"What is needed at home," Mr.Rugan declared, "is for U.S. shippers, working within the framework of thefree enterprise system, to devise a wayof matching supply and demand in anatmosphere of collective negotiationand reasonable regulation.
"Such regulation would remove thethreat of economic warfare to our fleetas seen by our trading partners. Itwould also provide for continued andeven increase ocean rate discussionsbetween interested parties."
Rugan added that the nation’stransportation leaders are faced withan era of rapid change in the freemarket economy as it relates to freightrates in international shipping.
"We must act swiftly to decrease thenumbers of derelicts, both U.S. andforeign, sinking on the high seas as aresult of the U.S. Department ofJustice’s offensive against theconference system of U.S. trades,"Mr. Rugan said as he pointed out theprinciple of value must pervade rate-making activities.
