HISTORY OF MONTCLAIR The story of Montclair as a settled community begins with the founding of

Newark by English people from Connecticut in 1666. The lands of the Newark settlement extended westward to First Mountain, and having acquired acreage at "the foot of the mountain," Azariah Crane, his wife Mary Treat Crane, and their son Nathaniel, built a home in 1694 near the present intersection of Orange Road and Myrtle Avenue. Other pioneers arrived soon after, and the frontier settlement of Cranetown came into being in what is now the southern part of Montclair. In 1679 Dutch settlers acquired land from the Lenape Indians west of the Passaic River and north of Newark, an arrangement later confirmed by the British government. Early in the 1700's John Speer, a member of the Dutch community, built a home that stands today on Upper Mountain Avenue just north of the Montclair border. Other Dutch settlers established farms in what is now the northern half of Montclair. This community became known as Speertown. Later Valley Road was laid out, thus providing a link between the two settlements. During the Revolutionary War, First Mountain provided observation points for following the movements of the British to the east. A strong tradition holds that both George Washington and the Marquis de Lafayette were in Cranetown briefly in October of 1780. The boulder at the corner of Claremont Avenue and Valley Road marking the site of "Washington's Headquarters" is one of Montclair's better-known landmarks. Speertown would remain a rural hamlet well into the 19th century; however, beginning about 1800, several developments led to the transformation of Cranetown into a small commercial center. One development was the opening of a general store by Israel Crane, who received trade from a wide area. In 1806, Crane led a group of businessmen in obtaining a charter from the State for building the NewarkPompton Turnpike. Constructed over the next several years, the turnpike came through Montclair as Bloomfield Avenue and vastly increased the flow of commerce. Israel Crane broke new ground as well in opening a wool mill on Toney's Brook. Other small industries followed. Also important for the economic development of the area was the completion of the Morris Canal in 1831. Meanwhile, in 1812, the Bloomfield ward of Newark became a separate township, which included the future Montclair. The village of- Cranetown now became known as West Bloomfield and a post office was established under that name. The most decisive event for the emergence of Montclair was the coming of the railroads. In 1856, the Newark and Bloomfield Railroad Company inaugurated regular service to West Bloomfield. By changing trains at Newark and taking a ferry from Hoboken, people could travel from the future Lackawanna Plaza to New York in an hour and twenty minutes. Attracted to the country setting with its panoramic views, people in the cities began riding the train to West Bloomfield, some for Sunday excursions, others for vacations, and still others seeking to make their home here. By 1860 West Bloomfield was becoming a commuter town with its own marked identity and influential residents persuaded the post office to adopt the name Montclair.

Page 26: MONTCLAIR STATE · PDF fileEquipment Check-Out at Rec Center ... knowledge about American culture, ... the Montclair State University Student Recreation Center,

Page | 26

Dissatisfaction with existing service led to a move to bring a second railroad to town. When Bloomfield authorities declined to authorize a bond issue to underwrite another railroad, Montclair residents were successful in securing from the State legislature a charter for a separate township. Thus in 1868, the Township of Montclair was created. The plan for another railroad went forward and by 1873 the Greenwood Lake line was completed with five stations in Montclair. In time, as many as six-thousand people would commute daily from Montclair via the two railroad lines. Trains also ran on Sunday. The population of the community grew rapidly as New York businessmen and their families began building homes along the mountainside. The new residents sought to create in Montclair a model "country town" with convenient access to the city. Their vision was shared by a notable artist colony that began forming in the 1870's. A central figure was the landscape painter, George Inness. Able and dedicated community leaders endowed the town with superior schools, an excellent public library, a distinguished art museum and many large and influential churches. By the opening of the 20th century, a richly diverse population characterized the community. A new influx of New Englanders was joined by African-Americans from the South and by Irish, Germans, Italians, Scandinavians and others newly arrived from Europe. Great mansions went up, but so did many modest homes. Between 1880 and 1930, Montclair's population leaped from 5,147 to 42,017. Talented people continued to be attracted to the community and by the 1930's more than 130 Montclair residents were listed in each issue of WHO'S WHO IN AMERICA. The period following World War II was marked by tremendous expansion of the metropolitan area. New suburbs popped up in the hinterland along with shopping malls and corporate offices. No longer a country town, Montclair faced the challenge of preserving its character as a gracious residential community while at the same time sustaining its aging commercial centers. Social changes of the 1960's and 70's brought further challenges. In 1977 the Board of Education established a system of magnet schools with the aim both of achieving racial balance and of enriching the curriculum. After many years under the commission form of government, the community adopted the manager-council plan. Revenue considerations led to the Town of Montclair returning to the status of Township. Today Montclair is a community of about 39, 000 inhabitants. Never content to be merely a "bedroom community," Montclair is nevertheless a family-centered town. Its heritage in education has been enhanced by its innovative public and private school educational programs and the expanded offerings at Montclair State University. Once again our hillside has become a haven for artists and writers. This is a seasoned community whose many old houses enhance its charm, yet at the dawn of a new century, Montclair remains alive to the spirit of the times. GARBAGE AND RECYCLING: For your convenience, large trash receptacles are provided in trash rooms and laundry rooms in each residence hall. Trash cans, for smaller litter, are also provided on the grounds surrounding the residence halls and apartments. Do not place trash outside your room or apartment door. Abuse of this policy will lead to disciplinary action through our conduct process and/or community damage bills. Recycling-bottles, cans, glass must be separated and put into the recycling bin which is also located in the trash room.

ALCOHOL POLICY FOR THE VILLAGE In keeping with the University’s policy regarding substance use and in keeping with the University’s philosophy regarding abuse, the Office of Residential Education & Services has limited the use of alcohol at The Village. Village residents of legal drinking age may possess and consume alcohol inside their apartments, only under the strict controls specified below. Violation of the policies listed herein may result in dismissal from housing or reassignment to a traditional residence hall.

Alcohol may only be consumed by persons of legal drinking age in the State of New Jersey, which is 21 years of age.

No kegs or multi-quart containers of any size are permitted in or around The Village at any time. The amount of alcohol that can be present in an apartment is subject to specific conditions imposed by the Office of Residential Education & Services. Page 36: MONTCLAIR STATE · PDF fileEquipment Check-Out at Rec Center ... knowledge about American culture, ... the Montclair State University Student Recreation Center,

Page | 36

• Liter of Hard Liquor or • 1 Case (24 count) of 12oz. bottles of beer or • 1 Gallon of table wine

No alcohol deliveries are permitted to the apartments.

No alcohol is permitted outside the buildings, in hallways, stairwells, or common lounges.

Empty alcohol bottles are not permitted and are subject to the alcohol limits described above.

DAMAGES Responsibility for room/apartment condition One of the first duties of the Community Assistants (CAs) when they return in the fall is to complete a Room/Apartment Condition Report (RCR/ACR) for your room/apartment. These forms are used to assess the condition of a student’s room/apartment and its furnishings upon check-in and check-out. Upon arrival, you will be asked to review the Room/Apartment Condition and Inventory Report, sign and date it. Once you have signed the Room/Apartment Condition Report (RCR/ACR), you have accepted all of the stated information. The purpose of the RCR/ACR is to avoid having damage charges assessed to you upon check-out, when a staff member will once again inspect the condition of your room/apartment and take inventory of the furnishings.

Any damages that occur during the time of occupancy will be noted on the RCR/ACR. A copy will be given to you and your roommates, and you will be billed accordingly. You must make a thorough inspection of your living quarters when you check in. If you find damages or missing items not noted on the RCR/ACR, please discuss it with your CA, who will record it on the form so that you will not be billed at the end of your term of occupancy.

Should someone in your room/apartment vacate the premises before the end of the semester, it is important that any damage done by that individual during his/her residency be apportioned to him/her. It is also important that this information be noted on your RCR/ACR when the vacancy occurs to denote room/apartment conditions at that point in time.

DAMAGE ASSESSMENT

It is the policy of the Office of Residential Education & Services to assess charges to students for damages occurring in their rooms/suites/apartments and common areas in and outside the residential facilities. Individual charges are assessed to a student who is found to be directly responsible for damages occurring in his/her room, the room of a fellow student or any common area. In the event we cannot ascertain which resident is responsible for the damages, the financial assessment will be apportioned equally among all residents of the room/suite/apartment, floor or wing.

Damages to any other part of the building caused by persons unknown to Residential Education & Services staff may be charged to all residents of the building. If you know the individual(s) responsible for damages, it is your responsibility to report the information to your Community Director in order for the responsible person(s) to be billed.

Damage assessment will be conducted by the Community Director after you check out. If there has been any damage to your room, an explanation in writing must be attached to your Room/Apartment Condition Report and brought to the attention of the CA upon check out. If you are not responsible for the damage and someone else should be billed, it is important that this person also sign the note of explanation.

You will also be billed for furniture that is missing from your room or apartment. At check-out time, if the furniture in your room is missing or is not the same as the furniture at check in, a charge will be assessed for the missing pieces. Therefore, do not remove or switch the furniture without clearance from the Community Director. If a switch has been authorized, make sure this change is noted on the appropriate Room/Apartment Condition.

Appeals for damages must be made in writing to the Assistant Director for Facilities Management, in the Office of Residential Education & Services.

FIRE SAFETY: THE VILLAGE Fire Procedures for Residence Halls

Emergency Evacuation:

• Become familiar with your work area and exit locations in advance of an emergency. Always know at least two ways out of a building.

• If a fire alarm sounds, prepare to evacuate immediately. • Do not panic. Walk quickly to the closest emergency exit. • Do not use elevators. If power is disrupted, elevators will stop working. • Walk in a single file. Stay to the right when walking through corridors and

stairwells. • Avoid unnecessary talking and keep the lines moving. • Individuals requiring assistance in an evacuation should proceed to a

stairwell entrance area and wait for assistance. • If smoke is encountered, drop to the floor and crawl along the wall to the

nearest exit. • When approaching a closed door, feel the door with the back of your hand. If

the door is cool, carefully open the door and, if safe, proceed with the evacuation.

• No one is to return to the building until permission is granted by the local fire department or University Police.

Paul Hall Staging Area is where to gather during a fire or emergency evacuation. All Residence must evacuate when fire alarm or other notification system is used. Residents are not permitted to stay in the building, even during a fire drill.

IN THE EVENT OF A FIRE ALARM, DO THE FOLLOWING THINGS: 1. Leave the building immediately--use the stairwells, not the elevator. 2. If you are a mobility-impaired person on an upper floor, proceed to the stairwell landing on your floor and instruct someone to notify emergency response personnel of your location. 3. NO personnel will be allowed to re-enter the building without permission of MSU Campus Police or the Local Fire Department. In the event of a fire, do the following things: Assist any person in immediate danger to safety, if it can be accomplished without risk to you. Immediately activate the building fire alarm system. This will sound the fire alarm bells or horns to evacuate the building and will automatically notify the Campus Police and Local Fire Departments. It is best to have these agencies respond and not be needed than it is to have them arrive too late for a potential rescue. If the fire is small enough, use a nearby fire extinguisher to control and extinguish the fire. Don't fight the fire if these conditions exist:

• The fire is too large or out-of-control. • If the atmosphere is toxic. • If the first attempts to put out the fire do not succeed, evacuate the building

immediately. • Doors and, if possible, windows should be closed as the last person leaves a

room or area of a lab. • Do not use elevators--use building stairwells. • When they hear the fire alarm sound, all personnel in the affected areas shall

evacuate the building immediately. • Upon evacuating the building, personnel shall proceed to the designated

meeting area (at least 150 feet from the affected building) where the supervisors are responsible for taking a head count and accounting for all personnel.

NO personnel will be allowed to re-enter the building without permission of MSU Campus Police or the Local Fire Department. You must report all fires to of MSU Campus Police All large fires will be investigated by NJ State Fire Marshal.

SPRINKLERS IN RESIDENCE HALLS Sprinklers are an important part of the fire protection system in all MSU residence halls and many other campus buildings. All older residence halls have now been retrofitted with up-to-date fire alarms and sprinkler systems. Like fire alarms, these systems are checked on a regular basis. Their purpose is to suppress a fire and keep it from spreading. Water flowing in the system triggers the fire alarm. Please report any leaking sprinkler equipment to the Director of Fire Safety at 973-655-5401. A popular activity in some buildings, "hall sports" (throwing objects like balls and Frisbees in hallways) can damage fire sprinkler system equipment. Designed to be sensitive to rising temperatures, sprinkler heads can be easily damaged when they are bumped. Likewise, hanging any objects or decorations from sprinkler heads and pipes can also cause damage. Water from a sprinkler can leave oily stains on carpet and other furnishings. All repair costs due to negligence are charged to the department that sustained the damage. Residential Life is charged with any damage in residence halls--and will attempt to bill the person responsible in order to keep down costs. AUTOMATIC FIRE SPRINKLER SYSTEMS Sprinkler systems suppress fires and keep them from spreading. According to the Center for Campus Fire Safety, "Automatic fire sprinklers are one of the most effective methods of controlling a fire and protecting the occupants of the building from the smoke and fire." SMOKE & HEAT DETECTORS Smoke and heat detectors are installed in every residential room. Whenever there is a dangerous presence of smoke or heat, the detectors send a signal to the fire alarm control panel which activates the fire alarm. This life safety system lets students know when to evacuate their room/building and ensures that they are quickly relocated to a safe area. The local fire departments (Montclair, Little Falls, and Clifton) respond to all fire alarms. EXIT & EMERGENCY LIGHTS: Located throughout the entire campus community, exit and emergency lights are a vital aspect of life safety. Exit signs point the way to safety and emergency lights allow individuals to see where they are going when the electricity fails. Overall, the above preventative measures help save lives. However, maintaining a safe campus requires the cooperation of the entire MSU community; therefore, the

University has established strict fire safety guidelines that all members of the campus community must follow. TO REPORT A FIRE:

• Signs of a fire include: smelling smoke, seeing smoke, or seeing actual fire; these are emergencies and need to be reported.

• If you encounter signs of a fire, immediately activate the building fire alarm system. (Note: Pull stations are shown on building evacuation plans. Pull stations are located by stairwells and exit doors). This will sound the fire alarm bells or electronic horns to evacuate the building and will automatically notify University Police. It is better to have these agencies respond and not be needed than it is to have them arrive too late for potential rescue.

• Notify University Police of the location and size of the fire by calling (973) 655-5222 or by using an emergency telephone (which connects directly to University Police). Always call from a safe location (i.e. from outside the building).

• When a fire alarm sounds, all personnel in the affected areas should evacuate the building immediately. However, if the fire is small enough and it is safe to do so, use a nearby fire extinguisher to control and extinguish the fire. Don't fight the fire if the fire is too large or out-of-control, if the atmosphere is toxic, or if you do not feel comfortable doing so.

• To operate a fire extinguisher, remember the word PASS: Pull the pin. Hold the extinguisher with the nozzle pointing away

from you, and release the locking mechanism. Aim low. Point the extinguisher at the base of the fire. Squeeze the lever slowly and evenly. Sweep the nozzle from side-to-side.

• If the first attempt to put out the fire does not succeed, evacuate the building immediately.

• If possible, doors and windows should be closed as the last person leaves a room.

• Do not use elevators--use building stairwells. • Upon evacuating the building, personnel shall proceed to the designated

staging area. • NO personnel will be allowed to re-enter the building without permission of

University Police or the local fire department. The following are NOT permitted in the Residence Community: 1. Extension Cords/Octopus Plugs 2. Candles/Incense 3. Electric Heaters 4. Halogen/Torchiere Lamps 5. Explosives/Fireworks 6. Firearms and Ammunition 7. Live Christmas Trees and/or Wreaths

8. Power Strips without a Fuse 9. Obstruction of Sprinkler Heads 10. Obstruction of your Doorway 11. Holiday Trees (only artificial ones are approved) 12. Smoking in Common Areas 13. Throwing Liquids (can accidentally activate fire safety systems) 14. Tampering with any Fire Safety or Emergency Equipment 15. Hot plates or Cooking Appliances (cooking appliances are allowed in Clove Road and Village kitchens only) FIRE SAFETY VIOLATIONS WILL JEOPARDIZE YOUR OWN AND OTHERS' SAFETY, AND WILL RESULT IN DISCIPLANARY ACTION UP TO AND INCLUDING YOUR REMOVAL FROM THE RESIDENCE COMMUNITY! MONTCLAIR STATE UNIVERSITY FIRE SAFETY GUIDELINES: (Please Note: Failure to comply with the guidelines below will result in disciplinary action, which may entail removal from the residence halls.) 1. There is to be NO SMOKING in any residence hall. This includes hallways, bathrooms, common areas, and every inch of space in between. 2. In the event of a fire alarm, STUDENTS MUST EVACUATE. Failure to evacuate can lead not only to disciplinary action, but to loss of life. 3. Students MAY NOT TAMPER WITH ANY LIFE SAFETY SYSTEM. Deactivating fire alarms, tampering with exit signs and emergency lights, and touching sprinkler systems is strictly prohibited. 4. CERTAIN ITEMS AND ACTIONS ARE NOT PERMITTED in the residence halls due to fire safety regulations. Please refer to Section J. of the Residence License and Dining Services Agreement for a complete list of prohibited and restricted items/actions. It is important that you read through the entire document carefully. Overall, we look forward to working with you throughout your college experience here at Montclair State University. For more in-depth information about the Fire Safety Department, please visit us online at www.montclair.edu/pages/ehs/firesafety. You can also contact me by calling (973) 655-5401 or visiting our office at 14 Normal Ave during regular business hours. Once again, welcome to our campus community. We wish you all a safe and productive academic year! Sincerely, Robert Ferrara Director of Fire Safety
