EXECUTIVE SUMMARY
l 1. The objective and scale of project :
Bac Lieu - Soc Trang 220kV transmission line is 46.538km long it goes through 9communes of districts My Xuyen, Thanh Tri(Soc Trang province) and Vinh Loi(Bac Lieuprovince).
Objective of project:I + Supply power and satisfy power load of the western provinces.+ Dispatch power source of national network system.+ Meet development demands of power socio-economic conditions of westernI provinces.
2. Impacts of the project:
l The project will impact on:+ Permanently land acquied for transmission line to cast foundation and tensile
anchor.+ Permanent acquied houses, structures, trees, crops and other assets.+ Temporarily acquired land during construction of the project.Survey results are shown as follows:+ Number of PAHs in this subproject is 65 PAHs with 290 PAPs. All PAHs are

Compensation costs and allowances based on decision of STPPC and atI replacement values.
5. Census and social economic surveys:
It required to carry out the interviews to affected households by project in eco-social surveys. The survay forms will be designed by PECC2 with agreement by therepresentatives of WB. The survays will be carried out for at least 80% of affectedI households by project.

6. Organization chart:
Electricity of Vietnam(EVN), the project investor, authorized Southern PowerScheme project Management Board to prepare and implement the project, including RAPpreparation and implematation.
Power Engineering Consulting Company No.2(PECC2), a consulting company of* EVN, is assigned to prepare RAP, including survey for census and affected areas.
For obligations performed directly at sites, PECC2 supported by Bac Lieu people'scommittee and Soc Trang people's committee, which take responsibelities for managementof issues regarding compensation land, assets, trees, plants, crops and resettlement.
7. Schedule:
RAP will be implemented in a close linkage to civil works. Detail schedule of RAPimplementation will be planned later at the detail design phase of the project. The projectaffected persons will be clearly informed about the quantity of their loss assets, entitlementpolicy, compensation unit cost, compensation amounts and RAP implementation schedule.
8. Cost estimate:
Total compensation cost is estimated about VND 15,526,276,838 equivalent toUSD 970,392 This cost includes costs for compensation, rehabilitation activitiesallowances, as well as administrative management.
9. Public participation and consultation:The objectives of information dessemination and references of comments include:+ Fully sharing information on project scope and its impacts.+ Obtaining the cooperation by community in designing of RAP program.+ Ensuring the clearing, fainess in all activities regarding the ground clearance and
compensation.+ Obtaining information on needs and feedback from affected households
l concerning proposed policies and tasks.
CHAPTER IGENERAL DESCRIPTION
I. OBJECTIVES
The main objective of 220kV Bac Lieu - Soc Trang transmission line is
constructed to improve of the efficiency of the power network systems of Bac Lieu
province and Soc Trang province. These will improve the reliability and the power quality
of the national power network system. It will be proceeding the capability of powerization
and developing industry, agricultural productives and others in the Soc Trang and Bac Lieu
provinces.

lII. SCOPE OF THE PROJECT
I 220kV Bac Lieu - Soc Trang transmission line is to be constructed to improve theefficiency of supplying power demands for the Cuu Long delta areas in general andI especially Soc Trang & Bac Lieu provinces. It will go through both sites of Soc Trang andBac Lieu provinces.
2.1 Summary of social-economic status
U This target will provide of the basic data of the area affected by the project. The
data is collected in the results of survey and investigation of the households were affected
by the project in right-off way. The information data, results of evaluation of income
sources, income, the characteristics of the social-economic conditions and impacts of theproject respect to the resettlement plan. The collection data are too much, but all theanswers are not responsed to all the questionairs and complaints. Few households are notdetailed their income sources. However, the households affected by the project is about
80%, it is necessary to carry out the investigations and surveys of social-economic status in
project areas to identify the nature of affected areas by the project, assessment of the
population development, houses, their income degrees, etc... Through the surveys and
investigations, it is found out that in areas where the route passes over in Soc Trang and
Bac Lieu provinces, the residential density is very different. The surveys were conducted
by the General Southern Investigation EnteRAPrise is under PECC2 in May 2004.
Total of provinces area is:
fl - Soc Trang :3223,3 kM2.
- Bac Lieu: 2520,6 km2
I Total of provinces inhabitants is:
- Soc Trang: 1.175.462 person, density of 368 person/km2
* - Bac Lieu: 738.100person, density of 293 person/km2
In gerneral, the population density of the above province is different between theI rural and the suburban, town center. The rural residents is a thinly density, almost people
mainly live on agriculture production such as planting, upland cultivation, aquaculture and
some others live on trade and/or services or employees.

l The features of household:
l - Average number of inhabitants in one household is 4.8 people, and this is muchhigher than the average number of inhabitants of one household in the whole3 country. Normally, 3 or 4 generations are staying together in a household.
* - Most of bread-winners are men.
- Junior (from 0 to 17 years old) is about 35%
l - Labor force (from 18 to 54 years old) is about 63%
- Senior (above 55 years old) is about 2%.
3 Education:
Most of people of the affected households are literate (completed elementary level).However, In Soc Trang and bac Lieu provinces where there are very few pepole those who
have graduated from secondary and high school are very few and those who havecompleted college and university graduation is rare. The pupil who is at school by 93.86%
Health care:
Most of the districts and communes in the regions, hospitals and medical clinics are
present, but the furnitures and equipment are poor. The average number of nurses in one
hospital is 8 to 10 person.
House status:
I According to the Circular No. 05-BXD/DT dated on February 9, 1993, houses is
divided into 4 types are as below:

l + House level 4
l Level I & 2 are houses that are comfort, well constructed, nice decorated, guest room, bed
room, bath room, toilets included interior. They are mainly located in the center city and3 the large city.

Level 3 are houses with cement well constructed, brick wall, roofing of reinforecement,enamelled tile flooring, toilets excluded interior normally.
Level 4 are semi-houses constructed with brick or wood, roofing tiles, cement floor, toiletsI excluded interior normally.
Other than the 4 types of housing that can be found in the rural areas of Vietnam,* there are lots of houses which are below the level 4 creteria and they are constructed with
cottage roofing and soil foundation. Some of these houses are using for farmingI puRAPoses as well.
Most of houses are affected by the project occupy a large surface area in which,l houses are constructed in their own land, they can use for living, breeding and planting.
The household are normally cultivated in the water rice, fruit-tree and breading in theirl land
Facility:
Most of households are already equiped in which: 52% bicyles, 14%machine junks,15,4% motobyke, 73,12%television, 98% Usasge of national network power. Somehouseholds have refigerators (3%) and other electronics equipment.
Income:
The mainly income of the residents is agricultural production, and some others live3 on trade and/or services or employees. The average imcome is 2.200.000 -3.1 00.O0Ovnd/person/year. This is the average income of the province.
3 2.2 Summary of power network status and power demands

l 2.3 Power demand and capactity in furture:
l In future, when living creteria goes up, power demands will increase due to higherusage of household and trees, enteRAPrises are as well. So, the future capacity for powerload alternatives are also developed respectively.
l3 III. CHARACTERISTICS OF THE PROJECT
* 1. Scope of work
220kV Soc Trang - Bac Lieu transmission line is 46,538 km length.
1 2. Site location
The transmission line will be constructed in two (2) provinces: Soc Trang and Bacl Lieu.
Transmission line is parallel along with national highway No.1 and the distance3 from it is 500 - 700m. The major line will go across rice-fields and fruit-trees.
The route line will go across many channels and traffic roads connecting districtsl and provinces together.
1 3. Project scale
220kV Bac Lieu - Soc Trang transmission line is derived from 220kV Bac Lieu3 substation and is ended at the deadline of 220kV Soc Trang substation (in future) with thetotal length of line is 46.538 km. It is go through nine (9) communes and one (1) town of3 Vinh Loi District, Bac Lieu province and Thanh Tri & My Xuyen Districts of Soc Trangprovince.3 4. Major technical solutions

IV. IMPACT OF THE PROJECT
The major affects of 220kV Bac Lieu - Soc Trang are as follows:3 + Permanently land acquired for transmission line to cast tower foundation+ Houses, structures is to be out of the right-off way according to Decree
No.54/CP about the protection of safety for right-off way.+ Disbranch all high trees in the right-off way persuant to Decree No.54/CP.+ Trees and crops is on the land area of permanent acquisition.
+ Houses/ building and architectural works are not enough conditions, to bemoved out of right-off way.
+ Restricting land using within right-off way area.
Furthemore, during construction and transporation materials, equipment, conductorstringing, etc. Trees and crops in right-off way will be temporarily affected by construction3 prgress.
3 V. ESTIMATION IMPACTS OF THE PROJECT
Based on initial geogRAPhic survey and statistical data, we have following results+ Permanently acquired land: including in the acquired land to service to
construction works of tower foundations. There are totally 155 intermediary3 towers , permanently acquired land are 33.943 m2 .
+ Removing of house/structures is out of the right-off way3 + The average distance of both sides of right-off way is 20,8m. Except, surfacelands impact temporary is including surface lans area between the 11 0kV3 transmission existing and 220kV transmission constructing.
+ Disbranch and cutting trees in the right-off way
l Based on initially geogRAPhical investigation and statistical surveys it is estimatedthat the total of permanently land area accquired for transmission line, removed house area3 and quantity of affected vegetable products and trees/plants will be as follows:

CHAPTER III MEASURES TO MINIMIZE IMPACTS OF PROJECT
I. STAGE OF FEASIBLITY STUDY REPORT
In this stage, some alternatives of line direction and substation locations have been3 developed whilst initially carrying out site surveys. The survey team has been establishedto find out the optimum solution so as to obtain the best of economical and technical5 targets.
The preliminary surveys for 220kV Bac Lieu - Soc Trang transmission line was3 conducted to select the route line at site, the office of PECC2 considered the alternative,which is complied with eco-technic targets. The route line is determined to minimize the3 impacts of residential areas, supllementary of the corner towers to avoid the houses,building. The mes has been made to minimize the ability of the routing going throughmany resident areas and minimize the ability of removing many houses or structures byadding some corner towers. Highways and large rivers also have been well inspectedbefore selecting of the best mes. Furthernore, the selected mes also brings conveniencesfor construction, operation and maintenance works later.
3 II. TECHNICAL DESIGN STAGE
In design stage, some of methods to be considered to mitigate negative project3 impacts:

l+ Application of the special technical solutions for arms, towers, foundations at3 probaly locations in which minimize the affects of project.
+ With respect to the line stage go through the inhabitants area, modificationl works line are also considered and comply with small driving corners to
minimize house removal.
+ Minimization of the economical and technical mess.
l III. CONSTRUCTION STAGE3 During construction period, the construction methods to be carried out persuant tothe current regulations and rules and also consider procedures to mitigate negative project3 l impacts:
+ Clearing the right-off way works: minimize and eliminate unnecessarily tree3 cutting.
+ Temporary road and material area: the temporary road works is confirmed and3 calculated in the design stage and corrected in the construction stage. Thetemporary road derives from existing road with the advantages in traffic and to3 avoid breaking current traffic ground way and water way, avoid destroying thenavigation system such as canals and internal roads
l + To minimize the acquisition works on the destroyed crops, stringing work andtransportation material should have been scheduled after harvest stage. In the
l construction stage, the operation should be calculated in the best mess such asstring in straight, neaty line with right-off way to aviod the affect to the crops,
l trees.
3 CHAPTER IIICLASSIFICATION OF IMPACTS AND
l COMPENSATION CRITERIA
3 Based on the above features and the monitoring works with the household areaffected by the project, the impacts are divided as follows:

lAll households which have land, vegetable products or trees cultivated within the
right-off way, around tower foundations, power station, temporary erection roads, wouldhave been affected by temporarily during the construction stage of project.
Category 1: All households have trees, crops, which are damaged by the project during the3 construction period due to construction of temporary access roads or conductor stringing.
l II. PERMANENT IMPACTS
The households owned lands and properties on it, which will be permanentlyl acquired for the tower foundations, the subsation areas, the permanent access roads for
construction and maintenace of the project. The households have houses (partial or entire),I other structures or high trees in right of way, which need to be removed, demobilished orcut.
Category 2: The households have house or structure which are partially dismantledand the dismantled portion will not affect to the safety of the entire house or structure andwill be rebuilt in adjacent areas of the same owner. Impact on clearing away for residential3 areas will be temporary and it can be reused for restricted puRAPoses.
3 Category3: The households have house or structure which is partially or totallydismentled ( and the dismentled portion more than 25% house area or lower than 25% but3 unsafe for house structure), still having land for rebuilt.
Category 4: The households have house or structure which are partially or totallydismentled ( and the dismentled portion more than 25% house area or lower than 25% butunsafe for house structure), but does not have spare residential land for reconstructingI house.
Category 5: The households have agricultural land which will be acquired3 permanently by the project including the construction of tower foundations, substation andpermanent roads for manager and maintenance of the project.3 Category 6: The households have the job or other services are affected by theproject. III. LEGAL FRAMWORK
l This Abbreviated Resettlement Plan is prepared in accordance with the projectresettlement policy. This policy is developed based on the relevant laws of Viet Nam andOP 4.12 of the World Bank on involuntary resettlement. Key laws, decrees of GovernmentI and Circulars of interministerial Ministries, policies of Bac Lieu province and Soc Trangprovince on compensation, support and relocation are as follows:
l Land law issued on November 26, 2003.Decree 181/2004/ND-CP on October 29, 2004 guiding the implementation of the land law

CHAPTER IV3 CENSUS AND SOCIAL ECONOMIC SURVEYS
CENSUS AND SOCIAL ECONOMIC SURVEYS
The surveys and census of socio-economic status carried out on May 2004. The dataI collection was done by PECC 2.
l After surveys and census, all properties and affected households by project havebeen recorded. However, in this stage (feasibility study stage) the identification of list ofaffected households and damaged properties is only in relative accuracy to preliminaryassess the degree of damage and preliminary estimate compensation costs. In technicaldesign stage, it is reliable that the statistics and surveys will be re-carried out to ensure the
l accuracy of data and make them suitable with changes of alternatives in this stage (if any). It

IIt is required to carry out the interviews to affected households by projects in eco-
social surveys. The survey forms will be designed by PECC 2 with agreement by therepresentatives of WB. The surveys will be carried out for at least 80% of affected3 households by project. Through surveys it is useful to image people's living degree beforethis project implementation and make the comparison with their living degree after the3 project to be into operation. This comparison will depend on the results of second surveywhich will be carried out later

Affected households by project are 65 in total, all of them are the familiy.l The dismantle houses are 63, in which 23 houses are partially affected and the rest
will totally be dismantled. However, it is not necessary to carry out the resettlement for thel above households in other areas due to the availability of their land source in the next area
owned by themselves or they will be received cash compensation to relocate at th otherl areas.

II. SUMMARY OF SOCIAL ECONOMIC SURVEYS
3 Route of transmission line
Although, in the preliminary investigation stage, the route are significantly pass overl the cultivated rice-field, fruit-tree and crops, but the population density are too much in
somewhere, for this reason, the transmission line will pass over many houses, building,l structures. Number of passed houses by transmission line are 6. The population livelihood
of this area rely on the agriculture production and breeding farm. Some of them areI employee or petty trade. The living status of population are generally well off. The averageincome are 200.000VND to 500.OOOVND per month. None of them are underfed, almostthey have the bicycle, motorbike, machine junks, televivion. The national power networksystem are in 95% of the population.

3 RESTORATION OF INCOME
Almost households in affected areas live on agriculture. Moreover, permanentlyacquired land area is smaller than their own, so those living will be not affected by RAP.
l However, while developing RAP, it is noticeable that income allowance costs for affectedhouseholds are taken into account to support people in stabilizing their life. (The cost has
* been covered in estimation of compensation and resettlement costs).
3 CHAPTER VIORGANIZATION CHART
I. ORGANIZATIONS CONCERN TO RAP
1. Electricity of Vietnam (EVN), the project investor, has authorized Southern PowerProject Management Board (briefly is SPPMB) to prepare and implement the project,including RAP preparation and implematation..
2. Power Engineering Consulting Company No. 2 (PECC2), a consulting companyof EVN, is assigned to prepare RAP, including survey and census for affected areas3 For obligations performed directly at sites, PECC 2 will be supported by Soc Trang and BacLieu Provincial People's Committee, which take responsibilities for management of issues
l regarding compensation land, assets, trees, plants, crops and resettlement.
3. Responsibility of Soc Trang and Bac Lieu Provincial People's Committee- To approve RAP vao sharing of the responsibility and obligation are under this
RAP performance to the relating party.- To approve unit price for acquisition works, subsidization and set up the local
acquisition and assessement committee in step by step.- To approve the withdrawing and handing over document in local

4. Finance, Construction and Resource - Enviromental Services
Finance service are in full of the responsibility to study and issue the unit price foracquisition works and then submit to approve by the People Committee (or City). In thebeginning of RAP, Finance Service will carry out combined operations with ConstructionService and Resource - Enviromental Service, the People Committee in the districts or townand carry out of the independent monitoring works in order to assess unit prices to which
l applied for the acquisition works in RAP and recommend to the provinces or city to modifyunit pirces (if necessary) are as at the date of payment.

- To assign personel to inspect the survey, monitoring, inventory works with respect3 to the affected houses and properties and then pass over documents at the meeting of therelating parties to the mentioned works.
l - To check the unit prices are shown on RAP, recommend to readjust the actual unitprice/replacement price (if necessary).
- To co-operate with Project Management Board, hold of the meetings to discuss thepopulation, local authority and popular all forms to the affected population.3 - To collect comments or requirements of the affected population, settle all ofmatters in during performance and propose the outstanding procedures of Compensation3 Committee.
- The Vice Chairman of the District People's Committee is team leader of Disrictl Compensation Committee.
3 8. Commune People's Commettee
The commune people's committee will be responsible:3 - To provide of information, support to the survey, statistic and inventory works.- To co-operate with the district resettlement committee to hold the meeting of3 public participation and consultation, desclare at the information, recovered payments to the
affected houses by this project.3 - To submit all the feedback information of population to district resettlementcommittee and settle the claims at the commune delegation, propose the outstanding3 procedures (if any).
- To support local population to overcome in construction stage and support RAP tol remedy houses.

lCHAPTER VII
PERFORMANCE OF WORKSI. IMPLEMENTATION METHODS
1. Announcement
The affected households shall be thoroughly informed of their rights and of thespecific policies of the RAP including eligibility, provisions, entitlement policy, modes and
l rates of compensation, schedules, and complaint and grievances rights. Such informationwill be delivered to the househlds by the Southern power project mangement boad, through3 meetings, though posters hung in local administration quarters and major public places suchas markets, health center, through pamphlet to be distributed to each household affected byproject and through on local mass media such as TV and radios.
Public annoucement tasks shall be implemented intermediately after Government* and the World Bank approval for project is obtained. The announcements and pamphlets
shall clearly describe RA-P policies, including in principles of requirement standards to bemet and ownership, and shall be announced of orgnanization and performance schedule of3 RAP.
2. Termination of compensation and resettlement works
l The compensation payments of partially acquired house will be paid at least 3l months prior to commence of the project construction.

lAllowance for housing repairs will be paid in company with compensation cost of3 partly housing damage. Allowance for removal will be paid within 6 months but this
payment has only been done once.
The compensation payments for lands and crops will be paid at least one month priorto commence of the project construction.3 The households whose settlement land is affected are requested to clean those areasat least 1 month prior to commence of the project construction.
l Resettlement households have to take their affected housing parts down at least Imonth prior to commence of the project construction. If not, allowance for taking affectedhousing part down will be withdrawn by authorized agencies. These bodies have their ownrights in destruction them through their own means
l3 II. IMPLEMENTATION RAP
The actions for implementation of RAP will be commenced as soon as approved byGovernment of Vietnam and the World Bank.
l In addition, some activities will continue and prolong from the beginning of theproject performance to 6th month after completion of project construction.
The implementation RAP consists of 3 actions as below:
a. General actions: actions only performed once at the beginning of project5 b. Specific actions for each area: actions performed many times for each area (eachcommune) of project.
l c. Frequent actions: actions frequently performed during the time of RAP and projectimplementation plus more 6 months.

l PUBLIC PARTICIPATION AND CONSULTATION
3 I. OBJECTION OF INFORMATION AND REFERENCEPropagate information for resettlement action plan and also refer their comments to
minimize the contracdict each other and lessen the danger causing delay of this project, andthen assist to make a program RAP entirely and meet the demand of resettlement actionplan, since then maximize the socioeconomy's profits.The objectives of information dissemination and references of comments include:
- Fully sharing information on project scope and its impacts- Obtaining the cooperation by community in designing of RAP program- Ensuring the clearing, fairness in all activities regarding the clearance lands and
compensation
l - Obtaining information on needs and feedback from affected households concerningproposed policies and promotion tasks.
I II. PHASES OF PARTICIPATION AND CONSULTATION
The public consultation and participation are orgainized in the two (2) phases:
Stage 1: whilst preliminary surveys and development of RAP documents, theconsultant has been informed to the affected households about the project and its
l compensation and resettlement policy. In addition, during the period of survey to selectroute alternatives and station locations. In this period, the resettlement expert of Consultant

The households of resettlement action plan have been attended to the program RAPl so far, they replied on the interview of inquired officer to how discuss with them, estimate
the affect of proect to their assets and acquisition rate respectivelyIn the next time, as RAP program are commenced, the resettlement action plan are going toattend all activities during construction schedule of RAP.
At the time, RAP have been approved by State of Viet Nam and the World Bank, theresettlement action plan will be attended the meeting with the Resettlement Committee andthe Employer. The resettlement action plan will be informed the regulations of RAP,policies, creterias, rights, unit price of acquisition and procedures respectively. And theresettlement action plan will also is hold a referendum to promote comments and improve ofthe clauses of RAP.I And then, the resettlement action plan wili be attended the meetings to discuss with
l the Resettlement committee in order to confirm of acquisition rates on satisfactorily.
