MVP Approximately 40 cubic yards of bricks and mortar were removed by the owner from the Park Plaza Apartments (MS-00057) and placed near a city utility excavation. The bricks and mortar exceed the soil standard of 5 pCi/g Ra-226 above background and were therefore transpmted by the City of Monticello to the Temporary Storage Facility.

HIGHLIGHTS
The Record of Decision for the Monticello Mill Tailings (USDOE) Site Operable Unit IlL Swface Water and Ground Water, Monticello, Utah, was signed by DOE, UDEQ, and EPA. MRAP

STATUS

Operable Units I and II
DOE met with EPA and State regulators to discuss the results of recent erosion and plant characterization work at 'the Monticello millsite and at "analogous" sites. Eroded areas on and near the millsite were visited to discuss possible repair methods. DOE identified potential analog sites near Monticello to assist in detetmining millsite restoration success. Success criteria were also identified.
The quarterly Federal Facilities Agreement meeting was held May 18 and 19. Dm·ing the meeting, the first draft of the OU III Remedial Action Report was delivered to EPA and UDEQ. The schedule for attaining a designation of"construction complete" for the MMTS CERCLA site was discussed, and it was determined that the schedule can be met by September30. Millsite restoration was also discussed and it was determined that the City of Monticello has not completed most of the items identified in September 2002 by their restoration design engineer and during the 2003 annual inspection.
The following revised Monticello Mill Tailings Site (MMTS) documents were transmitted to EPA and UDEQ. EPA and UDEQ review comments received in April and May2004 were incorporated into these documents:
• Draft-final Remedial Action Report (RAR) for the Reposit01y and Operable Unit I Properties MP-01040-VL {South Portion) and MP-01080-VL
• Draft-final Remedial Action Report for the Operable Units I and II Swface and Ground Water Impacted Properties
• Final page changes for the pro petty completion reports (PCRs) for the following Operable Units I and II Surface and Ground Water Impacted Propetties: MP-00179-VL, MP-00391-VL, and MS-00893-0T (the former millsite)
The first drafts of the DOE certification letters for the propetties comprising the Operable Units I and II Surface and Ground Water Impacted Propetties were completed; DOE is in the process of reviewing them. These letters are scheduled for completion in July 2004.

MONTICELLO SURFACE- AND GROUND-WATER PROJECT (MSG)
STATUS
DOE submitted the draft-final Post-Record of Decision Monitoring Plan for the Monticello Mill Tailings Site (USDOE) Operable Unit Ill- Swface Water and Ground Water, Monticello, Utah to EPA and UDEQ on June 30, 2004.
Three new monitoring well locations were identified during the FF A meeting.
The draft Remedial Design/Remedial Action Work Plan for the Monticello Mill Tailings Site, Operable Unit III, was submitted to EPA and UDEQ on May 27, 2004. Significant comments were received and a revised draft was submitted to EPA and UDEQ on June 29, 2004.

MONTICELLO VICINITY PROPERTIES (MVP) and OU II SITE ACTIVITIES
STATUS
DOE received a call from the USDA Rural Development conceming contaminated bricks removed from Property Number MS-00057 (Park Plaza Apartments). USDA wanted to know if any additional action at the apartments was required. A copy of the folio for tllis property was requested and received from the National Archives & Records Administration. The exclusion reports were extracted and provided to DOE to support the determination that no further action is required.
