Matters Arising from the Minutes: • DH has provided April report to the BOPRU Board • PR is continuing to working with the BOPRU CEO Mike Rogers on the ‘Green Card’ initiative • DH has contacted Mike Savage and is endeavouring to set up a meeting re the awards night • Phil Barnett has confirmed the venue for the awards night • PR has had full year budget figure aligned with the approved budget • Grant Wilson has provided 10 whistles each to CBOP and EBOP • List of 10 year referees for the blazer has been completed and PR has found a supplier • CBOP, EBOP and WBOP have held meetings covering off 2016 Technical Priorities • Appointments Board have organised candidates for the North Harbour interchange • Presidents group have come up with naming suggestions for the Premier Referees Award

Attendance for the Baywide and Area meetings tabled Decision was made to hold the May Baywide Meeting early given the success in securing Craig Joubert on the 26th April with 54 odd in attendance

Report tabled. EBOP Group of 4 are regularly meeting for sprint training and spin classes. CBOP – PR advises he has been unable to sort out a satisfactory arrangement, this will now be a work on for 2017
� Finance – Shane McDermott Report received from Neil Alton – actuals to budget YTD RAG members to advise referees that travel claims must be completed monthly

Malcolm Langdon has compiled list of 10 year recipients for blazers - blazers to be awarded this year PR has now confirmed a supplier and style. Recipients to be fitted and order placed
OA to arrange with Pat Killgarriff a fitting at Robinsons Menswear at Mount Maunganui

Reports tabled Discussion on judicial stance regarding referee abuse. GK feels circumstances should be taken in consideration. Apply appropriate penalty according to schedule. PR and DH to organise a review meeting with the Judiciary.
� Recruitment & Retention – Pat Rae Report tabled Discussion on age group for recruitment. Bulk of NZRU funding is based on the 22 – 34 year old group. All referees to be encouraged to be speaking up and promoting refereeing with a view to recruitment
� Referee Coaching – Pat Rae PR to send out minutes of their meeting 3 areas of concern raised
Interchange weekend Awards night – 13th August PR to organise for an initial flyer to be sent out
� General Business
• Report to BOPRU Board DH provided a copy of our April Monthly Report to the BOPRU Board DH to prepare and table report for May. Discussion on the viability of providing two monthly reports.
• Text Alerts / Push Functions Apps are available to send texts as another way to communicate with our referee membership PR to continue to investigate costs, benefits etc
• ‘Blue Cards’ Blue Card concussion initiative booklet received from NZRU setting out protocols and implementation procedures for Provincial Unions Refer to the booklet – the steps are as follows:-
1. BOPRU Board approve implementation
2. BOPRU consults with clubs and schools
3. BOPRU consults with referees
4. BOPRU consults with district health authorities
5. BOPRU in consultation to what level the Blue Card will apply
6. Formal advice to all stakeholders
DH has made request to the BOPRU Board who have now approved. Referees are on board with it so (3) above done Next stage in the implementation process is for the BOPRU to consult with clubs and schools and the BOP District Health Authority – (2) and (4) above

The only other thing to decide is for BOPRU to decide as to what level it will apply – (5) above Training important, using approved NZRFU trainers. PR has all the forms and protocols ready for implementation DH to ask CEO for timeline for implementation for the remaining procedures
• Referee Awards Night Phil Barnett has confirmed booking with Club Mount DH and PR to have meeting with Mike Savage / Legacy Funerals with a view to some sponsorship for the evening Live music (quote for $800) DH proposes that our 3 sponsors are invited along with invitation to the BOPRU Board and key BOPRU staff. Gifts to be presented to the sponsors
PR also proposes we invite photographers Rick Morand and Miki RAG accepted a proposal that it will cost the referees $20 per person and the partners are free.
• ‘Green Card’
This is an idea to hand out $20 Cobb and Co vouchers by referees for positive behaviour by players, coaches and public. PR has approached Mike Rogers who has put the idea to Cobb & Co If Cobb and Co doesn’t eventuate, the idea is to get tickets to Bay Mitre 10 games. We are advised the BOPRU Board are supportive of the initiative

• North Harbour Referee Interchange
Email received advising this will take place Saturday 14th May Appointment Board have nominated Nick Burton and PR who have confirmed
• Gold Coast Referee Interchange
PR advised quotes are $3300 PR has commenced the funding application

Interchange to take place Sunday 10th to Sunday 18th July 2016 Appointments Board has nominated Mark Hollinshead, Phil Chandler and Ifi Seumanutafa for the Gold Coast interchange who have been approached – all 3 have accepted Funding applications have been lodged.
• Hawkes Bay interchange: Interchange to take place Saturday 4th June Appointments Board has nominated Mate Samuels, Kevin Taikato and Steve Wheeler who have been approached
• Poverty Bay interchange: Email received advising they are keen to host BOP referees on an interchange. They advise Wellington booked for 27th and 28th May PR to work through and firm dates
• BOP Referee Interchange: This is set for Queens Birthday weekend North Harbour, Taranaki and Poverty Bay have confirmed
Plans are for them to stay at Armitage, dinner Saturday evening, Sunday for referee’s forum, Sunday lunch after which they will leave. PR / Dave Edwards to liaise with other unions who have not responded to date Have Phil Barnett look after the social side of the interchange in consultation with PR We need to come up with some corporate gifts to be exchanged for the interchanges. PR to liaise with the BOPRU Marketing Dept – suggestions are Ties, Beer Mug etc
• New Premier Referee Award:
PR has promoted a new award. This would be in the form of a medal This would be for the best Premier Referee as voted for by Premier Coaches. Votes to be made on a weekly basis and collated by PR A name was sort for the Medal. It was suggested that the BOPRU Presidents group table some names. They have come up with the following:-

1. Reg Crook Medal after his 50years service to BOP Referees mostly in the Eastern Bay.
2. Bill Sparks Medal after BOPRU Life Member with long service to BOP Referees.
3. The Lawrence Medal in respect of the involvement of both Keith and Bryce in BOP and NZ Rugby Refereeing over a long period of time and continuing.
The names provided to be seen as a suggestion at this point.
The RAG members to now canvas their areas on names for the medal.
• 2016 Law Exam:
The online exam has been tested by a small group of referees Is due to go live Monday 9th May Can be sat 3 times in six months period To be promoted at area meetings and PR will be sending out further detailed information

I thought this was really pertinent to local referee meetings where I’m not sure we are always clearly explaining why we are doing things, what we are aiming to achieve etc….”
Using this methodology, the RAG will evaluate how we as a group are performing in line with our Operational Plan. � Are our referees fully equipped with gear etc � Are our referees well equipped technically and practically � Are we achieving our action plans from each meeting � Are our referees kept well informed
