Stage 1 : Developing the List of Topics for IPPC standards

Call for topicsEvery two years (odd years)

Members and Technical Panels (TPs) can submit proposals

Members: Contracting parties, National Plant Protection Organizations (NPPOs), Regional Plant Protection Organizations (RPPOs) and relevant international organizations

Submit a Topic• By using forms provided by the Secretariat

What is a Specification?

• A document giving direction to the Expert Drafting Group (EDG) for building the ISPM

• Describes the scope of the ISPM• Details the tasks of the EDG and desired

expertise • TPs also have specifications directing the

work and composition

Standards Committee (SC) Review and prioritization

The SC:• Reviews existing List of Topics and proposed topics• Recommends to the CPM topics are added, deleted or

modified• Technical areas and topics are recommended to the

CPM:• Add, delete or modify topics and a priority is given

• Assigns steward(s) and assistant(s) to each topic

CPM Adjusts the List of TopicsThe CPM:• Reviews the List of Topics recommended by the SC• Makes adjustments• Adopts the revised List of Topics

Stage 2 : Drafting

How to make nominations?• Made by NPPOs, RPPOs and International

Organizations• Submitted through IPPC contact points to the

Secretariat• All nominations should include:

– Nominee’s curriculum vitae (CV)– Nominee’s contact details and summary of

expertise– Signed statement of commitment

What is required?• The expert’s skills and experience should match

the specific expertise required:

• See approved specifications for TP/EWG for the expertise needed

• Seeing and responding to the call letter

• Strong working knowledge of English

• Availability to participate in, including virtual meetings

Stage 3 : Member consultation for draft ISPMs

What is a Member Consultation (MC)?

• Opportunity for IPPC members to review and comment on draft ISPMs

• Comments submitted by the Contact Point– Via the OCS on or before December 1st

• Lasts 150 days: July 1st to December 1st

How are comments generated?

• Collaborations/consultations with:– Experts and stakeholders in your

region, organization and/or country• IPPC Regional Workshops • Useful tools: background documents and

steward’s presentation

Another useful tool is…

• The Online Comment System (OCS) it allows the Contact Point to collect stakeholder’s comments and then easily compile them

• It also allows the Contact Point to nominate a lead that will collect comments and assign an assistant for each standard and reviewers (e.g. industry stakeholders)

What is a Regional Workshop?• Regional Workshops have been held since 2001 with the objective

of building the capacities within regions, and therefore facilitating the submission of comments

• Allow members within a region to discuss and prepare national comments on draft ISPMs

• Discuss other IPPC issues• Cover all FAO regions

– Except Europe and North America• Usually occur between July and September

What should I do after the Regional Workshop?

• Contact your official IPPC Contact Point to let him/her know that the comments are available for review in the Online Comment System

• Collaborate with experts in your region, organization and/or country to develop and finalize comments

• Ensure your IPPC Contact Point submits your country’s comments to the IPPC Secretariat before the end of the Member consultation

Where to look?

Consultation is important but ………The Decision making falls to the NPPO • They review the comments submitted and decide

which ones to submit– Some stakeholders may have their own views

on the topic based on their situation and mandate, but the NPPO has a ‘global’ view and wide expertise

• NPPOs should take all viewpoints into consideration when making decisions

What happens after my comments have been submitted to the Secretariat?

• Secretariat compiles the comments, makes them publicly available and submits them to the steward for consideration

• Steward reviews the comments, prepares responses, revises the draft ISPM and submits them to the Secretariat.

• Comments are made available to the SC

Substantial concerns commenting period (SCCP)• Once draft ISPM is recommended to the SC by SC-7 or TP:

– Secretariat posts the draft ISPM for SCCP– Duration: 120 days (June 1st to September 30th)– Comments should focus on substantial concerns only

• Comments submitted through the OCS• SC members will:

– review comments from their region– identify the most important comments with suggestions on

how to address them– forward comments to the Steward

At the SC meetingThe SC: • Reviews comments and the steward’s responses• Revises draft ISPM further - if needed• Decides whether to:

– recommend the draft ISPM to the CPM for adoption

– put it on hold– return it to the steward or EWG – submit it for another round of MC

Stage 4. Adoption and publication

Before the CPM meeting• Following SC’s approval, draft ISPM is included

on the CPM agenda• Draft ISPM made available on IPP

– At least six weeks before CPM

• All draft ISPMs presented to the CPM are subject to formal objections

What is a formal objection?• A technically supported objection to the

adoption of a draft standard in its current form– Sent through the official IPPC contact point

• Secretariat can’t make any judgement about the validity of the objection– An objection with technical discussion of the issue

would be accepted as a formal objection

The formal objection process• Contracting party submits the formal objection to

the Secretariat– With technical justification and suggestions for

improvement – No later than 14 days before CPM

• No Formal Objection submitted?– CPM adopts the ISPM without discussion

• Formal Objection submitted?– Draft ISPM is returned to the SC

After adoption

• Adopted ISPM is made publicly available• Possible review of the adopted ISPM by the

Language Review Group(s)– If a review is required: modified ISPM will be

noted at next CPM

ScopeThe Online Comment System (OCS) is a system for defined stakeholders to develop, share, analyze, and submit comments on documents; and a system for secretariats to compile comments in an easy and efficient manner (“with the click of a button”), as well as to provide data for analysis.

Mission and Scope

PrinciplesSimplicity: Stakeholders can add and share comments and secretariats can

analyze them in an easy and self-explanatory way.

Efficiency: The system works without major technical difficulties for its

users (stakeholders and secretariats).

User-friendliness: All main developments are based on user surveys and requests,

in order to accommodate “customer needs”.

Benefits• Ensuring confidentiality and safe submission of comments.• Ensuring that comments are submitted by the official contact

point.• Accelerating and simplifying the compilation process.• Implementing a common commenting format.• Easy editing of comments and possibility to provide an

explanation.• Supporting the sharing of comments within and between

users, allowing the development of a common position.• Significant reduction of human error when compiling

comments.• Providing commenting statistics to the Secretariat.

• One assigned per document, created and invited by Secretariat

• Can invite SC / TP members or Assistant Stewards• Provides responses to comments• Shares responses with SC / TP members or Assistant
