Monitor Enforcement Undertakings Calderdale

What Calderdale & Huddersfield NHS Foundation Trust must do for Monitor, the NHS competition enforcer, because the Trust is in deficit as a result of being unable to make massive government-required cuts to its costs, because this would endanger patient safety. And what Monitor will do if the Trust doesn't do what Monitor tells it.
