Th eCont rac to r agrees to provide USINS d e t a i n e e s with the same l e ve lof medica l care and se r v i c e s provided l o c a l p r i sone r s inc lud ingthe t r a n s p o r t a t i o n an d s e c u r i t y fo r de ta inees r e qu i r ing removalfrom the f a c i l i t y for emergency medica l s e r v i c e s . All c os t sassoc ia ted with h o s p i t a l or hea l th care s e r v i c e s provided o u t s i d ethe f a c i l i t y s h a l l be submit ted th rough th e Cont rac t ing O f f i c e r ' sTechnica l Represen ta t ive Harry Helms in the form of an o r i g i n a li nvo ic e ( s ) for d i r e c t payment by the USINS.
