In regard to the Toilet Strategy report, concern was raised about constructing a toilet within Borrello Park. Why would anyone want to create another Cross Park? Why were residents not notified about said toilets being considered? Why, when 61% of people survey rejected the proposal, would you even consider building toilets? The Chair advised that the matter of specific toilets was not on the Agenda. The City is considering a fair and equitable strategy and having a process in place the consideration of requests for additional toilets.

2. Mary Bacich - 21 Orchard Drive, Roleystone

What do we, as residents, have to do to stop the go ahead of toilets in Borrello Park? Is it worth while presenting a petition to stop the toilet at Borrello Park? No comment was provided on presenting a petition but advised that a petition in favour of providing a toilet at Borrello Park had been received and that any person had the right to submit a counter petition.

3. John Hardcastle - 17 Orchard Drive, Roleystone

Came here as a statement of numbers, not question time. The Chair advised that this was an opportunity for question time, not to make any statements and acknowledged that it was good to have a group of people passionate enough to speak out.

4. Pat Hart - 160 Croyden Road, Roleystone

Karragullen Hall is leased to Roleystone Scouts and is used twice a week and some weekends by Cubs and Scouts. Lance Morgan Pavilion is owned by Council and leased to Hills Orchard Improvement Group and is also used for their field days. The Pavilion is also sub-leased to the Roleystone Gymnastics and is used every day except for Friday and Sunday. The Oval is very popular with dog owners from Roleystone and Karragullen.

Given this large increase in usage, will Council reassess the toilets and the need as a high priority for upgrade? The Executive Director Technical Services stated that these usages would be considered in the finalisation of the Public Toilet Strategy and, if appropriate, amend the content and recommendation.

There are no immediate financial implications with the adoption of the recommendations contained in this report. There are however, longer term implications which would require consideration during the discussions relating to the 15 Year Financial Plan finalisation, and the compilation of the 2013/2014 Budget. COMMENT Technical Services Officers have prepared a comprehensive report relating to the public toilets within the City, with the view that Council adopt the report as the City of Armadale Public Toilet Strategy (refer attached). DETAILS OF PROPOSAL The Public Toilet Strategy details the following:

Intent of the Document Although the City has no legislative responsibility to provide public toilets, the City of Armadale has formulated the “City of Armadale Public Toilet Strategy” (referred to as “the Strategy”) in the context of creating pleasant public amenities, and regard these as an investment to support economic growth in activity centres. The City of Armadale will endeavour to provide public toilets at strategic locations, and will manage and provide alternatives to prevent public toilets from becoming havens for anti-social behaviour and crime. The Strategy provides Council with a plan for the upgrade, replacement or the possible removal, of existing public toilets, for inclusion in the Strategic Community Plan and the 15 Year Financial Plan. Analysis of Existing Conditions The Strategy provides an analysis of the thirteen public toilets across the City: seven (7) stand alone types, and six (6) which are incorporated within other community facilities. The toilets vary from the traditional layout of 1938, to a new fully automated toilet installed in 2011. Council provides toilets in many other buildings, but where the toilet is confined to staff or patrons of the facility only, they are not defined as public toilets for the purpose of this Strategy. Guided by an analysis of each facility, the Strategy makes various recommendations regarding renovation, relocation or removal of the existing facilities (refer to Part 4, Figure 9 of the Strategy). New Public Toilets The Strategy also recommends the prioritisation of locations for the provision of new public toilet facilities within the City, and provides a rational assessment for future provision of public toilets. The following staged decision making process is recommended for use regarding proposed public toilet facilities: Stage One takes cognisance of the City’s current Strategic Community Plan; Stage Two evaluates existing studies and decisions; Stage Three gives consideration to the City’s Parks and Reserves hierarchy; Stage Four considers site specific information, using a proposed assessment tool

(Attachment 3 of the Strategy); and Stage Five evaluates funding/resources in terms of the 15 Year Financial Plan. Implementation The Strategy proposes several recommendations to be taken into account over the next 15 years to improve the performance of Armadale’s public toilets (refer to Recommendations - Part 4, No 20 within the Strategy).

Design Guidelines To conclude, the Strategy provides design guidelines and criteria, incorporating crime prevention through environmental design (CPTED) principles, which should be considered for the provision, upgrading and siting of all future public toilet facilities, to align to the recommendations of the Strategy (refer to Appendix 1 of the Strategy). OPTIONS

1. Council could resolve to adopt the Public Toilet Strategy. Adoption would provide the means to consistently improve the service to the

community. 2. Council could resolve not to accept the Public Toilet Strategy. Should the Draft Public Toilet Strategy not be adopted, the current status and means

of providing toilets would continue in a relatively unstructured manner. CONCLUSION Performance by the City of Armadale in regard to the provision and maintenance of its public toilets cannot be faulted, particularly when taken in light of its ratio of public toilets per capita, which exceeds that of surrounding local authorities. The Public Toilet Strategy builds on the City’s good performance, and if implemented, will provide an improved level of service to the community of Armadale. Officer’s report recommendation 1. That Council adopt the report as the City of Armadale Public Toilet Strategy. 2. That the Technical Services Directorate presents to the Technical Service

Committee on 3 April 2013, an assessment of all district and regional facilities to determine:

- Whether a public toilet at such locations are warranted; and - A priority for such provision. COMMITTEE discussed the report with a number of minor changes required. A more detailed report was requested for Lions Park, specifically regarding the recommended demolition of these toilets, at a future Technical Services Committee Meeting detailing reasons for recommendations. BACKGROUND The City has received a request from Main Roads Western Australia (MRWA) to reduce the speed limit along Rowley Road, from Hopkinson Road to Eleventh Road, from 80km/h to 70km/h. DETAILS OF PROPOSAL The letter from MRWA reads as follows:

“Just recently Main Roads Western Australia was approached by the Member for Darling Range, Mr Tony Simpson MLA, regarding the existing 80km/h posted speed limit along Rowley Road, between Hopkinson Road and Eleventh Road. It has been suggested that due to ever increasing roadside development, the addition of a number of access roads, and increase in traffic volumes as a result of the new developments, the existing 80km/h posted speed limit is now inappropriate for this section of Rowley Road. Main Roads Speed Zoning Section conducted a preliminary desktop assessment to current guidelines and practices and concluded that a speed limit reduction was plausible. Part of the assessment process also involved a drive-by along the section being considered, at the proposed speed limit. It would appear that having driven the abovementioned section of Rowley Road at 70 km/h, it was concluded that the proposed speed limit did not appear unreasonable for the environment. As such, Main Roads’ recommendation is to apply a posted 70km/h speed limit along Rowley Road, between Hopkinson Road and Eleventh Road.”

COMMENT Council’s concurrence to this proposal is sought from MRWA, as Rowley Road is a local road. The requested speed reduction is in line with a local road environment in a developing part of the City, and is supported by Technical Services. CONCLUSION It is recommended that because of the reasons stated in their letter of 11 January 2013, ie increasing roadside development, the addition of a number of access roads, and increase in traffic volumes as a result of the new developments, Council agree to a reduction in the posted speed limit on Rowley Road, between Hopkinson Road and Eleventh Road, to 70km/h.

Budget/Financial Implications Costs can be accommodated within the 2012/13 Civil Works budget. Consultation Ranger Services. BACKGROUND Technical Services and Rangers Services have received complaints in relation to dangerous parking practices along Blackburne Drive, Kelmscott. The section of road of concern, particularly the southern end, is within close proximity to the Clifton Hills Primary School and two portions of City maintained public open space. As such, this creates an attractive location to park vehicles to access the School. Drawing No 13-18 (attached) illustrates Blackburne Drive, the Primary School, and two areas of public open space. COMMENT The portion of open space on the southern side of Blackburne Drive is recognised and accepted by the City for overflow parking to be used by parents. The portion to the immediate north is not a safe parking alternative, but is currently being used for this purpose. The use of this area has formed the basis of complaints by adjacent property owners, as vehicles are restricting sight lines for these owners as they enter and exit their properties. Parking in the open space also requires that motorists traverse a highly trafficked footpath (which is illegal even without signage), thus creating other safety concerns. Vehicles are also causing damage to the surface of this reserve. It is recommended that parking prohibition signage in the form of “No Standing Road or Verge” signs be installed fronting this open space, along the northern side of Blackburne Drive, as depicted on the attached drawing (Drawing No 13-18). Whilst on site assessing this issue with the Manager Ranger Services, it was also recommended that additional parking prohibition signage be installed along an adjacent section of this road to prevent parking across crossovers, and to improve sight lines for existing property owners. The Manager Ranger Services also provided anecdotal evidence that some of the property owners along this section of road had raised concerns regarding this parking practice. The installation of yellow lines which reinforce parking prohibition at intersections (notwithstanding that parking within an intersection is illegal anyway), is proposed, and are detailed on the attached Drawing No 13-18.

CONCLUSION To ensure that unsafe parking practices are prohibited within close proximity to the Clifton Hills Primary School, it is recommended that no standing signs be installed along Blackburne Drive, as illustrated on Drawing No 13-18. COMMITTEE discussion resulted in a minor amendment to the plan to be made.

BACKGROUND Council at its Ordinary Meeting of 17 December 2012, resolved as follows (T87/12/12): “That Council not accept the tender received, and that the supply and installation of a

standby generator for the City of Armadale Administration Building be re-tendered with a tender period of six (6) weeks.”

Tender No 1/13 for the Supply and Installation of a Standby Generator for the City of Armadale Administration Building was re-advertised in “The West Australian” newspaper on 12 January 2013, and in a notice which was displayed on public notice boards at the City’s Administration Centre, and Armadale, Kelmscott and Seville Grove libraries. The guarantee for the supply of continuous power to the City has been a major concern to the operations of the City over many years. Power outages have resulted from many factors including pole top fires, accidents by vehicles damaging poles and aerial cables, failure of Western Power’s infrastructure and transmission cables, pole top transformers, and weather conditions.

The Administration Offices have been forced to close on occasions whereby staff have had to sit in darkened offices without fresh air ventilation, operable computers, or telephones. The cost of lost production is considerable, with staff numbers around 200 unable to work effectively, together with customer services being curtailed and financial transactions unable to be made, having an impact on many more people relying on the City’s Administration services. Outlying operations such as the Depot, Waste Transfer Station and the Libraries, whilst they may have had power, were off line due to the central IT data services unable to operate. This condition effectively closes all of the City of Armadale operations and customer services. Council meetings have also been disrupted due to power outages, and in the worst case have had to be rescheduled. Although the original proposals at the time of budget completion limited the generating capacity to ‘essential sources only’, the proposed installation of a standby generator is designed to provide uninterrupted power to the main Administration, Technical Services and History House for the full range of services, for varying periods of power outages 24/7 in the case of Western Power failure to maintain supply. COMMENT Analysis The tender closed at 2:00pm on Thursday, 21 February 2013. Eight (8) tenders were received from the following:

Due to the complex nature of the Standby Generator performance specifications, Sage Consulting Engineers were requested to undertake an analysis of the specifications provided in the complying tenders. An evaluation process was undertaken, having specific regard to the following Qualitative Criteria:

The Consulting Electrical Engineer assessed Stiles Electrical Services as being compliant with specifications, and based on the panel’s evaluation, using a combination of the above qualitative criteria and price. The submission from Stiles Electrical Services represents the most advantageous submission. It is therefore recommended that this firm be selected as the City’s preferred supplier for the Supply and Installation of a Standby Generator. Conclusion Tenders for the Supply and Installation of a Standby Generator for the City of Armadale Administration Building were recently invited with eight (8) being received and assessed by an evaluation panel against compliance and qualitative criteria.

The result was that the submission received from Stiles Electrical Services represented the most advantageous tender to the City of Armadale.

The evaluation panel therefore recommends that the contract be awarded to Stiles Electrical Services at a price of $ 360,301.37, including GST.

COUNCILLORS’ ITEMS Nil EXECUTIVE DIRECTOR TECHNICAL SERVICES REPORT 5.1 Armadale Road/Warton Road Intersection Duplication

This Committee was given a presentation some months ago which outlined the improvements at this intersection. At the time, no clarity could be given as to the timing of the construction of these works. MRWA has now been able to confirm that: The services relocation at a cost of $1.2m has commenced and is

scheduled for completion in April 2013. The contract for the intersection upgrade will be awarded in June

2013 and is scheduled to commence in October/November 2013, after the winter rains.

It is anticipated that construction will take approximately 9 months.

5.2 Parks Facilities Strategy

This Committee was informed that the above Strategy was to be presented to the March 2013 Committee meeting for consideration, at the same meeting as the Toilet Strategy consideration. Unfortunately, mainly due to the absence of the Manager Parks on long service leave for three months, this deadline cannot be met. The report is now proposed to be submitted to the April 2013 meeting for consideration. The Toilet Strategy, if adopted, will enable an assessment of various sites for suitability for the provision of toilets in parks, and this assessment will coincide well with eth submission of the Parks Facilities Strategy. This delay is regretted.
