6. It seems our following th e (iFRs .and other financia lprudence norms is leading to acrimonyand making our position rather invidious. After all, as Chainnan,OC puts it, it i s a loan to oc,1r-\yable with mte restvThe.quantu m is Rs, 767.00 .crores and the OC is.anasset-lessorganizaeion!

7. Lwould, therefore, request you to k i n d l y c o n s i Q e r - t n @ ~ g B ' i b : i l i t y o f , t e l i e v j A g .ofhe responsibility of releasing the balance of the loan amount, which is under the Non-Plan category

and instead consider th e alternative of the Ministry of Finance directly releasing th e fest of th e loano the Organizing Committee. The Ministry o f Finance is mush-better placed than we are to monitorompliance with GFRsand other financial prudence norms.
