IntroductionThe newest trend adding to the city’s culture is street food. The street food scene around the world consists of quality night markets, eat streets and food vans and this trend is developing on the Gold Coast.The food truck initiative represents a further step towards a world class street food culture which, depending on the success of this trial, will lead to options to expand the proposal in future years.

The food trucks in parks trial, which was approved by Council on 11 December 2015, presents two proposals for a trial to be undertaken to ascertain feasibility.

1. To allow mobile food trucks to operate within a number of popular parks on weekends and some public holidays, to introduce street food into the public domain.

2. To allow a daily mobile food/beverage vendor to operate within two park locations to trial these locations for future permanent café type infrastructure.

The purpose of this application kit is to provide the context and objectives of the food truck trial and to assist applicants with the application process.

ObjectiveThe objective of the food truck initiative is to facilitate the establishment of a burgeoning street food/food truck industry and to take advantage of the economic, cultural and social benefits which align with the City of Gold Coast’s (City) Gold Coast 2020 Corporate Plan, the Economic Development Strategy 2013-2023 and the Culture Strategy 2023.

It is considered that food trucks and street food could be a feature of the Gold Coast 2018 Commonwealth GamesTM.(GC2018). This initiative will provide an opportunity for businesses to establish themselves prior to the GC2018 with a view to creating a new economic industry and lasting legacy for the city.

Permit typesThe City is offering two types of permits.

1. Mobile food truck vendors in parks on weekends and public holidaysThe intent of this permit is to provide an additional high quality/low cost food service to park users and the purpose is to ensure vendors meet of the City’s requirements. Permit holders will be required to nominate the location and day they wish to operate in order to be issued a separate booking confirmation (no fee) which grants them access to the site. This process ensures the City manages the use of each location and prevents conflicts with special events or park closures, etc.

Operating under this permit will be limited to Saturdays and Sundays and some public holidays. Due to the limited number of approved locations, a maximum of 20 permits will be granted at any one time. The number of vendors allowed to operate at each location is specified below. Vendors can only operate between the hours of 8am and 7pm unless otherwise directed by the City.

2. Establishment of regular (daily) mobile coffee/beverage/food vendors in parksIn order to achieve regular (daily) service in a park, vendors require locations that provide the best opportunity for the business to succeed. To achieve this, each site requires little or no competition from established businesses providing a similar service, and a substantial customer base that frequents the area at various times of the week. The sites identified have been selected on that basis. A maximum of one permit per location will be granted at any one time.

General conditions of a permit A complete set of conditions will be applied as part of the Local Law permit pertaining to each location.

In addition to the standard conditions required by the Local Law, the following conditions will be placed on permits;

• must hold a mobile food licence issued by the City(where applicable)

• permit is for 12 months

• permit must be displayed at all times

• operating hours are appropriate for the location

• *trading on Christmas Day and Anzac Day is not permitted

• amenity of the area is not adversely impacted

• alcohol is not to be served

• vehicle must be kept clean and in a good state of repair and working order, ensuring road worthiness and that noise, fumes, smoke, foul odours and other contaminants are not generated

• public safety is a priority

• allowances are made for special events

• all relevant insurances and licences are in place

• all nominated staff must pass a police check and hold a blue card

• no amplified sound or music allowed

• sale of items may be restricted at some locations.

Application assessment criteriaThe following criteria are applied to the application assessment process:

• mandatory requirements

• development of competitive local business and industry

• environmental protection and sustainability

• vehicle design and aesthetics

• quality cuisine.

Evaluation of applications will take into account the criteria below in any decision to determine the most advantageous applications. These criteria ensure the outcomes defined in the Parks and Recreation Services plan are achieved.

Mandatory requirementsApplicants must fully address the criteria in this section before the application can be considered. Failure to address any of these requirements will deem the application to be non-compliant and therefore unable to proceed .

Mandatory requirements are :

• current City of Gold Coast mobile food vendor licence (where a licence is required under the Food Act 2006)

- applicant’s details must match ABN, licensee and licenced vehicle details

• Certificate of Currency for Broadform Public Liability iinsurance to the sum of $10,000,000 and noting “Council of the City of Gold Coast’ as an interested party, and commitment to maintaining currency

• mobile food vehicle (and towing vehicle if relevant) is currently registered, i.e. with valid Compulsory Third Party (CTP) Insurance with a commitment to maintaining currency

• applicant has accepted permit terms and conditions

- application is signed by the applicant who should also be the licensee under the Food Act

• full payment of application fee is received with application (payment instructions will be given once submitted).

Non-mandatory requirementsApplicants are encouraged to respond to the following criteria which will be used to determine the most appropriate vendors to develop a world class street food culture on the Gold Coast.

Development of competitive local business and industryThis seeks to encourage the development of competitive local suppliers, directly supporting and contributing to the development of the Gold Coast economy. Its objective is to proactively support local business and industry to provide jobs in recognition of the economic and social benefits that this brings.

This objective can be achieved by:

• the business is located within the city

• the business has or supports other associations within the city

• preferably, food is sourced by local producers/wholesalers.

Environmental protection and sustainability This not only places an expectation on ensuring an applicant’s compliance with legislative requirements, but also that they have regard to proactive strategies that may better protect the environment.

The objective is to maintain a commitment to long-term, ecological sustainability through commercial activity that conserves resources, saves energy, minimises waste, protects human health and maintains environmental quality and safety.

It can be be achieved by :

• carrying out business that minimises any environmental impact

• providing low environmental impact products and services

• obtaining goods and services from local sources to lower environmental impact addressing issues relative to environmental protection, waste management and sustainability with the most appropriate processes and/or technology currently available ensuring that providers of goods or services are licensed in accordance with the Environment Protection Act 1994.

Vehicle design and aestheticsThe City has a vision for art in public spaces that is vibrant, contemporary, world class and distinctly Gold Coast, creating vibrant spaces for people to move through, gather in and celebrate our beautiful city. It is recognised that the distinct, creative artistic design of food trucks adds to the city’s lifestyle image and also celebrates our diverse culture.

This can be enhanced by a mobile food vehicle:

• having a unique, quality design that characterises the Gold Coast or a specific theme, e.g. cultural or other

• being aesthetically pleasing

• having a quality finish.

Quality cuisineThe City acknowledges that good nutrition is an essential component that contributes to the health and wellbeing of residents, tourists and visitors. This objective is to provide food and beverage that is high quality, nutritious, fresh, affordable and safe, and aims to support local business and industry.

This can be achieved by:

• the active and healthy lifestyle is promoted through the provision of healthy food and beverage options

• fresh, affordable and high quality food and beverages are made available and are accessible

• food and beverages are stored, prepared and handled in accordance with the Australian Food Safety Standards

• menus showcase and celebrate the Gold Coast’s cultural diversity through food and beverages

How to apply for a permit to operate a mobile food vehicle in a park• Complete the application in full and make sure it is signed by the

applicant.

• Address the assessment criteria including:

- a copy of the Certificate of Currency for Broadform Public Liability Insurance

- images of the mobile food vending vehicle

- a copy of the menu

- images of the food

- answering the questions in the application assessment guide

• Pay the relevant application processing fee (payment instructions will be given once submitted).

How to address the application assessment criteriaIt is recommended that your application fully addresses all the criteria and each section is completed in full. The information and questions below are provided to help you respond to the criteria that are used to assess your application.

Mandatory requirementsIt is essential that you address the mandatory requirements criteria for the application to be accepted. Any criteria not fully addressed will deem the application to be non-compliant and therefore unable to proceed.

• Section 1: Applicant’s details

- section details are completed in full

• Section 1 (a): Broadform Public Liability Insurance

- copy of Certificate of Currency to the value of $10,000,000 and noting Council of the City of Gold Coast as an interested party is provided

• Section 2: Food licence and vehicle details

- section details are completed in full

• Section 8: Applicant declaration

- completed in full and signed by the applicant (who should also be the food licensee – if applicable)

• Section 9: Fees

- application is paid in full i.e. application and relevant permit fee/.

Development of competitive local business and industryThe objective of these criteria is to support and contribute to the Gold Coast economy by providing job opportunities within the city.

The following questions will help you to address these criteria.

• Where is your business based, i.e. are you paying any commercial rents or rates within the city?

• Is your business associated with a business or key proprietor who has an established business in the city and is paying commercial rents and rates? Please provide details.

• Are you associated with a community group, not-for-profit or social enterprise organisation providing support and services to the local community. Please provide details.

• If your business isn’t based on the Gold Coast, is it based in an adjacent Local Government area e.g. Tweed Shire, Scenic Rim, Redland City or Logan City?

• Has your business been an entrant in the Gold Coast Business Excellence awards?

- If yes, what year/s?

- What result i.e. placing or special award?

• Do you have safe work practices in place to protect your customers, employees and yourself from potential risks which may be associated with your business operation? Please provide details.

• Who are your key personnel? What experience, qualifications do they have?

• Where do you source your ingredients/produce from?

• Is there any other relevant information that you would like to mention?

Environmental protection and sustainabilityThe objective of this criteria is to maintain a commitment to long-term, ecological sustainability through commercial activity that conserves resources, saves energy, minimises waste, protects human health and maintains environmental quality and safety.

• Applicants should demonstrate the use of low carbon technologies and sustainable low impact materials for both manufacturing/repairs and the vehicle build. Outline any energy efficiency features of the vehicle including processes for disposal and recycling waste or waste reduction.

Vehicle design and aestheticsIt is recognised that the distinct, creative artistic design of mobile food vending vehicles adds to the city’s lifestyle image and also celebrates our diverse culture.

The following points will help you to respond to these criteria.

• Provide images of the mobile food vending vehicle:

- Full colour design illustrations, artistic impressions or photos of the vehicle

- Perspective views from the front, back and both sides to illustrate the look and feel of the vehicle

- night shots if you want to highlight the vehicle’s lighting effects.

- Note: all file are to be in PDF or JPEG format with a minimum of 4 and a maximum of 12 images.

• Does the creative design of your mobile food vending vehicle characterise a particular theme or culture? If yes, what theme or culture?

• Who designed your mobile food vending vehicle, e.g. food truck designer, signwriter or artist?

- Optionally, you may provide a web link or other information about your designer/artist

• Is your mobile food vending vehicle well maintained and free of visible defects that may detract from the vehicle’s aesthetics?

Quality cuisineThe objective of these criteria relates to the provision of food and beverage that is high quality, nutritious, fresh, affordable and safe.

The information below will help you to respond to these criteria.

• Provide a copy of your menu which includes pricing (and nutritional information if you have it).

• Provide full colour images of the food you are offering.

• Do you have any healthy food options available for purchase?

• Do you provide nutritional information, e.g. allergy, calorie, fat or carbohydrate content to inform customers of their choices?

• Is your menu influenced by a theme or cuisine/cultural type? If yes, what theme or type?

• Where is your food prepared? For example, is it freshly cooked prepared on site or is it pre-made/packaged?

• If your food is prepared off site, where is it prepared?
