Welcome to the Spring/Summer 2014 edition of the Municipal

Guide, developed by the Department of Community Services. In

this edition you will find information on the offered spring and

summer programs - aquatic and dry land programming and spe-

cial events. As well as information regarding your municipal ser-

vices, through Treasury, Public Works reminders, Development

Services updates and more.

In the fall of 2013, the Department of Community Services

launched an online services portal – which provides online regis-

tration for programming as well as online requests for facility res-

ervations. It is exciting to see this opportunity launch for our

community and to be known as a leader in our County for adapt-

ing to this technology. We are proud to see our program registra-

tion available online, creating a very accessible registration process for all.

The Department of Public Works certainly had their work cut out for them this past winter. Thank

you to our committed staff for their efforts in keeping our roads safe this past winter season. You

can find a number of Public Works updates in this guide – including Household Hazardous Waste

Days.

As the snow melts and we begin a new season, staff will continue to develop a new website for the

Town of Saugeen Shores. Staff have been working closely with a website design team to ensure the

Town’s new site is accessible, easy to follow and contains the most relevant information. The time-

line for the new site to launch is summer of 2014. We look forward to a fresh online look for the

Town of Saugeen Shores to post information for residents, visitors and new comers to our area.

The recently installed outdoor adult fitness equip-

ment can be found at Lake Ridge Park, behind the

Super 8 Motel in Port Elgin. The install of this

“playground for grown ups” was Phase Two of the

development for Lake Ridge Park.

There are 8 stations at the park, which can occupy a

total of 15 people at a time. Each fitness station

works off of the users resistance. There are no

weights to set, rather stations to push, pull, or lift.

The outdoor equipment is designed to be outside for

four seasons. The Town will inspect and maintain

this equipment, just as a playground and any other

Town park.

Phase Three development for Lake Ridge Park will

include the addition of park amenities, as well as

landscaping in the area. Phase Three is set for com-

pletion by the fall of 2014.

Parks & Trails

Utilizing, Trails & Parks Year Round

The Town of Saugeen Shores has great pride in its naturally beautiful trail system. Community support

from volunteers, committees and residents amongst the trails continues to be exceptional.

The trails in Saugeen Shores are designed to be used four seasons of the year. As the weather changes, the

trails maintain their beauty. Whether snow shoeing, jogging, biking or cross country skiing; residents and

visitors of Saugeen Shores are encouraged to explore the back yard of the Town of Saugeen Shores.

Tips for the Trails

Take nothing but photographs, leave nothing but thanks

No motorized vehicles

Respect private property

Stick to the right of the trail

Respect other trail users

If stopped moved off to the side of the trail

Allow others to pass on the left of you

Keep pets on leash at all times and obey Poop & Scoop By-law

Keep an eye on your children while using any of the trails

Travel at a safe speed

Saugeen Shores Off Leash Dog Park

Location: 813 Lehnen Street, North of the Port Elgin Cemetery

A Park for Socializing and Interaction. Just over 7 acres for you and

your dog to enjoy, fully fenced.

Park rules are posted on site—please respect the rules of the Park, to ensure enjoyment

for all. Dogs must be licensed with the Town, and wearing a visible dog tag at all times.

There is a separate, gated section for small breeds/puppies to safely enjoy the park.

Community Support Opportunities

Adopt A Garden

1. Businesses, individuals, organi-zations/clubs may adopt an existing garden or request a new one.

2. Adopters must submit a plan and plant the garden within the given dates.

3. Gardeners must maintain their garden from May-October and are committed to a two year time period.

4. Members less than 15 years of age must be supervised by an adult.

5. Charitable Donation Tax Re-ceipts will be issued up to $500.00 for individuals and groups who are adopting gar-dens.

Harbour Overview

Located 4 miles south of Southampton

(Southampton entrance marked by Chantry

Island Lighthouse) and approximately 10 miles

north of Bruce Nuclear Power Development, a

large complex visible for miles offshore.

To enter the harbour, Logie’s Rock serves as an

excellent reference point. It is marked by a light

buoy and lies 2 miles west-northwest of

Port Elgin.

When entering the harbour it is important to stay

within the buoyed channel. Range markers with

green lights lead boaters in on a course of 109.

The channel depth is 10-14 feet from chart da-

tum, but outside of the channel it quickly shal-

lows to as little as 2 feet. Harbour staff monitor

VHF Channel 68.

REGISTRATION for Programs/Events

Online registration for spring/summer program-

ming will be available March 19th, beginning at

12am. To register online, users will be encouraged

to visit www.saugeenshores.ca and select the

“Online Registration/Reservations” button.

First time log in:

Requests for facility bookings will be available

online, beginning winter of 2014. The requesting of

a facility, using online services will be quick, easy

and direct to our Facility Booking Coordinator for

approval.

Similar to the registration component, users will

need to develop an account during their first log in.

Requested reservations will be confirmed through

a permit, developed by the Facility Booking Coordi-

nator.

Babysitters Course (11 - 15 years)

Basic First Aid and caregiving skills for youth age 11-15.

Participants learn how to provide care for younger

children in a variety of age groups and how to prevent

and respond to emergencies. The course also, offers you

the training to promote yourself as a babysitter to

prospective parents. Participants should bring their

lunch and note taking materials.

Come join us for our first open water training of the season. SSLC coaches will be working on running, beach flags and pad-dle boarding as we get ready for the waterfront competition season. Coaches will work with athletes in the morning on techniques and skills used in the lake, in the pool and in the afternoon (weather & water permitting) we will be heading to the lake to put those skills and techniques to use. The Town of Saugeen Shores and the Sau-geen Shores Lifesaving Club are hosting the 1st Annual Junior Lifeguard Sunset Competi-tion. The competition and events have been sanctioned by the Lifesaving Society. The competition will be using Ontario Competi-tion Manual for all events. Athletes must be able to tread water for 2 min and swim 100m continuously.Events: Canadian Iron Guard, Board Race , Surf Swim, Beach Run, Beach Flags. Maximum: 50 Participants Port Elgin Main Beach

This program will introduce young candidates to the sport of lifesaving both in the pool and on the beach. The program consists of water safety knowledge, fitness and specific skills and tech-niques. What the program consist of: Pool: The two times a week that the kids are at the pool they will be working with swim instruc-tors and lifesaving coaches on both strokes, dives and turn techniques and the Junior Lifeguard pool event transitions. Swimmers will work on freestyle, backstroke, breaststroke and legs only. They will also be learning to dive off the blocks as well as how to turn at the walls quickly. As well Lifesaving Society Coaches will be working with swimmers teaching them to swim under obstacles, learning to throw aids accurately, tow manikins and swimming with fins. Beach: Three mornings a week participants will be on the beach working with lifesaving coaches and SSLC (Saugeen Shores Lifesaving Club) members to learn paddle boarding, kayaking, open water swimming, beach flags and general beach safety knowledge. At the end of the session ath-letes will have the opportunity to use the skills they have learned at the Ontario Junior Lifeguard Waterfront Championship.

Adult Swim Clinic (18+)

The Town of Saugeen Shores will be offering 3 adult swim clinics this spring. This is a great program for those training for their first triathlon as well as those who are looking to improve their open water swimming. The focus of the clinics will be to help improve individuals swim strokes as well as connecting individuals new to triathlons and open water swimming. The first hour will be working with coaches on drills to help make your swim stroke more efficient as well as working with coaches going through different sets. The second hour we will be swim-ming in the shark tank. All lane ropes will be removed and swim buoys will be put in the pool to practice open water group swimming and sighting. Class for stroke improvement runs from 3-4pm and the “Shark Tank” runs from 4-5pm Maximum 20 athletes and Minimum 13 athletes per swim clinic

Spring Junior Lifeguard Telegames

(7-17 Years)

The Town of Saugeen Shores and the Saugeen Shores Lifesaving Club will be hosting a lifesav-ing competition at the Centennial Pool. No experience is necessary. This is a great oppor-tunity to try out a new sport, have fun, and meet some new people. Maximum: 5 participants Centennial Pool

Open Water Swim Clinics (Adult)

The Town of Saugeen Shores will be offering 2 adult swim clinics this summer. This is a great program for those training for their first triath-lon as well as those who are looking to improve their open water swimming. The focus of the clinics will be to help improve individuals com-fort in open water, open water sighting and group swimming. This is great for individuals new to triathlons and open water swimming. The temperature of the lake can vary from one day to the next. Water suits are encouraged and if the lake temperature is sub 13 C clinics will be cancelled for safety reasons. Sunset Competition (16 + years)

The Town of Saugeen Shores and the Saugeen Shores Lifesaving Club are hosting the 3rd Annual Sunset Competition. The competition and events has been sanctioned by the Lifesaving Society. The competition will be using ILS Competition Manual for all events. The Canadian Iron Guard will be using the Canadian Competition Manual. Events: Canadian Iron Guard, Rescue Tube Relay, Board Race, Board Rescue Relay, Surf Ski Race, Ocean Men/Ocean Women Relay, Surf Swim, Beach Run 2km, Beach Flags Maximum: 75 participants

Come join SSLC athletes as they train on the beach for their summer events. The schedule day will be Master’s only focused with equip-ment and swimming. Master athletes are en-couraged to come out to any of the senior ath-lete beach practices and selected pool practic-es to train throughout the summer. Maximum: 10 participants

Circus Camp ( 7-14 Years)

Join us at the Circus! It’s for everyone!

During this one week camp you will learn

skills that include trapeze, hoop, aerial

skills, juggling, hula hoop, tight wire,

clowning and more. You will receive many

benefits from this program including in-

creased health, creativity, and self esteem.

About the instructor: Angola Murdoch was

born and raised in Grey Bruce County and

went on to be an international aerial circus

performer and has taught all over the world.

She has received the highest level coaching

Aquatics

Centennial Pool - General Information

Centennial Pool, located at Saugeen District Secondary School, is owned and operated by the

Town of Saugeen Shores. This 5 lane x 25 m lap pool maintains a temperature of 84 F.

Pool rentals are available, for more information contact Community Services 519-832-2008.

Accessibility

Centennial Pool has an access ramp to the lobby, from the main school entrance. There are

steps for access to the pool tank.

Admittance Requirements

Children 6 years of age and younger must be accompanied by a parent or guardian who is

at least 16 years of age, and responsible for their direct supervision

Children 7 – 9 years of age must pass a facility swim test or be accompanied by a parent or

guardian, who is at least 16 years of age, and responsible for their direct supervision

The pool encourages all swimmers to swim with a buddy

Those with serious medical conditions should be accompanied by an individual who is

knowledgeable of their condition and responsible for their direct supervision

Change Rooms

Children 7 years of age or older are required to use the change room designed for their gender.

If this is not suitable, please see facility staff for appropriate accommodation.

Swimming Lessons

Centennial Pool offers Red Cross and Lifesaving Swimming classes. All classes are taught by a

certified Red Cross / Lifesaving Society Instructor. Swimming lessons are progressively evaluated

and participants who complete all of the required skills will receive a badge or sticker. If you

should have questions about your child’s progress please talk with the Deck Supervisor or

Aquatic Supervisor. Parents are welcome to stay and watch their child’s swimming lesson from

the on deck viewing. Please remove shoes before entering the pool deck, to comply with the

Health Regulations. The Centennial Pool will continue to accommodate swimming needs - if you

are not seeing what you are looking for please let pool staff know.

Regular Programming for Centennial Pool Includes:

Public Swim - pool toys and floatation aids are allowed in the shallow end. Please check with

the lifeguard on duty for approval.

Family Swim - geared to parents with young children, seniors and patrons with special needs.

Lane Swim Morning/Noon/Night - available for patrons 13 years of age or older, lanes are di-

vided into slow, medium and fast lanes.

Aqua Fit Class - These are high energy, low impact fitness classes and allows participates to

work at their own pace/ability.

Personal Property All patrons are responsible for their personal belongings while in

attendance at the facility. The Town of Saugeen Shores assumes no responsibility for lost or

stolen goods.

Direct Supervision Being within arm’s reach at all times. When directly supervising children,

there is a maximum of two children, under the age of 9 per guardian.

NEW CONSTRUCTION OR ADDITION

Property owners are reminded that there is often a

delay between the time a property owner can occupy

a residence that is newly constructed or has had an

addition and when the Municipal Property Assess-

ment Corporation (MPAC) assesses the new construc-

tion or addition. MPAC aims to assess all new resi-

dential buildings and additions within six months of

occupation; however, if your new home or addition is

not assessed during the year that it was completed

and occupied, you will still be responsible for the tax-

es from the date you occupied the property.

The Assessment Act allows MPAC to assess any new

house or addition that has been omitted from the as-

sessment roll for the current and any part or all of the

two previous years. The Treasury Department pre-

pares these tax bills as soon as we receive the assess-

ment information from MPAC.

If you move into a new house or have made some

major improvements to your property, plan ahead for

the tax bill that will eventually come your way. Treas-

ury staff can assist in estimating what your tax bill

may eventually be so that you are prepared when the

bill arrives.

CANADA POST EPOST BILLING

Saugeen Shores is excited to announce that Canada

Post Epost Billing services will be available in late fall

for water and sewer (utility) billing and in 2014 in

time for your interim tax bill. This convenient elec-

tronic billing service will enable customers to sign up

for secure on-line access to their tax and utility bills

through the Canada Post Epost web-site. Traditional

paper copies of bills will still be produced for custom-

ers who prefer to receive their bills through the mail.

RENTAL PROPERTIES

Owners of rental properties are reminded that it is

the property owner’s responsibility to keep the Wa-

ter and Sewer Billing Coordinator informed of chang-

es in the occupancy status of your property if the util-

ity bills are paid by the tenant. We require signed au-

thorization to transfer the account into your tenants

name and require either a deposit or payment pre-

authorization to complete the set-up process.

Public Works Reminders

PUBLIC INFORMATION REGARDING THE EMERALD ASH BORER EMERALD ASH BORER

It has been verified that the Emerald Ash Borer is present in Bruce County and Saugeen Shores.

The Emerald Ash Borer attacks and kills all species of ash, except mountain ash which is not a true

ash. Emerald Ash Borer is very difficult to detect early. When infested trees are found, it’s often 1 year or

more after the attack occurred. In addition, there are several other factors affecting ash health in Ontario

which may disguise its presence.

Ash trees of all sizes are susceptible to attack. Larvae have been found in branches as small as 1.1 cm in

diameter. If not effectively controlled, the Emerald Ash Borer is expected to spread across the entire

range of ash, causing widespread tree mortality.

Emerald Ash Borer adults are metallic green, 8.5 to 13.5 mm long, and slender. The head is flattened, with

black compound eyes that cover most of the side of the head. Short antennae extend from the face, then

curve back to just past the eyes. The upper side of the abdomen is copper to purplish, and is visible when

the wings are open.

WASTE DIVERSION PROGRAMS

Styrofoam Recycling Only "Packaging Styrofoam" in clear plastic bags will be accept-

ed at the landfill. The Landfill does not recycle peanuts, food

containers, pink/blue or black construction styrofoam.

Fluorescent Bulb Recycling Household 4 ft. fluorescent tubes and bulbs are now being

accepted at the Southampton Landfill. The tubes/bulbs are

taken to a facility where mercury and other hazardous chemi-

cals are properly disposed of.

Cardboard Recycling Depots Cardboard recycling depots are located at: The Port Elgin Sewage Treatment Plant on Lehnen St. Concession 6 at Guyers Drive (Public Works Garage) The Southampton Landfill Site on the 14th Concession

Yard Composters Composters are available at the Municipal Office for residents

of Saugeen Shores. .

Compost Site Yard waste is accepted at the Compost Site located on Con-

cession 14 beside the Southampton Landfill. Brush is not

accepted at the Compost Site.

Mattress & Box Spring Recycling Mattresses and box springs will only be accepted through this

program at the Landfill. There is a fee for these individual

items.

Battery Recycling Program Your household batteries can be dropped off at the Landfill

Site, Municipal Office, or the Public Libraries in Port Elgin or

Southampton. You can also recycle vehicle batteries at the

Landfill Site.

Ontario Tire Stewardship Tires can be brought to the site during regular Landfill hours

at NO COST.

Freon Units Freon units, air conditioners, fridges, freezers, water coolers

and dehumidifiers WILL NOT BE ACCEPTED at the South-

ampton Landfill unless they have been certified as Freon-free

and tagged.

Public Works Reminders

Winter Damage

Neither the Municipality, nor the Snow Plow Operator will be financially responsible for any dam-

ages to a homeowners property deemed to be on Municipal road allowance when performing

their daily maintenance operations. This includes, but is not limited to, damages involving

fencings, mailboxes, entranceways and entrance signage. There is no practical way to plow the

roads without depositing snow into driveways. Municipal staff and Snow Plow Operators appreci-

ate your cooperation and will continue to maintain the Municipal road system to the best of their

ability.

CALL BEFORE YOU DIG

Are you putting in fence posts, planting a tree, excavating for a pool, deck or a new

addition? Before you dig, think about what services might be buried in the ground

because what you can't see can hurt you.

Before You Dig

As a Contractor or Homeowner, you are responsible

for obtaining locates for all utilities/services prior to

digging. These services include: natural gas pipes,

telephone lines, hydro or cablevision cables and

water/sewer pipes. Ontario One Call will confirm

which utility company they provide locate services

for. You are responsible for directly contacting utility

providers, who are not members of Ontario One Call.

What is at Risk?

If you are digging by hand or excavating with machinery,

you risk damaging an underground network of services.

Having your utilities located before you dig is also the law

under the Ontario Occupational Health and Safety Act.

Damaging underground services can have serious

consequences:

Building Standards:

Building Permits are required for sheds over 10m2

please contact the Town Office to confirm zoning

requirements for all shed construction . If raising a

tent this summer a Building Permit will be required

for tents larger than 60m2. Building Permit fees

have been reduced from $200.00 to the minimum

Building Permit fee of $80.00 for tents between

60m2 and 225m2 in area.

Yard Sale Signage

Having a yard sale is a great way to reuse household

objects, while making a little money. As for signage, the

Town recommends one sign on your property and one

sign at a main intersection to notify the

community of your sale.

Façade Loan and Building & Sign Permit Fee Reduction Programs Creating a strong and vibrate downtown business core is the purpose of the New Façade Loan Program and the Building & Sign Permit Fee’s Reduction Programs. Approved by the Saugeen Shores Municipal Council, these two programs recognize that storefront appeal is an integral part of creating a downtown experience. Saugeen Shores has developed these programs to help in creating a seed to germinate a better downtown experience. Business and building owners within the community improvement areas of Southampton and Port Elgin are eligible for these exciting opportunities. The Façade Loan Program offers up to a maximum of $15,000 in no interest loans. When combined with the Building & Sign Permit Fee’s Reduction Program, there are significant savings in the redevelopment of a storefront façade and/or new signage. Green Light Awareness

Do you know what it means if you see a car with a flashing green light in its window? The flashing green lights they see in the front window of cars means that those drivers are part-time firefighters on their way to an emergency. If you see a car with a flashing green light, please be courteous and yield the right of way.

The Saugeen Shores Fire Department has 60 part-time firefighters. When an emergency occurs, part-time firefighters are paged. They respond immediately by activating the flashing green lights on their personal vehicles and driving to their designated fire station as quickly and safely as possible.

Try Geocaching to Find Treasures in Grey and Bruce Counties!

What Is geocaching?

Geocaching is an outdoor treasure hunting game using a Global Positioning System (GPS) to

hide and seek containers called geocaches.

Where are geocaches hidden?

The geocaches are hidden outside on public recreational lands in cities, parks, hiking trails, and

exercise routes.

They are in weatherproof, camouflaged containers often hidden in natural crevices created by

rocks, trees or stumps.

What is in a geocache?

All geocaches include a logbook. This is to have a record of those who have visited the geo-

cache. Most geocaches contain items for trade. These may include a wide variety of items such

as toys, gift certificates or souvenirs.

What are the benefits of geocaching?

Geocaching encourages families and groups of people to go outdoors together. Geocachers may

find themselves visiting historical sites, reading memorial plaques and visiting places of interest.

It is a great way to introduce children and pets to nature, fresh air and physical activity. Geo-

caching encourages individuals to respect the environment by picking up litter and staying on

the trails. During the hikes, geocachers can report problems on the trails such as fallen trees or

broken boardwalks. Geocaching helps to generate a positive public perception about protecting

our green spaces.
