• Since September 25th 2009, a new pro-reform and EU oriented Government

• Government’s Activity Program for 2011-2014* “European Integration: Freedom, Democracy, Welfare” has 24 action points explicitly aimed at improving government transparency and accountability, of which:– Achieving efficiency, transparency and accountability of the use of

public funds, including in public procurement;

– Enforcing the Law on Access to Information and Transparency in the Decision Making by posting open government data online; adopting the “Access to Open Government Data” Initiative;

– Providing high quality public services for citizens and effective public Administration through e-Government Agenda

• Moldova’s open data portal:*

– Launched on April 15, 2011

– Included 67 datasets from 5 Public Agencies

– 1500 visitors and 300 downloads in the first 2 weeks

• GIS portal:– Cadaster map

– Ortophoto layer

– Location of administrative buildings

– Natural resources

– Tourist sites

• Prime Minister FILAT signs ‘Open Data’ directive on April 29th

2011, making Moldova one of the 16 countries implementing Open Government Data Initiative– Addressed to and mandatory for all Central Public Administrations

– Asking each to provide 3 high value datasets per month

• Ministry of Finance publishes since May 25th 2011, the entire database of public expenses in raw and in pivot table formats (BOOST Moldova)

• eGC launched on April 15th the eTransformation Apps Contest, based on open and crowd-sourced data

• OGD Portal reaches 6000 visitors, 115 published datasets (another ~100 datasets pending, 4000 downloads)

• State agencies:– All our data is already on our website

• Aggregated data, PDF, Word documents, JPEG images

– We can’t publish our data – it’s SECRET

– Data is being sent in the appropriate file formats but in an unstructured form, with no related metadata

– Inaccurate data, data that is hard to match and link. e.g. Different id’s even within the same Ministry (e.g. schools)

• Citizens:– Why is data in such a mess?

– Raw data - what is this? why do I need it?

– We need visualizations, graphs, maps!

• Legal aspects: – Adopt Law on PSI reuse– Publish data under OGD license(s)

• Promotion:– Tech camps / Applications building contests– Discussion boards and community building

• Sustainability and quality improvements:– Better quality data and metadata– Linked data– APIs development / publishing

• Capacity building & training – Open Data basics, linked data, semantic web

• Cooperation and partnerships – Inclusion of local governments– Open Government Partnership, Open

Knowledge Foundation, Semantic Web etc.
