1. Introduction and Executive Summary

1.1 Structure of Report

This is the twenty seventh Monthly Report of the SECEP Project Implementation Phase and covers the period 1st to 30th November 2011.

The Monthly Report describes activities undertaken in the Project’s six components and the various sub-components in the reporting month, together with the activities envisaged for the coming month. Details of activities in November and those planned for December are presented in Section 2.

Annex A2 presents the Project Logical Framework. As this monitoring document was not altered during the course of the current or recent reporting periods, the Log-frame presented in the SECEP Inception Report still applies in this Project Implementation phase.

Annex B1 shows a month-by-month draw down of both key and non-key man/days including unutilised balances in all cases.

Annex B2 presents minutes from Project Management Group meeting/s and/or Project Steering Committee meeting/s held during the reporting period.

Annex B3 presents a schedule of the meetings held during the period under review.

1.2 Executive Summary The following is a summary of the highlights of SECEP activities and developments during November 2011:

Institutional Strengthening & Capacity Building

Institutional Strengthening activities in November continued to be focused on involving the Beneficiaries in the Import Substitution Study and close collaboration in the organisation of the 4th Meet-the-Buyer event. The Project organised a presentation on the development of target clusters involving the cluster managers and MoERD on the 25th November.

Cluster Development (component 3)

The following is a summary of progress on the Project's cluster development work being conducted with SECEP STE support:

ICT Network: STE Boris Krstanović assisted the cluster with preparations for the B2B scheduled for the 5th December and SECEP distributed information about the event to other clusters.

AC Serbia: STE Aleksandar Karaev advised the cluster on results based monitoring and the holding of innovation potential management workshops for members.

Serbian Furniture Cluster: SECEP STE Genoveva Christova assisted the Serbian Furniture Cluster organise a conference at the Belgrade Furniture fair, which included presentations about SECEP's work on setting up SFC (STE Genoveva Christova), the development of the cluster (Cluster Manager Milica Dimitrijević), the K-bar design concept (SECEP STE Mirko Tatarrini), and a presentation about the Russian North-West Furniture association. After the conference, SECEP and SFC hosted a reception at the cluster's exhibit stand. The cluster's designer products won acclaim and a special

award for quality at the fair. SECEP met with the SFC cluster manager to discuss the cluster's plan for participation in the Cologne international furniture fair. The cluster is investigating how funds would be raised to complement the grant awarded by SIEPA.

NI-CAT: SECEP arranged meetings for Ni-CAT companies to meet members of the Bulgarian Mechatronics Cluster at Meet-the-Buyer. The Ni-CAT cluster manager Goran Mladenović discussed future collaboration with members of the Bulgarian cluster. Ni-CAT and SECEP held FP7 workshop for the engineering faculties at the University of Niš on the 30 th November with more than 13 participants from the faculties. The title of the workshop was NI-CAT Workshop - FP7: Strategy, Partners and Proposals. SECEP discussed the scope of assistance to Ni-CAT for the preparation of a CBC project in collaboration with the Bulgarian mechatronics cluster, including the structure of a Serbian-Bulgarian consortium to bid for the project. SECEP identified a candidate international STE expert to support the cluster with CBC project preparation.

FACTS: Cluster Development Key Expert Michael Dan discussed and reviewed final report on FACTS with Cluster Manager. The Team Leader, Andrzej Schafernaker, and Michael Dan delivered presentations on innovation in clusters at the international textiles conference at Zrenjanin at Novi Sad University, co-organized by FACTS, on the 10th November.

KIS for Agriculture: Cluster meeting was held on the 29th November with 18 members attending. The STE Spyros Fountas continued to support the cluster in preparing FP7 applications, and SECEP expects to reach 5 applications by 6th December. Plans were discussed regarding the next KISA event, which is planned for early 2012 (subject to approval of a project extension).

Other: All the clusters supported by SECEP met with the MoERD on 25 th November to discuss progress and present the status of each cluster.

Supplier Development (component 4)

The following activities were carried out with SECEP support:

Intensive PhaseThe intensive phase interventions were completed in full and the Supplier Development team fo-cused on ensuring all basic data and individual company reports are returned in December.

Import Substitution Study During the PMG meeting PIT requested assistance to establish connection/elicit a response

from Jat, HE Đerdap and NIS. Both MoERD and the Office of DPM offered to help (Contacts for these companies were sent to both Beneficiaries). List of 25 new companies was presented to expand the sample frame as well as the amended strategy for ISS.

As the end of the month, 17 questionnaires had been completed and SDP started sending out questionnaires to the new sample of companies approved by the beneficiaries on the last PMG meeting.

Meet the Buyer 4 The highly professional event was held at BelExpo on 15th November. Participation was excel-

lent with a final count of 28 Buyers from 13 countries, 13 Buyers being new to Serbia. 289 Ser-bian SMEs registered as participants and 564 meetings were scheduled with Buyers. Before the web-site was locked out, 19254 of profile views had occurred, illustrating the relevance and in-terest in the SME companies.

Only a very small percentage of scheduled meetings did not occur according to informal feed-back with the Buyers throughout the day. Additionally, there were numerous walk-ins of inter-ested suppliers interested but not having registered. Several of the Buyers noted that some of these meetings provided an excellent and unexpected bonus. The Press conference was very well attended by the Media.

The networking area for Supplier-Supplier meetings was also a great success. Whilst these were unscheduled and, therefore, not included in the formal statistical count of meetings, the area had a high turnover on each of the tables, indicating meetings were occurring rather than it merely being a seating area for relaxing. The frenzied activity was sustained throughout the morning and so an estimate of up to additional 150 meetings is probably conservative.

SIEPA’s team were highly involved with the project for the event and a key factor of success. They are committed to making this an annual event, thereby achieving sustainability. They are involved in a brief presentation of feedback from the Supplier Questionnaire and a draft of the Buyer questionnaire (yet to be circulated). Clearly, pipeline deals will take time to stream through but a ‘lessons learned’ session would be useful after the Buyer feedback is received, each hav-ing been informed that a questionnaire would be sent to them and urged to complete it.

Performance statistics and supplier feedback in brief: - 29 Buyers from 14 countries, 310 registered suppliers and 564 scheduled meetings

between Buyers and Sellers (drop-out rate being very low and the numbers not including unscheduled meetings or Supplier-Supplier meets);

- Supplier feedback illustrated very high confidence that business would flow as a result of the event;

- Views of company profile continue to increase, even after the event, standing at 20471;

EFQM certified assessor training The issues relating to subcontracting were resolved and tentative plans are being put in place for

the training to take place in February 2012, subject to the Project being extended.

Internationalisation (including exporters & clusters network development) (component 5)

The following activities took place:

Clusters Network: STE Stewart McShane continued the series of trainings for cluster managers from the target clusters. STE Boris Krstanović delivered a workshop session on inter-cluster collaboration, which culminated with the formation of a LinkedIn group "Clusters of Serbia“ that will be administered by ICT Network. The purpose of the group will be to link with cluster managers and cluster supporting institutions from around Serbia and outside for the purpose of exchanging information and engaging in discussion.

Exporters Network: Delivered 3rd of "How to enter market" series on the USA market on the 30th November. The session

was attended by representatives of 30 companies. Presentations were made by Marica Vidanović from the SCoC, SECEP STE Nebojša Milićević and representatives of four enterprises with experience of entering the USA market.

The meeting of the Exporters Association Initiation Committee took place on the 1st November. SECEP commenced preparations for the final Exporters Association Initiation Committee meeting for this year, planned for December. Aim is to adopt the final version of the Statute and Association logo

and to discuss draft version of the business plan for the first phase of EAS existence. Also, the date for the EAS founding Assembly should be set and programme for the event developed.

SECEP obtained approval for a local STE, Katarina Vuković, who will now support the team in work with the Association.

Support on FP7

As reported under the Clusters Development (component 3) section above, the Project delivered a workshop for the University of Niš Engineering Faculty on industry-academia collaboration on FP7 projects. Furthermore, the STE Spyros Fountas continued to support the KISA cluster in their preparation of applications for FP7 projects.

The next Monthly Report will cover activities undertaken in December 2011.

2. Component & Sub-Component Activity

Component One: Institutional Strengthening & Capacity Building

Activities and work undertaken:

The overall objectives of Institutional Strengthening & Capacity Building are to support the MoERD and other major beneficiaries in the development and implementation of strategic actions in clustering, supply chain management and internationalisation. It has been agreed with the MoERD that the main institutional beneficiaries of capacity building in cluster development will be RDAs, SME Agencies and other business support organisations. The capacity building will consist of formal workshops coupled with on-the-job mentoring. Activities in components 3 and 4 provide inputs for the development of capacity building events and activities for the Project beneficiaries.

1.2 Capacity Building in Supply Chain Mapping

November 2011: Continued involvement of SECEP Beneficiaries in ISS and in the organisation of Meet-the-Buyer event.

December 2011: Continued involvement of SECEP Beneficiaries in ISS.

1.5 Cluster Initiatives

November 2011: Presentation to MoERD on current state of SECEP target clusters (25th November)

Component Three: Cluster Development

Activities and work undertaken:

The activities within this component are aimed at developing and implementing an action plan to support prioritised clusters.

Work has continued with the clusters, mainly with ICT Net, Serbian Furniture Cluster and Ni-CAT, on implementation of action plans. Further support was provided to the Knowledge Intensive Services for Agriculture initiative on FP7 applications involving the Novi Sad University and local SMEs. Notable activities took place in the case of the Serbian Furniture Cluster, which presented its designer furniture collection at the Autumn Furniture Fair in Belgrade, and Ni-CAT, which established links with the Bulgarian mechatronics cluster and began discussions on B2B and CBC project collaboration.

3.3 Support for Cluster Initiatives

November 2011: Continued support to ICT Network on preparations for B2B, Serbian Furniture Cluster support including conference and product development, Ni-CAT on establishing collaboration with the Bulgarian mechatronics cluster and KISA support on preparation of 4 FP7 applications and members meeting.

December 2011: ICT Network support in implementation of B2B; Serbian Furniture Cluster support on product development and export promotion; Ni-CAT support on strategy development and CBC project; KISA support on development of sustainability.

Component Four: Supply Chain Development

Activities and work undertaken:

The Supplier Development component aims to improve the competitiveness of SMEs in order that they can access new supply chains by reaching international standards in quality, reliability, delivery, pricing and customer service. In particular, the Project is targeting Multinational Corporations (MNCs) operating in Serbia as well as in SEE. This support will be delivered following assessment of a selected group of SMEs by trained assessors who will identify their needs. The support will be in the form of individual business improvement plans for SMEs participating in the Supplier Development programme, a series of workshops, as well as reverse exhibitions to facilitate linkages between SMEs and MNCs.

The main activities in November included completion of work on the Intensive Phase, progress on the Import Substitution Study, including the enlargement of the group of companies approached for information, and the successful accomplishment of the final Meet-the-Buyer event.

4.2 Supply Chain Mapping

November 2011: Continued of ISS interviews.

4.9 Support in Intensive Phase

November 2011: Completed STE visits for Intensive Phase, reviewed STE intervention reports and continued satisfaction survey.

December 2011: Complete review of STE intervention reports and collect satisfaction survey questionnaires.

4.11 Reverse Exhibitions

November 2011: 4th Meet-the-Buyer event held on 15th November.

December 2011: Distribute and commence collection of buyer questionnaires in collaboration with SIEPA.

Component Five: Internationalisation

5.5 Serbian Exporters' Network & Cluster Network

November 2011: Implemented “How to Export to the USA market” presentation. First meeting of Initiation Committee of Exporters Association held on 1st November. Start of preparation of business plan for the Exporters Association. Training and mentoring of SECEP target clusters took place on 24th November.

December 2011: Second meeting of Initiation Committee of Exporters Association. Business plan preparation for Exporters Association. Support relating to organisation of inaugural general assembly and finalisation of statute. Promotion of assembly to SMEs.

5.6 FP7 and CIP

November 2011: Continuation of support regarding FP7 resulting in preparation of 4 FP7 projects. KISA meeting held in Novi Sad on 29th November.

December 2011: Submission of FP7 applications.

3. Current Matters and Issues

The EFQM certified assessor training will be delayed pending resolution of issues connecting with how the European Foundation for Quality Management's services would be procured. It looks as if this would need to take place in the extended period of the SECEP Project since there is now insufficient time to complete contracting and training preparations for the early December 2011 training scheduled.

PROJECT MANAGEMENT GROUP MEETING

Date: Wednesday, 23rd November 2011 at 15,00h

a) Introduction by Chairperson: Ms Svrkota welcomed everyone and invited SECEP PIT to provide updates as proposed in the meeting’s agenda.

b) Meet-the-Buyer feedback: Mr Carruthers presented statistics from the fourth Meet the Buyer event held on 15th November 2011 in BelExpo center hall. Data were derived from the matchmaking software used for the event registration and booking meetings amongst participants. There were 29 buyers registered from 14 countries and 310 Serbian SMEs registered as suppliers. While there were more than 560 pre-registered buyer-supplier meetings, there were also around 100 meetings booked between suppliers themselves. There were more than 20,000 profile views and since the portal remains active after the event for another year, frequent post-event visits and profile views are being registered. Eight buyers visited Serbia for the first time as a result of MTB. Media coverage for the event was excellent.

Mr Carruthers presented the statistics from SME questionnaire collected at the end of event, that clearly show SIEPA’s active role in the event promotion to the local business. It also provides with some useful answers about the matchmaking web portal as well as preparatory activities that companies took/were offered prior to the event. Statistics also shows the number of meetings that took place but also the satisfaction of local suppliers with those meetings and their likelihood of the follow up communication re potential collaboration in the future. On behalf of organisation team, Mr Carruthers shared ‘lessons learned’ remarks with PMG members as well as some advices for future success and sustainability of the event.

c) Overview of Clusters: Mr Dan reminded of the meeting, agreed with the MoERD for 25th

November, of all SECEP clusters (represented by their managers), SECEP cluster experts that provided support to them throughout project and MoERD.

Serbian Furniture Cluster had successful participation at Belgrade Furniture Fair where cluster’s joint designer collection was presented for the first time. Media coverage was good and some new linkages have been established, especially with some other clusters that participated in the Fair. Cluster considers participation at Cologne furniture exhibition in January and discusses the next steps with SECEP STEs.

FACTS cluster so far followed their activity plan developed with SECEP experts and the only thing that has not been completed is joint distribution center, however there was no interest from members for that activity until now. FACTS is mature, sustainable cluster with members paying their fees and expressing interest in participating in its planned activities.

KIS for Agriculture cluster held meeting for research-oriented members of the cluster who plan to put together five FP7 applications thanks to SECEP STE’s valuable ‘agri’ contacts throughout Europe provided to ICT members from Novi Sad. KISA initiative does not have cluster manager which could be a problem for cluster’s future, but a person cannot be hired since all potential members of KISA group are already members of other clusters and associations where they already pay fees. Its future could be seen as agriculture-technical network rather than a cluster.

Ni-CAT is involved in preparation of CBC project application with Bulgaria, but also development of cluster strategy. SECEP spotted their potential for FP7 and consultants are in the process of research strategy development for Ni-CAT and University of Niš. There is good opportunity for other EU innovation projects to contribute more at this point.

ICT Net is preparing a B2B event for early December and that would probably the last activity supported by SECEP. Although mature cluster, they lack more members and our team considers membership focus as their key activity for future period. More members are needed for raising more fees and then developing and offering new services to its members.

Auto Cluster Serbia will hold an innovation workshop in December as the final SECEP activity. Cluster has received a lot of grants recently (~700 000 EUR from UNDP/UNIDO and EU/RSEDP2) and that influenced cluster management’s orientation to donors rather than to cluster members.

d) Import Substitution Study: Mr Carruthers informed PMG members that only seven companies out of 25 approached returned completed questionnaires. Four companies refused to fill in and some of them have not responded at all. SECEP team needs support from beneficiaries to get response at least from the public enterprises where government has influence to the management (e.g. Jat Tehnika, HE Đerdap, NIS, etc.). SECEP proposes new strategy and suggests approaching another 25 companies which STE identified as potential study participants. As soon as 25 completed questionnaires have been received, SECEP can start with the analysis.

Intensive phase: SDP Team has finalised all in-company support with 46 companies that completed the programme.

e) Exporters Association: Mr Schafernaker informed the members of activities related to Exporters’ Network/Association. SECEP delivered in October successful "How to export to EU and Switzerland markets with SIPPO support and how to export to the UK” seminar. Once again, participants expressed particular interest in the experiences of the Serbian companies entering those markets and noted the importance of networking. SECEP used the opportunity to promote once again the exporters association and core group of around 20 companies are being included into Initiation Committee for further discussions on necessary steps towards founding of Exporters Association. Meanwhile, SECEP prepares another seminar for end November focused on “How to enter the USA market”.
