1.1. Description The 2019 Rallye de Charlevoix is a motorsport event taking place in La Malbaie, Québec from October 17 to 19. The event will count for the following championships.

• Round 6 of the Canadian Rally Championship (CRC) • Round 9 of the Eastern Canadian Rally Championship (ECRC) • Round 14 of the North American Rally Cup (NARC) • Final round of the Rally Sport Quebec regional championship (RSQ)

The event will be run under the CARS General Competition Rules (GCR) and the National Rally Regulations (NRR), for the Quebec Rally Championship, also the RSQ regulations. Scoring for the NARC and ECRC will be as per the scoring rules of those series. Changes, amendments and / or changes to the specific rules or schedule will be announced by numbered bulletins, dated and signed by the Clerk of the Course and the stewards. These bulletins will be posted on the official notice board. Notifications can also be given to a time control where competitors will be asked to sign to signify that they have received the notification.

1.2. Road Surface / Competition

The special stages are gravel roads except for stages La Malbaie and Clermont which are held on tarmac with a brief gravel section including a jump.

The regional portion (RSQ, ECRC) is composed of the second day of competition, amounting to 316.7 km, 121.41 of which are special stages. The national portion is composed of both competition days, amounting to 400.93 km, 159 of which are special stages. 2. Organisation

4.1 Date Registrations will be accepted until Friday, October 18, 2019 at 5h15. We will accept a maximum of 45 cars. If there are more than 45 registrations, a list will be made in order of receipt of registrations and payment. The registration form is available on our website. 4.2 Procedures

For an entry to be accepted and the crew to be posted on the provisional entry list, the registration form must be fully completed, and the fees must be fully paid by Paypal (credit card), E-transfer or by cheque. 4.3 Eligible classes

The eligible vehicle classes for the different championships are specified in their respective regulations. 4.4 Cost and eligibility of registration

The payment of registration fees can be done by: • Credit Card via PayPal (name of the driver in the comment section) • Interac transfer send to: [email protected] • Cheque send to the address of the Club (see section 2.1)

4.6 Refund A full registration can be withdrawn without penalty, up to 48 hours before the start of registration at the HQ on October 17, 2019 at 6h00, with a penalty 25% of registration fees, less than 48 hours before the start of registration. No refund after start of registration at HQ. 5 Insurance

5.1 Liability Insurance

Event participants are covered by insurance for public liability and for third party bodily injury and property damage on the stages up to $5, 000, 000 CDN. 5.2 Health Insurance

Teams (Driver, co-driver and service team) from outside Canada and teams from outside of Quebec, should ensure that they have personal medical insurance coverage. 5.3 Liability Coverage Period

Coverage is only valid during the special stages of the event. Public liability and damage outside the stages is the responsibility of each competitor’s own automobile insurance policy. The event’s insurance coverage for participants will end at the close of the rally HQ or upon a disqualification or withdrawal. 6 Advertising and Identification

6.1 Obligations & restrictions

Vehicles shall display the numbers, windshield and door banners as specified in RNR 12.4.1.9. 6.2 Additional Advertising

It is mandatory for all competitors to clearly and optimally display all stickers provided by CARS, as well as sponsors of the event. They will have to be affixed to the places identified by the organization. 6.3 Competition Numbers

The sticker numbers provided by the organization must be affixed to the front doors, the left side of the upper part of the front windshield and the rear side windows. The numbers must be kept on the car for the duration of the competition and must be clean and visible at the beginning of each stage of the Rally. 7 Tires and Gas

7.1 Tires- Obligation and Restriction

There is no restriction on the make, type or number of tires that may be used during the competition. 7.2 Fuel

Only unleaded gasoline is allowed. Leaded gasoline and lead additives are strictly prohibited. 7.3 Refuelling

Refueling of cars will only be done in one specific refueling zone. This area is attached to the service area but is considered not to be part of the service park. The service book will provide guidance for planning gasoline management. The distance between each re-fueling will not exceed 120 km.

8 Recce 8.1 Date

Course reconnaissance is optional for competitors, but is highly recommended. Reconnaissance will be made according to CARS regulations. A team observed on the stages outside of the schedule will be reported to the Stewards for sanction. 8.2 Registration

All competitors wishing to participate in the reconnaissance must register at Headquarters according to the time indicated on the Section 3.1. They will then receive the following documents and items:

• Route book • A self-adhesive number to be affixed on the upper right (co-driver) side of

the windshield and to be visible throughout the duration of the reconnaissance.

8.3 Specific Directives

During the reconnaissance, the competitors will not be able to use their rally car unless authorized by the organizer. Teams will be authorized a maximum of two (2) passes of each stage during reconnaissance. It is forbidden for the teams to drive in the opposite direction of the rally, except on an exception issued by the organization. Competitors must take into consideration that during the reconnaissance, the rally stages will be open to residents, volunteers, rally officials and especially to forestry trucking. It is imperative to respect the safety and rights of all users.

8.4 Observation Control

The organization reserves the right to hold observation controls during reconnaissance to verify compliance with applicable rules. The maximum speed is 60 km / h on the rally stage roads during the reconnaissance, or less where the authorized speed indicates it. The maximum speed during transits is the posted limits. If there are infractions, the penalties will be as per NRR 13.6.12. 9 Administrative checks (Registration) 9.1 Documents to check

The information contained in the team registration form will be checked and the following documents may be examined:

• Driver licence • Competition licence • Certificate of insurance coverage for the rally car • Registration of the rally car • CARS declaration will be required for registration and technical inspection.

All competitors must sign the ASN insurance waiver form

9.2 Recce with racing vehicles For a racing vehicle to be used for recce, a request has to be made during the registration period.

Each member of a service team will be required to register during registration at Headquarters and sign the CARS insurance waiver form and wear the wrist band provided by the organization. Also, when sending your inscription, you must tell us the necessary size needed for your service area. A maximum of two vehicles will be allowed. 9.4 Documents provided

During registration the following documents will be provided: • Road book • Instructions for odometer verification • Stickers for door panels, windshields and numbers (Supplied by CARS) • Sponsor stickers with instructions • Service book with roads, maps, itineraries and distances between each service • A "Service" sticker will be given to each crew at the entrance of the service area, to put on a vehicle of your choice to access the service area (only trailers do not count for a vehicle). Additional stickers are available for $ 50 cdn each. • Technical inspection form • Two tickets to the Banquet of Champions for the award ceremony. There will be additional tickets available for purchase at $ 30 each. 10 Technical Inspection

10.1. Elements required

• All required vehicle identification elements (ex: competition numbers, advertising etc.) must be affixed as indicated.

• All safety equipment (racing suit, helmet, head & neck protector (Hans)). • All required removable safety equipment (ex: signal triangles, fire

extinguishers, tow strap) must be present and secured in the vehicle. • Log book for the rally car • One or more seat belt knives must be carried in the vehicle and within

reach of the driver and codriver when the straps are attached. • A spill kit as described in GRR 12.3.24.

During the inspection, your logbook will be retained by the Inspection Manager. The books will be available at the awards’ ceremony. If a team does not finish the rally, due to mechanical breakdown or otherwise, the vehicle be inspected before handing over the log book. Unclaimed logbooks will be given to the National Series Manager for mailing later. 11 Other Procedures 11.1 . Units of Measurement

All distances are in kilometers. A measured path to adjust the odometer will be included with the road book. 11.2 . Official Time

The official time will be the one posted at the Headquarters. 11.3 . Start procedures

The luminous countdown system being unavailable for reasons of conflict of schedule, start countdown will be done manually. 11.4 . Time Card Exchanges

Time cards will be exchanged at the end of each leg. 11.5 . Finish Procedure

After entering the last Major Time Control, the cars must enter the Parc Fermé Post-Rallye. Each team must designate a member to stay near-by the entry of the Parc Fermé should a technical inspection be requested. The podium ceremony will take place in an area adjacent to the Post-Rally Parc Fermé. Competitors who finish in the first 3 positions of their category will be led by an official towards the podium. They will be escorted to the Parc Fermé after their presentation on the podium. Rally cars must remain in the Parc Fermé until the end of the ceremonies. 11.6 . Plastic tarp

All crews must have a plastic sheet under the rally car during service. Upon registration, each team will be required to sign a document stating that they will clean their own service area, taking all refuse with them when leaving and take the necessary action in the event of a contaminating liquid to clean it up. 12 Shakedown 12.1 . Description

The shakedown is held on a 1.5km road. Stage notes will be supplied. Runs made by registered team members can be made at competition speed. All necessary equipment for competition (helmet, nomex suit, HANS device, etc.) are mandatory. Runs made by a registered driver and a passenger must be made at a slower speed and for demonstration purposes only. Passenger must wear a helmet and head and neck restraint system and harnesses must be fastened properly. Each passenger must sign a waiver form before entering the vehicle. Competitors cannot use the road outside the time allotted for Shakedown.

12.2 . Place

Shakedown will be held on the second half of special stage La Pax. 12.3 . Drop off zone (débarcadère)

The teams can use the designated drop off zone to get their vehicles off their trailers. 13. Lodging recommendations

3. I understand that all applicable rules for participation must be followed, regardless of my role, and that at all times during the EVENT the sole responsibility for my personal safety remains with me; and

I will immediately remove myself from participation, and notify the nearest official, if at any time I sense or observe any unusual hazard or unsafe condition or if I feel that I have experienced any deterioration in my physical, emotional or mental fitness, or that of my protective clothing, gear or equipment, for continued safe participation in the EVENT.

A FULL AND FINAL RELEASE AND WAIVER OF LIABILITY AND ALL CLAIMS that I have, or may in the future have, against ASN Canada FIA, any person(s), entities or organization(s) associated in any way with the EVENT including the track owners and lessees, promoters, sanctioning bodies, racing associations, or any subdivision thereof, track operators, sponsors, advertisers, car owners and other participants, rescue personnel, event inspectors, underwriters, consultants and others who give recommendations, directions or instructions or engage in risk evaluation and loss control activities, regarding the EVENT or event premises, or any one or more of them and their respective directors, officers, employees, guides, contractors, agents and representatives (all of whom are collectively referred to as “the Releasees”) from any and all liability for any loss, damage, injury or expense that I may suffer as a result of my use of or my presence at the event facilities or my participation in any part of, or my presence in any capacity at, the EVENT, due to any cause whatsoever, INCLUDING NEGLIGENCE, GROSS NEGLIGENCE, BREACH OF CONTRACT, OR BREACH OF ANY STATUTORY OR OTHER DUTY OF CARE, INCLUDING ANY DUTY OF CARE OWED UNDER THE RELEVANT OCCUPIERS LIABILITY ACT ON THE PART OF THE RELEASEES.

3. AN AGREEMENT NOT TO SUE THE RELEASEES for any loss, injury, costs or damages of any form or type, howsoever caused or arising, and whether directly or indirectly from my participation in any aspect(s) of the EVENT; and

4. AN AGREEMENT TO INDEMNIFY, and to SAVE and HOLD HARMLESS the RELEASEES, and each of them, from any litigation expense, legal fees, liability, damage, award or cost, of any form or type whatsoever, they may incur due to any claim made against them or any one of them by me or on my behalf, or that of my estate, whether the claim is based on the negligence or the gross negligence of the Releasees or otherwise as stated above.

5. AN AGREEMENT that this document be governed by the laws, and in the courts, of the Province in which the EVENT occurs.

I HAVE READ AND UNDERSTAND THIS AGREEMENT AND I AM AWARE THAT BY SIGNING THIS AGREEMENT I AM WAIVING CERTAIN SUBSTANTIAL LEGAL RIGHTS WHICH I AND MY HEIRS, NEXT OF KIN, EXECUTORS, ADMINISTRATORS AND ASSIGNS MAY HAVE AGAINST THE RELEASEES.
