1 Introduction
The Municipality of the District of Lunenburg (MODL) is the third largest rural municipality
in Nova Scotia in terms of total property assessment and encompasses a geographic area
representing over 432,000 acres.
The District is home to a population of over 25,000 and is considered one of the “hot spots”
for development and growth in Nova Scotia.
Rich in charm and history, we offer a safe, rural lifestyle with wonderful seaside communities,
sparkling coves and beaches, miles of Atlantic shoreline and numerous recreational lakes.
All of this within a short commute to the large metropolitan area of Halifax.
1.1 Location
The Municipality of the District of Lunenburg (MODL) is one of the five municipal units in
Lunenburg County, Nova Scotia. A large rural municipality located on the South Shore of
the province, MODL encompasses a rectangular shaped area of approximately 432,000 acres.
It is approximately sixty kilometres from north to south, and forty kilometers from west to
east. The municipality surrounds the towns of Bridgewater, Mahone Bay and Lunenburg.
The municipality borders Kings County and Annapolis County to the north; Queens
Regional Municipality to the west; and the Municipality of the District of Chester to the east.
The southern coast of the municipality borders the Atlantic Ocean. There is more than six
hundred kilometers of coastline (includes a number of islands with residential settlements
located on them), despite the municipality being only forty kilometers wide. This is due to
the extensive number of inlets and peninsulas that are mostly found between the town of
Mahone Bay and the village of Kingsburg. Below, Map1 highlights the boundaries of the

The major provincial east-west corridor, Highway 103, passes through the center of the
Municipality of the District of Lunenburg. This highway is part of the trans-Canada highway
system across North America, as per Map 2.

1.2 Climate
The area has an oceanic climate as the maritime influences temper any major hot or cold
fluctuations. There is little snow accumulation during the winters because of the mild
temperature. Precipitation is significant and distributed throughout the year, while summers
are relatively mild.

1.3 Provincial Time Zone Advantage

2 Demographics
The Municipality consists of over 130 long established communities. Most communities date
back from the period of European incursion and settlement in the eighteenth and nineteenth
centuries.

2.2 Age Profile
In 2014, the MODL had an older population compared to the provincial average. The
median age in the area was 50.21, compared to 44.7 in Nova Scotia, and the average age was
46.31 compared to the provincial figure of 43.0.

2.3 Language Characteristics
Table 5 indicates more than 94% of people in the MODL speak English and only 5.2%
residents are bilingual which is significantly lower than Nova Scotia.

2.4 Mobility Characteristics
Residents in the MODL show lower mobility rates compared to the province. Estimates
indicate that those moving to the MODL are more likely to be moving from another
community within Nova Scotia.

2.5 Level of Education
Nova Scotia is home to ten universities and thirteen community college campuses. Year after
year, Nova Scotia's universities have been awarded top honours by Maclean's Magazine
Guide to Canadian Universities - ranking three of the universities in the top ten for
undergraduate universities in Canada. In 2011, the provincial government of Nova Scotia
announced a new Immigration Strategy that will see the number of immigrants in Nova Scotia
double by the year 2020.
The goal of government is to work closely with employers, community organizations and
labour to ensure the province attracts immigrants whose skills are most needed in the
workforce.
Nearest to the Municipality of the District of Lunenburg is the Nova Scotia Community
College, Lunenburg campus. Several post-secondary institutes are located throughout the
province, especially in nearby Halifax.

Figure 3 and Table 7 indicate the level of educational attainment in the MODL in 2014.
Over 78% of MODL residents have a certificate, diploma or degree. The percentage of
persons with a College, CEGEP or other non-university certificate or diploma is higher than
the Nova Scotia average.

3 Labour Force and Employment
3.1 Key Indicators
The MODL is home to a labour force that is over 22,764 persons strong. As illustrated in
Table 11, the region’s labour participation rate and employment rate are both lower than the
Nova Scotia figures. The unemployment rate is also below that of the province.

The largest percentage of resident labour force (by industry) in the MODL is employed in
the retail trade industry, which accounts for 14.5% of the labour force compared to 12.7%
for Nova Scotia. The percentage of labour force (11.4%) in the Health care and social

3.6 Economic History and Key Sectors
The Municipality of the District of Lunenburg has a rich and diverse colonial history, dating
back to the 1700s. This culture and heritage is still evident today as the MODL promotes
tourism as one of their successful and growing economic sectors.
The District of Lunenburg became a separate political entity with the incorporation of the
neighbouring District of Chester in 1879. The three towns that are enclosed by the District
occurred have become incorporated entities at various points thereafter. Lunenburg County
itself was first established in 1759.
The significantly higher amount of land that was initially granted to settlers in Lunenburg
(compared to what settlers in Queens or Shelburne got) resulted in the creation of a dispersed
pattern of rural settlement. Compared to most of the counties in Nova Scotia, Lunenburg
District (MODL) has only a very small percentage of crown land, most of the land being in
private ownership.
Historically, the area was an important port for both fishing and shipbuilding. These
traditional industries have morphed into modern day sectors that the MODL is focusing on.
The innovative spirit of shipbuilding has been replaced with Knowledge-Based and Rural
Creative Industries while the fishing industry has expanded to the sector of Agriculture and
Food Products.
The area has attracted visitors for hundreds of years, which will continue into the future as
the MODL continues to invest in the Tourism sector.

3.8 Transportation
Dispersion of the 130 rural residential settlements across the entire breadth of the
municipality resulted in an increased number of roadways connecting the small hamlets of
residences to the urban commercial centres of Bridgewater, Mahone Bay, and Lunenburg.
Unlike other municipalities located on the South Shore that have only one or two major
roadways running from north to south, (focused on linking the Shore with the major towns
in the Annapolis Valley) the early divestiture of land into private hands in Lunenburg County
has resulted into a network of roads running across nearly the entirety of the municipality.

3.9 Highways 3.9.1 Main Highways:
The 100-Series Highways are a series of arterial highways in Nova Scotia.
Highway 103, part of the provincial series “100” highways, which is also called
“Fisherman's Memorial Highway” connects Halifax to Yarmouth. It has a total
Length: 294 Km (183 mi). Its West End (Yarmouth) connects to Highway (or
Trunk 3) while the East End (Halifax) connects to Highway 102 (International
airport).
3.9.2 Secondary/Trunk Highways:
Trunk 3 runs northeast to southwest and connects the area with Liverpool and the
Town of Lunenburg. Trunk 3 runs through Halifax, Lunenburg, Queens,
Shelburne, Yarmouth, Halifax Regional Municipality, Chester Municipal District,
Lunenburg Municipal District, Region of Queens Municipality, Municipality of
the District of Shelburne Municipality of the District of Barrington Municipality

Trunk 10 is 89 kilometres long and it runs through two counties from
Bridgewater (Lunenburg County) to Middleton (Annapolis County)

across Canada, the U.S., and Mexico, with dockside access to major ports in North America.

The District of Lunenburg is 100km from the Port of Halifax. The Port of Halifax is a year-
round ice-free port with minimal tides and no currents that is one day closer to Southeast
Asia (via the Suez Canal) than any other North American east coast container port. A deep-
water port (45-50 feet) that is the only port on the east coast that can handle fully laden post-
Panama container vessels with high labour productivity, an average of 25 lifts per hour.

4 Clean Technology and Renewables
As Nova Scotia’s clean technology industry attracts considerable international attention, its
accessibility to natural resources, such as wind, tidal and solar, enables the province to engage
in significant research and development activities as well as large scale projects.
Several of the province’s 10 universities have research and development expertise in the
Clean Technology sector and are leading the way in various clean technology research and
development initiatives. For instance, Acadia University’s Centre for Estuarine Research
(ACER) helps explore the impacts of tidal turbines on the Bay of Fundy. Dalhousie
University’s Research in Energy, Advanced Materials and Sustainability (DREAMS) program
trains Master and PhD-level students in fields like solar, thermo-electric and energy
harvesting materials. Nova Scotia’s key sectors in this industry are solar, wind, tidal and
forest/biomass.
4.1 Solar
Nova Scotia receives an average of over 1,000 kWh of solar irradiation per square metre per
year. If harnessed, solar energy could contribute significantly to the energy mix of Nova
Scotia. Statistics from Natural Resources Canada (NRCan) show that Solar Photovoltaics do
have a comparably high potential in the region.

4.2 Wind
Nova Scotia has tremendous wind resources. With some of the highest average wind speeds
in Canada, a wind turbine placed in Nova Scotia can produce large amounts of cost-effective
power. To ensure a more diverse energy mix, Nova Scotia Power and the municipal electric
utilities must have 25% renewables in their mix by 2015 and 40% by 2020. Nova Scotia is
well on the path to meeting those requirements, and wind will play a major role as projects
already approved will reach the technical limit of 500 megawatts by 2015.
Primarily, a wind project must conform to the zoning by-laws established by the municipality
in which the wind energy project is being built, where such by-laws exist.
Municipalities have the authority to require minimum setbacks between the wind project and

4.3 Forest & Biomass
Nova Scotia is rich in forests which allows for revitalization and competitive opportunities
in this industry by making use of the available wood feedstock for the production of
bioenergy, biofuels, biochemical and other bio products.
Nova Scotia's cool, moist climate is ideal for growing balsam fir and for over a hundred years,
Lunenburg County has been harvesting and exporting the balsams for Christmas trees and
wreaths. Its lush foliage, fragrant aroma and superior needle retention, made the Nova Scotia
Balsam quickly become the tree of choice throughout most of the North America. By the
1950's annual exports had exceeded 3.5 million, half of which came from Lunenburg County.
Christmas trees growing has become a way of life of many Lunenburg County families and
the knowledge and tradition was passed down from generation to generation. The land
owner’s work in harmony with nature to produce an all-natural, hand crafted product that
has become world renowned and trees and wreaths from Lunenburg are shipped to many
parts of the world In 1995, Lunenburg County was officially recognized as the 'Balsam Fir
Christmas Tree Capital of the World ‘and this designation in turn helped to earn the county
the 'Forest Capital of Canada' award in 1996.
The biomass for the above ground, living, merchantable sized, tree species, accounts for the
largest portion of living biomass in the forests of Nova Scotia. An estimate of biomass by
ownership in Nova Scotia shows that the highest biomass average, appears on Crown land
classified as IRM 3 (forested areas which are specifically allocated to special uses such as
wilderness areas) and where other resource activities may be limited, modified, or denied.
The largest total source of biomass expressed in oven-dry tonnes, resides on small private
land, as it is the case in the MODL.

The Lunenburg Regional Community Recycling Centre is jointly owned by the Municipality
of the District of Lunenburg and the Towns of Mahone Bay and Bridgewater, serving a
population of about 34,000 residents. It is located on Nova Scotia’s scenic South Shore, in
Whynotts Settlement, near Bridgewater.

South Shore Regional School Board Schools in the Municipality of the District of Lunenburg are run by the South Shore Regional
School Board; who offers a number of programs and services to ensure the needs of all
students are met. The South Shore Regional School Board operates 32 schools ranging from
elementary schools to adult high schools and an additional five transition and alternate

8.5 Recreation and Tourism
The MODL offers a wide range of recreational activities from walking, biking, hiking and
swimming to boating, picnicking and relaxing, there’s something for everyone.
The Lunenburg County Lifestyle Centre (LCLC) offers area residents a year-round hub for
exercise, social and cultural activities and for developing overall well-being. The new $30
million dollar sport, recreation and community facility has been built as a joint initiative of
the MODL and the Town of Bridgewater with funding support from the provincial and
federal governments. It houses an NHL-size arena, an aquatic centre that can be used for
both leisure and competitions, a therapeutic pool, a public library and other multi-purpose
spaces, including administrative offices, community and cultural spaces and areas capable of
hosting meetings, exercise classes, senior citizens' activities and many other functions.

Osprey Ridge Golf Course, located right at Exit 12 off Highway 103, is an 18-hole
championship course created by the internationally recognized golf course architect Graham
Cooke. There is a full service bar and lounge onsite, while he banquet facility, is very much

it can easily accommodate groups of up to 150 people.
