Load Modeling – CMPLDW Monitoring Improvements Requested program vendors to add the ability to monitor

load lost in CMPLDW models per area, zone, or owner so that we can track how much aggregated load is being shed

Requested that PSLF otg-d format is compatible for both motorw and cmpldw models (otherwise you need to update the otg-d file with the new bus number for the cmpldw)

Requested PSLF not to change the bus monitoring variable name so that it stays compatible with WCA analysis tools

MOD-033 Discussion NERC Standard on Steady-State and Dynamic System Model

Validation effective 7/1/2017 Background: The focus of validation in this standard is not

Interconnection-wide phenomena, but on the Planning Coordinator’s portion of the existing system.

Conference call was held January 22, 2015 to discuss plans to comply with NERC MOD-033

MOD-033 Requirement R1R1. Each Planning Coordinator shall implement a documented data validation process that includes the following attributes: 1.1. Comparison of the performance of the Planning Coordinator’s portion of the

existing system in a planning power flow model to actual system behavior, represented by a state estimator case or other Real-time data sources, at least once every 24 calendar months through simulation;

1.2. Comparison of the performance of the Planning Coordinator’s portion of the existing system in a planning dynamic model to actual system response, through simulation of a dynamic local event, at least once every 24 calendar months (use a dynamic local event that occurs within 24 calendar months of the last dynamic local event used in comparison, and complete each comparison within 24 calendar months of the dynamic local event). If no dynamic local event occurs within the 24 calendar months, use the next dynamic local event that occurs;

1.3. Guidelines the Planning Coordinator will use to determine unacceptable differences in performance under Part 1.1 or 1.2; and

1.4. Guidelines to resolve the unacceptable differences in performance identified under Part 1.3.

Power Plant Model Data Task Force Tool (epcl) developed to export the generator powerflow

data, including turbine type, and associated dynamic models in a single spreadsheet which can be used to examine the modeling

Modeling Data standard MOD-032-1 BA, GO, LSE, RP, TO, TSP must respond to PC or TP if they

provide technical concerns with the data (effective 7/1/2016)

Verification standards MOD-026-1 (Excitation Systems) and MOD-027-1 (Turbine/Governor) GO must respond to TP within 90 days if TP notifies GO that

model is not usable, provides technical concerns with the verification documentation, or provides evidence that the model did not match the recorded response to an event (effective 7/1/2014)

RAS Modeling Discussed RAS modeling for transient studies PowerTech presented their experience with modeling

RAS in transient stability used in CAISO under evaluation by Peak RC

Eric Bahr (NWE) provided an overview of the Colstrip ATR scheme and the model specifications. Working with program vendors and Colstrip Owners to get the

model implemented ATR model specifications and model are expected for approval

at the March 2015 meeting

NERC Updates Eric Allen (NERC) provided updates:

NERC MWG developed drafts addressing the first two tasks of the node-breaker implementation plan.

PRC-002 Disturbance Monitoring Equipment was approved by Member Ballot, and on the way for board approval

MOD-032 and 033 standards were approved by FERC
