Questions?• How do we maintain and develop the existing
infrastructure of music provision in the face of cuts and funding limited to a year on year basis?
• Music Hubs - what lessons can be learnt from 3rd sector commissioning processes and or from business partnership models in the private sector?
• How do we move on from the formal / non-formal divide and get organisations to work together who may have differences in culture and ethos?
7 W’s • 1. What is it? (Mission and Values) • 2. What will it do (aims and objectives) • 3. Whose it for (key markets) • 4. Why do you think they want it / why is it needed (market research) • 5. Who will do it (staffing and or governance) • 6. What will it cost (income and expenditure)
• 7. When will it happen (timescale)
Recommendation 14 Recommendation 14: Schools, Local Authority Music Services, Arts CouncilEngland client organisations and other recognised delivery organisations shouldwork together to create Music Education Hubs in each Local Authority area. TheseHubs should receive ring-fenced central government funding to deliver MusicEducation in each area following an open, advertised bidding process. It isanticipated that there would be a lead organisation (which is likely to be a LocalAuthority Music Service in almost all cases, but in some cases could also be anArts Council England client organisation or other recognised deliveryorganisation). This lead organisation would be directly funded to undertake theleading role in each Hub. The Department for Education should ensure that publicfunds are invested to provide the highest quality Music Education for children andyoung people efficiently and with the greatest accountability for the money spent.
