Bob Dylan is returning to theclassic American songbook foranother covers album.
On Tuesday, Dylan announcedhis 38th studio album, Triplicate,a 30-song triple LP due March 31.
The album, his first after receiving the 2016 Nobel Prizefor Literature, will be made up of30 new recordings of classicsongs comprising three individ-
ual discs: ’Til the Sun Goes Down,Devil Dolls and Comin’ HomeLate.
The album will feature coversof American songwriters includ-ing Charles Strouse and Lee Ad-ams (Once Upon a Time), HaroldArlen and Ted Koehler (StormyWeather), Harold Hupfield (AsTime Goes By) and Cy Colemanand Carolyn Leigh (The Best IsYet to Come).
Dylan’s previous two albums,last year’s Fallen Angels and2015’s Shadows in the Night, wereboth collections of similar coversongs, garnering Grammy nomi-nations in the category of besttraditional pop vocal album.
Dylan is scheduled to performduring the Firefly Music Festivalin Dover, Del., in June.

Change is afoot for the big guy,though: New police commission-er Barbara Gordon (Rosario Daw-son) implores Batman to be ateam player and he’s got a lovableand doe-eyed new orphan son inDick Grayson (Michael Cera), akasidekick Robin. Before you cansay, “Holy tuxedo dress-up party,Batman!” the kid slips on colorfultogs and gradually wins over hisnew Bat-dad. Their bonds solidifyjust in time to team up with Bar-bara and Alfred to stop Joker andhis evil army’s latest epic assaultwhen it threatens Gotham.
The movie features a few in-sanely busy action sequences
that, while hugely entertaining,can’t be maintained without leav-ing heads spinning. The slower,more expositional material mayhave some little kids squirming,but for grown-ups, it allows forsome of the best content.
While The Dark Knight won’tbe supplanted any time soon as
tops among Bat-movies, the newfilm makes a strong argument forsecond-best simply by takingtime to explore the core of Bat-man that others haven’t: He’s acomplicated mess who can’t getout of his own way long enoughfor the greater good.
Arnett plays Bats’ growly dude-
bro vocals with infectious energy,Cera nicely inhabits the naïveRobin, and Dawson is super asBarbara, a heroine who’s easilythe Caped Crusader’s equal (andsuperior in a few ways). They’resupported by a large ensemble ofbaddies, though Galifianakis’down-to-earth Joker is a stand-out: He gives the Clown Prince ofCrime a huffy attitude and hurtfeelings when Batman tells himhe’s not his greatest enemy.
Taking a cue from The LegoMovie, Lego Batman borrowsfrom pop culture in over-the-topfashion — movie nerds will need asecond viewing to spot all the sur-prise cameos. Everything is alsoawesome on the soundtrack: Bat-man raps his way through Who’sthe (Bat)Man (“Who never skipsleg day? BATMAN!”), and thehappy-go-lucky Friends Are Fam-ily has everybody dancing intothe credits, leaving even the grim-mest vigilante with a huge grin.

The American Civil War changed the face of naval warfare forever with the battle of two iron clad, steam-powered war-ships, The USS Monitor and the CSS Virginia.
Like any new thing, once the old mind set is broken the race to improve the new design idea is on. The British always at the forefront of naval design quickly saw the potential and their designers began designing iron war ships at a dizzying pace. The warship designs could not keep up with the new steam engines and naval gun technology that kept getting big-ger and bigger. The U.S. and other countries copied some of the Brit’s first designs.
However, the Brits did not build all the ships they de-signed as the technology steadily increased and the ideas kept coming. Then the British designed a ship that has shaped bat-tleships forever, the dreadnaught-class of battleships. In old English ‘dread naught’ means “fear nothing.” This class of ships in that time, up until the introduction of the aircraft car-rier, had nothing to fear but another dreadnaught class battle-ship and possibly a submarine torpedo.
The HMS Dreadnaught bristled with heavy guns mounted in turrets that could cover every area of ocean around the ship out to 20 miles or more. The armored turret also contained the guns’ ammunition magazine and the guns were fed by an automatic hoist system. This one ship made every other so-called battleship obsolete.
After seeing this British ship, the U.S. Navy re-designated the USS Texas a second-class battleship, and a keel was laid on an American dreadnaught-class battleship as soon as pos-sible, the USS South Carolina, BB-26, and her sister ship the USS Michigan, BB-27.
Beginning in 1908 until 1914 there were 10 American battleships built in the dreadnaught style for the U. S. Navy.
The U.S. Navy built warships in pairs at this time, each identical to the other. The two ships would always improve upon the preceding pair in some way.
The USS Texas built in 1892, was renamed, the USS San Marcus, and re-designated a heavy cruiser, in Feb. 1911. The reason for the change was two new warships of the dread-naught class were about to be built, hull number 34, became the USS New York and hull number 35, became the new USS Texas. The last two dreadnaught types to be built by the U.S. were the New York and the Texas, both served with distinc-tion in World War I and II.
After the Spanish-American War, the old Texas returned to peacetime duty, interrupted only by several refits. She be-came the station ship in Charleston, South Carolina in 1908 and was there when renamed, the USS San Marcos.
The old San Marcus became a naval artillery target ship later that same year. After being stripped of her guns. She was heavily shelled and sank in shallow water in the Chesa-peake Bay by the naval gunfire practice. Pre-WW II torpedo experiments were also carried out on the old hulk. She was used as a gunnery target throughout World War II and was finally completely demolished in 1959 because her remains were considered a navigational hazard.

NTCC receives $100,000 gi�MOUNT PLEASANT -- The Northeast Texas Commu-
nity College Foundation recently received a $100,000 gift to establish the Charlie and Abbie Brown Memorial Scholar-ship. The endowment will provide scholarships for Mount Vernon High School graduates attending NTCC and major-ing in agriculture.
“We are honored to be entrusted with this endowment. It will make a significant difference in the lives of NTCC students for many years to come,” said Dr. Jonathan Mc-Cullough, NTCC vice president for Advancement.
Abbie Brown, who passed away in 2005 at the age of 90, directed that her estate be used to create a scholarship fund to benefit students who graduated from Mount Vernon High School. The scholarship was managed in Franklin county since then and was recently passed on to the NTCC Founda-tion for administration.

The LDEQ, Office of Environmental Services, is accepting written commentson a Part 70 Air Operating Permit renewal/modification for Shell ChemicalLP, 7594 Highway 75, Geismar, Louisiana 70734 for the Geismar Plant. Thefacility is located at 7594 Highway 75, Geismar, Ascension Parish.
Shell Chemical LP requested a renewal/modification to the current Part 70Permit No. 2727-V7 dated September 21, 2015.
The Logistics Unit is comprised of storage tanks and loading/unloading facilities(marine, tank car, and tank truck). Hydrocarbon products produced onsite aswell as offsite are transferred into these storage tanks. The products are loadedfrom the storage tanks into tank cars, tank trucks, railcars, ships and bargesfor transport offsite. Raw materials for use in the facility are also received andstored in the Logistics Unit. The emission sources are from storage tanks,fugitive components, loading apparatus, Insignificant Activities and GeneralCondition XVII Activities. Flare is used to control loading emissions andgenerators are used to supply power during power outage.
The facility now proposes to modify the permit as follows:
1. Remove Alcohol Storage Tank T-K5990, Emission Point 38I-92, andthe NEODOL 9 Cap, Emission Point NDL Cap, because this tank ispart of this cap. The other Alcohol Storage Tank T-K910, EmissionPoint 45E-92, will be permitted individually;
2. Revise the emissions from the C6 Olefins Cap, Emission Point C6-CAP, to reflect the incorporation AO-4 Olefins Unit;
3. Incorporate the C15 AO Storage Tank T-OU902, Emission Point 652-99, as part of the C16 Olefins Cap, Emission Point C16-CAP;
4. Revise the emissions from the Ethylene Glycol Cap, Emission PointEG-CAP, and the specific requirements (does not store OHAP) forOlefins Storage Tank T-EG988, Emission Point 06-92, because thistank was removed from the cap;
5. Remove Storage Tank 40W-05 because this source was never built;6. Remove the requirement to be equipped with a fill pipe from C4 Butene
Spheres, Emission Point 43R-92 and V-S3996, as these are pressurevessels which always maintain a pressure to prevent vapor or gas lossto the atmosphere;
7. Delete C6 Rundown Pressure Vessels, Emission Point 43E1-92 and43F1-92, from the inventory as they have been removed from the site;
8. Include existing CO emissions (catalyst decay) for Olefins StorageTank, Emission Point 22A1-91 and 22A2-91, and C15 AO StorageTank, Emission Point 652-99, which were added under a Case-by-Case Insignificant Activity approved on May 21, 2010. This alsoincludes Heavy IO Cap, Emission Point Heavy IO-CAP;
9. Include existing CO emissions (catalyst decay) for HBS-200 Cap,Emission Point HBS-200-CAP which were inadvertently excluded inthe past;
10. Update the tanks list of Tank Caps, Ethoxylate CAP, Emission PointETHOXY-CAP; HBS-200 CAP, Emission Point HBS-200-CAP; HeavyAO CAP, Emission Point Heavy AO-CAP; Heavy IO CAP, EmissionPoint Heavy IO-CAP, as appropriate.

Shell Chemical’s Geismar Plant is located in a marginal nonattainment areafor ozone. New Source Review analysis is not required because the emissionsincrease is insignificant.

Any remarks received during the technical review will beaddressed in the “Worksheet for Technical Review of Working Draft ofProposed Permit”. All remarks received by LDEQ are included in the recordthat is available for public review.

The LDEQ, Office of Environmental Services, is accepting written comments onPart 70 Air Operating Permit Renewal for PCS Nitrogen Fertilizer, LP, P.O. Box307, Geismar, LA 70734-0307 for the Phosphoric Acid Plant. The facility islocated at 10886 Highway 75 in Geismar, Ascension & Iberville Parish.
PCS Nitrogen Fertilizer, LP requested a renewal to the Part 70 Air OperatingPermit for the Phosphoric Acid Plant. The phosphoric acid plant is a conventionalwet process dihydrate Prayon design that was built during the 1960’s. Phosphoricacid and solid calcium sulfate is produced by adding recycled phosphoric acid andsulfuric acid to phosphate rock. The permit renewal includes minor modificationsto update emissions to reflect actual operations at the Phosphoric Acid Plant.PCS Nitrogen proposes to install controls at several drop points of the Rock BeltSystem in 2017. PCS Nitrogen proposes to include Particulate Matter 2.5 (PM2.5)emissions where applicable for existing sources at the Phosphate Acid Plant.
