    The townships municipal com-plex task force has considered allof its options for a new townhall/library complex and hascome up with a recommendation.

    Its choice is a $220 per squarefoot project that would be con-structed in two phases and wouldkeep all functions police, admin-stration, court, library, and

    recreation at the current Secondand Church Street location.

    According to a presentation re-eased by the task force, all func-

    tions would be housed in one loca-tion, but in two separate build-ngs. Each of the buildings would

    be constructed in its own phase.Phase one would include a

    39,000 square foot building thatwould house the library andrecreation center. Constructionof the building would start in Au-gust 2012 and is estimated to take20 months to complete. Phase two

    of the project would not beginuntil phase one is completed.Phase one is estimated to cost atotal of about $11 million.

    Under phase two, a 27,000square foot building would housetownship administration, court,and police facilities. This phasewould pick up after the comple-tion of phase one in May 2014 andwould also take about 20 monthsto construct. The total estimatedcost for phase two is $6.8 million.

    All told, the project is estimat-ed to cost about $17.9 million.

    The total estimated cost is after$1.2 million from insurancemoney and a $250,000 contribu-tion from the Friends of theMoorestown Library are factoredin. If the project stayed on time,it would be complete by Decem-ber 2015.

    Its time to head to the polls,Moorestown.

    On April 27, registered voterscan cast their vote on whether ornot the Moorestown TownshipBoard of Educations proposed2011-12 school budget tax levyshould pass. Residents can alsovote to fill three open seats on theBoard. The race for the seats isnot officially contested, but thereis a resident vying for election asa write in candidate.

    Keep in mind this years elec-tion is on a Wednesday, not aTuesday, as has been the case inthe past.

    The Moorestown Township

    Board of Education has proposeda 2011-12 school district budgettax levy that bears a net increaseof $695,983, or 1.19 percent, overlast year.

    The tax levy is budgeted to the2 percent cap, but is offset by adebt service decrease of $366,711.According to district BusinessAdministrator Lynn Shugars, thedistricts debt service, which in-cludes money to be paid from oldbond referendums includingprincipal and interest payments,is beginning to decrease.

    As a result of the budgets pro-posed tax levy, residents in the av-erage assessed home of $534,100would pay an increase of $80 peryear, or $6.67 per month, in schooltaxes, if the budget passes at the

    After several failed attempts tofund the Moorestown RecreationAdvisory Committees K.I.D.S ini-tiative, you may have thought itwas a dead deal.

    Not quite.After hours of debate, dozensof residents voicing opposition,and several voicing support,Council voted 3-2 to approve theuse of about $217,000 from theMoorestown Open Space, Recre-ation, Farmland and HistoricPreservation Trust Fund for engi-neering, design, and bidding ex-penses for phase one of theK.I.D.S initiative.

    Officials made it clear that themoney will allow Council to get abetter picture of the project costsand scope, but will not fund theentire multi-million dollar plan toupdate, maintain, and expandMoorestowns recreation assets.

    In fact, there have been no deci-

    sions on where the township willget its portion of the money tofund the rest of the initiative.That unknown factor is part of the reason Councilwoman StaceyJordan and Councilman ChrisChiacchio submitted no votesto using the open space moneylast week.

    Both noted theyre not opposedto what the initiative aims to do.

    Jordan said shed like to seebigger issues such as the town-ship budget and town hall put tobed before moving forward withthis initiative.

    I want to have all of that takencare of before we go out andspend more money, she said.

    Other members said fundingthis step is pivotal in figuring out just how big of a problem thetownship has with its fields andrecreation assets and how muchfixing that problem is going tocost.

    We need to find out what thecost of the K.I.D.S project is,Mayor John Button said.

    Most of the argument sur-rounding last weeks issueseemed to be about whether ornot funding the engineering, de-sign, and bidding aspects of theinitiative is an appropriate use of the trusts funds.

    The Moorestown Open Space,Recreation, Farmland and His-toric Preservation Trust Fundwas created via referendum, itcontains money collectedthrough a one-cent open space taxper $100 of assessed home value.

    Township Solicitor Tom Cole-man said Councils use of thefunds in this case is legally OK be-cause the parks are considered

    open space. Others were convinced; some even using the money in this waytrayal of trust.

    Bruce Shaw, chair of thships open space advisorymittee, said the proposed funds seemed inappropriat

    Junior Madison Taormina, of Moorestown, has been acceptedinto the sciences program, whichtakes place at Drew University inMadison.

    The New Jersey GovernorsSchool in the Sciences has several

    objectives. The first is to broadenthe scholars appreciation andknowledge of science through ex-posure to a range of scientific top-ics and scientists. The subject of career exploration and choice iswoven throughout the program.The second objective is to intro-duce scientific research to thescholars via hands-on research

    experience in a students area of interest. Resources from NewJerseys industrial, governmen-tal, and academic science estab-lishments are used.

    Junior Karan Hiremath, of Columbus, has been accepted intothe Engineering and Technologyprogram, which takes place onthe campus of the School of Engi-neering at Rutgers in Piscataway.

    During the program, studentswill have the opportunity to col-laborate with two to four studentson a novel research project whichwill be showcased in a confer-ence-style final paper and presen-tation in front of hundreds of in-vited guests at the schools re-search symposium. Additionally,students will be able to partici-

    pate in a variety of lifeworkshops, attend site vilocal corporations, and engactivities that will help themnect with professors, profeals, and peers from throuthe state.

    Separate the vote andlet taxpayers decideLets have a separate public

    vote for town hall, library andplastic fields. Let the taxpayersvote. Let the taxpayers decide if $50 million will be spent over thenext 10 years.

    Let the Moorestown taxpayersuse their democratic rights to de-cide on bond issues over $1 mil-lion.

    Take the petty politics, pettyfavoritism, and petty lobbyingout of these important deci-sions. Put it to a public vote orreferendum.

    Moorestown Township Coun-cil is not to be congratulatedwith how it is mismanaging ourbudget and taxes.

    Moorestown Township Coun-cil has cultivated a culture of ex-cess, a culture of a give me atti-tude I deserve mine, while thegeneral budget and taxpayersare ignored.

    Moorestown Town Council iscultivating a personality of nar-cissism of excess, self-interest,and wasteful incompetence, andgrandiose expectations, by allmeasures of effective municipalgovernance. And, it is the

    Moorestown taxpayers who willcarry these cost for years tocome, especially the senior citi-zens and widows and widowersof the community.

    Seriously. People are talking about running for president?In April? 2011? We have to start this now? We cant get

    more Charlie Sheen/lost snake coverage for at least a fewmore weeks? Just about anything is better than listening tomonths of campaign gibberish.

    Politicians and other POTUSwanna-bes usually start off with a Who, me? kind of falsemodesty. Then they announcetheyre thinking about run-ning. Then they form an ex-ploratory committee. Then,like theyre giving us all some kind of early birthday present,they declare that they, after much soul-searching and at the urg-ing of millions of working men, women, children and dogs, in-deed will selflessly, albeit reluctantly and at great personal sac-rifice, toss their hat into the ring.

    Oh, please. The Iowa caucuses and New Hampshire primaryare months away. Why all the drama now? Yes, we know it takesa good bit of planning to run a presidential campaign. Butplease spare us the soap operas this far in advance of anyoneactually casting a vote.

    Were all for spirited debate of the issues at all levels of gov-ernment. Its democracy in action. Its the way people get theirviews across, figure out which candidates to support and, in theend, with any luck, solve some problems.

    Thats honest, responsible campaigning/governing. Usefulstuff. Meaningful stuff. Stuff people can sink their teeth into,but stuff that usually happens closer to when an election isabout to take place or when no election is approaching andpoliticians are doing their jobs you know, governing.

    What are we going to be subjected to for the next eight or somonths from these presidential hopefuls? Announcements of staffing hires and fires? Fund-raising pleas? Photo-ops?

    Heres a tip: Regular people dont care about this stuff. Atleast not now.

    POLICE REPORTThe following incidents were

    taken from reports on file withthe Moorestown Township Po-lice Department:

    On April 8, at 12:06 p.m., a resi-dent from Georgian Dive report-ed two suspicious males in thewoods. Patrols were able to lo-cate and identify the subjects.

    On April 8, at 11:54 p.m., a resi-dent from Cove Road reported

    seeing two suspicious maleswalking down the street. Sub-

    jects were then seen going intothe woods on Cove Court. Patrolschecked the area and unable tolocate anyone.

    On April 9, at 8:37 p.m., a com-plainant from West Main Streetreported a suspicious femalewearing a black sweatshirt. Pa-trols checked the area and wereunable to locate the subject.

    On April 11, at 11:42resident of Georgian Drported a suspicious parked at Georgian DrivDemarest Road.

    Two subjects were seing the vehicle and enteripark. Patrols located the vand the two subjects. Swere identified and warthe local ordinance fohours.

    Can you remember reading a

    book that really made a differ-ence in your life?Students in Moorestown, and

    all around the country for thatmatter, had a chance to let the au-thor of their favorite book knowhow theyve changed their lives.

    Students in Mrs. Valoras Lan-guage Arts classes at the WilliamAllen Middle School recently par-ticipated in the national Lettersabout Literature competition.

    Letters About Literature is anational reading promotion pro-gram of the Center for the Bookn the Library of Congress, pre-

    sented in partnership with Targetand affiliated state centers for thebook.

    In the competition, students

    write letters to authors of theirchoosing explaining why theirparticular novels somehowchanged their view of the worldor themselves.

    Emma Burns, an eighth gradestudent, earned first place honorsfor the entire state for her letter.Olivia Sauoaf and LaurenBirsner, also WAMS students,were honorable mentions.

    All three students, and theirteacher, will be recognized atPrinceton University in May.Emmas letter has been enteredinto the national competition.

    This popular, annual contestsponsored by the PhiladelphiaPhillies, uses an automatic pitch-ng machine to throw ten good

    pitches to each contestant. Pointsare scored for all fair balls hit, dis-

    tance hits, and home runs.Any ball that hits fair is worthone point, distance hits are worthtwo points, and home runs countfor five points.

    The distance hits and homeruns shift with each age division,so they are well within the rangeof most hitters.

    The speed of the pitch alsoshifts for each division.

    The Moorestown Departmentof Parks and Recreation willaward a number of prizes to thenights big hitters.

    First, second, and third place

    When it comes time for a BoyScout to do an Eagle Scout proj-ect, many offer up countlesshours of volunteer work to beau-tify their community or makepeoples lives easier. One BoyScout from Moorestown is hopinghis Eagle Scout project will saveives.

    With the help of theMoorestown Fire Departmentand other Boy Scouts, Evan Gillwill be performing home fire safe-ty inspections for his project.

    During each of his inspections,Evan will check to make sure thatthe property has the appropriatenumber of smoke detectors, in-stall new batteries, replace oldersmoke detectors with new onesand will go over basic home firesafety with homeowners.

    Evan recently attended theChannel 6 Operation Save-A-Life program at the PhiladelphiaFire Academy along with firemarshals of the Moorestown FireDepartment, including Assistant.Fire Marshal Kenneth J. Schweik-er and Administrator Christo-pher M. Chesner fromMoorestown Fire District No. 1.

    There, several cases of smoke

    detectors are given to local fire de-partments to distribute amongthe citizens of their communities.

    Thanks to the Operation Save-A-Life program, Evan has beensupplied with a limited number of smoke detectors to get him start-ed. He plans to have fund raisersthroughout the year with the pro-ceeds being used to purchase ad-ditional smoke detectors, batter-ies and carbon monoxide detec-tors.

In addition,six buildings and grounds posi-tions will be outsourced. The cutsalso call for the elimination of theauditory impairment program,nixing all of the interpreter posi-tions across the district.

    To offset costs, and in an at-tempt to generate revenue for thelong term, the district plans to
