Muncy Borough Council Meeting Minutes December 1, 2015 The Muncy Borough Council met in regular session at Boro Hall with the following members present: Present, ~chard Baker, Ed Feigles, Linda Stein, Elaine McAleer and Dana Bertin. Absent: Karen Richards and T. Noviello. Also attending: Borough Secretary, Tara Rall, Borough Manager, William Ramsey, and Police Chief Jim Dorman. Call to Order: President Baker called the meeting to order at 7pm followed by Pledge of Allegiance. President Baker called for an Executive Session regarding personnel matters prior to the meeting and will reconvene. Guests: Pat Crossley, Sun Gazette Reporter Greg Delaney, Fire Department and 211 S. Market Street resident Scott Delaney, Fire Department Eric Moore, WBRA Abigail and Justin Brown, 237 W. Penn St. Ed Breon, MBMA Chair and 209 Quarry Rd. resident Ed Breon and Eric Moore addressed council with an update on the 2016 water rate increase and new water tank projects Rates will increase 20% across the board in 2016, 2017 and 2018 to cover PennVest loan/grant for the n w water tanks. Application to PennVest was submitted last month and is currently in review. MBMA is ooking at the project being approximately $5 million. The 2016 rate increase will average to about $1 more a quarter. Eric MOO~ asked council for letters of support in regard changing an Act 537 Plan which will pay to connect, if a grant i awarded, the Clinton Township sewer system onto WBRA. Clinton Township has a number off ailed se tic systems and businesses going off of old holding tanks off Route 15. Grant funding in the amount of $2 illion is available in 2016 for this project. A new sewer line would go from the old west pharmaceutical site south through Penn College and down as far as the hotels on Route 15, including the golf course. DEP has suggested that WBRA obtain letters of support for consideration of this grant to update Act 537 and permit the sewer line change to Clinton Township. This would not affect rate payers in the boro at all. Old Business: 1. 2. 3. Police Cruisers - Municibid update: The Tahoe did not meet the reserve bid. The Impala received a high bid of $2,450.
