MINUTES OF THE 20th

STATE GEOLOGICAL PROGRAMMING BOARD

20.1 20th
meeting of SGPB Chhattisgarh was conducted through WebEx, with Directorate of
Geology and Mining, Chhattisgarh on 7th
Oct. 2020 under the Chairmanship of
ShriAnbalagan P, Secretary, Govt. of Chhattisgarh Mineral Resource Department.
Member secretary & Director Geology and Mining, Chhattisgarh ShriSameer Bishnoi
was present at the meeting. Members and dignitaries of SGPB, present at this meeting
include Shri H. N. Bawane, Deputy Director General, Geological Survey of India,
Chhattisgarh unit. Representatives of Geological Survey of India, Chhattisgarh unit,
Indian Bureau of Mines, National Mineral Development Corporation, Chhattisgarh
Mineral Development Corporation, Central Mine Planning and Design Institute, Mineral
Exploration Corporation Ltd, Chhattisgarh, Central Institute of Mining and Fuel Research
(CIMFR), Atomic Mineral Division Raipur, Chhattisgarh state forest departmentand
Directorate of Geology and Mining, Chhattisgarh participated in the meeting.GSI (Coal
Wing Division) and CIMFR Bilaspur though they could not participate but submitted
review materials for the meeting. List of Participants is enclosed.
20.2 Shri D. Mahesh Babu, Additional Director, Geology and Mining, Chhattisgarh offered a
warm welcome to all the dignitaries from various departments.
20.3 In inaugural address, Member secretary Shri.Sameer Bishnoi,Director Geology and
Mining, Chhattisgarh said that the objectives of the meeting is to expedite block readiness
and coordination between various agencies. He also emphasized the need to avoid
duplication of work, he stressed that coordination is required for optimal use of resources
else some parts will remain unexplored while other parts will be over exploited.
20.4 Member Secretary welcomed theChairman Shri Anbalagan P,Secretary, MRD, C.G.
Govt. In his address, secretary welcomed the participants, he reiterated the importance of
SGPB in attaining coordination between different agencies. He warned that the GDP
contraction by 1/4th
will have negative impact on all sectors and in this regard the mining
sector becomes very important.
He highlighted that till date majority of the auctioned blocks belongs to Bulk minerals
and only one or two blocks of other minerals. He emphasized the need to diversify the
mineral blocks rather than exploring the same minerals again and again.
He stressed the need to focus on high value minerals and new age minerals like Ni, Li
etc. Chairman emphasized the GSI expertise and urged GSI to leave bulk minerals and
concentrate on deep-seated minerals and Iron ore. He told that DGM should also focus on
iron ore. In this regard he outlined the policy to expand DGM drilling capacity by
engaging private sector entities for outsourcing of entire exploration work from drilling
upto GR preparation.

Chairman asked GSI to take lead in the exploration of high value, deep-seatedminerals,
and iron ore; he mentioned his expectation on readiness of at least few blocks of Iron
and/or high value and precious minerals by next year for atleast auction of composite
license.

Chairman also highlighted the underutilization of NMET fund for exploration activity in
the state.
20.5 GSI officials informed that the projects for 2020-21 session is already approved and work
has already been initiated on the approved projects.Chairman Shri Anbalagan P and
member secretary Shri. Sameer Bishnoi for their valuable guidance and assured them of
compliance of all the guidelines.
20.6 Shri Anurag Diwan, Joint Director, Mining enquired if GSI can provide even a single
block within next three years.
GSI officials informed that they will provide the same but can’t name the block.
20.7 ShriD.Mahesh Babu, Additional Director, Geology and Mining, Chhattisgarh, thanked
Chairman ShriAnbalagan P and member secretary for their valuable guidance and assured
them of compliance of all the guidelines. He presented the minutes of the 19th
meeting of
the SGPB held on 6th
September, 2019 before the house for approval and the same was
unanimously approved by the members without any modifications.
20.8 ShriD.Mahesh Babu,Additional Director, inviteddifferent organization for presentations
of their works in the state.
20.9 Geological Survey of India, Chhattisgarh Unit, Raipur
Shri H. N. Bawane, Dy. Director General, informed the house that in the F.S. 2021-
22GSI has proposed number of projects of strategic and critical minerals like Tungsten,
REE, Ni, Li, Glauconite, Phosphorite, Gold and base metals and is taking up lesser
projects of bulk minerals. Shri S.P. Bhutia, Superintending Geologist, GSI, Raipur
briefed the house that during 2019-20, 32 items were taken up, out of which 15 items
were under Mission I comprising of itemsunder systematic thematic mapping, national
geochemical mapping and mineral investigation.
20.10.1Mission 1: Project STM: -Shri S.P. Bhutia, informed the house that under Mission I,
baseline geoscience 4 projects of Specialized Thematic Mapping (STM) and one project
of Integrated Thematic Mapping was taken up during 2019-20.
I. Specialized Thematic mapping around Kutanpani, Jharmunda and Simabari areas in
Jashpur District, Chhattisgarh in parts of Toposheet nos. 64N/14, 15 and 73B/2 & 3 to
understand tectonothermal evolution of a part of western segment of Chhotanagpur
Gneissic Complex (CGC) and possible extension of Gangpur Group of rocks.

1500 Sq. Km area was covered under Aerial Reconnaissance & PGRS Studies and STM
of 350 Sq. kmarea was done on 1:25000 scale.

II. Specialized thematic mapping around Sahebsur, Pattakela and Shakhajharan in Jashpur
district, Chhattisgarh in parts of Toposheet Nos. 64N/9 and 13 to understand tectono-
magmatic and metamorphic evolution of a part of western Chhotanagpur Gneissic
Complex.
Specialized thematic mapping on 1:25,000 scale was carried out in an area of about 350
sq. km. around Sarabkombo, Sahidand and Bachhraon in Jashpur district, Chhattisgarh.

III. Specialized Thematic Mapping around Beltara, Baloda, Murapar and Khisora areas in
Korba, Bilaspur&Janjgir-Champa districts, Chhattisgarh in parts of Toposheet Nos.
64J/7, 8, 11 and 12 to understand tectono-thermal evolution of a part of Bilaspur-
Raigarh-Surguja (BRS) metamorphic belt and study its relationship with adjoining
Chhotanagpur Gneissic Complex (CGC).

IV. Specialized thematic mapping to characterize and classify felsic and mafic volcanics, and
associated mafic plutonic of Nandgaon Group around Gotatola-Bijabharri- Dalli Rajhara
area in parts of Toposheet nos.64D/13, 14 and 64H/02, Rajnandgaon and Balod districts,
Chhattisgarh.

V. Integrated Thematic Mapping to characterize magmatic episodes and supracrustal
assemblages of a part of Chhotanagpur Gneissic Complex around Bhapoli-Amari-Lundra
area in parts of Toposheet nos. 64M/04 and 64M/08 in Surajpur-Balrampur-Surguja
districts, Chhattisgarh.
Integrated Thematic Mapping (ITM) involving geological mapping and geophysical
survey was carried out in the northern part of toposheets 64M/04 and 64M/08
aroundBhapoli, Amari and Lundra, in Surajpur-Balrampur-Surguja districts,
Chhattisgarh. for a total of 350 km2 area.

20.10.2Mission 1: Project NGCM: - The main purpose of this project is to prepare geochemical
database that can be used in different purpose viz. mineral exploration, forestry,
agriculture, health hazard etc. Shri S.P. Bhutia, Superintending Geologist, GSI, Raipur
informed the house that under this mission 10projects have been taken in different parts
of Chhattisgarh State.
VI. Geochemical Mapping in T.S. No. 64N/13 in parts of Jashpur districts, Chhattisgarh. The
study area is falling in Toposheet no. 64N/13 and covering an area of approximately 728
sq km bounded by latitudes 22°45' to 23°00'N and longitudes 83°45' to 84°00'E.

VII. Geochemical Mapping in T.S. No. 64J/08 of Bilaspur, Korba and Janjgir-Champa
districts, Chhattisgarh. A total of 728sq kmarea falls in Toposheet No. 64J/08 and
bounded by latitudes 22º 00′ N to 22º 15′ N and longitudes 82º 15′ E to 82º 30′ E was
covered on 1:50,000 scale.

VIII. Review Of The Work Done During 01/04/2019 To 31/03/2020 (F.S. 2019-20) Mission
Ia: Baseline Geoscience (Toposheet No. 64K/01).
Geochemical mapping as part of National Geochemical mapping programme (NGCM)
was taken up in the Survey of India toposheet no. 64K/01 which includes parts of
Bilaspur and Baloda Bazar districts of Chhattisgarh. It is bounded by latitude 21º 45’–
22º 00’ N and longitude 82º 00’- 82º 15’ E.

IX. Geochemical Mapping in Toposheet No. 64K/09 in parts of Janjgir-Champa district,
Chhattisgarh.Total 728 sq km was covered and a total of 182 nos. of composite samples,
09 Nos. of each Soil C-horizon, Regolith, Duplicate, Water and PS samples for the FS
2019-20. Lithological contact mapping demarcated.

X. Geochemical Mapping in Toposheet No. 64k/5 in Janjgir- Champaand Bilaspur
Districsof Chhattisgarh.
A total of 728 sq km area has been covered on 1:50,000 scale and total of 182 composite
sediment samples were generated for analysis of multiple elements. 09 each soil horizon
and regolith samples, 09 water samples, 09 duplicate samples and 09 nos. of rock
samples for petrography were collected.

XI. Geochemical Mapping in Toposheet no. 64J/03 in parts of Bilaspur district of
Chhattisgarh.An area of 703 sq. km. was geochemically mapped and a total of 703-unit
cell samples, 09 nos. of duplicates, 09 nos. of ‘C’-Horizon and regolith soil samples each
were collected and submitted for chemical analysis.

XII. Geochemical Mapping in Toposheet no. 64J/12 in parts of Janjgir- Champa, district and
some part of Korba district, Chhattisgarh.The area is bounded by latitudes 22°00'N to
22°15'N and longitudes 82°30’Eto82°45’Ecovering the parts of Janjgir-Champa and
Korba Districts of Chhattisgarh.

A total of 182 nos. of composite samples were prepared. In addition, 09 nos. of duplicate
09 nos. of ‘C’-Horizon, 09 nos. of Regolith and 09 nos. of water samples for chemical
analysis, beside 09 nos. of petrological samples were collected.

XIII. Geochemical Mapping in Toposheet 64N/09 in parts of Surguja&Jashpur Districts,
Chhatisgarh. 182 nos. of composite samples were prepared and submitted for chemical
analysis and results are awaited except 48 composite samples 23 elements have been
received for Toposheet no. 64N/09.

XIV. Geochemical Mapping in Toposheet no. 64K/13 in parts of Janjgir and Champa districts,
Chhattisgarh.During FS 2019-20 a total of 728 Sq km area has been covered on 1:50,000
scale and 728 stream sediments/slope wash samples were collected

XV. Geochemical Mapping in Toposheet 64J/04 in Bilaspur District, Chhattisgarh.
Geochemical mapping covering 728 sq. km area with collection of 728 stream
sediment/slope wash samples in a grid pattern from each 1km X 1km unit cell of the
Toposheet was carried out. In addition, 9 each of soil C-horizon, regolith, water and
petrographic samples were also collected

20.10.3Mission IV–Multidisciplinary Geoscience: -
Characterization of granite and associated metallogeny using PIMS in Bundeli and
Kanker granitoid plutons in Bastar Craton, Chhattisgarh
During FS:2019-20, an area of 100 Line km. traverse map has been covered on 1:50,000
scale and 20 nos of BRS, 30 nos of PCS, 30 nos of PS, 05nos of Sr isotope samples and
04nos of GIG samples have been collected.

XVI. Geoenvironmental study of Arsenic and Fluoride incidences in surface and ground water
in parts of Supebeda, Koksara and adjacent villages of Gariaband district, Chhattisgarh
360sq.km area in Toposheet 65I/09, Gariaband district was covered by reconnaissance
traverses. A total of 100 water samples (each during pre & post monsoon period), 50 nos.
each of soil and bed rock samples were collected and submitted for chemical analysis of
Fluoride, Arsenic, Iron, Cobalt, Nickel, Copper, Lead, Zinc, Manganese, Vanadium,
Molybdenum, Cadmium, Bismuth, Uranium, Mercury etc.

20.10.4Mission I1: Natural Resource: -Shri S.P. Bhutia, Superintending Geologist, GSI, Raipur
informed the house that under this mission 10 projects have been taken in different parts
of Chhattisgarh State.

20.10.5Industrial & Fertilizer Minerals:
I. Preliminary exploration for limestone around Mohrenga and Kandai areas of Durg
district, Chhattisgarh. (G3 Stage): (Item no. MEP/NC/CR/SU-CG/2019/24515),
Out of 1400 nos. of core samples, Chemical analysis of 353 nos. of core samples have
been received which shows a wide range of variations in CaO (9.62% to 43.33%), SiO2
(10.39% to 51.98%), MgO (1.06% to 17.59%), Fe2O3 (1.18% to 5.53%), and Al2O3
(2.47% to 14.44%).
II. General exploration for limestone in Amlipali block, Raigarh district, Chhattisgarh.
(G2 stage) :(Item no.MEP/NC/CR/SU-CG/2019/24570)
Analytical results of 653(73.62%) core samples have been received and limestone zones
shows variation in CaO from 34.05% to 48.74% (Ave. 39.33%)
III. General exploration for limestone in Dani Kokri block, Durg district, Chhattisgarh
(G2-stage)
(Item no. MEP/NC/CR/SU-CG/2020/30098)
Out of total 28 planned boreholes, 02 boreholes CDDK-09 and CDDK-10 are completed.
The chemical analysis results of Core samples of CDDK-10 showCaO ranging from
minimum 33.94% to maximum 49.07% with an average CaO 42.9%; MgO ranging from
minimum 0.93% to maximum 3.82% with an average MgO 1.72%; SiO2 ranging from
minimum 8.83% to maximum 23.08% with an average SiO2 14.58% and P2O5 ranging
from minimum 0.02% to maximum 0.05% with an average P2O5 0.03%.
IV. General exploration for bauxite ore in Murtadand block, Surguja District,
Chhattisgarh (Stage: G-2) (Item no. MEP/NC/CR/SU-CG/2019/24577)
10 Surface samples of bauxite yielded up to 57.92% of Al2O3 content with an average of
52.54%. Average SiO2, Fe2O3, TiO2, LOI, Ga and V content analyzed in surface
samples are 1.86%, 7.96%, 11.23%, 25.01%, 97.3ppm and 777.2ppm respectively.
V. General exploration for bauxite ore in Chundapat- block, Jashpur district
Chhattisgarh. (Stage – G2) (Item no. MEP/NC/CR/SU-CG/2019/24581) (Spillover)
Analysis results of 10 nos. of BRS samples of bauxite reveal that Al2O3 ranges from
34.40 % to 57.06%, SiO2 0.26% to 4.64%, Fe2O3 4.94% to 23.81%, TiO2 5.79% to
12.92%, LOI 20.38% to 25.42%, Ga 60ppm to 95ppm and V 530ppm to 1616ppm. While
the average value of Al2O3 49.44%. SiO2 1.93%, Fe2O3 14.67%, TiO2 10.35%, LOI
22.8% Ga 85.7 ppm and V 1016.8 ppm.
VI. General exploration for bauxite ore in Pandrapat- block, Jashpur district
Chhattisgarh (Stage: G-2) (Item no. MEP/NC/CR/SU-CG/2019/24600) (Spillover)
Chemical analysis results of 10 BRS samples of bauxite reveal that Al2O3 ranges from
50.57% to 57.73%, SiO2 0.53% to 2.91%, Fe2O3 3.43% to 12.80%, TiO2 8.08% to
10.77%, LOI 25.3% to 28.6%, Ga 68ppm to 116ppm and V 590ppm to 1338ppm. While
the average value of Al2O3 54.703%. SiO2 1.56%, Fe2O3 6.88%, TiO2 9.43%, LOI
26.7% Ga 94% and V 887%.

VII. General exploration for Bauxite deposit in Chapi block, Balrampur district,
Chhattisgarh (Stage: G-2) (Item no. MEP/NC/CR/SU-CG/2019/24638) (Spillover)
2 types of Bauxite marked - a) Massive and b) Pisolitic. Bulk Density of Bauxite is 1.47
tones/m3. Al2O3 varies from 33.57% to 57.1% in analytical results of 7 PCS.Results of 4
PTS samples show Al2O3 from 40.09% to 47.75%.
VIII. Reconnaissance Survey for Bauxite at and around Baidkhodra, Bilaspur District,
Chhattisgarh. (Stage-G4) (Item no. MEP/NC/CR/SU-CG/2019/26348)
Chemical analysis (data received so far) shows values of Al2O3ranging from 21.26wt%
to 54.04wt%, indicating ‘cement’ grade mostly. High values of REE, Ga, V have been
reportedfor the first time besides bauxite values.Chemical analysis (data received so far)
shows high values of V (514-3008 ppm; UCC 97 ppm) and Ga (33-127 ppm; UCC 17.5
ppm).
Possibility of having good values of Li in the area has been reported for the first time.
20.10.6Project-Strategic Minerals
IX. Reconnaissance Survey for basemetals in Oranga-Dhulangi area, Surjuga district,
Chhattisgarh. Stage-G4.
(Item no. MEP/NC/CR/SU-CG/2019/24531)
The calc-silicate rock and associated amphibolites host galena, sphalerite,
chalcopyritemineralization in the form of disseminations, stringers and cavity fillings.
The galena-sphalerite-chalcopyrite association is better observed in the calc-silicate rocks
X. Reconnaissance Survey for basemetals in Bhelai-Kudartola-Dhorpur area, Surjuga
district, Chhattisgarh. Stage-G4(Item no. MEP/NC/CR/SU-CG/2019/24582)
A well-developed Gossan Zone having 10m width and 15-20m in length observed along
the GagarNadi section near SW of Dumki village. The host rock is darker coloured and
very fine grained in nature. Surface of this Gossan Zone outcrop is light brown to
brownish red due to the leaching of sulphide specks. Across the field area, sulphide
mineralization in the form of disseminated pyrite specks commonly present in calc-
silicate and dolomitic limestone.
20.10.7 Project-Precious Metals & Minerals
XI. Reconnaissance for gold & associated sulphide mineralization in Chanat- Jogidadar
areas, Mahasamunddistrict, Chhattisgarh (G4 stage)
(Item no. MEP/NC/CR/SU-CG/2019/24607)
08 nos stream sediments samples were collected and panned from the 1st order stream
from this block and a total of 10 to 12 gold grains were recovered. Visible specs of
chalcopyrite, bornite and pyrite were also observed in discontinuous sheared quartz vein
within foliated altered metabasalt and in ore microscopic studies primary gold grains (10-
25 µm) identified. Sheared mineralized quartz vein analyzed 02 samples for gold by Fire

assay method from Hutti Gold Mine Ltd. and have given gold value of maximum 0.2-0.4
g/t gold value. 2-meter zone has been demarcated by trench value of 0.07 g/t to 0.2 g/t.
On more value of BRS trending south analyzed 0.4g/t. A spot value within the block has
been analyzed with 0.13 gt/t in BRS.
XII. Reconnaissance survey for gold & associated sulphide mineralization in Bhogdih –
Junadih areas, Baloda Bazar and Mahasamund districts, Chhattisgarh (Stage-G4)
(Item no. MEP/NC/CR/SU-CG/2019/32067)
Disseminations of sulphides such as chalcopyrite, pyrite and galena are noticed in the
quartz veins occurring at the contact zones of metarhyolite and metabasalt as well as
metarhyolite and gabbro near Bilari, Kesharpur and Rangmatiya villages. One sample of
this quartz vein was submitted for chemical analysis to the Hutti Gold Mines Limited
(HGML), which yielded 0.6 g/t gold.
Chairman of the committee asked GSI that they have taken up base metal exploration in
2019-20 and also have proposed for 2020-21 but these are only G-4 level projects, any
possibility of updating it to G-3 level.
GSI officials informed that this year field programmes is finalized, for the next year field
programme i.e. 2021-22 they are planning for G-3 level exploration of Gold, Base Metal,
Phosphorite and Glauconite.
Chairman told GSI that instead of taking new projects, GSI should not leave the last year
projects and try to upgrade the same to G-3 level.
GSI officials informed that they have not left those projects but the report of last year
projects will be circulated in September and mineralized zone will be identified after that
for further exploration. However, their schedule requires deliberations and discussion for
next year field programme prior to the report circulation.
Chairman told the GSI need to redefine its planning to achieve the objective of speed up
the exploration activity.

Shri Anurag Diwan, Joint Director, Geology and Mining suggested that GSI process of
project planning needs to be properly defined, as it has been observed that at least one
year of gap is observed in upgrading the blocks to next level.
Shri H. N. Bawane, Deputy Director General, GSI informed that the field programs are
planned as per the results and they have significant results in gold exploration in Chanat
area and have submitted 1000 m drilling proposal in next season. He further informed
that may be possible that in case of any significant finding, new items may be taken up
during the ongoing field season.

that if GSI will take up the exploration of Chanat area for 2020-21 session it may bring
good outcome.
GSI officials informed that the projects for 2020-21 session is already approved and work

20.11 Coal Wing, Geological Survey of India, Nagpur: -
During the period regional exploration program for coal were continued in Chhattisgarh
in four blocks of Mahanadi Valley basin (Mand Raigarh Coalfield).
The blocks area- Jobro East Block (Drilling: 1792.55m), Karmagarh (Drilling: 2832.00m),
Kida Block (Drilling: 2749.40m) and Jampalli block (Drilling: 1702.45m)
Though they could not participate but submitted review materials for SGPB 2020 agenda.
20.12 Remote Sensing and Aerial Survey, Bengaluru:
I. Remotesensing data interpretation, ground evaluation and geological appraisal of aero-
geophysical anomaly zones with integrated datasets covered in OGP-AGP surveys,
Block-4, in parts of Rajnandgaon,

The study area is located in parts of Rajnandgaon, Balod and Gondia districts of
Chhattisgarh & Maharashtra spreading over an area of 3900 sq. km. It forms part of the
Baster craton and overlain by Chhatisgarh basin to the southeastern part. The area is
bounded by N latitudes 16°00'00'' to 16°15'00'' and E longitudes 79°15'00'' to 79°30'00''
The study area and is bounded by latitude 20°37'30'' to 21°22'30'' and longitude 80°30'00''
to 81°00'00''and falls in Toposheet nos. 64 C/12 and16, 64 D/09 and 13 and parts of
64C/11, 15, 64 D/10 and 14.
Shri Mahesh Babu enquired if spectral signature studies based on known deposits to
unknown deposits has been carried out, GSI officials informed that similar studies has
been carried out by GSI.
20.13 Indian Bureau of Mines: -

i. ASP of ROM of iron ore minerals, this is still under development as the MTS
system is still not fully operationalized.
ii. the issue of DGPS demarcation of mining lease area and highlighted that IBM is
in receipt of many DGPS reports, however the same were not authenticated by
DGM. He told that at least for those leases for which extension was granted, lease
area should be demarcated and fixed, so that during inspection IBM should not
worried about the lease boundary.
129 mines were inspected in Chhattisgarh for the implementation of MCDR 2017 and for
approval of Mining plan and Scheme of Mining. 30mines inspections were carried out for
the disposals of mining plan/scheme of mining in Chhattisgarh state. 28 Mining plans
approved during the year and 02 Mining plan disapproved.He further informed that
almost 90% registration has been done for new MTS system. During the year 2018-19,
6mines were awarded 5-star rating and 12 mines 4 star rating out of 102 participating
mines of Chhattisgarh, rest were 2- and 3-star ratings.
During the year exploration has been carried out by 27 existing mining leases comprising
of 35000 m in 1241 boreholesin 7 mines 385 million tons of resources has been enhanced
after exploration.
He suggested that IBM has referred to state government for suspension of mines in case
of non-submission of returns.
More than 80 mines which are non-working due to various reasons, out of which in case
of around 30 mines extension is not granted or pending with state government, Shri B.L.
Gurjar suggested that as per the provision of section 8 (A), extension may be granted for
a period of upto 50 years.
Mr. Gurajar suggested that some NRP has been submitted online, state government
should initiate action in case of any pending NRP, the same may be granted at the
earliest, so thatsome area can be identified.

Shri Anurag Diwan, Joint Director, suggested that in case of non-submission of monthly
return by miner, IBM may communicate to District Collector for suspension of mine with
copy to DGM.Shri Mahesh Babu told that the same may be discussed internally before
concluding, he further stated that state government has empanelled agencies and state
government can’t verify the boundary.

Shri Sameer Bishnoi, confirm that land records department data and surveyed map should
be taken as base and any further update in information should be based on the surveyed
map. He further suggested that the land demarcation of lease area should be done or the
same may be reviewed on case by case basis and administrative approval should be taken
on the same, this may be noted down and a separated discussion may be held for solution
on issue of DGPS survey.
20.13ATOMIC MINERAL DIRECTORATE OF EXPLORATION AND RESEARCH,
HYDERABAD
Shri Srivastava, Central Region, AMD informed the house about the activities of Atomic
Mineral Directorate during the period 2019-2020. He informed that during the year AMD
has carried out three projects in Chhattisgarh:
1. Chottanagpur Granite Gneiss Comples (CGGC) – Survey for U & REE;
Subsurface investigations
a. Reconnoitary drilling comprising of 3986.75m drilling in 16 boreholes to
explore the subsurface continuity of migmatite hosted uranium
mineralization in and around Jhapar areas, Balrampur district,
Chhattisgarh TS 64 I/13.
b. Reconnoitary core drilling comprising of 1853.35m drilling in 6 boreholes
to establish the subsurface continuity of structure‐controlled and
migmatitehosted uranium mineralization at Kurludih‐Talkeshwarpur area,
Balrampur district, Chhattisgarh TS 64 M/5.
c. Reconnoitory drilling in Rakshakhandcomprising of 1185,75 m drilling in
6 boreholes to probe subsurface continuity of uranium mineralisation
along faulted contact of CGGC and Panchet Formation, Balrampur
district, C.G. TS 64 I/13.
d. Detailed geological mapping on 1:5,000 scale near Jhapar village (TS No.
64I/13) and Gobara‐Chunapatar village (TS 64 M/1 & M/5), Balrampur
district
e. Reconnaissance radiometric survey and geological mapping of 370sq km
area on 1:25,000 scaleto establish migmatite hosted uranium
mineralization in CGGC / North Surguja Shear Zone along
Sagsoti‐Tattathar‐Gobranala – Salwahi tract, Balrampur district,
Chhattisgarh TS 64M/1& M/5.
2. DongarhKotri Belt‐ Survey for Uranium and subsurface investigations
a. Reconnoitory core drilling to probe structure controlled & possible IOCG
types uranium mineralization along
Deorsur‐Mungadi‐Karamtara‐Dangarh‐Sangli block, Rajnandgaon district,
Chhattisgarh.
b. Drilling of Four (4) boreholes (2000m) along sheared contact of rhyolite
and amphibolite, however did not intercepted any mineralization
c. Ground geophysical surveys in these areas demarcated broad N‐S trending
high gravity and high magnetic anomalies.

3. Chhattisgarh Basin‐ Survey for Uranium
a. Detailed radiometric survey, geological mapping and geochemical
sampling of 9.30 square km to probe the unconformity type of uranium
mineralization in Koilari and Magarkund area, Kawardha and
Rajnandgaon districts, Chhattisgarh.
b. Reconnaissance radiometric survey and geological mapping of 280 Square
Km to probe the unconformity type of uranium mineralization along the
contact of basement Nandgaon Group and overlying Chhattisgarh
sediments in Sarodhi – Lohara – GandaiJangalpur areas, Kawardha and
Rajnandgaon districts. TS 64 G/1 & G/2
c. Reconnaissance radiometric survey and geological mapping of 385 Square
Km area along Charbhata‐Juba‐Makarmuta tract over Chhattisgarh
sediments in Raigarh and Mahasamund districts. TS 64K/15, 64 O/3 &
O/7
d. Regional ground geophysical surveys along trans Chhattisgarh Magnetic
lineaments (TCML) covered 180-line km identified two magnetic lows
indicating presence of two lineaments
4. RMRE INVESTIGATIONS
Reconnaissance survey and Geological Mapping to locate Rare Metal
bearing pegmatite’s along Chargora – Pipra – Kirma – Gobha –
Belda‐Naniagarh tract, Balrampur&Surajpur districts, Chhattisgarh. TS 64
I/9 & 13 covering 210 Sq km area.
20.14 Central Mine Planning and Design Institute-RI-V Bilaspur: -
Shri V. Satish, Deputy Manager, Geology, CMPDIL, RI-V- Bilaspur informed the house
about the activities of Coal Exploration in Korba, Mand-Raigarh, Sonhat and Ramkola-
Tatapani Coalfields. The work carried out through departmental resources and
outsourcing and a total of 74469m drilling was completed in CIL blocks and 19789m
drilling in Non CIL blocks. Total 94258m drilling was completed in Mand-Raigarh,
Korba and Sonhat coalfield through departmental resources. In CIL blocks 124533 m of
outsource drilling was done through MECL and in non CIL blocks total outsource drilling
through MECL was 301908 m. In non CIL blocks around 8625.5 m drilling was done
through outsourcing to private agencies.Thus a total of 5,29,324.50 m drilling was carried
out through departmental as well as outsourcing.
Shri Anurag Diwanasked whether the three blocks recently put up for auction i.e.
Dolesra, Jarekela and Jhalpalam are detailed explored.
It was confirmed by CMPDI that all these blocks are detailed explored. During the
discussion CMPDI officials shown interest in exploration of non-coal mineral blocks.
Shri SanjayKankane, RO, Bilaspur enquire since CMPDI is outsourcing most of the
work, how will it contribute to non-coal mineral exploration. Shri. V Satish informed that
CMPDI has complete value chain starting from Drilling to GR preparation.

Shri Mahesh Babu raised the issue that though the CMPDI has been authorized to do
DGPS based demarcation of SECL coal mines but most of the coal mines survey is
pending.
CMPDI officials informed that the survey activity is undertaken by Geomatics
department and will communicate to the concerned department

20.15 Council of Science and technology, Govt. of Chhattisgarh
Shri Amit Multaniya presented DGPS survey and undertaken by GSI in the state. He
informed that in 2019-20, CCOST has done DGPS survey of 5 blocks for DGM. CCOST
has also provide land schedule of 5 blocks for verification and land schedule of another 4
blocks are under process.
Shri Anurag Diwan asked about the issue of area raised in KarhiChandi block and how
the same will be resolved in next blocks.
Mr. Amit Multaniya informed that the Patwari record and actual dimension on the ground
varies and to resolve the issue, CCOST has considered the patwari record for parcels
located inside the block, while in case of parcels lying on the periphery GSI area has been
taken for account.
Shri Kawishwar, gave presentation on Mining Surveillance System for minor minerals
for DGM. He informed that for Phase I analysis, lease wise khasra map of 42 blocks were
provided by DGM out of which khasra image of 35 blocks were georeferenced while
khasra map of 7 blocks could not be processed due to insufficient control points. Trigger
were generated for 27 blocks were for 8 blocks no trigger were observed.Similarly, for
Phase-II lease wise khasra map of 23 blocks were provided by DGM out of which khasra
image of 19 blocks were georeferenced while khasra map of 4 blocks could not be
processed due to insufficient control points. Satellite data of 8 blocks has been identified.
Shri Mahesh Babu asked him to share the trigger with DGM and if some data is missing
DGM will try to update the input.
Shri Anurag Diwan raised the issue of Ground Control Point and suggested that there are
only 7/9 secondary or tertiary control points in Chhattisgarh and DGM should ask
CCOST to generate tertiary and forth level ground control points especially for mining
areas.
Shri Mahesh Babu confirmed the importance of control points and fixation of further
level of control points.
20.16 National Mineral Development Corporation Ltd.: -
Dr. Shravan Kumar, DGM NMDC informed the house about exploratory drilling work
carried out in the existing mining leases of Bailadila area for quality control as well for
establishment of additional resource/reserves proving. Total 14115m drilling was done.

NMDC statedthat they have applied for reservation of Nodenar – ModenarBlockfor CU
and associated minerals (21.24 sq.km), South Bastar district, Chhattisgarh for prospecting
and mining operation through tripartite agreement.
In this regard he also informed that NCL (NMDC-CMDC Ltd) submitted application to
The Secretary, Mineral Resource Department, Mahanadi Bhavan, Government of
Chhattisgarh, Naya Raipur on 29.11.2019 for reservation of Baloda-Belmundi Diamond
block (156.80 Sq. Km), Saraipali Tehsil, Mahasamund district, Chhattisgarh under
Section 17A (2A) of MM(D&R) Amendment Act, 2015 for prospecting and mining
operation.
NMDC informed the committee that it has applied to NMET and written to DGM to
suggest freehold area within the said block.
Shri Anurag Diwan asked how much time it will take to bring all the ML to G1 level,
NMDC informed that it will take almost two year to bring to the G-1 level exploration.
Shri Shri Mahesh Babu suggested that discussion should be held between DGM and
NMDC exploration wing with Maps of RP blocks and DGM blocks to shortlist some area
for exploration work, NMDC to identifythe area and DGM will apply the same to NMET.

20.17 Mineral Exploration Corporation Ltd.: -
Shri Pradeep Kulkarni, Senior Manager Geology, MECL informed the house that
exploratory drilling work carried out in coal and non-coal mineral commodity.
Exploratory drilling in coal, as per MoU with CMPDIL, done in various coalfield of
Chhattisgarh state. In other commodity, MECL also carried out G-3 level exploration
work for Sendurkhar Bauxite block, District Kabirdham and Ranigaon-Gondaiya
limestone block, Bilaspurduring the year 2019-20.
MECL officer also informed that the three iron ore blocks given by DGM i.e. Hurtarai
Block, District Kanker, Aturberla Block, District Kanker and Kanker Notified Area,
District Kanker are falling in sensitive area and MECL is not in a position to do
exploration work in these blocks.
20.18 Chhattisgarh Mineral Development Corporation: -
Shri A.P Saha, AGM, CMDC, elaborated the mineral exploration activities of CMDC in
the year 2017-18. CMDC carried out investigation for Bauxite, through outsourcing.
Altogether 06 project of Bauxite have been taken for exploration. Out of these, 02
projects (Pandripani&Sukhjhar) are in Kabirdham district and 04 project (Kudridih,
Kamleshwarpur, Narmdapur and Rupakhar) in Surguja district.
20.19 Central Institute of Mining and fuel Research BilaspurUnit, BilaspurCG: -
During this period laboratory of CSIR-CIMFR received 9754.28 meters of borehole coal
cores from GSI and CMPDIL RI-V (Bilaspur) from about 27 blocks/areas spread over
nine (09) coalfields of Chhattisgarh, M.P. and Orissa.

CSIR-CIMFR received total of 958.9 meters of coal cores from GSI comprising of
483.86meters of coal cores received from Mand-Raigarh of Chhattisgarh state while
95.59 and 379.45meters received from M.P and Orissa respectively.
CIMFR Bilaspur received total 6984.14meters of coal cores from Mand-Raigarh, Korba
and Bishrampur of Chhattisgarh state and 1811.24 meters of coal cores from M.P state
from CMPDIL, Regional Institute-V.
Though they could not participate but submitted review materials for SGPB 2020 agenda.
20.20 Directorate of Geology and Mining, Chhattisgarh
Shri Kailash Dongre, Joint Director (OIC) Geology, Directorate of Geology and Mining
briefed the committee regarding the various activities of Directorate of Geology and
Mining. He informed that during 2019-20 under mineral investigation activity DGM has
achieved the physical targets of Survey& Mapping of 284 Sq. Km, 2218 m drilling and
sample analysis of 35057 radicals (5515 samples). He also informed the committee about
readiness status of 12 limestone blocks for auction in 2020-21.
Shri Kailash Dongre also apprised about the status of NMET funded projects, he
informed that in Phase - I, a total of 14 projects were approved by NMET comprising of 4
bauxite, 2 limestone and 8 iron ore exploration projects. Out of 14 projects, DGM has
completed exploration of 3 bauxite and 2 limestone blocks. Work for one bauxite block
could not be started due to local resistance, while as per direction of 22nd TCC- NMET,
Amalgamated proposal of 7 Iron Ore Blocks has been submitted for re-consideration.
In Phase - II, a total of 3 proposals were approved by NMET comprising of 1 Iron ore
and two bauxite blocks. Exploration for bauxite in Chendradadar block has been
completedduring the year. However, the exploration workat Lurena block could not be
started due to local resistance. Exploration work for iron ore in Gopaltola block will be
started after acquiring the needful forest clearance.
20.20.1Regional Office Bilaspur: -
Shri Sanjay Kankane, Regional Head, Bilaspur elaborated the mineral exploration
activities of Regional office Bilaspur. He informed that total 2 exploration projects of G-3
level comprising of 2 bauxite blocks were taken up during 2019-20. In Lurena bauxite
block (District- Surguja )Total 0.16 Sq Km area was mapped against the target of 1.65
Sq. Km. Drilling activity cannot be started due to local resistance.
In Murtadand bauxite block (District- Surguja) work can’t be started due to local
resistance.
20.20.2Regional Office Raipur: -
ShriS.K. Tiwari, Regional Head Raipur informed the house that Exploration for
limestone in Sarseni-Guma area districtBalodabazar-Bhatpara was carried outduring the
period under review. During the period, detailed geological mapping of 1.08 Sq. Km

areaon 1:4000 scale and a total of 1028.65 m drilling work done in the area. Total 111.87
million tones resources of limestone estimated in 17 boreholes. The project will be
continued in the next season also.
During the discussion the issue of pending forest clearance of Gopaltola block was raised.
Shri Anurag Diwan suggested that initial proposal should be prepared as to get the
clearance from state level.
20.20.3 Regional Office Jagdalpur: -
ShriD. Sai, Regional Head, Jagdalpur informed the house that survey and investigation
for Dolomite in Mohpal-Baraiarea in Bastardistrict was done. During the period 160
sq.km Reconnaissance survey (1:50,000 scale), 1.89 sq km detailed geological mapping
(1: 4000 scale) and 830 m drilling in 28 boreholes completed and 690 samples were
generated. Total 60.20 milliontonnes of Dolomite resources estimated in this block. Work
has been completed in the block.
Regional Head, Jagdalpur suggested that if DGM can get the help of GSI, then the results
will be encouraging.
GSI officials informed that whatever reports/maps and other input is required by DGM
will be made readily available.

Shri Sanjay Kankane, suggested that it may be verified by RO, Jagdalpur to clarify that
the proposed project area is not overlapping with Pushp steel.
Shri Anurag Diwan and Mahesh Babu suggested to verify the overlapping issue by joint
team comprising of Shri Kailash Dongre, Shri Sanjay Khare, and Shri Sanjay Kankane.

20.21 Shri Anurag Diwan informed that DGM has received a call from Prof. Hari Singh from
Pandit Ravishankar University, he submitted a proposal to DGM, the proposal has two
parts:
1. Pandit Ravishankar University is creating a Museum, in this regard they need rock,
mineral and other samples.
2. They want that the agencies involved in exploration/mining/mineral administration
should provide internship projects to students.
GSI officials informed they already have discussions with the prof. Hari Singh and they
will provide all the possible help to them.

Chairman appreciated the presentation of RO, Jagdalpur and also express his happiness
that GSI has included projects of high value minerals/ strategic minerals for 2021-22 field
projects. He stressed the need to speedup the exploration work in order to prepare at least
G-3 level report. He suggested DGM officials to coordinate with GSI and resolve the
overlapping issue of GR preparation and field programmes.
