In the year 2007, after the presentation of the legendary bassist, singer and co-founder of

Pink Floyd, Roger Waters, began in Colombia an era where live music and concerts began

to have a great recognition in the country. At the end of the same year, 52,000 spectators

gathered on “Parque Simon Bolivar” to celebrate the reunion of the famous spanish rock

band Soda Stereo. The city of Bogotá was increasingly sought by international businessmen

to be part of the tour of several artists and bands. In the year 2008 the “Parque Simon

Bolivar”, as the only place in the city of Bogotá able to gather over 30,000 spectators,

hosted concerts by famous artists and groups like Iron Maiden, Mana, Muse and Andrés

Calamaro among others, who were able to verify that gathering over 30,000 viewers in one

night was possible. The following year, for many fans of rock, could not be overcome

because the band Iron Maiden announced his return, and the bands Kiss and The Killers

announced a concert in Bogota within their tours. But such speculation that 2009 could not

be overcome, collapsed when the 2010 concerts were announced. For metal fans their

dream of seeing Metallica again in Colombia was becoming true, as well as for the dream

of rock fans of watching Aerosmith and Coldplay perform live at their home countries.

According to these statistics, it is possible to see how famous and recognized artists, and

national and international groups want to include Bogota as a city in their tours. (For more

information about the concerts made in Bogota since 2007 see C1) In this way, the city of

Bogotá has each day an increasingly demand in terms of musical events, demand that

would be greater if there was a suitable place for concerts in the city.

Moreover, the Colombian singer Juanes, taking into account the number of spectators

who would attend his concert in 2009, took the decision to do three concerts in a smaller

stage, choosing the “Coliseo el Campin”, instead of making a single concert in a place with

more capacity, as it would be the “Parque Simon Bolivar”. Mentioned event, led many

people to wonder if Bogota had indeed a suitable place for concerts, which could

accommodate more than 15,000 spectators; to what many critics answered that it was only

a matter of attending a concert in either of the existing places for concerts, to realize that

the city did not have a place for such events. But, above controversy was proven when the

newspaper El Tiempo, on September 8th of the same year, published an article in which

they mentioned that U2 could come to Colombia if there was a suitable place for their

concert; considering that the only adaptable place to their tour could be the “Estadio el

Campin”. But Samuel Moreno, Mayor of Bogota, as he had responded to Juanes request to

provide the “Estadio el Campin” for concerts, answered similarly to the entrepreneur that

could bring U2 to Colombia, saying that the stadium would never be again a place to make

other events than football. With this verdict given by the Mayor, the only place in Bogota

with a great capacity and were both artists and viewers were satisfied, would never be lent

again, leaving the city with a great flaw in the scope of places to perform concerts.

MARKET ANALYSIS

1.1 Demand

From the year 2007 to the year 2010, there have been made sixty-seven concerts in

Bogota, bringing together more than 815,000 spectators. (For more information about the

concerts in Bogota since 2007 and number of spectators see C1.1). In 2007, thirteen artists

performed a concert in Bogota, of which two gathered more than 25,000 spectators, four

more than 15,000 and four more than 2,000 and less than 7,000 spectators. In 2008, there

were seventeen concerts, to which attended more than 228,500 spectators, including four

who brought together more than 25,000 spectators each night, three more than 15,000

spectators and seven more 2,000 and less than 15,000 spectators.

On the other hand in the year 2009, the number of concerts decreased, performing only

nine concerts. Two of them gathered more than 25,000 spectators, two more than 15,000

and three who gathered more than 7,000 and less than 15,000 spectators. Unlike 2009, in

the year 2010 the number of concerts was triplicate, of which three of them gathered more

than 25,000 spectators, one more than 15,000 spectators, and fifteen more than 2,000 and

less than 7,000 spectators. For the year 2011, there have been announced so far twelve

concerts, scheduled to start on February 5th. Likewise, it is rumored presentations of great

artists and international groups, because of their want to include Bogota in their tours.

Thus, it is possible to see how the number of concerts in Bogotá since 2007 has been

increasing, meaning that Bogotá is not only a national stage as it was a few years ago, but

now it is an international stage, where worldwide and famous artists want to perform.

1.2 Offer

The city of Bogota has eight scenarios around the city adaptable for concerts. Below,

there would be explained in alphabetical order, the eight existing places taking into account

their location, capacity and arrival and departure facilities from the place, as the kind of

public services it has. (See C2 for more information)

• The “Centro de Eventos Autopista Norte”, has a capacity of 20,000 spectators. It

has adequate public services, such as restrooms and food and beverage sales. The

amenities for spectators in the area are very poor, due to its flat floor, which causes that the

viewers from the first rows to the last rows, do not have good visibility. Also, its location,

bearing in mind that is located after the “autopista norte” toll, makes the arrival and

departure from the place complicated in terms of transport services for spectators. Thus,

although it has a great capacity for spectators, all of the above makes it an unsuitable place

for holding concerts  

 

• The “Coliseo Cubierto el Campin”, although it has excellent road access (taking

into account it has a Transmilenio station 100 meters away), public parking lots nearby,

restroom facilities and food and beverage sales, it has a capacity of only 15,000 spectators

and a deplorable sound and structural condition, qualifying it as another place which is not

appropriate for make musical events.

• The “Salon Milenio Corferias”, has a small capacity of only 10,000 spectators. It

has adequate public services such as restrooms, food and beverage sales, as well as good

access to roads and parking facilities near the place. But as a concert stage it is not

appropriate, taking into account the comfort for both spectators and artists is not

adequate. Its flat floor makes a the view for both spectators in the front or in the back

very bad, and in addition, lack of dressing rooms for the artist and a stage with poor

acoustics, makes this another place inadequate to perform concert

• The “Down Town Majestic” is a small stage in the center of the city of Bogota with

a capacity of 3,000 spectators. For concerts with low demand and few spectators to

attend, is a good place to achieve these. The place has 2 floors, the first of them inclined

and with a level change in the middle, makes the spectators have a good visibility in any

part of the ground floor, and the second floor which has stands, allows the viewers to

clearly see the artist on stage. But its capacity of just 3,000 spectators makes it another

inadequate place for large-scale concerts.

• The “Estadio Nemesio Camacho El Campin”, just like the “Coliseo el Campin” has

great facility of roads, as it has a Transmilenio station just 100 meters away. It has

adequate public services (toilets) and a capacity of 46,000 spectators in stands. In this

way, the capacity and acoustics are suitable for a concert venue, but the sentence given by

the mayor, in which he prohibits all types of events other than football at this stage,

makes it another inadequate place for large-scale concerts.

 

• The “Palacio de los Deportes”, is a place located west part of the city. It has been a

place not only for concerts but also for sporting and cultural events. It has a capacity of

5,000 spectators, access roads, utilities and some parking available nearby. But its

acoustics and capacity make this a place not suitable for large-scale concerts that attract

thousands of spectators.  

 

• The “Parque Jaime Duque”, just like the “Coliseo el Campin”, has large areas of

public parking nearby. It also has a capacity of 20,000 spectators, but its distance from

the city (km 34 Autopista Norte) and the lack of public transport to reach to the place and

to return from it at different times of day, and the quality of the stage for the artist and for

the audience, makes it another inadequate place in Bogota to make concerts.

• The “Parque Simon Bolívar”, although it has a great capacity for spectators, it is not

an adequate place for concerts. The acoustics of the place, the discomfort of the

spectators during the event and the lack of public services such as toilets and parking lots,

causes that the place is not suitable for the holding of shows and musical events.

Thus, it can bee seen that even though Bogotá has eight scenarios that can hold events,

three of them have a capacity of less than 10,000 spectators, one is disabled by the Mayor

of Bogotá, which means that only four of them have a capacity for over 15,000 spectators.

But as explained above, none of them is suitable or equipped to host this type of events. It

is for this reason that it is been studying the possibility to build a concert venue in the city

of Bogota with a capacity from 2,000 to 30,000, in which not only musical but recreational

events such as circuses, or sports events like tennis and basketball among others can be

held.

CHAPTER TWO

TECHNICAL ANALYSIS

2.1 Characteristics of the Multi-Purpose Indoor Arena

Thus, the project under study proposes a Multi-Purpose Indoor Arena in the city of Bogotá

designed by architect Didier Rincon. With a capacity of 34,558 spectators, depending on the

event, its exclusive design, with retractable roof with solar energy, make this a place for all

types of people and events to be held. The CEM has an area of restrooms and a large area for

parking. Its ability to adapt to musical, sporting and recreational events would make this the

first Multi-Purpose Indoor Arena with its characteristics in Latin America.

In the case of musical, sports and/or entertainment events with a large attendance of

spectators, the event center has a main stage, which has a scenario of 1.500m2. It has a

capacity of 34,558 spectators, of whom 4802 would find themselves placed in stands, and

29,756 standing spectators or 6730 spectators in seats. Also, the CEM has a slightly sloping

floor, which manages to improve the view for spectators who are standing in the CEM has a

modern and innovative system which will accommodate automate over just a few hours,

chairs through this whole area.

On the other hand, in the case of musical, sports and / or entertainment events with a

lower attendance of spectators, the CEM can be adapted and divided into two smaller

scenarios, by deploying a wall in the middle of the CEM. Its innovation makes it possible to

perform simultaneous events in both scenarios without affecting the sound of them. By

dividing the main scenario, first you would create the scenario A, which has the same stage

of the principal scenario of 1.500m2, and a capacity for 14,000 spectators standing or 3,300

seated. On the other hand, the scenario B, has a movable stage and a capacity of 4,802

spectators in bleachers, and 14,000 standing spectators or 3,300 spectators seated.

Architecturally, the CEM on the outside keeps an oval shape with a semi-ball as a roof

and walls of the main stage. The events center, with its modern, innovative design features

a roof or ceiling, with the possibility to be used semi-open or closed. It has twelve arches in

graphite separated from one another. Between each arch if you want to cover completely

the stage, there are transparent arches movable with solar energy when activated

electronically. In the back of the CEM as the main entrance, is a rectangular structure with

ramps and stairs for access. Likewise, the events center has seven emergency exits (three on

each side of the events center and one in the back of the stage), without mentioning the

main entrance and those located in the two transmission towers. The two transmission

towers, are located outside the CEM between the stage and the audience. Both of the have

an elevator, stairs and restrooms, and are equipped for TV broadcasts, radio and sound for

the event being held. On the outside of the CEM, there is a heliport, which is located on the

outside; it has an elevator, fire stairs, private parking and restrooms.

The inner part of the CEM, there is lobby, which leads into the stage. There can be found

in it shops, galleries and showrooms, where people can buy and see different articles

directly related to the event to be held and events held in the past. The events center is

equipped with backstage (fully equipped which will be explained later), conference rooms,

media rooms, bathrooms, and spaces for artists to practice completely soundproof. The

Events Center has nurseries, with doctors and nurses. The events center as mentioned above,

is adaptable to tennis and basketball and other sports, after placing a court in the center of

principal scenario.

For convenience of the artist, the CEM has a heliport, which has an elevator, emergency

stairs, restrooms, and reserved parking. Also, the CEM is equipped with backstage, which

have bathrooms, living rooms, T.V. with live signal from the inside and outside of the CEM.

Likewise, if the artist requires a catering service, the CEM is adapted with an exclusive

kitchen on the backstage zones, which is available to the artist before and after the show. As

mentioned, the CEM is not only offering the service of kitchen, but also offers a service of

contacting catering companies depending on the requests made by the artist.

As the facilities that the center offers the artist events, it offers various amenities for

spectators. It has parking available exclusively for the viewers and spectators of the CEM. It

also is equipped with bathrooms and different shops, which offer different beverages and

food, depending on the event to be held. In the case of the stands, it is equipped with

comfortable chairs.

Thus, the possibility of adapting the center of events both for musical, sporting and

recreational events, would make this the first place in Latin America with its characteristics,

both technological and architectural. Cataloging in this way Bogotá, both nationally and

internationally, as a city committed to art.

2.2 Location

After having in mind the total area of the CEM(13.436,96m2), its structure and

architecture, it was made a study of the possible places and locations where it could be built

the CEM. It is because of this, a market analysis was made among the existing places in the

city of Bogota, where the CEM could be built; taking into account different zones , which

needed to have at least 15.000m2.

As it can be seen in Table 2, all available lots to build the CEM have an area of 15.000m2

or more. Based on this, in all of the locations mentioned before it could be possible to build

the CEM, but there are other aspects that affect the possibility of building the CEM in some

of them. The lowest price by m2 in the city of Bogota is located in the north of it on (Calle

80, Suba – Cota, Guaymaral, Autopista Norte, Chia, Fusca y Carrera 7ma Km18.), by this

the prices of the lots in Avenida la Esperanza, Puente Aranda, Avenida Boyacá con Calle

13, Fontibon y Aeropuerto, is higher than the lots in the north, reason why the location to be

chosen would be one in the north of the city. Also, if it is evaluated the field in which every

lot is located and the facilities of construction on it, as mentioned by the Designer and

Architect of the CEM, its more viable and less complicated the construction of the CEM in

the north zone of the city, due to the constitution of the land. On the other side, the public

transportation that arrives nearby these different lots includes not only Transmilenio3 but

also public buses and taxis to.

According to this information mentioned before, if the CEM is built within the perimeter

of the city of Bogota (before the toll) it is easier the arrival and departure from any of them.

It is because of this, that the lot to be selected will be Autopista Norte 2, because of its

location, ground and price. The lot Autopista Norte 2 has a total area of 20.700m2 and a

price of COP 200.000 by m2; that is to say a total cost of COP 4,140,000,000.

2.3 Costs

In accordance with the design proposed by the Architect Didier Rincon, and a economic

feasibility study made by the engineer Maria de los Angeles Maecha, Gabriel Carvajal, Luz

Marina Echeverri, Alejandro Diaz y Anamaria Diaz, the CEM has a total cost of COP

90,635,574,353.22. Each cost to be explained, includes both labor and materials to be used

in the project. The explanation to be held will be divided into direct costs, indirect costs and

the final total cost of the CEM.

2.3.1 Direct Costs

The direct costs are those who have a direct application to a product, in this case the

CEM. More clearly, all direct costs are directly related with the construction, as are the

materials, machinery required for the development of the project and the labor of the staff

among others. In this way, the direct costs will be explained as shown in table No. 3.

• The preliminary costs, with a total cost of COP 289,376,500.00, are those activities

and structures to be held prior to the start of the project. Among these are the construction of

the camp, the study of soils and plumbing installation, to be used during construction of the

work among others. (For more information see C4, page 2)

• The foundation, with a total cost of COP 3,447,058,150.00, are those costs which

include the activities undertaken to support the structure of the building, such as the

excavation. (For more information see C4, page 3)

• The structure, with a total cost of COP 6,150,484,860.00, are the costs, including

concrete columns and screens as well as the support plate, which are used to reinforce areas

where heavy machinery is to be located. In the case of the events center, a main board is

used all over the place to strengthen the land and structure, taking into account that during

the different events, people can run and jump which may compromise the structure of the

place, if the mentioned plates are not placed. (For more information see C4, page 4)

• The masonry, with a total price of COP 169,636,000.00, are those costs that include

the development of walls. (For more information see C4, page 5)

• The breeches, with a total cost of COP 250,780,000.00, is the repair of the walls with

different materials before painting them. (For more information see C4, page 6)

• The facilities, with a total cost of COP 2,500,000,000.00, are the processes by which

it is made the electrical installation (electrical products), plumbing facilities (potable water

lines and gray water), gas facilities (pipelines for natural gas) and network installations of

fire (water irrigation system in case of fire). (For more information see C4, page 7)

• The cover, with a total cost of COP 29,261,200,000.00 are those costs which

include the construction of the roof of the CEM, including the cover of the main stage,

twelve arcs fixed and eleven movable arches with sunlight. It also includes two transparent

covers, which are to be located in the space between the arch number twelve and the main

entrance, and a cover for the space between the arc number one and the principal main

• The Waterproofing, with a total cost of COP 80,340,000.00, is one activity by

which the floors, walls and roof are waterproofed. (For more information see C4, page 9)

• The floors bases, with a total cost of COP 422,018,800.00, is the process by which

the flats are refined and soil around the center of events, including parking. It also includes

the construction and tuning of ramps and stairs. (For more information see C4, page 10)

• The veneer walls with a total cost of COP 309,117,800.00, is the installation of

grids(traps) for floors, ceramics and other flooring materials. (For more information see C4,

page 11)

• The metalwork with a total cost of COP 267,000,000.00, is the process by which the

rails are placed in the stands, the arches of the windows and the lighting inside and outside

the CEM. (For more information see C4, page 12)

• The bathroom equipment and accessories, with a total cost of COP 130,094,000.00,

are those fittings and appliances such as sinks, mirrors among others. (For more information

see C4, page 13)

• The painting, with a total cost of COP 229,600,000.00, includes the stucco on the

walls and ceilings, and the process of painting on the breeches. (For more information see

C4, page 14)

• The cost of transmission towers and heliport has a total of COP 3,200,000,000.00.

This value includes the total cost of construction of the heliport on metal and its facilities, as

well as the cost of the towers including the construction of two metal transmission towers

for TV, radio and sound equipment for each. (For more information see C4, page 15)

• The lights and sound, with a total cost of COP 8,500,000,000.00, is the installation

of all electrical equipment for lighting, such as lamps. The sound, includes the installation

and some basic equipment for the CEM. (For more information see C4, page 16)

• The lot, as mentioned in 2.3.1 is the place where the built Multi-Purpose Events

Center will be build. As explained, the lot selected was the Autopista Norte 2, which has a

cost per m2 of $ 200,000 and a total area of 20,700 m2, i.e. the total cost of the lot would be

COP 4,140 '000 .000.

• The unexpected, are those costs calculated around COP 5,934,670,611.00, which

include all types of situations that had not been previously estimated and as the name says

are unexpected situations. (For more information see C4, page 18)

Thus, after considering all of the eighteen total direct costs explained above, yields a

value of the total direct costs of COP 65,281,376,721.00  

 

2.3.2 Indirect Costs

The indirect costs, are those general costs that do not have a direct application to the

product and that are necessary in order to be able to perform the work of the construction.

I.e. the indirect costs include the administrative overhead, construction (fees of designers,

architects and engineers working on the project), promotion costs and contingencies, among

others. In this way, are explained below the indirect costs. (For further information see C4,

page 19)

• The construction costs with a total of COP 3,926,475,061.11 include the cost of the

design made by architect Didier Rincon (see C4, page 20) and the technical study and the

fees of the personnel performing this study. It also includes building fees, i.e. fees for

architects and / or engineers who work during construction to monitor the CEM. (see C4,

page 19)

• The costs of administration, with a total cost of COP 6,599,523,904.89, includes the

building permits granted by the town hall, the property taxes, property records to the

superintendent of public, management fees, legal and staff fess(lawyers of the project) and

financial costs which are interest on bank loans (see C4, page 22). It also includes general

expenses are personnel costs (salary and benefits), rent, utilities, office supplies, stationery,

computer equipment, cafeteria, etc. (see C4, page 19, 21)

• The promotion expenses, for a total cost of COP 1,500,000,000.00, is that money

invested for the promotion and advertising of the CEM. I.e. newspaper ads, billboards, TV

commercials, etc. (See C4, page 19)

• The unexpected indirect costs, with an approximate cost of COP 1,576,819,928, are

those expenses that are not budgeted in the indirect costs that may occur during construction

of the CEM. (See C4, hoja19)

• The taxes of Industry and Commerce, with an approximate cost of COP

1,251,378,739, is the value of taxes paid to the Town Hall of Bogota for the construction of

the CEM. (See C4, page 19)

Thus, after considering the five indirect costs explained above, yields a total value of

indirect costs COP 25,354,197,632.

2.3.3 Total Costs

The total costs are the sum of direct costs (72.03% of the total cost of CEM), COP

65,281,376,721.00, and indirect costs (27.97% of the total cost of CEM), COP

25,354,197,632.22. This means that the total cost of Multipurpose Indoor Arena in Bogota

would have a total cost of COP 79,243,284,353.22.

ECONOMIC ANALYSIS

The economic analysis is the study by which after knowing the total value of the CEM

(COP 79,243,284,353.22), the different possibilities of investment are explored, on the

amount of financial resources needed in order to carry out the project. The CEM, if built

under the management of a committed and effective construction company, it is estimated

that the construction will take approximately a year and a half , to two years; meaning that if

construction begins in mid 2012, it would be completed in mid of 2013 or at the end of this

year. Given these data, an economic analysis was made, by which it was calculated the

recovery of the total amount of investment in 10 years, after the project is built, i.e. a

recovery time of investment from 2014 till 2023.

Given that the city of Bogotá currently lacks of a suitable place to perform music, sports

and recreation events, it is understood that the cost of renting the existing places, depends on

their quality as a stage. In 2007, the “Parque Simon Bolivar” was leased by event at a cost of

COP 25,000,000, meaning that if you add the 4% annual inflation, in the year 2014 the

“Parque Simon Bolivar” would be leased at a cost of COP 32,000,000. The CEM, would be

rented at a price of COP 46,057,612, which would have a difference between both lease costs

of COP 14,057,612. This difference can be explained because of that the CEM is suitable for

the realization of musical, recreational and sports events; that in contrast to currently existing

places, such as “Parque Simon Bolivar”, which is not suitable for this type of events. The

cost per event to be held from 2014 until 2023, was estimated as the result of adding the

inflation (4%) to the cost per event of the year before.

Knowing the number of concerts held from 2007 until 2010, an equation was found, which

throws the data from the concerts to be held in the coming years, regardless of the annual

increase of concerts to be done, after the CEM is built; increase that it is to be estimates of

four or more concerts per year. The equation used was y = 5.0714 x - 10166, where X is the

year being studied and Y is the number of concerts to be held in the year being studied.  

 

After having found the number of concerts to be held since 2014 until 2023, the result is

multiplied by the price of rent of the year under review. Thus, the result would cast the

annual rental value to be received; this value, is the future value, which should be calculated

as the present value of 2011, year in which the investment is going to be made. To calculate

the present value, the formula p = A / (eit) was used. According the data produced by the

present value formula, the

annual rental values since 2014 till 2023 are added, which yielded a total present value of

COP 31,127,709. Below is a table that shows the data explained above.

According to data given previously, the total present value of lease of the CEM since

2014 till the year 2023 is COP 31,127,227,709. This value represents approximately 40%

of the total project cost, a value that represents the total investment amount to be received

by private entities. The remaining 60%, representing a value of COP 48,116,057,000,

represents the amount of money to be invested by the state. This amount of money might be

afford to be invested by a public entity, because those 48,116,057,000 COP, should be seen

as an investment to build a place for musical, sports and entertainment events, which

intends not only to improve the existing scenarios in Bogota, but so does the global

recognition of the country's development, which will feature the best place for mentioned

events in Latin America.

Thus, after the research throughout the project, it was possible to see that the city of

Bogotá has no place for concerts. Likewise, as the demand for these has been increasing, as

it can be seen with the more than fifteen concerts announced to be held by May 15 of the

present year, it was concluded that the city of Bogotá needs a place to held not only of

musical events but sport and recreational. Being so, it was proposed the construction of a

place suitable for concerts, which was denominated CEM.

The CEM, as proposed, would have a total cost of COP 79,243,284,353, of which a 40%

corresponding to a value of 31,127,227,709, will be private investment with a recovery of

the investment in 10 years. The remaining 60%, with a total value of COP 48,116,057,000,

shall be public investment, i.e. investment by the state. Such public investment, as

mentioned above, not only is the value to be invested in the project, but also an investment

which not only will improve the existing places for musical, sports and recreational events,

but so the global recognition that Bogotá would have the best place for events mentioned in

Latin America.

In other words, after consideration, it can be concluded that the construction of CEM is

indeed feasible, as it is also necessary for the city of Bogotá, to assist in its cultural and

economic development.
