Mr. Adams, Chair, Host Organizing Committee was in attendance to present his final report, Mr. Winnwas in attendance to present Council with a Certificate of Appreciation, and Surrey's Host OrganizingCommittee received recognition.

Councillor Steele offered her congratulations and thanks to Mr. Jim Adams, Chair, B.C. Festival of theArts 2002; the Festival Host Committee members; staff; and volunteers who assisted in making theFestival of the Arts a tremendously successful event.

Mr. Adams then introduced the members of the B.C. Festival of the Arts 2002 Host Committee. Hereported the following:

· That the BC Festival of the Arts 2002 ended its 23 year history with the best and mostsuccessful event.· That the B.C. Festival of the Arts 2002 Host Committee and the City of Surrey havedeveloped benchmarks that all cities and Festivals will want to compare.· That work began on the organization of the B.C. Festival of the Arts 2002 in 1995 and theofficial appointment was revealed in 2001.· That accommodation, transportation and meals were planned for 660 delegates and 120mentors.· That security protocol, communications network, venues were established and volunteersrecruited.· That the events were concentrated in the North Surrey area, an area of approximately 44square kilometers, and that in that area, there were several venues such as the Surrey ArtsCentre, the Bell Centre for Performing Arts, Kwantlen University College, SFU Surrey, thenew Guildford Recreation Centre, Churches, and the North Surrey Arena available providingexcellent exhibition space.· That the City of Surrey provided most major venues without charge and a sizable grant tohelp establish the basic framework for the Festival.· That the Parks, Recreation & Culture Department provided access to a wide variety ofCity services and staff.· That the Province provided a Festival Grant and the Federal Government HRDC alsoprovided a grant and well trained office staff resources.· That the Host Committee were able to secure support services and remaining funds tomeet the need for hosting the Festival.· That the members of the Host Committee would like to thank all sponsors for theirgenerosity.· That the B.C. Festival of the Arts 2002 proved to be the smoothest, most trouble-freeFestival ever held; the result of more than one year planning and organizing.· That the B.C. Festival of the Arts 2002 offered over 100 events open to the public,including a well attended gala opening and closing ceremonies.· That the public saw the best emerging talent that British Columbia has to offer.· That the Visual Arts Exhibition was the largest of the year with over 150 works by 100artists featured at the North Surrey Recreation Centre.· That a very limited surplus generated by the Festival would provide a legacy to host otherevents such as a Civic Treasures concept highlighting arts on a local basis.· That the B.C. Festival of the Arts 2002 has ended but the spirit of the arts and themultitude of cultures have only begun to show their strength and ability.· That there were 670 volunteers, 38 Host Committee members, and 13 office staff involvedin making this Festival the best ever, confirming Surreys rightful place as a major arts and

culture center.· That the B.C. Festival of the Arts 2002 was nominated and received one of the first AnnualTourism Awards for the Most Popular Festival category indicating Surreys true value andstrength as a major urban center. Mr. Adams then presented the award to Mayor McCallumto display at a City venue for all to see and enjoy.· That Dave Hayer, MLA and Kevin Falcon, MLA, and Minister of State for Deregulation,also forwarded certificates of congratulations to the members of the B.C. Festival of the Arts2002 Host Committee.

Mayor McCallum then, on behalf of Council and the residents of Surrey, offered congratulations andsincere thanks to Mr. Adams, the Host Committee members, staff and volunteers for a job well done. Headded that the Festival was one of the best organized, well run events with tremendous participation.

Mr. Jim Winn then thanked the Mayor and Council and offered congratulations to the City of Surrey,its citizens and Host Committee on a very successful event. He then presented a plaque incommemoration of the event to the Mayor and Council.

A presentation ceremony then took place for the Host Committee members.

1. Public/Private Partnership Conference

Mayor McCallum reported that he attended a two-day Public/Private Partnership Conference hosted bythe Provincial Government, featuring different ways to finance major projects from bridge building toroad construction.

2. SHaRP Program

Mayor McCallum reported that he attended the SHaRP program opening, which is a tremendouseducational program for students, sponsored by all three levels of government.

3. Agricultural Advisory Committee Farm Tour

Mayor McCallum reported that he attended the very successful Agricultural Advisory Committee FarmTour.

4. Canada Cup Tournament

Mayor McCallum reported that he attended the opening of the Canada Cup Tournament featuring thebest Womens Fast Pitch contenders from 14 countries and 69 teams. He offered congratulations to thestaff of the Parks, Recreation and Culture Department for their fine work in preparing the fields at theCloverdale Athletic Park.

F. COUNCILLORS REPORTS

1. Agricultural Advisory Committee Farm Tour

Councillor Bose reported that he attended the Agricultural Advisory Committees Annual Farm Tour.

Councillor Watts reported that she attended the Agricultural Advisory Committee Annual Farm Tourand thanked the Chairperson, Mr. Michael Bose, for assisting with the organization of this event.

3. Canada Cup Tournament

Councillor Watts reported that she attended the Canada Cup Tournament.

4. Graffiti Hot Line

Councillor Watts commented that the Safe & Clean City Committee reported that graffiti is down in theWhalley area from 37 tags in May to 7 tags to date in July. She indicated that the Graffiti Hot LinePhone Number 318-9822 stickers would be placed on all City vehicles. She continued that there are

plans to place City photos on traffic signal boxes, which will be protected by graffiti shields.

5. Fire Safety Brochures

Councillor Watts reported that Surrey Fire Services has developed multi-lingual, educational brochureson Container Fires, Kitchen Safety and Carbon Monoxide.

6. Agricultural Advisory Committee Farm Tour

Councillor Hunt reported that he attended the Agricultural Advisory Committee Farm Tour and offeredhis congratulations to the Chairperson, Mr. M. Bose, the Agricultural Advisory Committee and Sub-Committee for organizing this successful event.

7. Canada Cup Tournament

Councillor Hunt reported that he attended the very successful Canada Cup Tournament and added thatthe City benefits greatly from the increased tourism and related business this event brings to Surrey. Hethen offered congratulations to the General Manager, Softball City, for his fine work in holding thisevent.

8. Agricultural Advisory Committee Farm Tour

Councillor Higginbotham reported that she attended the Agricultural Advisory Committee Farm Tourand commented on a local, successful poultry production plant.

9. Canada Cup Tournament

Councillor Higginbotham reported that 260 games will be played and 1800 balls used in this 9-dayevent with games starting at 9:00 a.m. every day. Tickets are $15.00 for adults and provides entry intoSoftball City and Cloverdale Athletic Park.

10. Mind and Matter Art Show

Councillor Higginbotham reported that she attended the 29th Annual Mind and Matter Art Show held inthe White Rock area. She also wished to remind Surrey residents to visit the Bear Creek MiniatureTrain, beaches, and local restaurants this summer season.

11. Agricultural Advisory Committee Farm Tour

Councillor Villeneuve reported that she attended the Agricultural Advisory Committee Farm Tour.

12. Graffiti

Councillor Villeneuve reported on graffiti in the Blackie Spit and Crescent Beach areas.

13. Memory Stone Tours at Crescent Beach

Councillor Villeneuve reported that she attended, as Acting Mayor, and as liaison to the Public ArtAdvisory Committee, the display of memory stones at Crescent Beach. She explained that these stoneshave been placed along the walkways of Crescent Beach and Blackie Spit, profiling in a literal and aliterary manner, the history and culture of the area.

14. SHaRP Program

Councillor Tymoschuk reported that he attended the SHaRP launch at Bear Creek Park.

15. Agricultural Advisory Committee Farm Tour

Councillor Tymoschuk reported that he attended the Agricultural Advisory Committee and thanked theorganizers for the dinner held at historical Collishaw Farm.

16. Memory Stones Tour

Councillor Tymoschuk reported that he attended the Memory Stones Tour at Crescent Beach.

17. B.C. Electric Railway Car

Councillor Steele reported that she attended the Surrey Museum and viewed the B.C. Electric RailwayCar No. 30, which has been installed beside the museum.

The General Manager, Engineering submitted a report concerning the sale of surplus City land.

2. the City Clerk to bring forward a Road Exchange By-law for First, Second and Third Readings byCouncil.

the proposed sale of parkland at 2292 - 134 Street and seek direction on the options involved.

The General Manager, Engineering was recommending approval of the recommendations outlined in hisreport.

It was Moved by Councillor Higginbotham Seconded by Councillor Steele That:

1. Council authorize staff to proceed with the sale of parkland at 2292 - 134 Street, in accordancewith Option 1 of this report.

2. That Council proceed to give fourth reading to Park Closure By-law No. 14674.

Before the motion was put:-

It was Moved by Councillor Bose Seconded by Councillor Villeneuve That the motion be further tabled and staff conduct further consultation with the neighbourhoodresidents to determine whether or not the option to sell as a building lot would be a preferred option inthe community.

Item No. R149 BC Hydro Power Smart Partner Program File: 5280-11

The General Manager, Engineering submitted a report to seek Council approval for the City of Surrey tobecome a Power Smart Partner with BC Hydro. The City will then have access to BC Hydros:· Energy Savings Opportunity (ESO) matching funds to help identify energy efficiency opportunities· Competitive Incentive Fund to shorten project paybacks and make energy efficiency projects moreviable· Further funding through the e.Points Bonus, once a 5% overall electrical efficiency improvement isachieved

This will benefit the City of Surrey by integrating energy efficiency into on-going operations and realizeoperational, financial, and environmental benefits.

The General Manager, Engineering was recommending approval of the recommendations outlined in hisreport.

It was Moved by Councillor Higginbotham Seconded by Councillor Hunt That Council approve becoming a Power Smart Partner, and send a commitment letter to BC Hydro.

Item No. R150 Conversion of Incandescent Traffic Signals to LED Traffic Signals File: 5460-40

The General Manager, Engineering submitted a report to obtain Council approval to proceed with theconversion of the Citys traffic signals to LED technology to:

· take advantage of the B.C. Hydros 50% cost sharing and interest free loan;· capture substantial power savings as well as minimize the impact of future power cost increases;· reduce the maintenance costs of existing traffic signals;· provide for the maintenance and replacement of critical traffic signal infrastructure;· provide for signal rehabilitation that is currently unfunded; and· buffer the impact of future Hydro power cost increases.

The General Manager, Engineering was recommending approval of the recommendations outlined in hisreport.

Councillor Bose requested that staff report back on the possibility of providing on site back-up power toLED Traffic Signals.

It was Moved by Councillor Higginbotham Seconded by Councillor Tymoschuk That:

1. That Council approve the Traffic Signal Light Emitting Diode (LED) Replacement Programtogether with the associated budgetary and repayment provisions contained in this report.

2. That Council approve the establishment of a Traffic Signal LED Replacement Reserve, fundedfrom energy savings, to provide for the ongoing replacement of the new infrastructure.

The General Manager, Engineering submitted a report to update the fees for work done within the Cityroad allowances and rights-of-way to recover the actual costs and cover potential risk for the worksincluding the recently approved pavement degradation fee.

The General Manager, Engineering was recommending approval of the recommendations outlined in hisreport.

It was Moved by Councillor Higginbotham Seconded by Councillor Watts That Council:

1. Approve the revised Schedule B to Highway and Traffic By-Law 13007 covering Inspection andDeposit Fees (Appendix "A").

"Business License By-law, 1999, No. 13680" as amended, is hereby further amended under the Section"Licensed Establishments" by adding a new section 53(4) as follows:

(4) Where an outdoor patio of a licensed establishment is located within 100 metres of a residentialarea, the permitted hours of operation of the outdoor patio are between 11:00 a.m. to 10:00p.m. everyday of the week.

* Planning & Development advise that (reference memorandum dated July 4, 2002 in by-law back-up) due toneighbourhood concern, Planning and Development recommended that a Restrictive Covenant restrictingoperating hours of the automated car wash between the hours of 10:00pm and 7:00am be a condition of finaladoption. On May 13, 2002, Council endorsed this recommendation. Concerns related to the audible andvisual nuisance generated from the car wash were reiterated at the Public Hearing on May 28, 2002. Planningand Development also recently received a fax from a neighbouring property owner, indicating that By-lawEnforcement & Licensing Section has been contacted regarding the noise generated from the car wash site.

The agent for application submitted a letter dated June 3, 2002, indicating that he was powerless toregister the Restrictive Covenant as he was not the registered owner of the carwash site (13231 - 72Avenue). A title search and company search, performed by Planning & Development indicated the siteaddress, purchase agreement/owner, company address, and director name - please see memorandum fordetails.

Planning and Development considers this application to be an expansion of the adjacent automotiveservice centre as all three sites were developed in a comprehensive fashion with joint reciprocal accessand shared parking agreements required between all three sites. Section 219 Restrictive Covenants forreciprocal access and shared parking between the subject site and the two adjacent sites to the southhave been secured, however, the Restrictive Covenant for restricted operating hours on the automatedcar wash site has not been provided.

* Council may consider the By-law for final adoption, or may direct staff to ensure the required restrictivecovenant is obtained before re-submitting this project to Council for final adoption.

To increase the building height of a principal building from 38 metres (125 ft.) to 39.5 metres (129 ft.),and to permit one 11.6 m (38 ft.) long by 1.47 m (4.83 ft.) high fascia sign on north face of the buildingwhere there is no road frontage to retain the construction of the perimeter walls at the top of SandmanSuites Hotel and to allow one fascia sign to be located on the north side of the building where there isno road frontage.

No concerns had been expressed by abutting property owners prior to printing of the Agenda.

Note: At the July 8, 2002 Regular Council meeting, Council passed a resolution thatconsideration of Development Variance Permit No. 7902-0128-01 be deferred for confirmationfrom staff that the Restrictive covenant has been registered on title.
