travelling to work, taking a trip to the hospital or just visiting friends – which is why it’s important they take this

Grosskreutz says the fauna passage will provide a safe crossing for a variety of animals.
“Th e passage itself is a concrete culvert with a soil base that can be used by lizards, pademelons, snakes, echidnas, bandicoots, possums and a variety of other mammals,” she says.
“Secure green diamond mesh fencing has also been constructed on both sides of the road to direct fauna traffi c in and away from the passage and further native plantings have been established around the tunnel to provide cover protection,” she adds.
“Council staff will monitor fauna activity in and around the tunnel using a variety of techniques.”
The new fauna crossing is part of a $572,000 Federal Government grant for infrastructure projects on the Sunshine Coast including the hinterland. If you want to be a lot greener at home, whether you’re building a new house or changing your existing space, one of the
fi rst rooms to consider is the bathroom. Water, waste and manufacturing processes of bathroom products all impact on the environment. Get these right and your home can become so much greener.
Bathroom bitsIf you are building or renovating, choose your bathroom products carefully. Baths, basins, shower trays and toilets made from recyclable or more natural materials are the way to go. Opt for cabinetry craft ed from environmentally sustainable resources and reuse or buy second-hand where you

Wet, wet, wetIt’s all very well to try to use less water, but it’s much easier when your taps, mixers and showerheads are helping you with the job. Water-saving showerheads are inexpensive and use about a third of the water that conventional showerheads use. Baths use much more water than showers, so save these for really special occasions. WELS (Water Effi ciency Labelling and Standard) is a labelling scheme initiated by the Australian Government to help Australian consumers compare the water effi ciency
of diff erent products. Look out for WELS ratings on showers, toilets and taps. For a really cheap solution, a water aerator, fi tted to your existing taps, can halve the amount of water used. Get straight on to leaking taps and toilets – these can really take a toll on the water supply.
What a wasteInstalling a dual-fl ush toilet goes without saying, and while you certainly can’t recycle black water – which is the stuff that comes from toilets – recycling greywater is a great idea. Th e reuse of greywater from the bathroom can greatly reduce a householder’s reliance on the water supply. Sydney Water, which supplies water to the NSW capital, reports that the bath, shower and hand basin produce about 200 litres of greywater a day. Greywater diverter and recycling systems can redirect and treat this water – which would normally end up going straight down the drain – so you can use it on all areas of the garden, even on the vegie patch. You can also connect your toilet to the water tank, so you’re using only rainwater when you fl ush.
Going solarAnyone serious about greening up the home will want to install solar hot water systems – which heat all water in the home, not just the water used in the bathroom. Th e heating of water by residential properties contributes a huge amount to the greenhouse gas problem and by switching to solar you will save money on your power bill in the long run.
