RELINQUISHMENT OF RIGHT-OF-WAY GRANT ABANDONMENT OF PIPELINE
On August 2, 1990, Zilkha Energy Company f i l e d an application f o r a right-of-way two hundred feet (200') i n width f o r the i n s t a l l a t i o n , operation, and maintenance of a 2 3/8-inch gas supply pipeline, 1.01 miles i n length, from Century Offshore Management Corporation's Platform A i n Block 107 to Zilkha Energy Company's Caisson No. 1 i n Block 106, a l l i n the South Timbalier Area. By l e t t e r dated August 31, 1990, the application was approved and the right-of-way granted. Proof of construction was subsequently accepted on 0.96 miles of l i n e pipe on November 20, 1990.
On October 9, 1992, Zilkha Energy Company requested relinquishment of the above-described right-of-way i n i : t s _ e n t i r e i y . A d d i t i o n a l l y , grantee requested permission t o abandon i n place the subject pipeline i n accordance with 30 CFR 250, Subpart J.
Inasmuch as grantee has agreed t o comply with 30 CFR 250, Subpart J, removal of the 0.96 miles of l i n e pipe i s hereby waived. However, i n the future, should i t be determined that t h i s pipeline constitutes a hazard to navigation or commercial f i s h i n g operations or unduly inter f e r e s with other uses of the OCS, Zilkha Energy Company sha l l be required to remove i t .
Therefore, the pipeline right-of-way grant i s relinquished e f f e c t i v e as of October 9, 1992, the date the request f o r relinquishment was f i l e d i n t h i s o f f i c e .
Notify t h i s o f f i c e i n v/riting w i t h i n 30 days a f t e r completion of the pipeline abandonment.

RELINQUISHMENT OF RIGHT-OF-WAY GRANT ABANDONMENT OF PIPELINE
On August 2, 1990, Zilkha Energy Company fi l e d an application for a right-of-way two hundred feet (200') in width for the installation, operation, and maintenance of a 2 3/8-inch gas supply pipeline, 1.01 miles in length, from Century Offshore Management Corporation's Platform A in Block 107 to Zilkha Energy Company's Caisson No. 1 in Block 106, a l l in the South Timbalier Area.; By letter dated August 31, 1990, the application was approved and the right-of-way granted. On October 9, 1992, Zilkha Energy Company requested relinquishment of the above-described right-of-way in i t s entirety. Additionally, grantee requested permission to abandon in place the subject pipeline in accordance with 30 CFR 250, Subpart J .
Inasmuch as grantee has agreed to comply with 30 CFR 250, Subpart J, removal of the 0.96 miles of line pipe i s hereby waived. However, in the future, should i t be determined that thi s pipeline constitutes a hazard to navigation or commercial fishing operations or unduly interferes with other uses of the OCS, Zilkha Energy Company shall be required to remove i t . !
Therefore, the pipeline right-of-way grant i s relinquished effective as of October 9, 1992, the date the request for relinquishment was fi l e d in this office.

Gentlemen:
Pursuant to regulations contained in Title 30 CFR Part 250.156(a)(1), Zilkha Energy Company hereby requests approval to abandon in-place an existing 2" supply gas right-of-way pipeline (OCS-G 12340/Segment No. 9169) originating at Platform "A" in Block 107 and terminating at Caisson No. 1 in Block 106, a l l being located in the South Timbalier Area, Offshore, Louisiana.
As a result of reservoir depletion, Zilkha has elected to plug and abandon existing Well No. 1, and has submitted an application to remove Caisson No. 1.
Subject to approval of this application, pipeline abandonment operations are scheduled to commence during October, 1992 with an anticipated project duration of fourteen (14) days.
Zilkha will utilize an onshore support base located in Fourchon, Louisiana.

2" PIPELINE ABANDONMENT PROCEDURE
1. Bleed off and disconnect the pipeline at the top of the risers at South Timbalier Block 106, Caisson No. 1 and South Timbalier Block 107, Platform "A".
2. Connect the 2" pipeline, through a temporary pig receiver, to a flexible line which routes to a slop tank on a standby boat at South Timbalier Block 107, Platform "A".
3. Launch a poly pig into the 2" pipeline at South Timbalier Block 106, Caisson No. 1 and push it with salt water to South Timbalier Block 107, Platform "A". Pump salt water through the line till it is evident there are no hydrocarbons being flushed out.
4. Remove the flexible hose and temporary pig receiver.
5. Cold cut the 2" pipeline at the base of the riser, and 10' from the base of the riser at both ends of the pipeline and install pipeline plugs.
6. Remove the two 10' sections of pipe.
7. Sand bag the ends of the abandoned line to maintain 3' of cover.
8. Cut the riser at the (+) 15' and remove from the clamps.
NOTE: All related production equipment at South Timbalier Block 107, Platform "A" will be isolated and blown down prior to starting this abandonment procedure.

Gentlemen:
Pursuant to the authority granted in Section 5 (e) of the Outer Continental Shelf Lands Act (67 Stat. 462) (43 U.S.C. 1331), as amended (92 Sta. 629), and in compliance with the regulations contained in Title 30 CFR, Part 250, Subpart J, Zilkha Energy Company (Zilkha) is filing this application in quadruplicate (original and three copies) for a right-of-way two hundred feet (200') in width for the construction, maintenance and operation of a 2-3/8" O.D. dehydrated natural gas pipeline in the South Timbalier Area, Gulf of Mexico. Zilkha agrees that said right-of-way, if approved, will be subject to the terms and conditions of said regulations.
This 2-3/8 inch pipeline will be used to transport dehydrated natural gas from Century Offshore Management Corporation's (Century's) Platform "A", OCS-G 5601, in South Timbalier Area Block 107 to Zilkha's Caisson No. 1 in OCS-G 9643, South Timbalier Area Block 106. The pipeline will depart Century's Platform "A" in a southwesterly direction and traverse approximately 5,464.88 feet (1.035 miles) to Zilkha' Caisson No. 1., all being in the Gulf of Mexico, Federal Waters, Offshore Louisiana. The proposed construction commencement date is September 1, 1990, with the time required to lay the pipe being estimated at 7 days with an overall of project time being estimated at 10 days.

This application (and any amendments made hereto) is made with our full knowledge and concurrence with the OCS Lands Act (43 U.S.C. 1331, et. seq.), as amended (P.L. 95-372), including the following: Sec. 5(e) addressing pipeline rights-of-way, requirements of the Federal Energy Regulatory Commission relating to notice of hearing, transportation and purchase of oil and gas without discrimination; Sec. 5(f)(1) addressing operation of pipelines in accordance with competitive principles, including open and nondiscriminatory access to both owner and non-owner shippers; Sec. 5(f)(2) which may allow exemption of the requirements in Sec. 5(f)(1); Sec. 5(e) addressing the assuring of maximum environmental protection, including the safest practices for pipeline installation; and Sec. 5(f)(1)(B) which may require expansion of throughput capacity of any pipeline except for the Gulf of Mexico or the Santa Barbara Channel.
Additionally, we expressly agree that i f any site, structure, or object of historical or archaeological significance should be discovered during the conduct of any operations within the permitted right-of-way, we shall report immediately such findings to the Director, Gulf of Mexico OCS Region, and make every reasonable effort to preserve and protect the cultural resource from damage until said Director has given directions as to its preservation.
In accordance with applicable regulations, we have forwarded information regarding the proposed project by certified mail, return receipt requested, to each lessee, right-of-way or easement holder whose lease, right-of-way or easement is so affected. A li s t of such lessees, right-of-way or easement holders is included as Attachment "A" and copies of the return receipts showing date and signature as evidence of service upon such lessees, right-of-way or easement holders will be forwarded to your office when received. In order to expedite the permit process, we have requested a letter from the lessee, right-of-way or easement holder expressing no objection to the proposed project. When obtained, these letters will be forwarded to your office. The proposed right-of-way does not adjoin or subsequently cross state submerged lands.
Applicant agrees to be bound by the foregoing regulations, and further agrees to comply with the applicable stipulations as set forth in the OCS Pipeline Procedures Guidebook dated March, 1984, revised September, 1984.

Zilkha Energy Company submitted the referenced pipeline applications on August 2, 1990. The applications stated the pipeline lengths were 5,464.88' (1.035 miles). On August 14, 1990, revised route maps were submitted due to the fact that Century Offshore Management Corporation (operator of South Timbalier 107 "A") required the pipelines to come up a different leg of the structure. The correct pipeline lengths are 5,352.7' (1.01 miles) as indicated on the revised route maps submitted August 14, 1990.

The Categorical Exclusion Review (CER) evaluated the proposed action(s) and determined that i t meets the categorical exclusion c r i t e r i a as defined by 516 DM 2.3A(1) which states "(a) The action or group of actions would have no significant effect on the quality of the human environment, and (b) The action or group of actions would not involve unresolved conflicts concerning alternative uses of available resources." The exclusion of this activity from future environmental analysis i s conditioned on the imposition of the following mitigative measure(s). These measures are to ensure environmental protection, consistent environmental policy, and safety as required by the NEPA.
