Present were: (see attached attendance list with corresponding Signatures). After welcoming members present, the Senior Divisional Officer said he was aware of the visit but not of the subject of the mission. It was at this precise moment that the correspondence from MINDAF was handed to him. After reading through the correspondence, he asked the various members of the commission to take the floor and give him the raison d'etre of their mission. The head of the delegation who is the Sub Director of National Lands (MINDAF) gave the essence of the mission, which is the identification of land solicited by SG SOC on the map, with all the overlapping with other land use interests (Mundemba proposed Council Forest and the Christian Philanthropic Community Forest). The Senior Divisional Officer at this point asked the representative of the Ministry of Forestry and Wildlife to present to him all facets of the project. The latter clearly explained to hierarchy that SG SOC did not respect the procedure for submission of files and other ministries concerned were not included in the project. Considering the socio-economic importance of the project, the Senior Divisional Officer urged that concrete proposals be made for the advancement of the project. It is at this juncture that members decided that the map be produced with all the land use patterns for an informed decision to be taken. He went on to solicit the Ministry of Forestry and Wildlife and its technical partner (GTZ) at the Regional level, to bring in their expertise to clarifY the situation of the Mundemba Council Forest file. The Chairman suspended the commission for resumption on the 28th
December, 2010 at lOam.
On the 28th December, 2010 at lOam, the invited technicians provided the map as solicited by the commission. The commission noticed the various physical overlaps totaling 11.473 hectares into the proposed Mundemba Council Forest If this portion were to be left to remain within the Council Forest, the total surface area requested by SO SOC will be reduced by the same dimension leaving only 25.012 hectares available for its projects. It was thus agreed that an exploitable area around Mobenge and Ikoti villages in Toko Sub Division (4.910 hectares) could be added to SO SOC's surface area bringing it to 30.012 hectares, i.e. some 8.000 hectares less than its initial requested area in the division. It was further proposed that SO SOC should start with these 30.012 hectares while procedures will be engaged by the administration to locate 8.000 in the division to bring its total to 38.000 hectares.
The commission expressed its worries about the use of wood found in the proposed concession of SO SOc. The Senior Divisional Officer said in the course of exploitation, the administration will take appropriate measures to recuperate economic timber species in the area through the services of the competent MINFOF administration.
RECOMMENDATIONS - That SO SOC should respect the agreed limits and submit to the
commission the final map as per the said limit; - That SO SOC can assure its partners of the availability of land for its
project; - That SO SOC shall take the responsibility of consulting the local
population before takeoff of the project as well as use the services of local technical services;
- That considering the importance of the two projects, administrative measures will be put in place to realize them for the interest of the division.
