SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF INDOOR AND OUTDOOR
VACUUM CIRCUIT BREAKER PANELS AT SDSC SHAR
1. Proposals are invited from the interested bidders for the enclosed scope of work in two part bid.
Part-1 technical and unpriced part of the work and Part-2 Priced commercial part.
2. The scope of the work includes the Supply, installation, testing and commissioning of indoor and
outdoor Vacuum Circuit Breaker Panels at SDSC SHAR. The supply and installation of the system
should meet all relevant National and International standards. SDSC SHAR, Sriharikota is located
about 100km north of Chennai and 85km south of Nellore.

4. This RFP is divided into three Parts as follows:
A. Part I – Contains General Information and Instructions for the Bidders about the RFP and
commercial terms & conditions.
B. Part II – Contains essential details of the items/services required, such as the Schedule of
Requirements (SOR), Technical Specifications, services required, etc.
C. Part III –Contains qualification criteria, Evaluation Criteria and Annexures.
5. This RFP is being issued with no financial commitment and the Buyer reserves the right to change
or vary any part thereof at any stage. Buyer also reserves the right to withdraw the RFP, should it
become necessary at any stage.
6. BID SUBMISSION
Bids duly filled in by the Bidder should invariably be submitted as stipulated in the Letter inviting
bid. Bids shall be submitted in the following manner.
6.1. PART – I : UN PRICED TECHNO-COMMERCIAL PART OF THE BID FOR THE WORK
Complete Techno–commercial part of the bid shall be filled online in the “Vendor Specified Terms’
form of the e-tender. Any documents related to technical literature, guarantee /warranty certificates
and any other document as per the tender shall be scanned and uploaded to the e-tender under

‘Documents solicited from Vendor’ form only in ISRO e-procurement portal
(https://eprocure.isro.gov.in).
Technical and unpriced commercial bid Part-I shall comprise the attachments,
specifying attachment number arranged in the order as follows:
(a) Submission of bid letter along with one set of proposal document (RFP) duly signed and
stamped as token of acceptance
(b) All the annexure enclosed in proposal duly filled, signed and sealed
(c) Unpriced copy of schedule of prices with all other commercial terms, taxes, duties,
exemption certificates and conditions duly filled (Prices to be kept blank), signed and
stamped
(d) Data sheets for all the equipment & checklists enclosed in proposal duly filled, signed, &
stamped.
(e) Technical details, catalogue, etc as applicable and any other document as mentioned in
the proposal.
(f) Any other relevant document, bidder desires to submit.
(g) Any bids/offers with price details in Techno-Commercial Offer (Part –I) shall be
rejected.
In case if the space is not adequate to upload, hard copy of the balance documents (without
any price figures) shall be submitted before due date.

6.2. PART – II : PRICE PART OF THE BID FOR THE WORK
Price bid shall be filled in the on-line ‘price bid’ form of the e-tender only in ISRO e-procurement
website https://eprocure.isro.gov.in.
The price schedules for the BOM and other prices shall be uploaded on-line in the respective
forms along with the price bid in the e-portal.
a) SDSC SHAR may open Part – I of the bid on the due date of opening subject to meeting the
minimum evaluation criteria. Price Bids (Part-II) of technically and commercially acceptable offers
shall be opened at a later date.
b) Unit rate for each of the item shall be indicated separately. The rate quoted shall be on FOR
DESTINATION BASIS i.e., FOR SDSC SHAR, Sriharikota basis. Even unloading of the material at
our site shall be your responsibility. Thus transportation of material from your works to SDSC SHAR
and unloading at our site shall be the responsibility of tenderers. Department will provide the
required material handling equipment at free of cost based on then availability.
c) If the offers submitted by the tenderers are silent on taxes, it will be presumed that quoted rates are
inclusive of taxes & duties and no claim in this regard will be entertained later.
d) Supplier has to consider entire bill of material required for erection and commissioning complex as
per the approved drawings/schematics.
e) SDSC SHAR reserves the right to reject any or all the Bids without assigning any reasons thereof.
f) Total amount shall be spelled out in terms of figures and words also.

PART I – GENERAL INFORMATION & STANDARD CONDITIONS OF RFP

1. Prices quoted should be on the basis of F.O.R. SDSC SHAR, Sriharikota,
The purchaser will not pay separately for transit insurance. All risks in transit shall
be exclusively liable on the contractor and the purchaser shall pay only for such
stores as are actually received in good condition in accordance with the contract.
2. LIQUIDATED DAMAGES: In the event of the Supplier failing to complete the
work within the delivery period specified in the contract agreement or in extension
agreed thereto, the Department shall reserve the right to recover from the
Supplier as liquidated damages, a sum of 0.5 percentage per week or part thereof
of the undelivered portion of the total contract price of equipment or work. The
Total liquidated damages shall not exceed the 10.0 percentage of the total
Contract.
3. OFFER VALIDITY: Bid shall remain valid for acceptance for a period of FOUR
months from the due date of submission of the Bid. The Bidder shall not be
entitled during the said period to revoke or revise his Bid or to vary the Bid except
and to the extent required by SDSC SHAR in writing. Bid shall be revalidated for
extended period as required by SDSC SHAR in writing. In such cases, unless
otherwise specified, it is understood that validity is sought and provided without
varying either the quoted price or any other terms and conditions of Bid finalized
till that time.
4. GST (on Supply): Reduced GST @ 5% is applicable as per the Notification
No.47/2017 and 07/2018. Please indicate the GST on supply items accordingly.
If not indicated it will be presumed that GST @5% is inclusive of your quoted
prices.
5. GST (on service/erection): GST @ 18% is applicable on services/erection
related works. Please indicate the GST accordingly for services/erection works.
If not indicated it will be presumed that GST @18% is inclusive of your quoted
prices
6. INCOME TAX: Income tax at the prevailing rate and as applicable from time to
time shall be deducted from the supplier's bills as per Income Tax Act. and a
certificate will be issued (TDS Certificate).
7. DELIVERY SCHEDULE: The supply, installation and commissioning of the
system shall be completed within 34 weeks from the date of placement of the
order.

The time for the date of delivery of the stores stipulated in the purchase order
shall be deemed to be the essence of the contract and delivery must be
completed no later than the date(s) specified therein. Failure to do so, without
adequate justification may involve cancellation of the contract at the discretion of
purchaser. The schedule as above is only indicative. However, Department
prefers earlier delivery schedule in view of Project commitments.
8. RISK COVERAGE: The Supplier shall arrange comprehensive risk coverage at
his own cost covering the value of equipment including transportation to the site
from manufacturer’s works, storage at site, fabrication, erection, testing and
commissioning at site. The period of such coverage shall be up to contractual
completion period or any extension granted by Department thereof.
9. SERVICES/TRAINING DURING COMMISSIONING:
The vendor should provide the supporting services as detailed below.
a) The vendor has to provide complete configuration and operational training
on the system to technical team at SDSC SHAR.
b) Maintenance manual with list of critical spares and drawings shall be handed
over as part of documentation.
10. WARRANTY WITH OPERATIONS SUPPORT:
The VCB panel shall be guaranteed for a period of 12 months from the date of
commissioning. The supplier shall repair/replace damaged equipment without
any extra cost during guarantee period. The supplier shall repair / replace the

warranty, Contractor shall maintain adequate spares so that equipment is not
down for a period of more than 48 hours. During the warranty period supplier
should provide and adhere to the following:
a) The contractor shall provide comprehensive warranty for all equipment
and accessories against any manufacturing defects/bugs. They shall
maintain the equipment and repair/replace all the defective components
at the installed site at no additional cost.
b) Break down maintenance should be responded, a priority
technician/engineer shall be deputed to site within 24 hours’ time.
c) Department will not provide any transport.
d) Accommodation shall be provided on chargeable basis based on the
availability.
11. Earnest Money Deposit: Bidders are required to submit Earnest Money Deposit
(EMD) for amount of Rs 96,000/- (Rupees Ninety six thousand only) in a single
installment through Demand Draft (DD)/Bankers Cheque/ Fixed Deposit
Receipts or Bank Guarantee from any of the Nationalised/Scheduled Banks
executed on non-judicial stamp paper of appropriate value. In case of Bank
Guarantee, it shall be valid for a period of 90 days beyond the final tender validity
date. It shall be taken in favour of Sr. Accounts Officer, SDSC SHAR payable at
State Bank of India, Sriharikota branch. Any tender not accompanied with EMD
shall be treated as invalid tender and rejected.
MSME registered vendors with NSIC or vendors who have already applied for
renewal of registration, Central PSUs/PSEs/Autonomous Bodies, KVIC, National
Small Industries Corporation, etc., shall be exempt from the payment of EMD.
Vendors seeking exemption from payment of EMD shall submit necessary
documentary proof.
EMD of a vendor shall be forfeited if the tenderer/Contractor withdraws or
amends his tender or deviates from the tender in any respect within the period of
validity of the tender. Failure to furnish security deposit/performance bond by a
successful vendor within the specified period shall also result in forfeiture of EMD.
EMD shall be refunded to all the unsuccessful vendors within thirty days after
placement of the Purchase Order. EMD shall be refunded to the successful
tenderer/Contractor after payment of the Security Deposit or may be adjusted
against the Security Deposit. EMD shall be refunded to all the participants in
cases where the tender is cancelled or withdrawn by the Centre/Unit, within thirty
days from the date of such cancellation or withdrawal.

The supplier, whose tender is accepted, shall be required to furnish by way of
Security Deposit for the due fulfillment of the contract such a sum as shall amount
to 10 % of the contract price of the work awarded.
The security deposit (bearing no interest) shall be held by the Department as
security till satisfactory completion, testing and handing over of all the system
and for the due performance of all suppliers’ obligations under the contract as
per delivery period or extension granted thereof by the Department.
The supplier within 10 days of Purchase Order or signing of Contract , deposit
with the Accounts officer, Satish Dhawan Space Centre SHAR, Sriharikota as
detailed above by any one or more of the following modes namely
i. By a crossed demand draft in favour of Accounts officer, Satish Dhawan
Space Centre SHAR drawn on SBI and payable at Sriharikota.
ii. By an acceptable bank guarantee. The bank guarantee shall be from a
nationalized bank/scheduled bank & shall be valid for 90 days beyond
completion period.
In case of breach of contract, the Security deposit shall be forfeited in addition to
other relief available to the Department under this contract.
13. MODE OF PAYMENT
Our Bankers are State Bank of India, SDSC SHAR, Sriharikota – 524 124. You
may furnish your banker details for transferring the payments through ECS mode
14. TERMS OF PAYMENTS
General guideline TERMS OF PAYMENTS are as indicted below. Any deviation
to these payment terms to be brought out.
FOR SUPPLY OF EQUIPMENT / MATERIAL
a) 80% supply cost as prorata basis against receipt of material at
SDSC SHAR.
b) Balance 20% after successful commissioning & acceptance by
Department of equipment and system covered under contract and
against submission of 10% of the order value as Performance bank
guarantee valid till warranty period with a grace period of 2 months.
FOR ERECTION, TESTING AND COMMISSIONING EQUIPMENTS /
MATERIAL AT SITE:
c) 90% on prorata basis of installation.
d) Balance 10% after successful commissioning & acceptance by
Department of equipment and system covered under contract and
against submission of 10% of the order value as Performance bank
guarantee valid till warranty period with a grace period of 2 months.

15. PERFORMANCE BANK GUARANTEE
a) The supplier shall guarantee for the performance of the contract by
providing bank guarantee in favor of the Department for an amount
equivalent to 10 % (ten percent) of the total value of this contract valid till
the warranty period with a grace period of 2 months.
b) The performance bank guarantee shall be submitted by the supplier with in
fifteen days from the date of accepting the equipment/material as per
the CONTRACT. The format for the performance bank guarantee shall be
obtained from the Department.
Department reserves right to forfeit the PBG in non-performance of the vendor.
16. Bidder shall note that the conditional discounts would not have edge in the
evaluation process of tenders.
17. Non‐acceptance of any conditions where ever called for related to guarantee or
warrantee, performance bank guarantee, liquidate damages are liable for
disqualification of bids.
18. Wherever installation and commissioning is involved, the guarantee / warranty
period should recon only from the installation, commissioning and acceptance.
19. Where counter terms and conditions / printed or cyclostyle conditions of sale
have been offered by the tenderer, the same shall not be deemed to have been
accepted by the purchaser, unless the purchaser’s specific written acceptance
thereof is obtained.
20. Quality and Workmanship: Raw materials used in the installation shall be
uniform grade, new and exclusively developed, produced and supplied to meet
site requirements. Workmanship will be suitable for the purpose intended and in
accordance with the highest standards and practices.
21. Safety: All equipment shall be complete with approved safety devices. Wherever
a potential hazard to personnel exists, provisions shall be made for safe access
of personnel to the equipment/sub-assemblies during erection, operation and
maintenance.
22. Test Certificates, wherever necessary, should be forwarded along with supplies.
23. The tenderer shall at all times indemnify the Purchaser against all claims which
may be made in respect of the stores for infringement of any right protected by
the patent Registration of design or Trade Mark and shall take all risks of
accidents or damage, which may cause a failure of the supply from whatever
cause arising and the entire responsibility for the sufficiency of all means used
by him for the contract.

The supplier has to coordinate with other agencies involved in realization of the
substation and plan their commissioning works with absolute cooperation.
24. ARBITRATION: In the event of any question, dispute or difference arising under
these conditions of any condition in the purchase order, (except as to any matters
the decision of which is specially provided for by these conditions) the same shall
be referred to the sole arbitration approved by Director, SDSC SHAR. The
arbitration shall be conducted within India as per the Arbitration and Conciliation
Act, 1996 and the applicable language shall be English. The award of the
Arbitrator shall be final and binding on the parties of this purchase order.
25. APPLICABLE LAW AND JURISDICTION
The laws of India shall govern this purchase order for the time being in force. The
Courts of Andhra Pradesh, India only shall have jurisdiction to be with and decide
any legal matters or disputes what so ever arising out of the purchase order.
26. FORCE MAJEURE: Should a part or whole work covered under this purchase
order be delayed due to reasons of Force Majeure which shall include legal
lockouts, strikes, riots, civil commotion, fire accident, quarantines, epidemic,
natural calamities and embargoes the completion period for work, equipment
referred to in this agreement shall be extended by a period not in excess of the
duration of such Force Majeure. The occurrence shall be notified within
reasonable time.
27. PACKING & FORWARDING: The tenderer will be held responsible for the stores
being sufficiently and properly packed for transport by rail, road, sea or air, to
withstand transit hazards and ensure safe arrival at the destination. The packing
and Marking of packages shall be done by and at the expenses of the Contractor.
28. Site Visit: Bidder is advised to visit and examine the site and shall collect all
other information which may be required for preparing and submitting the Bid
and entering into the contract. Claims and objections due to ignorance of existing
conditions or inadequacy of information shall not be considered after submission
of the Bid and during implementation.
29. The firm will have to provide 02 sets of operational and maintenance manual in
English language.
30. OEM Certificate: In case the Bidder is not the OEM, the agreement certificate
with the OEM for sourcing the principal equipment and spares shall be
mandatory. However, minor aggregates and spares can be sourced from
authorized vendors subject to quality certification and approval of Department.
Also, they shall be licensed to work on 11Kv HT installations by any State
Electricity Authority, copy of license also shall be furnished with the tender.

31. Equipment needs to be manufactured on orders as per approved drawing and
standards.
32. The tenderer should be in possession of type and routine test certificate strictly
complying as per IS which are issued by CPRI or any other approved testing
laboratories and shall enclose with the quotation.
33. The tenderer shall furnish the list of customers with capacities of VBC Panels
supplied and performance certificates who are using their VCB Panels of similar
rating along with their offer.
34. Inspection & Acceptance:
a) No items shall be dispatched to SDSC SHAR without inspection and
approval by the SHAR team unless such inspection is waived in writing by
SDSC SHAR.
b) Inspection and testing shall be conducted in approved manner satisfactory
to department.
c) No item is to be delivered unless an acceptance certificate for the same has
been issued by SDSC SHAR.
35. The following information/documents are to be furnished online wherever
applicable.
(a) Product literature

(c) PAN details in quotation and invoices
(d) GST Registration details.

PART II
ESSENTIAL DETAILS OF ITEMS/ SERVICES REQUIRED
1. Introduction
Supply, installation, testing and commissioning of free standing, modular, cubicle type, dust and
vermin proof, metal clad in construction, front operated 630A, 500 MVA HT VCB INDOOR and
OUTDOOR (IP55) Panel for operation on 11kV, 3 Phase, 50 Hz, AC Supply system suitable for
indoor / outdoor installation, manufactured in conformation to IS 3427, IEC 60298, BS 5227, VDE
0670, complete with power and control wiring, interconnections, Triple Pole Copper Bus bar fully
tinned and totally covered with colour coded heat shrinkable sleeves and non-hygroscopic, high
dielectric strength, Bus bar support insulators, earthing, painting along with trip circuit battery
charger complete as directed by Department. Each Vacuum Circuit Breaker shall be housed in
independent VCB panel.
The general construction of the cubicle shall be metal clad in construction and of compartmentalized
design with independent compartments for the following:-
a. Vacuum Circuit Breaker mounted on a mobile truck
b. Three phase bus bars
c. Instrument transformers and cable terminations
d. LV auxiliary control and measuring equipment
e. Cable entry and termination facility for incomer / outgoing HT cables and control
cables shall be provided behind the VCB truck assembly.
f. LV equipment like meters, switches, relays, etc., mounted in LV chamber in front
side.
g. Control wiring terminal blocks on the rear side of the panel.
The VCB compartment shall be provided with explosion vents or similar safety arrangements at the
top of the panels to let out gases under pressure generated during event of any rare, severe fault
inside the panel.
The circuit breaker compartments shall be suitable for accommodating vacuum circuit breaker
mounted on a draw out truck. The breaker compartment is separated from the bus bar and cable
compartments. The partition between the breaker compartment and the cable compartment also
carry individual shutters for the primary contact arms. The shutters are made of earthed metal or
suitably insulated material and operated automatically by the movement of the truck.
The VCB shall be of horizontal isolation and horizontal draw out type. The breaker truck shall have
distinct positions of Service and Test/ Isolated. The control wiring from the breaker to the control
equipment on the LT chamber shall be made through plug and socket arrangement.

An inter-locking channel and centering channel is to be fixed to the cubicle bottom sheet. These
components together with the locking shaft ensure that the truck is smoothly guided inside the
cubicle and is stopped in Service, Test / isolated positions.
2. System Requirements

panel shall have provision to be covered appropriately once the VCB
is loaded inside the panel.

The configuration of the 6 VCBs panel is as under:

b) Supply, Installation, Testing and Commissioning of Outdoor HT VCB
Panel with 3 nos 11kV, 3 phase, 25kA, 630 Amps VCBs- 1 set
The configuration of the 3 VCBs panel is as under:
i) 2 nos of VCBs as incomer feeders.
ii) One VCBs as outgoing feeders
c) 20AH, 30V Trip Circuit Battery Charger - 1 set
d) 30V DC Power Supply Unit -1 Set
e) Earthing Truck –2 sets.
f) General arrangement drawings of VCB HT panel with all details such as
makes of Relays, CTs, PTs and all Meters etc shall be submitted to the
department and prior approval shall be obtained from the department
before taking up the fabrication works of the panels.
g) Following documents shall be essentially furnished in triplicate during
supply.
i) Detailed maintenance manual of VCB panel.
ii) Detailed user manuals / maintenance instructions in respect of
the protection relays, digital meters installed in the panel.
iii) Final GA / schematic / control wiring drawings and other
drawings as necessary.
iv) Type test certificates in respect of the VCBs and panel.
v) Factory test reports for VCB panel and the bought out items like
meters / relays / CT /PT.
h) VCB and all the Equipment associated instruments and meters etc.
supplied shall be guaranteed for a period of 18 months from the date of

supply or 12 months from the date of commissioning whichever is
earlier. Defects if any noticed during this period shall be attended by the
supplier including replacement of the defective materials / equipment at
free of cost.
i) All test facilities required shall be provided for the tests prescribed in the
schedule by the party without any additional cost at their factory as well
as at site for commissioning of transformers.
j) As part of factory acceptance testing, pre delivery inspection QA checks
shall be carried out at factory. Manufacturer shall provide all the test
facilities at free of cost for carrying out the inspection/tests and to enable
smooth conduct of the QA checks
k) The tests shall be carried out in the presence of Dept. Inspection Panel
(CLIP) before dispatch from their works and during commissioning of the
same.
l) On receipt of Purchase Order the agency shall be submitting the
following drawings for approval before manufacturing :
i) General arrangement drawings
ii) Foundation drawings
iii) Control wiring drawings s
m) The scope of work shall include all transportation of the transformers
and their accessories to the site of work with utmost care in handling.
n) Details required for installation viz., providing MS channels / foundation
bolts over the trenches shall be furnished.
o) All loading and unloading arrangements shall form part of the part of the
scope and all required man power shall also be provided by the agency
for unloading / shifting of the transformers over the plinth, assembling all
accessories and installing in position as required.
p) Material handling equipment like hydra / fork lift shall be spared by Dept,
based on then availability at free of cost. However mobilising necessary
man power required for the above works shall be the responsibility of
the supplier.
q) The supplier shall be responsible for handling and ensuring safe custody
of the transformers and accessories from the time of supply at site till
installation, testing and commissioning and handing over the same to
the department on satisfactory completion of work.

r) The supplier shall co-ordinate with other agencies during the course of
the installation, testing and commissioning of the VCB Panels and
accessories as applicable and to ensure the safe commissioning.
s) The installation work shall be started and completed immediately once
the readiness of site is intimated to the agency without any delay.
t) The works of installation, testing and commissioning shall be done by
employing qualified competent engineers / supervisors and all
instructions of the department shall be strictly followed for the
completion of work with good workmanship as required and as per the
IE rules and regulations and other mandatory requirements.
u) Any mandatory requirement specified by the inspecting authority like
CEA (minor in nature) shall be carried out without any additional cost
which is also a part of work.
v) The department shall reserve the right to accept / reject any part of work,
which is not acceptable as healthy engineering practice of carrying out
such work as the case may be. In case of any failure to carry out the
scope of work in time as per the instruction of department the work shall
be carried out / got done by the department at the cost and risk of the
agency and the entire amount with supervision charges shall be
recovered from the agency.
4. Design & Construction
The VCB shall be of rating 630A, 11 kV, 3 Phase, 50 Hz, symmetrical breaking capacity of 25 kA
min., and suitable for short time current of 25kA for 3 sec. The VCB shall fully conform to IEC:
60056 and IS: 13118.
The VCB shall be motor charged with spring closing mechanism by 230 V, 50 Hz, single phase
motor. The VCB shall have 3 Nos. vacuum interrupters fully segregated within an epoxy body. The
VCB shall have Close / Neutral/ Trip switch, closing coil, Auxiliary contacts and service, Test /
isolation position micro switches including necessary interconnections complete as required and
as per the specified in detail in the RFP and with the following components.
The specifications as detailed here under are common to all VCBs in the HT panel except for the
following deviations:

4.1. Protection relays, CTS, ammeter, and test terminal block are required in
incomer and outgoing VCBs.
4.2. PT and voltmeter are required for the incomer VCBs only.
4.3. Multifunction meter (load manager) is required for outgoing VCBs.
4.4. Metering and protection features are not required for buscoupler VCB.
4.5. Electrical and mechanical interlocks are required between incomers and
bus coupler of 6VCB indoor panel and between incomers of 3VCB
outdoor panel as shown in the SLD of the RFP.
4.6. Schedule of Inventory VCB Panels

f) CURRENT TRANSFORMER: Each VCB panel shall be provided with
Three nos. of resin cast encapsulated twin secondary current
transformers of dual ratio as follows with accuracy class 0.5 for metering
and 5P10 for protection, with suitable burden for protection as well as
metering. The Short Time Rating shall be 20 KA/ 1 Sec.
VCB Panel CT ratio shall be: 600A-200A / 5-5 A for Incomers and
Outgoings
g) POTENTIAL TRANSFORMER: Each VCB panel shall be provided with
One set of 3 phase, 3 Limbs, 11 KV/110 V, Resin cast draw out type
potential transformer with necessary fuse protection on primary and
secondary, 100 VA / phase burden with Class 0.5 accuracy and
connected on the incoming side.
h) RELAYS:
i) All indoor and outdoor VCB panels shall be provided with IDMT
non-directional shunt trip relay with two poles arranged for over
current protection (with setting 50% - 200%) and one pole for
earth fault protection (with setting 20%-80%) and under voltage
protection. Relay shall be microprocessor based numerical type
suitable for SCADA interfacing.
ii) Master Trip for incoming and outgoing feeders in Indoor and
Outdoor VCB panel.

iii) Transformer Differential protection relay for outgoings in Indoor
6VCB panel which shall be either integrated in Common
Protection relay or Separate Transformer protection relay.
i) METERING: Indoor and Outdoor VCB panels shall be provided with the
following digital type meters all compatible for SCADA with IEC
61850/MODBUS protocol,
i) One no. flush mounting digital Ammeter of range 0– 600 with built
in selector switch.
ii) One no. flush mounting digital voltmeter 0 – 15 kV, with built in
selector switch.
iii) One no. flush mounting Digital Multi-function meter (For 3 phase
power monitoring – Load Manager) with built in selector switch
j) INDICATING LAMPS: Each VCB shall be provided with the following LED
indicating lamps:
i) Red and Green colour indicating LEDs to indicate ON / OFF
conditions of VCB – 1 Set.
ii) Amber colour LED to indicate VCB tripping on fault – 1 No.
iii) White colour LED with push button to indicate trip circuit healthy
– 1 Set.
iv) Blue colour LED to indicate spring charged conditions – 1 No.
v) White colour LED for indicating Breaker isolated position – 1 No.
vi) White colour LED for indicating Breaker plugged in position – 1
No.
vii) Bus Coupler VCB shall have all the indications except indications
under 2.
k) Cable Termination for Indoor VCB Panel: Separate Cable adopter box
is not required behind the indoor panel for HT cable end termination.
However the VCB panel shall have provision for termination of 3Cx240
sq. mm, 11kV XLPE cable with removable gland plates at the rear side
bottom of the VCB panel. Necessary provisions shall also be made for
terminating the control cables in the panel. Necessary statutory clearance
between the power and control / SCADA cable entry shall be ensured
wherever they enter same compartment.
Provision shall also be made for terminating control cables like tripping /
status, wiring for REF relay sensing from the MV panel CTs all on the rear
side of the VCB panel. Accordingly suitable terminal blocks shall be
provided in the outgoing VCB feeders.
l) Cable Termination for Outdoor VCB Panel: Separate Cable adopter
box is required behind the panel for HT cable end termination and the
VCB panel shall have provision for termination of 3Cx240 sq. mm, 11 kV

XLPE cable with removable gland plates at the rear side bottom of the
VCB panel. Necessary provisions shall also be made for terminating the
control cables in the panel. Necessary statutory clearance between the
power and control / SCADA cable entry shall be ensured wherever they
enter same compartment.
m) BUSBARS: Three phase 630 Amps rating heat shrinkable sleeved
electrolytic grade copper bus bars tinned fully – 1 set. The Bus bar
compartment shall have suitable capacity non-hygroscopic and high
dielectric strength SMC/DMC/FRP/Epoxy bus bar supports. The busbar
support shall be rigid for all thermal and electro-dynamic stresses arising
out of short circuit currents for 3 sec. The VCB panel shall also be readily
extendable on both sides. The busbar joints shall be fully encapsulated
by using HT tape / monoplast compound. The busbar and every tap off
joint shall be colour coded.
n) Electrical and Mechanical interlocking / Alarm provision: Electrical
and Mechanical interlocks are required between incomers 1&2 and bus
coupler of Indoor VCB panel and between incomer 1&2 of Outdoor VCB
Panel such that as given in detailed specifications.
o) SCADA Provisions : The VCB panel shall be of SCADA compatible with
following provisions.
i) All meters shall be SCADA compatible having communicable
ports suitable to MODUBUS / IEC 61850 protocol.
ii) The protection relay shall be SCADA compatible with
communicable port to MODUBUS / IEC 61850 protocol.
iii) The VCB shall have adequate auxiliary contacts (minimum
6NO+6NC) wired up to terminal blocks and positioned on the rear
side of the VCB panel and clearly identified for SCADA wiring.
The VCB panel shall have MODBUS /IEC 61850 PROTOCOL
port at front /rear and position micro switches including all
interconnections.
p) EARTH TRUCK FOR VCB PANEL:
In case the VCB is not having in-built earth switch option, the same shall
be supplied separately as independent Earth truck of following minimum
specifications.
The earth truck supplied shall be suitable for the same VCB panel frame.
The truck shall have rugged wheels and shall be possible to be driven in
to the VCB panel freely over the VCB rails without any obstruction.
Necessary guides / rollers shall be provided to guide the earth truck

smoothly inside the VCB panel. The truck shall be mechanically rigid and
of similar construction as that of VCB truck frame.
The contacts provided shall be of spring loaded and of horizontal plug-in
type, same as the VCB contacts. They shall also be rated for same
current as that of the VCB moving contacts. Necessary provision shall be
made for earthing all the three phase contacts so as to solidly connect
them to the metallic frame of the truck thereby ensuring continuity.
The earth truck shall be capable of making in fault at 100kA peak and
carry 40kA for 1 sec. Necessary safety provision shall be built-in so as to
ensure that it is impossible to earth a live circuit and is totally safe for the
operator. The earthing truck shall have facility to convert it circuit earthing
or vice versa as per the requirement at site easily.
q) BATTERY CHARGER:
Battery: 30V Maintenance Free VRLA battery (comprising of 15 cells of
2 V each), 20 AH along with corrosion resistant MS stand, Make –
Amaraja /Exide/ Amco, Standard- 01 set.
Battery Charger: Float cum boost charger for charging the 20AH, 30V
battary alongwith metering & protection system, Make- Protech, Aplab,
BCH, Electronic System, Power House- 01 No.
r) DC POWER SUPPLY UNIT: 30V, DC power supply unit free of DC ripples
– 1 Set , Make- Protech, Aplab, BCH, Electronic System, Power House-
01 No.
4.7. Configuration

a) The switch gear shall be of integrated cubicle type, floor mounting, free
standing, front operated type and shall be suitable for operation on
11kV, 3 Phase, 50Hz supply. The switch gear shall be designed for
symmetrical breaking capacity of not less than 25kA for 3 sec. The
switch gear construction shall be such that it can be readily extendable
on either side. The switch gear shall be suitable for operation at
ambient temperature of 5 C to 50 C and relative humidity between
30% and 95%.

a) The switch gear cubicle shall be fabricated from 2mm thick CRCA
sheet steel and shall be folded and braced to provide rigid support for
all components.
b) All joints in sheet shall be seam welded, all slag shall be rounded off
and welding pits smoothened. All panels and covers shall be properly
fitted.
c) All VCB panels shall be of totally enclosed design and completely dust
and vermin proof.
d) All doors and removable covers and metal to metal joints shall be
gasketed. Similarly the panel to panel gaps shall also be heavily
gasketed to render the joints effectively dust tight. Soft compressible
gaskets shall be used between all metal joints, doors and with covers
to prevent ingress of dust.
e) Cable entry holes/ other dummy holes shall be provided with
grommets to avoid ingress of dust and vermin. The gaps around the
cutouts provided for conveying the wiring channels etc, shall be
properly covered / closed.
f) A horizontal wire way with screwed cover shall be provided at the top
to take interconnecting control wiring between different vertical
sections.
g) Separate and adequate compartments shall be provided for
accommodating instruments, indicating lamps, selector switches,
control fuses etc. These shall be accessible for maintenance without
any danger of accidental contact with live parts of circuit breaker or
bus bar connections.
h) Each panel shall be provided with cubicle illumination lamp in
shrouded holder, controlled by door operated switch.
i) Space Heater of minimum 80W rating along with control switch shall
be provided inside each panel. Cubicle lamp and space heater shall
be operated from 230v, 50Hz, AC supply. A 3-pin 10A industrial power
plug along with control switch shall be provided for other applications.
j) All front and internally mounted switchgears, meters, switches, relays
etc shall be provided with individual identification labels and shall be
clearly indicated by mounting directly below the respective equipment.
Labels shall be on engraved acrylic sheet.
k) Fully segregated circuit breaker compartment ensuring no arc transfer
or foreign body travel from CB compartment to cable and busbar
compartment.

4.9. BUS BARS

a) The Bus bar shall be made up of high conductivity, high strength copper
tinned fully and insulated with heat shrinkable sleeves of colours R, Y, B for
the 3 phases and complying with the requirements of IS: 5082.
b) The bus bars shall be housed in a non-segregated compartment in the
cubicle at the convenient locations. The main horizontal bus bar shall run
throughout the entire length of the board and shall be of capacity as
indicated in the schedule.
c) The bus bar shall be suitably supported with non-hygroscopic and high di-
electric strength SMC/DMC/FRP/epoxy insulators at suitable intervals to
withstand the forces arising from short circuits on the system.
d) Large clearance and creepage distances shall be provided in the bus bar
system to minimize the possibility of fault. High tensile bolts, nuts and
spring washers shall be provided at all bus bar joints.
e) Earth bus bar of size as per statutory requirement shall be provided
throughout the full length of the panel at the bottom and projected outside
on both ends of the panel so as to facilitate termination of earth conductors
from earth pits.
f) Each panel shall be provided with tinned/ nickel plated earth bus of size min
25x3mm.
4.10. Circuit Breaker

a) The circuit breaker shall be suitable for indoor operation and be of triple
pole 11kV and current rating as given in the schedule.
b) It shall be of VCB type as indicated in the schedule with symmetrical
breaking capacity of not less than 25 kA.

shall be provided with trip free manual closing mechanisms with ON & OFF
indications.

d) The three poles shall have individual vacuum arc-extinguishing chamber
mounted on insulators. The circuit breaker shall be housed in a separate
compartment.
4.11. Interlock

a) Auxiliary / Control Plug interlocks:
i) A breaker cannot be inserted into or taken out from the panel
when in SERVICE position without connecting the auxiliary /
control plug.
ii) Auxiliary / control plug cannot be removed when the breaker is
in SERVICE or intermediate position.
b) Breaker Rack In / Rack Out interlocks:
i) A breaker in closed condition cannot be inserted into a panel in
Service position or cannot be taken out from panel when in
SERVICE position.
ii) A breaker cannot be operated in between TEST & SERVICE
position.
iii) The breaker shall not be moved either test to service or vice
versa in ON position.
iv) The breaker shall not be switched ON in any position other than
test or service.
c) Other Interlocks:
i) Mechanical interlocking of the breaker with panel door is
required so that panel door shall not be opened with breaker in
ON position. It shall be FOOLPROOF.
ii) Earth switch should be mechanically interlocked with the breaker
so that both the devices cannot be switched ON simultaneously.
iii) Safety shutters shall be of self-closing type which shall close
automatically when the truck is withdrawn.
iv) Independent Safety shutters for Upper and lower disconnects
contacts, each independently pad lockable in open and closed
condition.

d) Other safety requirements
i) A screw type racking arrangement for easy insertion and
withdrawal of the breaker renders perfect contact pressure,
independent of operator’s force.
ii) The cradle shall have the markings for the two distinct and
separate positions viz., Service and Test of the circuit breaker.
iii) Bus bar and jumpers are covered with special heat shrinkable
PVC sleeves and flexible insulating shrouds for busbar to jumper
joints and jumper to stationary contact joints.
iv) Suitable mechanical interlocks – castle key shall be provided
between incomers and bus coupler in addition to electrical
interlocks.
v) Electrical close circuit along with anti-pumping feature and trip
circuit.
e) There shall be suitable sheet steel barriers between the following:
i) Instrument panel and potential transformers.
ii) Instrument panel and current transformers.
iii) Bus bar chamber and circuit breaker compartments.
f) Necessary SMC sheets as fire barriers / insulators shall be introduced at
appropriate places if felt necessary and as directed by Department
Engineers at the time of inspection.
4.12. Terminals

a) Cable termination arrangement with adopter box for Outdoor VCB panel
and without adopter box for Indoor VCB panel shall be provided for the
incoming / outgoing HT feeders (as per schedule) suitable for
bottom/side entry and also for the control cables.
b) Necessary SMC sheets shall be introduced between the main terminals
so as to avoid accidental shorting due to fall of tools / hardware.
c) The control cables and wiring shall be terminated in separate screw type
cable terminals mounted on DIN rail and of adequate size to terminate
the wires / cables.
d) A Test Terminal Block shall be provided in front of the panel to facilitate
shorting of CTs during calibration / test purpose in all the panels having
CTs.

a) Microprocessor based, SCADA compatible IDMTL type digital
(numeric) relays shall be provided. The IDMT non-directional shunt
trip relay shall be with 2 poles shall be arranged for over current
protection (setting 50% - 200%) and one pole for earth fault protection
(with setting 20% - 80%). The breakers shall be provided with 30 V DC
operated shunt trip coil.
b) VCB shall be provided with IDMT non-directional shunt trip relay with
two poles arranged for over current protection (with setting 50% -
200%) and one pole for earth fault protection (with setting 20%-80%)
and under voltage protection. Relay shall be microprocessor based
numerical type of make as mentioned in the point 3 of “General
information” with adequate input and output suitable for SCADA
interfacing and with following features.
c) The relay shall be complete with a wide range of standard
communication protocols (IEC 61850 / MODBUS). Relay shall provide
simple and powerful operator interface. The LED and LCD display on
the front panel shall be fully programmable to user requirements. The
relay shall be capable of control functions. Necessary displays shall be
readable on the front panel and available for local viewing and remote
transmission. Each relay inputs and outputs are to be freely assignable
and combinations of any thresholds are independently programmable
for each output. Voltage input is to be derived from PT and current
inputs are to be derived from CTs mounted in the VCB panel.
d) The minimum functions covered by this relay shall be as follows:

7. Quality and Acceptance Procedure

7.1. Factory Acceptance Test: Inspection shall be carried out by
Department representative. Vendor should demonstrate the
specifications at OEM Factory as part of factory acceptance test
(FAT) before dispatching. Vendor has to ensure all the relevant test

carrying out the tests and to enable smooth conduct of the QA

7.2. The circuit breaker shall be tested for the following acceptance/
routine tests as specified in the relevant latest Indian standards,
before despatch in the presence of Department Engineers (CLIP) at
the works of the supplier and the test certificates shall be furnished
in triplicate.
7.3. Following are the minimum tests required:
i) Operation tests.
ii) Measurement of resistance of the main circuits / Milli-volt drop
test
iii) One minute power frequency voltage dry with stand tests on
the circuit breaker (High Voltage Test).
iv) One minute power frequency voltage dry with stand tests on
the auxiliary circuits.
7.4. Subject to the clearance from Department after the satisfactory
completion of above tests at factory / works shall only the panel can
be despatched. With respect to Outsourcing Components like
Vacuum interrupter, meters and relays, the manufacturer’s Test
Certificates shall be produced during inspection and sent along with
supply.
7.5. All the test certificates shall be submitted along with the supply. This
will be the pre-condition for dispatch and acceptance of the supply.

8.1. Unloading: Unloading of the panel with its accessories at site shall
be the under the scope of the department. The switch board shall be
supplied in a properly packed condition. After ascertaining that there
is no damage to the packing, all the items shall be inspected after
unpacking. It shall be ensured that the switch board is in accordance
with the requirements as described in the schedule and drawings. It
shall also be ensured that all the meters, relays, indication lamps etc.
are in good condition and have not suffered any damage during
transit.
8.2. Installation: The indoor 6VCB panel is to be placed over the cable
trench and outdoor 3VCB panel is to be mounted over plinth at site
and shall be installed using necessary channels / frames. All VCB
panels are to be properly grouted and the panel body shall be
earthed using GI earth strip of 50 x 6 mm which shall be extended till
the Earth strip in the trench / nearby earth strips. The supplier has to
supply necessary bolts for grouting of the panels and shall furnish
the drawings / templates if any required for grouting the foundation
bolts. The supplier shall depute experienced Engineer / Technician
for executing the installation works.
8.3. Testing and Commissioning: However during Commissioning /
energisation of the VCB panel, the supplier shall depute their
supervisor and perform the following tests shall be conducted on the
switch board at site prior to commissioning.
i) Insulation resistance between the phases and individual
phases and earth.
ii) Earth continuity checks.
iii) All protective relays and tripping mechanism shall be
checked for their proper operation and setting/grading shall
be done as per the directions by Department.
iv) All metering functions shall be checked to ensure proper
operation/ indication.
v) Operation and functionality tests of the VCBs and interlocks.
vi) For testing the protective relay, the relay testing kit shall be
brought by the supplier to site during commissioning.
vii) Necessary test certificates shall be submitted to the
Department recording the results of above tests and then the
panel shall be commissioned by the supplier/ their
authorized representative. The installation, testing and
commissioning shall be done in compliance to the Indian
Electricity rules and Central Electricity Authority norms.

EVALUATION CRITERIA & ANNEXURES
A. MINIMUM QUALIFICATION CRITERIA
The following are the minimum essential criteria to further validate/accept the bid. Vendor is requested
to provide all the necessary supporting documents. If any deviation/non-compliances/lack of supporting
document bid shall be summarily rejected.

summarily rejected.

B. Evaluation Criteria. The broad guidelines for evaluation of Bids will be as follows:

1.0 In respect of Two-Bid system, the technical Bids forwarded by the Bidders
will be evaluated by the Buyer with reference to the technical
characteristics of the equipment as mentioned in the RFP. The
compliance of Technical Bids would be determined on the basis of the

be opened whose Technical Bids would clear the technical evaluation.
2.0 During evaluation, SDSC SHAR may request Bidder for any clarification
on the bid, additional documents. If required department will visit the
installation of bidder where similar system is installed and operational.
3.0 Performance of Bidder on similar nature of works executed/ under
execution shall be taken into consideration before selecting the Bidder for
opening his price bid.
4.0 The time schedule for completion is given in the Proposal document.
Bidder is required to confirm the completion period unconditionally.
5.0 SDSC SHAR reserves the right to reject any bid if
technically/commercially not meeting the requirement/terms & conditions.
Such decisions by the SDSC SHAR shall bear no liability whatsoever
consequent upon such decision.
6.0 Total price inclusive of all taxes and duties will be considered for
arriving L1 and awarding the contract as per the procedures.
7.0 If there is a discrepancy between the unit price and the total price that is
obtained by multiplying the unit price and quantity, the unit price will
prevail and the total price will be corrected. If there is a discrepancy
between words and figures, the amount in words will prevail for
calculation of price.
8.0 Offers of those bidders taking full scope of the work (supply and erection)
only will be considered.
9.0 SDSC SHAR shall not be obliged to furnish any information/clarification
to unsuccessful bidder as regard non acceptance of their Bids
10.0 Splitting of the order/WORK is not possible.

1.OFFERS SHALL BE SENT ONLINE ONLY USING STANDARD DIGITAL SIGNATURE CERTIFICATE OF CLASS III WITH ENCRYPTION / DECRYPTION. THE TENDERS AUTHORISED ONLINE ON OR BEFORE THE OPEN AUTHORISATION DATE AND TIME ONLY WILL BE CONSIDERED AS VALID TENDERS EVEN THOUGH THE BIDS ARE SUBMITTED ONLINE.
2.THE TENDERER MUST AUTHORISE BID OPENING WITHIN THE TIME STIPULATED IN THE SCHEDULE BY SDSC SHAR. OTHERWISE THE ONLINE BID SUBMITTED WILL NOT BE CONSIDERED FOR EVALUATION. PHYSICAL COPY WILL NOT BE CONSIDERED EVEN THOUGH IT IS RECEIVED BEFORE THE BID SUBMISSION DATE. In case of two-part tenders, parties shall submit their offers as follows:-
1) Part-I – Techno-commercial Bid (No price details shall be mentioned in this bid and shall not upload the details of price along with the techno-commercial bid) 2) Part-II – Price Bid
In view of Two Part Tender, the Offers submitted contrary to above instructions will be summarily rejected. 3.In case, the tenderer is not interested to participate in the tender, the tenderer shall submit regret letter giving reasons, failing which future enquiries will not be sent. 4.Offer Validity: The validity of the offers / tenders should be 90 days (in case of single part tender) and 120 days (in case two part
tender) from the date of opening of the tenders. Tenders with offer validity less than the period mentioned above, will not be considered for evaluation. 5.GST - GST and/or other duties/levies legally leviable and intended to be claimed should be distinctly shown separately in the tender. TYPE OF REGISTRATION:REGULAR 6.Customs Duty - SDSC-SHAR is eligible for 100% Customs Duty exemption as per Notification No. 050/2017 539 (b) Dt: 30.06.2017.
This may be taken into account while quoting for import items, if any. In case tenderers offering items considering customs duty exemption, they should also indicate the bill of materials and price, separately, with Customs Duty component and terms and conditions thereto. 8.Advance Payment - Wherever advance payment is requested, Bank Guarantee from any Nationalized Bank/Scheduled Bank should be
furnished. In case of advance payments, if the party is not supplying the material within the delivery schedule, interest will be levied as per the Prime Lending Rate of RBI plus 2% penal interest. Interest will be loaded for advance payments/stage payments as per the prime lending rate of RBI and will be added to the landed cost for comparison purpose. In case of different milestone payments submitted by the parties, a standard and transparent methodology like NPV will be adopted for evaluating the offers.
9.Liquidated Damages - In all cases, delivery schedule indicated in the Purchase Order/Contract is the essence of the contract and if the party fails to deliver the material within the delivery schedule, Liquidated Damages will be levied @ 0.5% per week or part thereof subject to a maximum of 10% of total order value. 10.Performance Bank Guarantee - Performance Bank Guarantee for 10% of the order value should be furnished in the form of Bank
Guarantee from nationalized/scheduled bank or by Demand Draft valid till warranty period plus sixty days as claim period.

11.Security Deposit – Security Deposit for 10% of the order value is mandatory, if the ordered value is Rs.5.00 lakhs and above. Party shall furnish the Security Deposit in the form of Bank Guarantee from nationalized/scheduled bank or by Demand Draft valid till
completion of the contract period plus sixty days towards claim period for faithful execution of the contract. 12.BANK GUARANTEE FOR FIM: Supplier has to submit Bank guarantee for equal value of Free Issue of Materials (FIM) issued by the Department from Nationalised / Scheduled Bank valid till receipt and acceptance of supply and satisfactory accounting of FIM plus sixty days as claim period.
13.The delivery period mentioned in the tender enquiry, IF ANY, is with the stipulation that no credit will be given for earlier deliveries and offers with delivery beyond the period will be treated as unresponsive. 14.The Department will have the option to consider more than one source of supply and final orders will be given accordingly.
15.The bidders should note that conditional discounts would not have edge in the evaluation process of tenders. 16.Non-acceptance of any conditions wherever called for related to Guarantee/ Warranty, Performance Bank Guarantee, Security Deposit, Liquidated damages are liable for disqualification. 17.Wherever installation/ commissioning involved, the guarantee/warrantee period shall reckon only from the date of installation and
commissioning. 18.Purchase/Price Preference will be extended to the MSMEs under the Public Procurement Policy for MSMEs formulated under the Micro, Small and Medium Enterprises Development Act, 2006 and instructions issued by Government of India from time to time. Vendors who would like to avail the benefit of MSME should clearly mention the same and submit all the documentary evidences to substantiate their claim along with tender itself.
19.The drawings, specifications, end use etc., given by the Centre/Unit along with the tender enquiry are confidential and shall not be disclosed to any third party. 20.SPECIAL CONDITIONS FOR SUBMITTING QUOTATIONS IN FOREIGN CURRENCY BY THE INDIAN AGENTS
The Tenderer should submit the following documents/information while quoting:- a)Foreign Principal's proforma invoice/quote indicating the commission payable to the Indian Agent and nature of after sales service to be rendered by the Indian Agent. b)Copy of Agency agreement with the Foreign Principal and the Indian Agent, precise relationship between them and their mutual
interest in the business. c)Registration and item empanelment of the Indian Agent. d)Agency Commission will be paid only Indian Currency.
e)Compliance of the tax laws by the Indian Agent. 21. High Sea Sales- Against High Sea Sale transactions: a.Offers shall be on all inclusive basis including delivery upto Sriharikota at the risk and cost of the supplier. Customs Clearance is the responsibility of the supplier and at his cost and risk.
b.100% payment will be made within 30 days after receipt and acceptance of the items at our site. c. GST as applicable d.Customs Duty Exemption Certificate and other relevant documents required for Customs clearance will be provided.
e.High Sea Sales Agreement furnished by the supplier in accordance with the terms and conditions of our purchase order will be signed and issued by SDSC-SHAR. 22.The following information/ documents are to be submitted wherever applicable.

4.GST Registration details. 5.In case of MSME, registration details / documents from Competent Authority. 23.EXCLUSION OF TENDERS
The following tenders shall be summarily rejected from the procurement process a.Tenders received from vendors who have not qualified in terms of their registration. b.Tenders received against publishing of a limited tender in the CPP portal.
c.Tenders of vendors who have been removed from the vendor list or banned/debarred from having business dealings. d.Unsolicited tenders from vendors. e.The tenders which materially depart from the requirements specified in the tender document or which contain false information.
f.The tenders which are not accompanied by the prescribed Earnest Money Deposit. g.The tenders of vendors who have not agreed to furnish Security Deposit, Performance Bank Guarantee and Liquidated Damages. h.The validity of the tenders is shorter than the period specified in the tender enquiry.
i.The tenders received from vendors or their agents or anyone acting on their behalf, who have promised or given to any official of the Centre/Unit/Department, a gratification in any form, or anything of value, so as to unduly influence the procurement process. j.The tenders received from vendors, who, in the opinion of the Centre/Unit, have a conflict of interest materially affecting fair competition.
