I f there was a year of success and progression for the Mount Isa Chamber of Commerce, the 2010-2011 year was definitely it. Whilst the

economy was not without its challenges, I am pleased to report that confidence remains strong in our regions, our membership continues to grow and our organisation has continued to evolve to facilitate, manage and assist in key areas of concern potentially inhibiting the development of Mount Isa.

As President of the Chamber for four years now, it was interesting looking back comparing notes from our previous AGM’s. In October 2008, I reported on a mining boom and the robust economy of Mount Isa that was riding on the back of record high commodity prices never seen before in the history of this region. New mines were opening, contracts were being awarded and business was booming. Just three months later, the US declared it was officially in recession and the birth of a Global Financial Crisis had taken place.

In 2009, we were at forefront of the global economic crisis and the impacts of the GFC were beginning to emerge on the North West region. The record breaking highs in commodity prices experienced as late as July 2008 had become commodity price lows not seen since the Great Depression.

The end of 2009 however saw the first signs of economic recovery for the North West and fast track to 2010 – 2011, the recovery process has well and truly taken place with the North West coming full circle and now brinking on another mining boom with activity increasing across all facets of industry and business.

Announcements from Xstrata this financial year were many as the increase in demand for resources continued to strengthen over the year and a focus on the sustainability of all operations was made very apparent. In October 2010, Xstrata and the Queensland Government announced approvals for the $274 million expansion of Xstrata Zinc’s George Fisher Mine with a target to increase production rate by almost 30 per cent from 2013. This followed approval of the $133 million Black Star Deep’s open cut development to bring the total value of new mining projects in Mount Isa announced by Xstrata Zinc in 2010 to $407 million.

Xstrata Copper announced the completion of the $79 million magnetite base plant at the Ernest Henry Mine which I reported on at last year’s AGM when they announced the corporate approvals for a total investment of $589 million to extend the life of its operations. The project transformed EHM into a major underground copper-gold operation and the magnetite base plant was a key component of this project making Xstrata the first exporter of magnetite in Queensland. EHM was also successful in securing an agreement with Exco resources Ltd to acquire the E1 and Monakoff copper tenements to expand production at its Ernest Henry Mine. The copper projects would allow Xstrata to expand EHM’s expected production profile by utilising the remaining capacity of the EHM concentrator.

One of the most significant announcements of the year however was the announcement from

Xstrata Copper to phase out copper smelting in Mount Isa and the refining operations in Townsville by 2016. The company stated that whilst the decision was difficult, the focus for the future of the company was expansions of existing mining operations and the potential development of new mines. The phasing out of the copper smelter was a response to changing market conditions. Whilst the announcement was not taken lightly, the employment repercussions for Townsville seemed to be more significant, with a majority of the employees located in the Mount Isa copper smelter expected to be absorbed by other areas of the local operations.

Legend International has also evolved to become a key stakeholder in the future of this city with the primary focus of this organisation’s attention and resources on the development of its two billion dollar phosphate rock project in the Georgina Basin, 140 kilometres outside of Mount Isa and its proposed fertilizer plant located 5 kilometres outside of Mount Isa.

As reported last year, Legend International Holdings still plan to produce an average five million tonnes a year phosphate rock concentrate from mines and processing plants in the Georgina basin north west of Mount Isa. The product will be railed to Townsville port and exported to India. The project has been quoted as potentially earning $2 billion a year for decades and creating thousands of jobs for the North West. As part of this project, the Queensland’s Department of Infrastructure and Planning has also reserved over 740 acres of suitable land for the development of a phosphoric acid plant located 5km south of Mount Isa for Legend’s Phosphate Project. The importance of both these projects by Legend was raised by members at General Meeting in September with a motion being moved to fully support the organisation’s projects and more specifically, the prospect of the fertilizer plan which plans on providing between 300 to 400 local jobs for Mount Isa.

Whilst mining is what the North West is recognised for - tourism is another industry that

is relatively untapped in the North West, yet is important to the sustainability and future of this region. The heavy reliance of the North West on the mining industry was highlighted in the 2008-2009 economic downturn in addition to the fact that our tourism industry was not at a level to sustain this city as a standalone industry. Whilst Mount Isa is the administrative, commercial and industrial centre for the North West, it also offers a number of metropolitan conveniences and has the ability to provide visitors a unique outback experience. Our range of tourism products however is under developed and the city under marketed therefore the Chamber incorporated a stronger focus on this industry during the review of the strategic plan. The Chamber commenced discussions with the Mount Isa Tourism Association to amalgamate the organisations to provide a more strategic and unified approach to developing this industry whilst our Manager Patricia O’Callaghan was appointed as the North West representative on the board of the Outback Queensland Tourism Association which is the regional marketing body for tourism in outback Queensland. Trish also became the Secretary of the Overlanders Way committee which auspices the promotion of tourism along the Tennant Creek to Townsville corridor and the development of the Overlanders Way website (www.overlandersway.com.au).

The links to these industry boards aim to provide the Chamber with up to date information on tourism opportunities and challenges for the North West and specifically Mount Isa and Trish will continue to remain on these Boards into 2012.

The potential to utilise Mount Isa as a tourism gateway for the North West is evident and has become even stronger since the accessibility of the city has strengthened over the past two years with a number of road upgrades and new airlines opening up routes to Darwin, the Gold Coast and Cairns in addition to Brisbane and Townsville. To capaitalise on these opportunities, the Chamber and Imparja Television developed the ‘MOUNT ISA, THE CITY YOU HAVEN’T SEEN YET’ campaign that promoted Mount Isa’s most marketable outback experiences and tourism attractions whilst focusing on promoting the great lifestyle the place offers for residents. The $100, 000 campaign aired to nearly half a million people across the country and we look forward to rolling out further initiatives leveraging off this campaign over the next year.

So with the Chamber continuously following our strategic plan’s core missions which are to ‘Build Better Business’ for the region, for our members and for our own organisation, I believe we have more than achieved that for this financial year and would like to thank our board and all our staff for their continuous hard work and dedication and look forward to working with you again in the New Year.

I established the first foot path hot dog stall in Cloncurry - I designed the hot dog stall, had the stall built, got the permits, and started business. I made money and sold the business after 18 months. I am passionate about helping the ordinary person and small business find a better way of life.

A little claim to fame - Cathy Freeman and I were named king and queen of the oval at a track and field competition before she won GOLD at the Olympics. Also, I broke the Queensland record in javelin. I represented Queensland in athletics (javelin, discus). I came fifth in discus and forth in Australia for javelin at the National Titles.

Mostly I bring my computer, my keys, my phone and wallet. So really I don’t bring enough. I do try to help where I can. My work is with Desert Knowledge in the Outback Business Networks Program and essentially my role is to extend the help to small business that the Chamber does so well to a regional and local base of business members.What do you love about working at the Chamber? There’s always something big going on. The Chamber amazes me how with limited employees it seems to achieve an incredible amount and yet it remains quite cheap for membership. The Mining Expo and the Easifind ensure a turnover that many businesses would be proud of. Good people are involved on all levels at the Chamber and we have been very lucky to have Trisha for as long as we have.What is something most people don’t know about you? I worked in the lead smelter furnace for five years on continuous shift when I was 21, as leading hand, instructor, and did a short stint as acting staff. I still bear the scars of being burnt several times from long hours in front of a volatile furnace. At the time my favourite sport was triathlon and I was lucky enough to win a couple of Mount Isa events.

Strategic Planning -Taskforces & Events

T he Mount Isa Chamber of Commerce has a proud history of serving the region and has continued to be an active leader

and strong voice for the commercial, industrial, civic and general interests of the North West. The Chamber is also a proactive force involved in employment issues, regional and economic development, government relations and events management.

In addition to this, we have continued to provide services that are requested and needed by businesses in the community. This includes providing demographic and resource information to key parties in regards to the economic issues and opportunities of the region, developing the Quick Smart Easifind (local phone directory), facilitating the Northern Outback Business Awards, organising networking events and co-ordinating the annual Xstrata Mount Isa Mining Expo. We are also proud to introduce the Northern Outback Business Expo which was held on October 12 and 13, specifically focused on providing business with access to over 20 specialist government and professional development services all under one roof.

In the creation of our strategic plan, The Mount Isa Chamber of Commerce has also evolved over the past year and with the Chamber Executive reviewing the document in late 2010, we are proud to have introduced three taskforces specifically focused on overcoming key issues affecting the city.

Focused on marketing Mount Isa in targeted areas to attract residents and employees, the Destination Marketing Taskforce was developed to be more than just the voice for business in Mount Isa, it was designed to be a voice for Mount Isa. Whilst the Chamber and a majority of residents and community stakeholders understand the potential business and lifestyle opportunities associated with living in Mount Isa, attracting new residents has become difficult and challenging due to the negative coverage the city continuously receives in state and national media.

Whilst some of these issues are primarily focused on key individuals or groups in Mount Isa, the impact that it is having on the image of the overall city has become significant and is the reason behind the Chamber Executive Committee launching a taskforce designed to not only market and promote Mount Isa as a place to live, work and invest – but to also address issues and challenges associated with accommodating an increase in residents in the near future.

On Tuesday 24 May 2011, the Destination Marketing Taskforce, launched in partnership with Imparja Television, the much anticipated media campaign - MOUNT ISA, THE CITY YOU HAVEN'T

SEEN YET at the Mount Isa Civic Centre to nearly 150 people.

The marketing campaign was focused on advocating the potential tourism, business and lifestyle opportunities associated with living in the great city of Mount Isa and the campaign consisted of three commercials and a 20 minute documentary featuring testimonials from a variety of local representatives.

The $100, 000 marketing campaign was a massive success for the city and aired to nearly half a million people across the country. To leverage off this success, the Destination Marketing Taskforce is currently developing a 12 month rolling campaign that will roll out further initiatives promoting this city over the coming year including a local campaign promoting the need for residents to have pride in the place they call home.

identifying the key inhibitors to housing development in Mount Isa and opportunities at a local, state and federal government level to progress large scale developments of affordable housing in timely manner. Key items raised at the initial housing taskforce meeting were the $32 million dollar sewerage project, land release and the opportunity for the State Government’s Urban Land Development Authority (ULDA) to declare Mount Isa an Urban Development Area (UDA).

On Friday 23rd September, the Premier of Queensland Anna Bligh visited Mount Isa and the Mount Isa Chamber of Commerce's Housing Taskforce spoke to her of the outcomes from the first Housing Taskforce meeting which tabled major issues such as the high cost of housing for sale as well as rent and the fact that the city's sewerage systems were at capacity and to increase the capacity, Mount Isa City Council would need to invest in a $32 million project over four years.

The Chamber then raised the opportunity of the State Government to declare Mount Isa an Urban Development Area (UDA) which entails the State Government's Urban Development Authority (ULDA) streamlining the planning and the development process in Mount Isa to deliver commercially viable housing developments that include diverse, affordable, sustainable housing and use best-practice urban design. Declaring this area a UDA will aim to assist Mount Isa in providing affordable housing for current and new residents in a shorter time frame than if developers were to go through the normal approval processes.

On Tuesday 27th September 2011, the Housing Taskforce met again and the Mayor of Mount Isa Cr. John Molony presented on the sewerage project and our Local Member presented on the progress of the ULDA to provide to taskforce members a greater understanding of the opportunities and challenges of housing in the city. The Taskforce will be meeting again in October to determine specific items to progress in the most appropriate and timely manner.

Focused on identifying the opportunity for the Mount Isa Tourism Association and the Mount Isa Chamber of Commerce to amalgamate to better develop tourism as a strong secondary industry for the city, the Mount Isa Chamber of Commerce and the Mount Isa Tourism Association have been working very closely to determine the best process to combine both organisation’s resources and operate legally under one entity.

XSTRATA MOUNT ISA MINING EXPO

The 2011 Xstrata Mount Isa Mining Expo was the largest and most successful exhibition this region has seen since the inception of the event in 1996. More than 200 exhibitors and 8000 people passed through the gates of the event with organisations travelling from all corners of the country to be here to participate in three days of tools, trade and technology over the 5th, 6th and 7th April. The trading benefits were not however confined to the parameters of the expo as again a majority of our local accommodation outlets were booked out months in advance, whilst restaurants, retail outlets and cafes recorded huge trading days throughout the duration of the event. The economic benefits of the expo obviously have very strong flow on

effects throughout the city and from a Chamber perspective, it is important we continue to foster and manage the growth of this event into the future.

One of the expo’s greatest strengths and selling points is the number of networking functions that are held over the three days. Over the last three years, the networking events have become nationally recognised as one of the key attractions and benefits of attending the Xstrata Mount Isa Mining Expo, allowing exhibitors to access a range of key decision makers in much more informal and entertaining environments. As event organisers, we understand that we cannot compete with larger exhibitions in terms of walk – through traffic, however where we can compete is with the relationships we have with the major mines in the North West Minerals Province that allow us to have their representatives attend our events and network with exhibitors. At the Chamber, we believe success should be based on quality networking, not quantity and providing our exhibitors outstanding service is where we excel.

This year we continued to exceed everyone’s expectations with a special event occurring every night of the expo. STANWELL CORPORATION MICA CREEK POWER STATION NORTHERN OUTBACK BUSINESS WEEK – BUSINESS EXPO AND BUSINESS AWARDSThis year, the Chamber and a number of other business stakeholders developed a new initiative titled Northern Outback Business Week which was a grass roots campaign designed to directly assist businesses throughout North West Queensland. The initiative was the implementation of two events – the already highly successful Northern Outback Business Awards and the creation of a new event – the Northern Outback Business Expo.

NORTHERN OUTBACK BUSINESS AWARDSThe Mount Isa Chamber of Commerce was proud to again be a major partner of the Isa Business Network and the 2011 Northern Outback Business Awards.

The Isa Business Network – being the organisations of the Mount Isa Chamber of Commerce, The Department of Employment, Economic Development and Innovation, the Mount Isa City Council, Stanwell Corporation Mica Creek Power Station and the North West Star – was formed in 2000 and celebrated last year’s 10th anniversary with the launch of a newly restructured program.

After months of consultations and briefings, the Isa Business Network had given the awards a makeover by moving away from industry-based categories and implementing new categories that acknowledge organisations

for good business planning and practice. The launch of the website last year has again proved popular in 2011, with a number of submissions coming in electronically. With submissions still being collated at time of print, we have already noted record attendance to the business award workshops in the lead up to the event and we look forward to updating you with the winners and all the highlights of the ‘Dancing with the Stars’ themed night when the awards take place on Saturday 15th October 2011.

NORTHERN OUTBACK BUSINESS EXPOThe Stanwell Corporation Mica Creek Power Station 2011 Northern Outback Business Expo is a new concept the Mount Isa Chamber of Commerce designed to bring together organisations and industry to celebrate and foster local small and medium business potential.

Objectives of the expo are to:• Provideaccesstoresourcesandspecialty services for maintaining, growing and developing business• Showcasebusinessopportunities• Showcaseproductsandservicesofexisting and new business to the North West region

The expo program will feature trade booths and business networking events along with workshops and seminars themed for business development.

The Stanwell Corporation Mica Creek Power Station 2011 Northern Outback Business Expo is an opportunity for those in business, or starting out in business to gain direct access to key

development organisations, crucial information for future development, growth and sustainability and a unique chance to gain exposure to the local region.

More than 20 business and government organisations have been secured for the expo providing more than 13 free workshops for the business community and we look forward to launching this event in October and hopefully making it an annual initiative.

On the Operations FrontSKILLED MIGRATIONThe Mount Isa Chamber of Commerce is the Regional Certifying Body for the North West Region and has a role in processing business applications for recruiting skilled migrants into positions that are unable to be filled at a local level.

With the ever increasing skills shortage putting a significant strain on businesses and the high employment rates reducing the potential number of employee candidates, an increasing number of employees are looking at alternative solutions such as the Skilled Migration Scheme to increase human resources.

These schemes are designed to help employers in regional or low growth areas of Australia fill skilled vacancies that they have been unable to fill through the local labour market by sponsoring skilled employees from overseas. For businesses sponsoring an overseas worker, the organisation must however provide evidence that they have recently tried to recruit locally and were unsuccessful.

In the last financial year, the Chamber has processed 118 nominations (approximately a 40 percent increase on the previous year), indicating that businesses are implementing this program as a potential solution to their skills shortages with positive results. These skills shortages are heavily focused on professional and trade occupations.

BUSINESS AFTER HOURSThe popularity of the networking functions has continued to increase in 2011 with the attendance levels for this year’s event surpassing those in 2010. Networking functions are a prime opportunity for members to network with other business members, Government officials and various other political and non-political dignitaries to not only promote their own organisations and business initiatives, but gain an understanding and greater appreciation of the region’s commerce industry.

Strategic Review of Business after Hours Events and General Meetings

During the review of the Chamber’s strategic plan in 2010, the board and management decided it would be an opportunity to not only

attract speakers and develop themes for our Business After Hours events, but it would also be an opportunity to structure the functions so they were held across a range of times (breakfast, lunch, afternoons and evenings) to ensure a cross section of members were able to attend. By implementing this new strategy, the Chamber aimed to achieve a renewed interest in the functions as well as attendance from leaders within industry, government and business. General meetings were also ‘tagged’ onto networking functions and the first hour of every event was dedicated to a general meeting. This ensured greater discussion and contribution due to the number of attendees at every event.

A Focus on TourismTourism was the focus for one of the first networking functions earlier in the year when Skytrans sponsored a Cairns to Mount Isa familiarisation on February 22,2011. The Chamber Executive Board initially visited Cairns in November 2010 to gain a greater understanding of the tourism industry, gain knowledge of the Cairns Chamber of Commerce operations (an organisation that had been operating for over 100 years) that could be transferred to Mount Isa and to identify opportunities that could be capitalised on between the cities, especially now that Skytrans had a direct two hour route between the regions. The Mount Isa Chamber returned this hospitality in February by hosting the Cairns Chamber of Commerce Board and some members to Mount Isa for the same purpose and to provide a networking and business partnering opportunity with local members. More than 120 people attended this event and planning for another famil from Mount Isa to Cairns is already underway.

Economic Development Panel DiscussionsPanel discussions and the future of Mount Isa also deemed very popular forums with members enjoying the interactivity with key speakers on important issues affecting the North West. The first Economic Development Panel Discussion was sponsored by the APA Group and speakers from the APA, Copper String, Stanwell Corporation Mica Creek Power Station, Xstrata Mount Isa Mines and Legend International Holdings were invited to join the first discussion. over 90 members walked away with a stronger understanding of the economic outlook of Mount Isa.

Industry LuncheonsIndustry luncheons were also introduced this year with an Accountants Lunch and a Bankers Lunch leading the way for the business sectors. The luncheons provided a platform for attendees to discuss the opportunities and challenges facing the sectors as well as provide the Chamber the opportunity to determine if there was any role for our own organisation to assist in these areas. The Northern Outback Business Expo was a direct outcome from both these luncheons and the next industry luncheon that will take place is proposed to be a Lawyers/Solicitors Luncheon later this year.

Breakfast with the Treasurer of Queensland – the Hon. Andrew Fraser MPCommunity cabinet came to Mount Isa on October 30, 2010 and the Chamber was able to secure a breakfast with the Treasurer of Queensland on Monday 1st November at the Buffs Club. The Treasurer spoke of the outlook for the Queensland economy and the contribution of mining to the State budget. Over 80 members attended this breakfast.

The Mount Isa Chamber of Commerce was also thankful for the opportunity to host the Premier of Queensland the Hon. Anna Bligh MP as our guest speaker during our Business Breakfast on Friday 23rd September at the Red Earth Boutique Hotel. The Premier spoke of the difficulties our Queensland economy had faced as a result of the Global Financial Crisis and this year's tragic natural disasters, however acknowledged the strength of the resources sector and the positive impact it

has had on providing a foundation for the state's economic recovery.

The Chamber was also pleased to have the opportunity to provide documentation for a deputation with the Premier that outlined three keys areas of concern – Declaring Mount Isa an Urban Development Area; The need for State Support for Regionalisation and Taxation Initiatives and the need for a small business and tourism project officer.

Over 10 networking functions have taken place in 2011 and the AGM and Christmas Party is still to be organised.

CHAMBER DEPUTATIONS AND WINS FOR THE COMMERCE COMMUNITYIn 2010, the Chamber called a meeting with key industry, government and economic development stakeholders in Mount Isa to develop a priority ‘wish list’ for the city that could be presented to both Federal and State Government representatives when they visited Mount Isa. This method of ‘singing from the same hymn book’ would ensure Mount Isa had one clear, strong and unified voice as to what our community believed the priority projects and areas were to ensure the sustainability and development of the region. After a day of discussion and negotiating, four key areas were noted:

1. The Renewable Energy Corridor 2. State and Federal Government support for regionalisation initiatives and tax incentives3. Mount Isa to Townsville Rail and Road Transport Line 4. Clarification on Taxes affecting the North West Minerals Province (e.g. Carbon Tax).

All stakeholders were provided with a copy of this document to therefore use in Federal or State deputations as well within their own organisations.

Community CabinetThe Chamber was successful in securing two

deputations in 2010-2011 when various State Government representatives visited Mount Isa. At the 2010 State Community Cabinet, the Chamber met with the Minister for (at the time) Infrastructure and Planning the Hon. Stirling Hinchliffe MP and the Minister for Tourism (at the time) the Hon. Peter Lawler MP. The Chamber was to discuss not only the items noted in the deputation document created by key industry and business stakeholders of Mount Isa, but also to discuss the possible employment of a business/tourism development officer. The heavy reliance of the North West on the mining industry was highlighted in the recent economic downturn in addition to the fact that our tourism industry was not at a level to sustain this city in the case that worse case scenario the recession and GFC had more of a prolonged impact on the local economy. The need for a business/tourism development officer was therefore necessary in developing this industry.

In May this year, the State Government appointed a principal tourism development officer for the North West Region that would work to promote new tourism investment and build on the natural and heritage attractions of the region.

The position was to work closely with Tourism Queensland, local RTOs, councils and operators to drive the development of the industry. A focus on tourism development in Mount Isa, The Gulf, Cloncurry, Boulia, Julia Creek, Richmond and Hughenden was the primary objective of the role in addition to leading and managing the development of tourism investment priorities and initiatives for the area, using the Regional Tourism Investment and Infrastructure Plans and the Destination Management Plans.

Deputation with the Premier of QueenslandThe Chamber was also successful in securing a deputation opportunity with the Premier of Queensland the Hon. Anna Bligh MP in September this year. One of the items that was raised with the Premier was state support for regionalisation and taxation initiatives. An effective regionalisation strategy supported with tax incentives and schemes are requested to attract and retain residents to the region. This strategy should align with Federal and State objectives to reduce pressures on highly populated areas and support sustainable population strategies. A review of the zone allowance was one of the major areas highlighted in this deputation and it was positive to see the Treasurer of Queensland the Hon. Andrew Fraser actually raise this at the Tax Summit recently, citing the tyranny of distance and high mining wages which meant that many key workers - teachers, nurses, council officers, NGOs, retail and those in the hospitality industry - find it difficult to absorb high living costs in accommodation, air travel and other services. An update from the Summit was not available at time of print but we look forward to a positive outcome on this issue that has been around for a significant period of time.

2011/2012 QUICKSMART EASIFINDThe Quick Smart Easifind is the extremely popular Chamber publication which serves as the only locally produced regional phone directory. Over 20 000 copies of the Easifind and an additional 5000 maps were distributed throughout North West Queensland.

This year, a greater emphasis was placed on using the publication to promote tourism in the region, and the Chamber promoted a special offer to all councils in north west Queensland that offered a free whole page advertisement to the value of $3300 to promote their regional events and attractions. A number or councils secured this opportunity and the Chamber will again be providing this for the 2012-2013 edition.

MIGATE RODEO BEST DRESSED PREMISES AWARDSThe Best Dressed Premises Awards, as most of the long time contenders would know, is an annual event driven by the Chamber to encourage business participation in our local flagship event, the Isa Rodeo. It is a major component of the week of rodeo festivities and it is integral in creating an atmosphere for not only residents, but the thousands of visitors that flock to our city during these early weeks of August.

Every year, the competition raises the benchmark in quality and standard of displays, and this year was without exception one of the best years on record. We had over 30 businesses participate in this initiative and we thank MIGATE for sponsoring these awards.

Industry ReportsMount Isa City Council

It is my great pleasure to put forward a report on Council’s activities over the 2010-2011 financial year as Mayor of this great city. Again

Mount Isa has proved itself to be a beacon of opportunity in a gloomy fiscal landscape. As the rest of the world struggled to navigate the tempestuous financial seas resulting from the global credit crisis and accompanying instability, Mount Isa’s productivity assisted to shelter our nation from the economic storm.

In a year where our state was ravaged by cyclones and floods, Mount Isa was lucky enough to escape unscathed, though the city wept as our compatriots around Queensland lost so much.

For our part, the Mount Isa City Council has focused heavily on supporting the local commercial, industrial, and residential base by upgrading and replacing much of the city’s core infrastructure. From sewerage to roads, from water to recreation, my Council has been determined in its course of what the Japanese term ‘Kaizen’ (continuous improvement). We have not squandered money on new developments or superfluous monuments; instead we have concentrated on consistently bettering the services and facilities that support all activities in Mount Isa and the North West.

We have worked long and hard augmenting our sewerage and water system to maintain capacity, as well as planning to future-proof (as much as possible) the system as the city grows. We have continued to maintain and repair our local roads, a task made tougher by the closure of so many local suppliers. In the absence of locally available raw materials for construction and works, Council has had to source externally and import supplies from other areas (at increased expense). This has forced a rethink of priorities as Council balances the need against the cost.

Over this period, Council renewed its focus on ratepayers and residents, taking local government back to the people to engage directly and discover exactly what the city wanted.

From the Responsible Pet Owners Survey opening avenues of discussion around animal control efforts and community conversations regularly held at the Council Chambers to

engage locals in an informal setting to hear their opinions, to the initiation of the 10 Year Community Plan which seeks to identify the goals and objectives, hopes and dreams, of the community for the next decade, this Council has returned to the roots of effective government, to learn what the people think and work from there.

We tightened internal controls by instituting an internal auditor position, and tasking them with reviewing the entire organisation to find possibility for increases in efficiency and reduction of waste. We changed our administration in order to better accommodate the requirements of the new Local Government Act, and the ever increasing pressures of legislation.

We achieved all of this whilst continuing to push forward with a fiscally conscientious approach. The abandoning of unaffordable legacy projects, coupled with hard decisions and

strong leadership, has resulted in the planned reduction of the Council budget deficit position by approximately $3M (from $5.4M in 2009/2010 to $2.5M in 2010/2011). These efforts place us well on target to returning to a budget surplus position in 2012, something many thought would be impossible.

Speaking personally, I can safely say that it has not been an easy 12 months but I honestly feel that yes, we can be proud of what we have achieved in the face of adversity. We can be proud of this city for its resilience, its tenacity, and its determination. And we can be proud of the Council, which has chosen not to go where the path leads, but instead to blaze its own path and to leave a trail for those who follow.

And that, I believe, is the marker of success.

State Member’s Report

As the State Member for Mount Isa, I am privileged to work productively with a large number of individuals, community

organisations, state and federal government departments, local governments, industries and

businesses to further the interests of Mount Isa City and the North West region.

It has especially been a privilege to work closely with the president, board executive, manager and team of the Mount Isa Chamber over the past 12 months and I congratulate them on the immense amount of work they have undertaken during this period. There is little doubt they are a highly respected, recognised and responsive organisation who work tirelessly on behalf of their members and the wider community.

With the announcements of major mine expansion of our existing mines and the proposal of a number of new mines developing in the next two to five years, the prospects of Mount Isa and the North West Mineral Province have a secure future for many decades to come.

The State Government has progressed projects and development in the areas of energy, rail, roads and water during the past twelve months. A number of projects have been completed and further projects are in their final planning stages and are expected to be finalised over the coming months.

The State Government has also invested greatly in social infrastructure with the major redevelopment of the Mount Isa District Hospital, kindergartens, neighbourhood centre, a new day

care and child and family centre, youth shelter and the construction of some 40 housing units for seniors, people with disability, youth and government workers.

The Federal Government, along with the State Government, has invested in every school in Mount Isa and the electorate through the ‘Building Education Revolution’ which has delivered new resource centres, outdoor facilities and halls.

Following on from another very successful State Government Community Cabinet which was held in Mount Isa in November 2010, a number of ministers have visited Mount Isa City and the region. Recently, the Chamber hosted a breakfast which Premier Anna Bligh attended and spoke at. This was a great opportunity for local businesses to meet the Premier personally and to participate in a Q&A session.

The Chamber has worked with the State Government to deliver a whole range of services and forums.

The Chamber, through their advocacy to DEEDI, have secured a senior officer position, dedicated to fully concentrate on small business and tourism opportunities for Mount Isa and the region.

The Chamber has set up a number of working groups such as the Housing Taskforce, chaired by Paul Malouf. Again, this group has worked cooperatively with the State Government


in furthering the quest to achieve more private housing development in Mount Isa to accommodate and benefit from the proposed development and expansion across the mining sector in the next two to five years.

The Chamber has been instrumental in organising the Xstrata Mount Isa Mining Expo, with this event now recognised as the premier mining event on the annual calendar.

During recent months, the Chamber has been instrumental in organising two major events, the Stanwell Mica Creek Northern Outback Business Expo and Northern Outback Business Awards.

The Business Expo, along with various training opportunities provided through the Chamber, will be invaluable in supporting our local businesses and helping industry to grow, develop and maintain a strong and competitive edge in the North West.

I sincerely thank the board for their tireless work and congratulate the Chamber on providing such strong leadership and maintaining a strong voice for their members and the community generally.

I look forward to working with the newly elected Chamber Executive over the coming year.

Since the last edition of the Mount Isa Chamber of Commerce Annual Report, Xstrata Copper North Queensland

has continued to pride itself on identifying opportunities to invest in our people, the communities in which we operate and our business.

During 2010, we contributed more than $1.3 billion to the Queensland economy with over $900 million invested directly into the Mount Isa region through employment, training,

purchasing goods and services, rates, and taxes as well as our Corporate Social Involvement (SCI) contributions.

In Mount Isa, Xstrata Copper employed 2260 people and 502 contractors at our copper operations in 2010 and invested more than $13 million for apprenticeship and youth training opportunities.

The health and safety of our people continued to be top of mind within our business but unfortunately we were not successful in achieving our safety improvement targets for 2010. While we have some hard work ahead of us this year to ensure we continue to strive towards our goal of zero-harm, we did continue to improve our safety performance by reducing our recordable injury frequency rate by 11 per cent from our 2009 performance. Our lost time injury rate also reduced by 22 per cent during the year, which is a positive outcome for Xstrata Copper North Queensland.

During the year, we were happy to report that no significant environmental incidents were recorded at our north Queensland copper operations. With our highest priority at Xstrata being the health and safety of our employees, their families and our communities, we continued to work closely with our key stakeholders to address the important issue of lead levels in residents of Mount Isa during 2010. Investing in the communities in which we operate remained very important to our business, with Xstrata Copper investing more than $1.7 million in 2010 as part of our CSI, which comprises the Xstrata Community Program North Queensland (XCPNQ) and a sponsorship and donations program. Through our XCPNQ

we have provided more than $20 million since 2003 towards community partnerships in north Queensland, including more than $14 million in Mount Isa alone.

Through our sponsorship and donations program, we contributed more than $614,000 to community organisations for various community initiatives and events in 2010 including the Xstrata Mount Isa Rotary Rodeo, the Xstrata Mount Isa Mining Expo, the Townsville Greek Fest and the Ernest Henry Mining Curry Merry Muster Festival.

In addition to these programs, we also supported a number of social infrastructure projects in Mount Isa, Townsville and Cloncurry, including $750k towards the Cloncurry Community Precinct project and $2 million towards the new Mount Isa Dental Health Building. Since 2006, Xstrata Copper North Queensland has contributed more than $5.5 million towards the development of a range of social infrastructure projects.

Investing in the future and life of our business has also been a top priority for Xstrata Copper North Queensland, with the company investing more than $397 million on its capital projects including $187 million spent on expansionary projects during the year.

While in May this year we announced the planned closure of our copper smelting at Mount Isa and refinery operations in Townsville by the end of 2016, Xstrata Mount Isa Mines future remains strong with a list of current and future capital projects in the pipeline which will sustain the future of our Mount Isa operations for years to come.

Xstrata Zinc

Capital investments in the north west region valued at $800 million and including both expansions to existing operations and the establishment of the Lady Loretta mine – announced by Xstrata

Zinc in the 2011 financial year.

These include: - Expanding the George Fisher underground mine to increase production by almost 30 per cent to 4.5 million tonnes in 2013 - Constructing the George Fisher North Crushing Plant which will relocate 40 per cent of zinc-lead ore crushing from Mount Isa to the George Fisher site, 22 kilometres north - Developing the Black Star Deeps project to extend the life of open cut mine by four years to 2016 - Extending Handlebar Hill Open Cut to increase the life of the mine by two years to 2013 - Constructing the $246 million Greenfield underground project to develop


the high grade zinc-lead-silver Lady Loretta deposit 140 kilometres north west of Mount Isa and first discovered in 1969 - Progressing associated projects within the Mount Isa zinc-lead processing facilities which will ensure full utilization of the Mount Isa zinc-lead concentrator at increased capacity.

These investments were supported by a 170 per cent increase in identified zinc reserves between 2003 and 2010. Xstrata Zinc’s resources in and around Mount Isa, including Lady Loretta, comprise the world’s largest zinc resource base with an estimated 600 million tonnes of ore and 36 million tonnes of contained zinc metal.

Production growth has been similarly strong since 2003 and in 2010, new records were set in operational performance in Mount Isa. A 5 per cent increase in ore production on the previous

year at George Fisher Mine to 3.3 million tonnes and a 32 per cent increase at Black Star open cut to 4.5 million tonnes supported a 15 per cent increase in throughput in the Mount Isa concentrator to 8.6 million tonnes. In the first half of 2011, total ore mined increased by 11 per cent compared to the same period in 2010 from 4.0 million tonnes to 4.5 million tonnes.

A commitment to sustainable development is a key part of the business and its success, integrating economic, environmental and social responsibility aspects.

Xstrata Zinc operations in north Queensland generated direct economic benefits valued at $647 million in 2010, with $298 million invested with Mount Isa based suppliers, an increase of 39 per cent on the previous year’s spending.

The operations engaged over 1,170 employees

and in 2010/2011, a significant focus was placed on the development of competitive attraction and retention strategies and continual improvement of the occupational health and safety of personnel.

Initiatives to improve visible leadership in developing our safety culture, create a controlled work environment and improve risk management saw the operations achieve targeted reductions in Lost Time Injury Frequency Rate and occupational health.

In May 2011, Xstrata Mount Isa Mines, representing both the copper and zinc business units, submitted an Environmental Management Plan to the Queensland Government outlining and seeking endorsement for Xstrata’s long-term strategy for sustaining its Mount Isa Mines operations.

In the community, Xstrata Zinc participates in sponsorships and donations as well as the Xstrata Community Programs in North Queensland and state-wide which are investing millions of dollars in community partnerships and activities focused on enterprise and job creation, health, education, art and culture, environment and social and community development.

The overall business performance was recognised in 2011 when Xstrata Zinc’s Mount Isa operations won the prestigious Minerals Processing Plant of the Year category in the national Australian Mining Prospect Awards. In late 2010, Xstrata Mount Isa Mines won the Queensland and Australian Exporter of the Year for the Mining Category and was inducted into the 2010 Queensland Business Leaders Hall of Fame in recognition of outstanding contribution to Queensland’s economic development, the mining industry and rural development.

The future of the operations is in expanded mining and concentrate production. Lady Loretta is planned to be operational by the end of 2013 and will produce 1 million tonnes per annum of zinc-lead-silver ore over its 10 year mine life. Ore will be treated at Mount Isa’s processing facilities. Its higher grade zinc improves the overall quality of Xstrata Zinc’s Mount Isa resource base, increases annual average zinc production and supports further cost efficiencies from the Mount Isa operations. The mine will create jobs for up to 230 contractors at peak of construction in 2013 followed by a similar number of permanent operational employees.

In addition, Xstrata Zinc and Xstrata Copper have moved to a pre-feasibility study of the Mount Isa Open Pit, a large zinc-lead-copper open pit mine on the existing Xstrata Mount Isa Mines footprint. The development has the potential to extend the life of the combined operations to beyond 2060.

Legend International Holdings

Legend International Holdings is developing world class phosphate deposits in the Mount Isa region to become a leading

global supplier of phosphate fertilizer and value added products. Phosphate fertilizer is essential to the agriculture industry in Australia and overseas by enabling farmers to increase the yield of their crops. With improved economic development in countries like China and India, the demand for phosphate is at an all time high and Legend is in a strong position to meet demand in Australia and internationally.

The phosphate deposits are located approximately 140kms north-west of Mount Isa and as released in the Definitive Feasibility Study, they are expected to produce up to 1.2 million tonnes of mono-ammonium phosphate (MAP) and di-ammonium phosphate (DAP) per year. The phosphate ore will initially be mined from the Paradise North Deposit following the grant of Legend’s second mining lease in April 2011. The ore will be processed at the proposed Mount Isa Fertilizer Complex, which is to be constructed south of Mount Isa city centre, and then transported to Townsville via train for distribution.

The development application for the Mount Isa Fertilizer Complex has been submitted and Legend is working closely with the Mount Isa City Council, the Queensland State Government and all other interested parties to ensure the development progresses inline with expectations. As a result, Queensland Premier Anna Bligh recently announced that Legend’s Paradise South Mining Project had been deemed a Project of Regional Significance “because it would contribute to the local, regional, state and national economies.” Legend plans to create over 1300 direct and indirect jobs, the majority coming from the residents of Mount Isa, during the construction and mining phases of a project that has more than a 30 year mine life.

A voluntary Environmental Impact Statement for the Paradise South deposit was also submitted in August 2011 to ensure all environmental concerns are met in a responsible and sustainable manner. Legend is making a long-term commitment to the North West Queensland region and intends to pass on as many economic and social benefits to

residents and businesses as possible.

Stanwell Corporation Mica Creek Power Station

Mica Creek Power Station has kept the wheels of the Mount Isa industry turning and the lights on in local

homes for more than 50 years.

The power station experienced a major change this year when its ownership was transferred to Stanwell Corporation Limited (Stanwell) due to a restructure of State Government-owned generators, which came into effect on July 1.

Mica Creek’s local identity and place in the Mount Isa community will not be affected by the change of ownership; however, we are now part of the largest power generator in Queensland and one of the strongest generators in Australia.

Mica Creek is one of 11 coal, gas and hydro power stations owned by Stanwell throughout Queensland. Stanwell is committed to supplying reliable power and is well positioned to provide strong engineering support for Mica Creek.

In other news from this year, we finished the installation of 26 megawatts (MW) of new capacity at Mica Creek to replace our A3 unit. The new units are two 5.7 MW Taurus gas-fired engines and a 15 MW Titan unit with the capacity to increase the output by another 15 MW if required. These new units will give us the flexibility and diversity to dispatch smaller loads.

Mica Creek Power Station has been a long-term Mount Isa employer and an active member of the local community since it was commissioned in 1960. Sponsorship of the 2011 Stanwell Corporation Mica Creek Power Station Northern Outback Business Expo and Awards (the latter for more than a decade), and ongoing support for the Laura Johnson Home are examples of this community spirit in action.

Situated 6 kilometres south of Mount Isa, the power station provides electricity for the regional mining industry including Xstrata’s Mount Isa and Ernest Henry mines, MMG’s Century Mine and Birla’s Mount Gordon

Mine. Mica Creek also supplies energy to meet Mount Isa’s domestic and commercial requirements as well as Cloncurry and surrounding communities.

The power station was originally coal-fired, with fuel railed in from the Bowen Basin. A project to expand and convert it from coal-fired to gas-fired combustion was completed in 2000 making it one of the largest gas-fired power stations in Australia.

Mica Creek now has 12 units capable of generating over 300 megawatts (MW) – enough power to light more than three million 100 watt light bulbs – supplied to customers through a 132kV transmission system and to outlying customers through Ergon’s 220kV transmission system.

The conversion from coal to gas also resulted in a 43 per cent reduction in Mica Creek’s greenhouse gas emissions as well as significant reductions in particulate and sulphur dioxide emissions. The power station is certified to the internationally recognised environmental standard of ISO 14001.

Our highest priority is the safety of the 90 plus workforce, as well as contractors and visitors to site. Stanwell fosters a proactive workplace culture where everyone is accountable for safety and strives for zero harm through strong personal commitments, safe behaviours, safe systems, and safe plant and equipment.

CopperString

The CopperString project plans to construct approximately 1000km of high voltage transmission network to extend

the national grid from the existing Powerlink network near Townsville and connect to the existing North West Minerals Province electricity supply system. The project has a capital cost of approximately $1.5 billion and is expected to start construction in early 2012.

In 2009 the Federal Treasurer Hon. Wayne Swan and Queensland Treasurer Hon. Andrew Fraser released the Sims Review report in Mount Isa which recommended that the Government should facilitate a competitive process to allow major energy users in the North West accesses and select their preferred solution for long-term electricity supply. Access to the National Electricity Market (NEM) provides energy users with improved security of supply and competitive pricing and ensures the NWMP can purchase its energy on the same basis as other


major mining regions in Queensland.

A significant amount of regional investment is dependent on CopperString across the entire corridor from Townsville to Mount Isa. Extension of the national grid is one of seven key priorities for Infrastructure Australia, and is a key ingredient to assist Mount Isa and the mid-west benefit from both traditional mining and renewable energy investment in the future.

In 2009 CuString Pty Ltd, the founders of CopperString, partnered with Leighton Contractors Pty Limited as sponsors to develop the project. Since that time, over $20 million has been invested in feasibility and development activities and most recently CopperString submitted its Supplementary Environmental Impact Statement and was declared an Infrastructure Facility of Significance by the Queensland Government. CopperString has worked very hard with the local community, Native Title groups, land holders and local economic development organisations including the Mount Isa Chamber of Commerce. CopperString has established good relationships with stakeholders, particularly the business community, and has reached agreement with a majority of landholders to secure easement access for the transmission line.

As well as the strong community support,

CopperString has received strong bi-partisan support from both State and Federal Parliamentarians and Government. CopperString has received conditional funding of up to $335 million from the Federal Government and has benefited from the Queensland Government's support in a number of other areas.

CopperString is nearing completion of negotiations with major energy users for long-term contracts to utilise the transmission line. CopperString expects final decisions by major energy users will be made in October, or November 2011. In addition to the existing major energy users, CopperString is in active negotiation with over 250MW of additional mining load for new developments across northern Queensland as well as over 1,000MW of renewable energy projects representing approximately $3 billion worth of investment.

Traditional mining activities will continue to grow and deliver economic benefit to the Mount Isa region; however as investment in renewable energy grows in the coming decades the “Clean Energy Corridor” between Townsville and Mount Isa has the potential to establish an entirely new and highly valuable industry for the north west and the rest of northern Queensland.

MITEZ

Mount Isa to Townsville Economic Zone (MITEZ Inc) continued to work with its members and stakeholders on strategic

projects to develop the region’s future.Meetings were well attended at various

centres along the MITEZ corridor and members work collaboratively for the greater benefit of the region as a whole, although MITEZ conducted specific projects focused on potential opportunities in the various shires such as the Flinders River Ag Precinct; White Mountains National Park and Cloncurry Multi-user Load-out facility. Funds were also invested in the


Overlanders Way tourism marketing project.

members were told of the importance of the

supply chain along the MITEZ corridor in terms

of optimising the flow of product from mine

to port through increased efficiencies and

improved infrastructure. This would include

moving of product by road, rail, port and for

export. Infrastructure Australia committed to

assisting MITEZ and its members to develop a

vision for the next fifty years and produce a plan

identifying ways to eliminate bottlenecks in the

system, impacts on population centres and how

investment in infrastructure should best occur

to obtain better outcomes such as productivity,

increased revenues, royalties and profits that will

benefit not only the region, but the nation as a

whole.

A great focus over the year has been

on promoting the future supply of energy

particularly for the North West and MITEZ has

assisted in promoting a competitive market

among three of four proponents. Whichever

option is finally decided, there can be no doubt

that a more competitive price will be realised for

the region.

MITEZ has strongly supported an option that

would see continued local generation as well

as an alternative supply not reliant on a gas

monopoly such as a connection to the electricity

grid on the coast. This will enable a number of

potential renewable energy projects to connect

in the future. Towns along the corridor such as

Hughenden would become hubs for renewable

energy projects such as wild, solar and bio-fuels.

Special projects such as the Northern Outback

Forums held in Normanton and Cloncurry

were supported by MITEZ and major issues

were highlighted and debated with a view to

making them better understood by all levels

of government. Issues such as road networks,

water and land use, inadequate infrastructure,

social services, skills attraction and population

retention are among those issues discussed.

MITEZ plays an important role in lobbying as a

group representing shires and industry members

from Mount Isa to Townsville. Issues such as

the live cattle export ban, resources rent tax,

carbon tax and others were addressed through a

combined voice and targeting those responsible

in Government.

Desert Knowledge Australia/Outback Business Network

After 13 years in real estate, the role with Desert Knowledge Australia in the Outback Business Network was a chance

to give back to a community for the loyalty and faith many in the business sector had shown me as an agent and auctioneer over that period. The program remains as an ambitious tool to help business in a similar way to the Mount Isa Chamber of Commerce to the broader region from Charters Towers to Camooweal and from Mc Kinlay to Karumba as well as across to Burketown.

Business membership of the organisation has grown Australia wide to over 1200 with many on a local level enjoying the smaller things we offer including 50 per cent off with TV advertising (with partner organisation Southern Cross Television) right through to direct business assistance which led to hundreds of thousands of dollars of work at some of the biggest regional mines and contacts to suppliers also valued in the thousands.

For business memberships and enterprise connect referrals, Mount Isa leads the way in regional Australia and the interaction with businesses and locally based organisations has been a rewarding one. Spreading what Desert Knowledge/Outback Business Networks does to a regional level has been more of a challenge but again helping a business where they thought no help existed has become a special part of my life and it is hoped that it can continue for many years to come.


During my time at the Chamber, I have been proud to be a part of most or all of the initiatives undertaken by my host including Housing Task force, Destination Marketing Taskforce, Small Business Expo, Mining Expo, being a regular speaker at Chamber functions and with the Executive Meetings, Dragon Boat Regatta, Business Awards, and a myriad of smaller tasks that help keep the Chamber ticking over.

I thank the businesses and all the organisations I work with for their help over the last 12 months and look forward to further progress in what looks to be an exciting year to come (especially if politics has anything to do with it). I am constantly amazed by the way businesses are able to lift themselves above all the issues faced on a daily basis to ensure a prosperous community and great service. For me, no greater incentive to help this sector exists.

Mount Isa Airport

FY11 was incredibly significant for Mount Isa Airport (MIAPL) seeing the successful completion of a full terminal and runway

upgrade. The capital investment is the largest MIAPL has delivered since Queensland Airports Limited (QAL) acquired the airport in 2005.

Key Objectives of the Redevelopment Project The key objectives for the landside and airside redevelopment were as follows: • Developtheassettocaterfortheincreased frequency of larger gauge aircraft • Provideaproductthatmirrorstheneedsof MIAPL’s core business traveller

• Improvetheefficiencyinpassenger facilitation (both airside and landside)• Provideamodernandsafeworkenvironment for MIAPL staff • Increasecustomersatisfactionbyimproving aesthetics, amenities and the concessionaire• Enhanceoperationalsafetyandcompliance standards

Project Overview: Landside Redevelopment • Thecatalystfortheredevelopmentwasto cater for increased passenger movements as a result of larger gauged aircraft (B737-800, E-170 and Q400s). To accommodate the influx in passengers, the departure lounge facility needed significant expansion and facilities upgrade. • Thearrivalsandbaggagecollectionareawas an open canopy with passengers retrieving bags from towed in trolleys. The terminal was extended to enclose this area so that the passengers can collect their bags from a long carousel in air-conditioned comfort. • TheAirportManagementofficewas expanded to provide an improved standard of amenities for the increased security personnel and staff numbers.

Project Overview: Airside Redevelopment • Withtheupgaugeinaircraft,theexisting runway required strengthening to enable larger aircraft operations. • Theupgradeincludedtherectificationof pavement defects, removal of the top skin of asphalt and overlay with new asphalt on the full surface of the runway, taxiway and apron. In addition, the runway edge lights and taxiway centre lights were reinstated into the pavement. Six weeks after the pavement was placed, the surface was grooved to provide a high friction resistance.

Building Works and Capital Expenditure Summary• A$9millioninvestmentinpavementre-sheets and the strengthening of all movement areas• A$3.9milliondevelopmentofterminal assets providing additional departure lounge facilities, new baggage collection area including baggage belt, full air-conditioning of the terminal, concessionaire refurbishment and non-sterile area restroom revamp

Project Outcome Summary Due to Mount Isa’s remoteness, innovative project planning initiatives were used to overcome staging a development of this size and technical difficulty in a regional environment. As an example, a key constraint was the fact there is no asphalt plant in Mount Isa. The timeliness of the work and need to solve issues immediately was paramount as delays would be costly. Careful planning of potential problems

in mix design and logistics resulted in the main component of asphalt works taking only four weeks. Moreover, the airport had to remain fully operational during all stages of the projects so all runway works were conducted at night.

Passenger comfort was essential during the terminal staging. Works on the baggage claim/arrivals area were completed during the harsh summer months so passengers could enjoy full air conditioning and baggage carousel. Disruption to passengers was limited with external works being completed prior to commencing the works to the departure lounge facility.

The project objectives were met and exceeded. To draw a comparison, MIAPL conducted an independent passenger survey pre development and post development. The following provides a summary of key outcomes• Significantgrowthinpassengernumbersby 19% in the FY11 year to reach 217,000• Anupgaugeinaircrafttoreachanearfull 737-800 series and Q400 aircraft utilisation • Satisfactionwiththeairportishighat96%. This is a significant improvement since 2009 where 79% were satisfied• In2009,1in5outboundpassengerswere dissatisfied with the airport facilities. This year that figure is down to just 4%. • Since2009,agreaterproportionof departing passengers are using the sole café concessionaire (55% in 2009 up to 64% today).

Historical PAX NumbersMount Isa Airport is dedicated to regional community development. Being located in such a remote area, the airport is an intrinsic and critical part of the community. As a member of the Queensland Airport’s Limited Group, the airport is passionate about finding innovative ways to achieve sustainable passenger growth that will not only benefit shareholders, but benefit the regional communities the airport serves, its environment and business partners. This is demonstrated through our sponsorship and event involvement, which includes a major investment in The Mount Isa Rodeo, North-West Queensland’s biggest tourism and community event and the Royal Queensland Bush Children’s Health Scheme.

Mount Isa Institute of TAFE

With campuses in Mount Isa, Normanton and Cloncurry, the Mount Isa Institute of TAFE (MIIT) delivers nationally

recognised and accredited vocational education and training to North-West Queensland. The Institute focuses on several key development areas, with a wide range of remote area delivery options, an ever-increasing scope of subject areas, and ongoing quality improvement.

MIIT delivers training to over 1,938 students in various industries including community services, child care, business, management, construction (civil construction), and literacy and numeracy.

Through a close association with the industry sector, the Institute develops relevant delivery strategies to provide training that stimulates increased employment and addresses identified skill shortages in the mining, manufacturing, and building and construction industries.

In addition to delivering apprenticeship and

traineeship programs, MIIT also delivers fully

accredited programs from Certificate 1 level

through to vocational Graduate Diploma.

The delivery of these programs is provided on a

flexible basis in an endeavour to meet the unique

demands of the regional and remote businesses

and people of North West Queensland.

In so doing, Recognition of Prior Learning (RPL)

has become a key facet of MIIT’s operations

and recognises the skills acquired on the job of

workers over their working life.

IMPROVEMENTS AND DEVELOPMENTS

Mount Isa Institute of TAFE is continuing

to develop its business and increase the

qualifications on offer through furthering

industry engagement partnerships and co-

provider agreements. Our current partnerships

and agreements have seen the increase of 17

new qualifications and skills sets on offer to the

community.

Recent and ongoing infrastructure upgrades

and equipment acquisitions will permit MIIT to

offer apprentice and pre-apprentice programs in

hairdressing and beauty therapy as well as pre-

employment and post trade qualifications in this

personal services industry.

From the beginning of 2012 MIIT in partnership

with SAGE Didactic, RMIT and the mining

industry will provide the Certificate IV in

Instrumentation to meet the needs of the mining

industry in the region.

INDUSTRY AND COMMUNITY PARTNERSHIPSThrough a close association with the industry sector, MIIT develops strategies to provide training that stimulates increased employment and addresses identified skill shortages in the mining, manufacturing, and building and construction industries.

XSTRATA PartnershipA recent partnership that has developed is the collaboration with Xstrata Mount Isa Mines. MIIT has partnered with Xstrata to formally recognise the delivery of training at Xstrata’s Skills Centre. Xstrata is one MIIT’s largest suppliers of clients in regards to apprentices. Xstrata delivers stage one of the off the job component of apprenticeship training for four trade areas including Electrical, Fitting & Machining, Diesel Fitting and Metal Fabrication. Delivery is located at the Xstrata Skills Centre within the boundaries of Xstrata’s mining lease for Mt Isa Mines. MIIT has been heavily involved with Mount Isa Mines and training their apprentices for many years - even more so since the re-opening of the Xstrata Skills Centre.

The partnership is in its second year and with apprentice numbers starting to rise and issues involving skills shortages, this partnership is innovative, benefits both organisations and looks set to continue in the years to come.

MYUMA Partnership MIIT has been working with Myuma since 2007 and is committed to the delivery of at least two programs a year in the areas of General and Civil Construction. The MYUMA program delivers 13 weeks of accredited training and on-the-job work experience to 30 Indigenous people each intake from North Queensland on a bi-annual basis who wish to access entry-level employment positions

in the civil construction, general construction, mining or related industries in the region.

MMG Century PartnershipMIIT has been in close partnership with MMG Century Mine which is Australia’s largest zinc mine, producing approximately 5,000,000 tonnes of zinc annually. Programs that MIIT is committed to delivering at Century are the pre-vocational training under Certificate II in Engineering, Language Literacy and Numeracy, Computer skills and more recently Certificate IV in Training and Assessment. In addition to these pre-vocational courses, Mount Isa Institute of TAFE also delivers onsite training to MMG Century stage one apprentice’s and will commence onsite delivery of stage two apprentice’s in 2012.

MIIT delivers Community Services and Literacy/Numeracy Programs across the region including Jimaylya and the Edmund Rice Flexible Learning Centre.

MIIT also has very close ties with MIGATE delivering a wide range of programs to their apprentices and trainees.

PERFORMANCEMIIT has been able to work within its budget over the last four financial years while increasing its productivity by 35 per cent and efficiency by a like figure.

MIIT will continue to deliver a quality service to the industry and community of the North West Region over the coming years.

Outback Queensland Tourism Association

The Outback Queensland Tourism Association is dedicated to marketing and developing Queensland’s Outback as a

singular destination experience.

Our vision is that Queensland’s Outback becomes the premier Australian Outback destination through a committed approach to sustainable tourism development and by encouraging growth through strategic marketing, development and training.

In the previous 2009/10 financial year, OQTA generated just over $800,000 worth of promotion and advertising for the Outback region.

OQTA is possibly the smallest organisation in the world, looking after the biggest region in the world, which didn’t stop our team finishing the year with a turnover of just under $ 1 million.

Of this, we can also put our hands on our hearts and let the industry know that nearly $450,000 of these dollars went directly into marketing, media and PR initiatives.

In conjunction with Tourism Queensland, this investment has therefore helped us deliver for the year 2010/11: • $22.2millioninpublicityvalue,fifthinastate of 14 tourism regions (figures calculated by TQ’s Media Activity Database tool) • Thesuccessfullaunchofthe3yearOutback Education Subsidy, a joint partnership, with Tourism Queensland, Education Queensland and the Department of Employment Economic Development and Innovation aimed at sending our little Qld kids out bush for some lessons and experiences on Outback life. • The“AftertheRain”campaignrolledout reaching approximately 550,000 people across three mediums and generating $1.4 million worth of publicity. The TV ads appeared over 2,000 times and website visitation spiked from 6000 a month to over 12,000 a month during the campaign period. • 90,000newcopiesoftheTravellersGuide rolled out and were sent far and wide across this land. The guide generated over $140,000 of income with feedback from tourists attending the shows that it is the only printed guide that they look for. • OQTAvisitedconsumershowsinAdelaide, Sydney, Melbourne and Brisbane. This exposed Queensland’s Outback and our brand to more than 500,000 people interested in our type of holiday experience. • Arecord70nominationswereobtainedby our industry for the re-launch of the Outback

Queensland Tourism Awards in Winton.
