The Annual Conference is an event members are not going to want to miss this year!

Hello MPPOA Membership!

n my first column as president, I’d like to thank the members for this opportunity. Mindful of the trust you have placed in me, I contemplate how to contribute to

MPPOA’s success during my term. I’d also like to thank the volunteers on this year’s board. We are truly fortunate to have a dedicated group with a diverse set of talents and a desire to serve their public sector colleagues. All board meetings are

open to members, and you are always welcome to attend. What would you as members like to get out of your MPPOA membership? There are many opportunities, and we encourage you to explore MPPOA to the fullest extent. MPPOA provides training, scholarships, networking, speaker opportunities, volunteer and leadership training opportunities. Each of you have special talents to contribute, and in doing so, can build your professional resume while serving others.

MPPOA is also a very supportive environment to develop a new skill. Volunteer opportunities are flexible to fit your schedule and come in many shapes and sizes. Please contact a board member if you are interested in volunteering or contributing to MPPOA. Learn the inner workings of your association, and provide your fresh perspective and ideas. Bring your passion and do good work with a great group of people. As we on the board have found, there is significant personal gratification in being of service to our colleagues. It also provides opportunities to hone our skills and develop new ones. Volunteering has provided me with additional professional experience and leadership opportunities, outside of what my entity had to offer at that time. MPPOA provides personal growth opportunities in many ways. As we start a new year, please contemplate how MPPOA may be of service to you, and

how you may serve in MPPOA.

Sherene has a Ph.D. in Counselor Education from the University of Wyoming, is a member of the National Speakers Association and a former full professor at Central Michigan University. She’s spoken on three continents, helped companies achieve record profits and been quoted in the Wall Street Journal. Her latest book, Pick: Choose to Create a Life You Love, was recently released.

In the closing days of 2012, Governor

Snyder signed into law the Iran Economic

Sanctions Act that requires bidders to

certify that they do not have economic

ties to Iran. As described in the Senate

Bill No 1024/Act No. 517 this is “AN ACT

to prohibit persons who have certain

economic relationships with Iran from submitting bids on requests for proposals

with this state, political subdivisions of this state, and other public entities; to

require bidders for certain public contracts to submit certification of eligibility

with the bid; to require reports; and to provide for sanctions for false certification.”

This Act took effect on April 1, 2013, and for those of us in the business of accepting vendor bids/proposals; it means we are tasked with providing bidders a way of certifying that they do not do business with Iran. While entities are not required to research each vendor’s certification for a false claim, the law does give the entity, after a prescribed process, the ability to terminate contracts as well as a requirement to notify the attorney general. The attorney general could bring a civil action against the vendor and if that action results in a finding against the vendor, the vendor would be responsible for penalty up to $250,000.00 or two times the amount of the contract or proposed contract. In addition, the entity would bar the vendor for three years.

Most public entities have by this time developed certification documents and are now part of the bid package for each solicitation posted after the start date of April 1, 2013. Some entities are incorporating the certification into their solicitation documents so that the sign off for the solicitation serves as the certification sign off.
