Dear Mr. Van der Kloot:

As you requested during our phone conversation of 11 July1990, we are submitting this letter to document the procedurefollowed in conducting a survey of private water supply wellspotentially located in the plume area. This letter alsoincludes the sampling results for three private water supplywells located east and southeast of the Dover Chemicalfacility. The survey was initially intended to aid in defining theeastward extent of the plume. After discussing the initialfindings with U.S. EPA, the survey was expanded to include anarea broader than the anticipated plume boundary. As aresult, the survey area is defined by 4th Street to the south,15th Street to the north, Wooster Avenue to the east, andInterstate 77 to the west.

Three principal sources of information were used to locatewells in this area:

o Direct inquires to property owners or businessoperators by Dover Chemical Corporation.

o Mr. Terry Shumaker, Assistant Water/Waste WaterSuperintendent - Dover Water Works.

o The Groundwater Resources Division - Ohio Departmentof Natural Resources (GWR-ODNR).

Mr. David Rankin of Dover Chemical identified several inactiveexisting wells on commercial and institutional propertiesduring the original Remedial Investigation (conducted in 1985)and the recent additional groundwater investigation work(conducted in 1989) through personal communication with theproperty owners and/or business operators. The propertieswhere inactive wells were identified include the following:

o Dover Cryogenic

o Rees Cast Stone

o St. Joseph's School ("Football Field Well")

Information on these wells is listed in Table 1.

According to St. Joseph's staff, an additional abandoned well,reportedly capped below grade and covered with soil, may belocated in a small cemetery on St. Joseph's property.However, no data on this well is available and efforts tolocate it have thus far been unsuccessful.

Mr. Terry Shumaker of Dover Water Works identified sevenresidences on W. 14th Street and a warehouse on W. 8th Streetthat are not supplied with city water. To supply the 14thStreet residences with city water/sewer a sewage lift stationwould have been required. Residents on 14th Street, and GWR-ODNR records, confirmed that these houses had individual wellsused to supply drinking water. According to the owner of the8th Street warehouse property, the well located on theproperty (well file #485) is only used for the washroomfacilities and is not used for drinking water.

WESTON requested the locations, log and drilling reportrecords for all wells in the survey area from GWR-ODNR. Since1947, ODNR has required that Ohio water well drillers submitreports of all water supply wells that were drilled. Theagency maintains USGS quadrangle maps showing the locationsof reported wells denoted by the report file number. Well logand drilling reports for all wells identified by Mr. Rankinand Mr. Shumaker except the cemetery well and the 502 W. 14thStreet well were obtained from GWR-ODNR. The GWR-ODNR didnot have a record of any other wells in the survey area.

Based on the survey information, the wells listed in Table 1are the only existing supply wells known to be in the area.There is a possibility that abandoned wells or wells no longerin service were drilled on older residential or commercialproperty without being reported to the ODNR, such as thecemetery well. However, since the Dover Water Works wasestablished in 1895 and the majority of West Dover was notdeveloped until the 1920s, it is unlikely that many privatesupply wells were installed on residential properties. Waterlines were apparently extended to serve new residences asDover was developed. If any abandoned or nonservicable wellsdo exist, it is most likely that these wells would be locatedon non-residential property (i.e., the football field,cemetery, and 8th Street wells). As a result it isrecommended that all non-residential property owners in thesurvey area not previously approached be contacted directlyto identify any existing supply wells on their properties.

Groundwater Sampling

As proposed by the WESTON letter dated 17 July 1990, the 600W. 14th Street well (well file #489), the 1324 W. 14th Streetwell (well file #494) and the 410 W. 8th Street well (wellfile #485) were sampled by Dover Chemical and analyzed forVOCs by Wadsworth/Alert Laboratories. The analysis resultsare summarized in Table 2 and laboratory reports are presentedin Attachment 1.

Groundwater samples were collected from the 600 W. 14th Streetwell on 21 and 26 June 1990 and analyzed on 21 and 27 June1990. The analysis results show that different VOCs weredetected in each analysis but concentrations were at or justabove the quantification limit of 1 ppb. Chlorobenzene anddichlorobenzene isomers were detected in the 21 June sample;carbon tetrachloride and 1,1,1-trichloroethane were detectedin the 27 June sample. The results for all parameters arewell below the federal drinking water standards for thisresidential well.

One groundwater sample was collected from the 1324 W. 14thStreet well on 9 August 1990 and analyzed 10 August 1990. Theanalysis results show that low levels of target compoundscarbon tetrachloride and chloroform were detected in thegroundwater from this well. The carbon tetrachlorideconcentration of 2 ppb was below the drinking water MCL of5 ppb. The chloroform concentration of 4 ppb was well belowthe drinking water MCL of 100 ppb for total trihalomethanesand within the plume boundary target level of 6 ppb. Non-target compound 1,1,1-trichloroethane was detected at 8 ppbwhich is considerably below the MCL of 200 ppb.

One groundwater sample was collected from the 410 W. 8thStreet well and analyzed on 21 June, 1990. Prior to sampling,the owner of the property indicated that he was aware thatthe well was contaminated but that the water was only used forthe washroom facilities and was not used for drinking.Employees in the building are supplied with water from aninsulated beverage dispenser. In the past, the propertywasused to manufacture pre-cast concrete products. We do nothave information on past use of chemicals on the property.

Three non-target compounds, trichloroethene (TCE), 1,1,1-trichloroethane; and 1,1-dichloroethane were detected in thesample from the 410 W. 8th Street well. The TCE concentrationof 29 ppb was well above the drinking water MCL of 5 ppb.1,1,1-trichloroethane was detected at 93 ppb which is belowthe MCL of 200 ppb. 1,1-Dichloroethane was detected at 10ppb; there is no federal drinking water standard for thiscompound. Target compound monochlorobenzene was detected inthe sample at a concentration of 150 ppb; its current proposedMCL is 100 ppb. Dover Chemical has provided a copy ofsampling analysis results to the owner of the 8th Streetsampled well.

With regard to the plume boundary definition, the analysisresults indicate that contaminants of concern were notdetected in the 600 W. 14th Street or 1324 W. 14th Streetwells immediately east of the facility in concentrations abovetarget levels. However, monochlorobenzene was detected in the410 W. 8th Street well on the southeast portion of the plumeabove the monochlorobenzene target level. Therefore,additional boundary definition is required along the southeastportion of the plume.

Proposed Monitor Well Locations

Two additional monitor well locations have been selected tofurther delineate the eastern boundary of the southern halfof the plume. The proposed locations are shown in theattached figure. The wells will be installed in accordancewith previously approved procedures to a depth equivalent inelevation to the depth of the Football Field and 8th Streetwells. The installation of field located "Phase 2" monitorwells is a previously approved activity and does not requireformal Agency approval. However, we would be happy to discussany comments on this plan of action.

Additional Residential Well Sampling

Based on the groundwater results of the 600 W. 14th Streetwell and 1324 W. 14th Street well, the contaminantconcentrations in the other five 14th Street wells located tothe east are also probably below plume boundary target levels.Sampling and analysis of these additional wells is recommendedto confirm these results. However, rather than conduct theresidential sampling using the Dover Chemical Laboratory whichis accepted by the Agencies as "a field screening" technique,we propose that this sampling be conducted later in theRemedial Investigation, concurrent with the full round ofgroundwater sampling and analysis using CLP procedures.

Actions Required

The following actions have been recommended:

o Completion of a commercial property well survey in thefull target area by Dover Chemical and WESTON.

o Installation, sampling and analysis of two newmonitoring wells on the southeast of thegroundwater plume (as shown in the Attachedfigure) by WESTON.

o Confirmation sampling and analysis of all of theresidential wells by WESTON concurrent with thefull round of groundwater sampling and analysis.

We hope the information provided above is satisfactory.

Dover Chemical intends to provide the groundwater analysisresults to the owners of the sampled wells on 14th Street.Prior to informing the owners, Dover Chemical would like U.S.EPA to identify a source and phone number within EPA that theresidences could contact should they have questions regardingthese results. Please provide Dover Chemical with thisinformation by 16 August 1990 so that the residences may benotified promptly.
