STRENGTHS

• Separation of Powers-3 Branches of Government

• 8 Counties (local government) each county had its own government, court, school, and militia

• Citizens were guaranteed freedom of religion, press, and trial by jury-Basic rights were protected

WEAKNESSES

• Uni-cameral legislature branch (one chamber) had too much power –appoint (choose) the Governor and judges

• Governor served only a 1 year term- Limited Effectiveness

• Only white men 21 and over with property could vote

• Amending (changing) the constitution was difficult

America’s first written constitution was not the Constitution that we have today but another document called the Articles of Confederation (AOC). The AOC, which was America’s constitution from 1776-1789, provided Americans with an extremely weak central government.

Pros or Strengths: Some of the powers the

national government had under the AOC:

Declare war

Coin money

Establish post offices

Send and recall Ambassadors

Weaknesses of the Articles of Confederation…The government could not:

Levy (impose) taxes to fund the government (had to ask states for support)

Could not regulate the trade of goods between the states (states could put tariffs on each other)

Some of the more serious weaknesses of the articles included:

A strong legislative branch and no executive or judicial branches

Each state had its own currency

All 13 states had to approve a law for it to pass

One vote per state no matter the size of the state’s

population

Shay’s Rebellion

In the summer of 1786, a Revolutionary War veteran named Daniel Shays was put in jail because he could not pay state taxes. He began to organize western communities in Massachusetts to forcibly stop foreclosures by prohibiting the courts from holding their proceedings. Later that fall, Shays marched the newly formed "rebellion" into Springfield to stop the state supreme court from gathering . The state responded with troops sent to suppress the rebellion. After a failed attempt by the rebels to attack the Springfield arsenal, and the failure of other small skirmishes, the rebels retreated and then uprising collapsed.

This rebellion further highlighted the weaknesses of the Articles of Confederation and the need for a strong central government.

They did this at the Constitutional Convention (1787).

It is now the “basis” for laws in the U.S.

Georgia and the United States ConstitutionNot long after the Articles of Confederation were drawn up

in 1777, Georgia and the United States decided they would

need a strong central government. In 1787, each state sent

representatives to Philadelphia to a Constitutional

Convention. They met to write a new Constitution that

would set-up the government we have today. Georgia sent

four men, most notably University of Georgia founder

Abraham Baldwin, who played a critical role in what came

to be known as the “Great Compromise.” By 1789, Georgia

had a new Constitution of its own, and the new U.S.

Constitution had been ratified by all of the states.
