introduction

The high representative is the chief of the community diplomacy, coordinates the exterior action of the Union in the bosom of the European Commission as one of his vice-presidents and is the manager of the international relations and, as agent chief executive of the Advice, directs and executes the exterior politics and of common safety of the Union

MEANING

-The high representative of the Union for Foreign Affairs and Security policy (AR or ARAEPS), known also by the means like the high representative, Mr. PESC or also Secretary of State of the Union

HISTORY

The post of High Representative of the Union for Foreign Affairs and Security policy is a creation of the Agreement of Lisbon, that to facilitate the better one and more united international projection of the European Union safeguarded the idea contained by the left European Constitution, though it altered his name. What in the constitutional Agreement was taking the name of Secretary of State of the Union, in Lisbon remained down the most modest and prolix current name.

FUNCTIONSTwo areas might differ with certain clarity competenciales that, being ruled by mechanisms and very different procedures in his joint and functioning, both are nevertheless, from the entry into force of Lisbon, submitted to the same institutional architecture and to the authority, more or less based, of the High Representative. These two areas competenciales are: to represent to the Advice in questions of exterior politics and of common safety, and to act as Commissioner at the head of the portfolio of exterior matters of the Commission, as person in charge of exterior and political politics of common defense

POWER

APPOINTMENT

As arranged in the Agreement of the European Union (TUE), in his article 17 and following, the AR will be named by the European Advice by majority qualified with the approval of the President of the Commission, during the term of duration of five years
