CARRIED 3 MAYORAL MINUTE 3.1 FUNDING AGREEMENT BETWEEN CITY OF GOLD COAST AND CURRUMBIN

WILDLIFE HOSPITAL FOUNDATION Councillors, The Currumbin Wildlife Hospital Foundation purpose is to secure the future of Australia’s wildlife and in line with this mission they work tirelessly to preserve our local koala population. But over the years the Hospital has grown to be one of the busiest in the world admitting over 9,000 animals a year - a service that is provided free of charge to our community. The Foundation staff are a small team of hardworking and passionate people who dedicate their time elevating the profile of the Foundation and raising as much financial assistance as possible. Their dedication in supporting the work of Currumbin Wildlife Hospital is essential to its mission of saving our wildlife. With this in mind I propose we enter into a funding agreement to provide much needed financial relief so the Foundation is able to focus on what they do best, preserving our wildlife. As part of the agreement the Foundation propose to: - Vaccinate every koala released from Currumbin Wildlife Hospital; - Develop a delayed release vaccine to enable a double shot vaccine in a single catch

up;

3 MAYORAL MINUTE (Continued) 3.1 FUNDING AGREEMENT BETWEEN CITY OF GOLD COAST AND CURRUMBIN

WILDLIFE HOSPITAL FOUNDATION (Continued) - Investigate the use of the chlamydial vaccine to aid the treatment of koalas with

chlamydia. Council intends to fund the first two years of this five year program ($50k +$50k) from the remaining balance of the 2018/19 Community Grants Program ($110k+) with the final unallocated Community Grant Program funds ($10k+) being distributed via the 2018/19 Mayoral Donations Program. Motion: That Council authorises the Chief Executive Officer to enter into a five-year Funding Agreement with Currumbin Wildlife Hospital Foundation (CWH) which provides for the allocation of $50,000 per year from the annual Community Grants Program as a contribution towards the implementation of a koala chlamydial vaccine project. The Funding Agreement is to include an annual project update from Currumbin Wildlife Hospital detailing the status of the project implementation and corollary benefits to the City of Gold Coast’s koala population. That funding for Year One of the Funding Agreement (2018/19) be sourced from funds currently unallocated within the 2018/19 Community Grants Program, with balance of $60,000 of unallocated funds from the 2018/19 Community Grants Program to be reprovisioned to fund year two & partially fund year three of the Funding Agreement (2019/20, 2020/21). That future Community Grant budgets be set to sufficiently fund the agreement with the Currumbin Wildlife Hospital through to 2022-23. Motion That the date of the Special Budget Meeting of Wednesday 31 October 2018 be rescheduled to Friday 2 November 2018 at 9am. 3 MAYORAL MINUTE (Continued) 3.3 KEY TO THE CITY – BOB GORDON Councillors, I propose to grant Mr Bob Gordon the ‘Key to the City of Gold Coast’ given his outstanding contribution to the Gold Coast over many decades and believe he qualifies under the adopted policy. The granting of the ‘Key to the City of Gold Coast’ represents the highest honour that the City can confer on an individual and is a demonstration of recognition by Council. As I’m sure you’re aware, Bob chose to call the city home in the 1990s and has been a strong advocate for our City ever since. By actively contributing to our community across local boards (e.g. Gold Coast Suns founding director, Gambling Community Benefit Fund, Griffith University’s Glycomics Institute), through his leadership at the Gold Coast Bulletin, and ultimately by leading the bid to secure the Gold Coast 2018 Commonwealth Games as a founding chairman of the bid team - he has certainly left a legacy that should never be forgotten. He has been described by colleagues as visionary, dedicated, selfless and driven. As endorsed by three past recipients of the City Keys, I cannot think of anyone more worthy of this honour and recommend the granting of the ‘Key to the City of Gold Coast’ to Mr Bob Gordon. Please see their attached recommendations. Motion: That Council supports the Mayor’s recommendation to grant the ‘Key to the City of Gold Coast’ to Mr Bob Gordon due to his long and significant contribution to Gold Coast economic development, sport, tourism, lifestyle, leisure, transport and events. Official Opening of the Institute of Public Works Engineering Australasia (Qld) Annual Conference 2018

Official Opening of the Institute of Public Works Engineering Australasia (Qld) Annual Conference 2018

Last week I opened the Institute of Public Works Engineers Australasia Queensland conference.

We saw 500 local government engineers from across Queensland, New Zealand and other states come to the Gold Coast to meet and discuss topics relevant to local government engineering.

While they were here they also inspected a lot of the works being undertaken by this Council, such as our coastal engineering, bridges, roads and light rail.

At their awards ceremony recognised the excellence of this Council’s work, with 3 awards being presented:

the first was for the City’s travel demand management campaign;

the second for the traffic management of the Commonwealth Games’ Queens baton relay; and

the third was to the Director of Transport and Infrastructure in recognition of the excellence of engineering works being undertaken by this Council, including the significant effort put in for the Commonwealth Games.

It was great to be invited by David Ridden and his son Luke to their newly opened distillery in Miami.

Touring their facility really shows how the have a go spirit is alive and well in the city, as we see the gentrification of areas in places like Miami by businesses like Granddad Jacks.

Pink Ribbon Cup Raceday

Pink Ribbon Cup Raceday

The Pink Ribbon Cup Raceday is Australia’s largest community fundraiser for the National Breast Cancer Foundation.

I know event organisers were hoping to beat last year’s $117,000, and I’m sure they succeeded with such a successful event.

The Melbourne Cup made an appearance too and I had the opportunity of holding it and showing it off to the audience.

This annual event is organised by a team of dedicated volunteers and supported by businesses and individuals in the local community, with the sole aim to raise vital funds for the Foundation.

Launch of 2018/19 Lifeguard Season

Gold Coast beaches will be even safer as I announced a new tower will be built north of the sand pumping jetty at The Spit.

Tower 46 will be built early next year and will give greater lifeguard coverage at the popular northern stretch of beach.

Safety remains the City’s top priority and that we can’t afford to have any blind spots along our 46km of patrolled coastline.

We know our lifeguards are among the fittest, most prepared and best drilled lifeguards in the world and we need to equip them with the best tools to ensure they can do their job.

With school holidays and warmer weather, lifeguards are heading into their busiest time of the year.

In the past year, the City’s Lifeguard Service has performed 1300 rescues, prevented more than 43,000 potential ocean incidents and provided first aid to 6000 people.

Lifeguards will maintain mobile patrols north of the sand pumping jetty and continue to staff its tower just south of the jetty as always while the construction of the tower is undertaken.

Customer Contact Centre Visit

I took the opportunity to visit our staff at the Customer Contact Centre and have a go at taking some calls myself.

We receive 40,000 calls a month.

The top three enquires we receive are Rates, Rubbish and Dog Registration.

We are getting more and more ratepayers and residents online so they have a one stop shop to pay their bills and update their details.

Cr Boulton has recently had a local student from her Division, Seth, come in and get some work experience in Council.

I took the opportunity to meet with Seth myself, who had a few questions for me, which was great to see such enthusiasm from a young man interested in politics.

Promotion of Australian Transplant Games

I helped promote the importance of organ donation as part of the Australian Transplant Games.

90% of Aussies support organ or tissue donation in principle but sadly we have one of the lowest donation rates.

Transplant Australia's motto is 'Make the Most of Life' so I encourage everyone to register as an organ or tissue donor with https://donatelife.gov.au/

Official Opening of Last Night on Earth Rooftop Bar

This is only the second rooftop bar to open in our City’s CBD.

Owner Arran Woollams has done a fantastic job revitalising his business and helping contribute and grow Southport as a vibrant destination for locals and visitors.

It was my pleasure to officially ‘wet’ the bar.

Promotion for Brisbane Heat BBL Ticket Sales

To celebrate tickets for the 2018-19 KFC Big Bash League season going on sale, the Brisbane Heat played a game of beach cricket on Surfers Paradise beach.

I was happy to join with BBL all-rounder Ben Cutting to unveil the club’s countdown clock and encourage everyone to buy their tickets.

The Brisbane Heat is the Gold Coast’s adopted team and we expect both games at Metricon Stadium to be sell-outs. The Big Bash League is a fantastic family product and we know we are going to have great weather here, so we would encourage fans to get in early to witness what is going to be a terrific occasion for our city.

Having the best cricketers in the world on our door step will no doubt inspire the next generation of fans to take up the game.

Skydiving for 2018 World Parachuting Championships

The Gold Coast is the ideal destination host adrenalin pumping, adventure tourism events like these championships.

Over 500 competitors from 45 countries sent their national teams to our city to compete for the title of world champion in the fastest human sport on earth - and above it.

Held at Southport Community Centre, it was a pleasure to join with the local Chinese community to celebrate this important occasion.

The Mid-Autumn or Moon Festival is an important Chinese Traditional Festival where Moon Cake is eaten and families come together for a big gathering.

It takes its name from the fact that it is always celebrated in the middle of the autumn season and because it is held at the time of the year where the moon is at its roundest and brightest.

Jewel International Kite Festival

Presented by Bleach*, this event attracted both professional and novice kite flyers and makers demonstrating their skills and amazing hand-made creations.

There was also a lantern parade at dusk along the beachfront which was quite visually impressive.

It is great to see another free, family-friendly event happening on the Gold Coast.

Opening Ceremony for 2018 Australian Transplant Games

At the time, 700 athletes and their supporters were about to arrive in our city for the Australian Transplant Games.

The Commonwealth Games were always about creating a platform that allows us to secure legacy opportunities for our city over the coming years and this was an event legacy in action.

Hosting events of this calibre boosts our reputation internationally and provides financial support for businesses right across the city.

The Games included:

700 athletes;

229 adult transplant recipients in the mix;

28 youth transplant recipients;

260 recipient supporters also competing;

20 competitive events including swimming, road race, athletics, triathlon; cycling, darts, golf, lawn bowls, pétanque (bocce), volleyball, ten pin bowling, tennis, table tennis, croquet, badminton and board games; and

competitors from all Australian states and territories as well as New Zealand, Thailand, Germany and the United States.

The event is held every two years with the coast hosting the 16th games.

Announcement of The Boat Works North Property Expansion

Announcement of The Boat Works North Property Expansion

This expansion is a $100 million private investment project, doubling the size of The Boat Works’ existing 23ha shipyard and marina to 43ha.

It will provide 2,000 additional jobs and diversified businesses by expanding on a brilliant location which has become the ideal midway stop as boats cruise the east coast between Melbourne and Sydney and the Whitsundays and Great Barrier Reef.

The new precinct will create Australia’s first dry marina, devoted to dry storage for up to 200 boats from 25 to 100ft, as well as expanded refit facilities, the new 50-berth marina and waterfront village comprising boutiques and restaurants.

This will not only be a boating hub, but a new social and entertainment centre, with boutique shopping and dining.

This expansion is a capitalisation of the Gold Coast Waterways Authority’s commitment to dredge the Coomera River, improving access, water depth and water quality which in turn attracts marine life.

Visit American NFL Combine Tryouts

I caught up with Damani Leech, who is the Senior Vice President, Football Strategy and Business Development at the National Football League (NFL). He was on the Gold Coast for the NFL International Combine.

Athletes came from throughout Australia, New Zealand, Samoa and Fiji where the goal was to find up to 5 players to enter the NFL International Player pathway, including a 3 month training program at the IMG Academy in Florida, and possibly entering the NFL draft.

This Combine was covered on the NFL Network that reaches 80 million households in the USA and throughout the world.

The NFL is one of the most popular sports in the world, and I'm a big fan myself. Having the first ever NFL International Combine on the Gold Coast demonstrates just how far our city has come in being recognised as a global sporting event destination.

Official Opening of the Neighbourhood Watch 30th Annual State Conference

Neighbourhood Watch started in Queensland thirty years ago. It had a somewhat shaky start, in that the first groups, particularly those on the Gold Coast, did not survive their first decade.

However, with the knowledge gained from the efforts of those early groups, the next ones to start were much more successful and enduring.

There are now some 500 groups in Queensland, and more than 50 on the Gold Coast. Queensland has a greater proportion of groups to population than any other state.

In attendance at this year’s conference were around 250 delegates from all over Queensland, including 50 serving Queensland Police officers.

I’d like to thank the volunteers and QPS officers who help make this movement the success it is today as they help keep our suburbs and communities safe.

This annual event was the perfect way to celebrate the city’s outdoor lifestyle on Chevron Island.

Everyone loves an afternoon village street party, especially when it’s free!

The family-friendly event featured a silent disco, interactive arts and crafts by HOTA ArtLab, skateboard school, roller-derby demos by the East Coast Derby Dolls, beauty bar, local street food, Castle + Cubby play village for kids and a makers’ markets, curated by the Design Collective.

The ArtBeat Festival was held at Gold Coast University Hospital with the exhibition running from 8-21 October in the main hospital foyer.

Visitors can purchase art items with all funds going to the artist. These artists are dealing with mental health issues, which can impact one-in-five Australians at some stage of their lives.

2018 Gold Coast Young Entrepreneur Awards

Business News Australia again hosted a successful awards night, with 350 people helping recognise and celebrate the accomplishments and ambitions of the city's business people under 40 years of age.

The ‘have a go’ spirit was alive and well in that room and it is so wonderful to see our young leaders of tomorrow making their mark now.

The finalists for this year combined turned over more than $380 million in the last financial year and employed more than 3,500 people both on the Gold Coast and nationally.

A particular congratulations to the founder of National Veterinary Care Tomas Steenackers who was named 2018’s Gold Coast Young Entrepreneur of the Year.

Founded in 2014 and listed in 2015, National Veterinary Care employs over 800 Australians and turned over $66.8 million in revenue during the last financial year.

Eurovision Announcement

I was proud to join in the announcement that the Gold Coast will host Australia’s first ever Eurovision – Australia Decides.

The public will be able to vote for who they want to represent Australia at Eurovision in 2019.

The show will be held at the Gold Coast Convention and Exhibition Centre on Friday 8 and Saturday 9 February 2019.

Hosting the Eurovision event was right up there with the best and I’ve always said that we are a city that dares to dream and we reap the rewards for that.

Our city’s exposure to this global audience is priceless.

This is showing the rest of Australia and the world that the Gold Coast is the powerhouse place to do film and television.

In addition to section 57(1), section 59(2) of the Act requires the City of Gold Coast to review the effectiveness of the plan at least once a year. The review to assess the effectiveness of the plan has been achieved by the following activities:- A review of the plan to assess currency undertaken in consultation with key stakeholders;

Assessment of the plan against the Queensland’s Inspector General Emergency Management emergency management framework;

A major functional disaster management exercise. This agenda item specifically deals with the review aspects undertaken in consultation with key stakeholders, point 1 above. A review of the local disaster management plan has now been completed and approved by the Local Disaster Management Group at its’ meeting on 15 August 2018. The revisions to the plan include updated information regarding Local Recovery Group activities, removal of all references to the Commonwealth Games venues and arrangements, updated population statistics from census 2016 and updated risk assessment information for the City of Gold Coast based on the continued application of the Queensland Emergency Management Risk Management Framework.

In accordance with Section 60 of the Act, the plan, removed of all sensitive information and contacts, will be available on Council’s website as a downloadable PDF document. The plan review and development processes were managed by the City’s Disaster Management Unit. CS287/298/09/01(P1) (Continued) Right to Information (RTI) and Information Privacy (IP) Legislation 2009 The RTI/IP considerations are as follows: While there are generous flexibilities available to an agency in the secondary use and disclosure obligations in the event of a disaster, there are also provisions that ensure that the agency’s dealings with personal information remain fair, particularly after the disaster event. The following protections remain, regardless of the fact that the initial information sharing occurred in the context of managing a disaster event. Collection Regardless of whether an agency sources the personal information from the individual themselves, another government agency or a third party, the agency must only collect/obtain information that is necessary for a purpose directly related to one or more of the agency’s functions or activities. The collected information must also be relevant to that purpose, and complete and current. Storage and security Once an agency receives personal information from another source, it becomes responsible for protecting that information from loss, unauthorised dealings and any other misuse. Individuals also have a right to seek access to and, as necessary, amendment of, this information from the agency that holds the information.

The agency is similarly limited in being able to provide personal information it has sourced from one agency to someone else. 14 STAKEHOLDER IMPACTS The plan identifies disaster management roles, responsibilities and functions to be undertaken by the City’s disaster management agencies. Once the plan is endorsed by full Council, members of the group will be expected to implement these roles, responsibilities and functions. Once endorsed by Council, the Local Disaster Coordinator (Director Transport and Infrastructure) will be required to: Notify members that the City of Gold Coast Local Disaster Management Plan v 8 has
