Achievements during October – December 2017

• Draft government decision on creation of the national agency responsible for

coordination of the National Fund for Regional Development and National

Ecological Fund was developed and submitted to MARDE and Centre for

Reforms Implementation for endorsement

• 1 Commission hearing on RD issues, as well as 2 monitoring visits in RD

North and Centre carried out by Parliamentary Commission for Public

RBM and communication support in regional development

Achievements during October – December 2017

• 9 representatives (5 men and 4 women) from MARDE and RDAs participated

in a study visit and exchange of experience on monitoring and evaluation

practices and tools with RDA West, Timisoara, Romania that was carried out

during 23-27 October 2018.

• 8th edition of the regional development newsletter was developed, published

and distributed

• Capacity of 6 communications specialists (2 men and 4 women) from MARDE

and RDAs was enhanced on techniques of lay outing and data/info

visualisation.

• The public administration reform resulting in the merger of the 3 line ministries

and creation of the new Ministry of Agriculture, Regional Development and

Environment had implications on the MLPS support, steering structure and

involved changes in the MLPS Operational Plan.

• Unclarities on territorial administrative reform create delays in the

development/amendments in the legal and normative framework related to

regional development.

• Complexity of the revisions in the RD RBM system, but also the dissolution of

MARDE division responsible for M&E in RD after the public administration

reform, jeopardised the process for revision of the RBM system in RD, both at

the strategic and projects levels.

• The extension of MARDE (former MRDC) mandate to agriculture and

environment areas and shortage of MARDE staff have implications on the

MLPS support in communication in RD.

Improving the capacities of RDAs in regional planning and programming

Achievements during October – December 2017

• Drafting of Regional Sector Programs (RSPs) for Gagauzia Development

Region:

In WSS and EE in public buildings – sectors analyses were presented

and agreed within the Regional Working Groups meetings, as well as the

methodology and criteria for identification and prioritization of possible

projects;

In RLR – the decision on development of the RSP was taken during the

jointly meeting being organized at the MARDE in November 2017 with

participation of representatives from MEI and Gagauzia RDA

Achievements during October – December 2017

• Completion of Feasibility Studies in SWM resulted from RSPs:

Feasibility Studies in SWM Zones 5 and 8 are completed and handed over

to beneficiaries for endorsement

Public hearings on the Environmental Impact Assessment Reports in

SWM Zones 5 and 8 took place

RDCs coordination of the implementation of the RDSs are improved

Achievements during October – December 2017

• First Regional Sector Commission (RSC) meetings in two sectors (WSS and

SWM) were convened in three Development Regions (North, Centre, South),

with technical support of MLPS experts

• The modality for support of RDAs in ensuring of secretariat services for North,

Center and South RDCs and RSCs was agreed and applied

Next steps January – June 2018

• Baseline studies for two sectors (WSS and SWM) for 3 Development Regions

(North, Centre and South), including collecting of data and recommendations

for development, are discussed at RSCs and presented to RDCs

• The RSCs in WSS and SWM sectors develop and approve their work plans

with support of MLPS experts

• Civil society representatives are engaged in monitoring of public procurement

and implementation of 18 projects in WSS and EE sectors

• Transfer of best practices for RDCs and RSCs members on WSS and SWM

sectors coordination is insured by organizing experience exchange between

the Development Regions from Moldova and abroad

and approved by Board of Directors

programming in WSS and EE in public buildings sectors, with adequate focus

on social and gender aspects, is identified

• Inter-municipal cooperation agreement in WSS sector within the Leova rayon

is signed

• Two public service delegation contracts between Pelenei and Gavanoasa

communities from Cahul rayon and Cahul Apa Canal service provider are

signed

• Strengthening the capacities of Cahul and Leova WSS service providers

Challenges

• Lack of motivation and, consequently, low level of involvement of the

members of Regional Development Councils in regional development

processes slows down the effect of the support in strengthening the capacities

of RDCs

• Limited experience of grass-root/community-based organizations in local

development processes
